In accordance with the stipulations of the STCW Convention, simulation training has been enforced in order to develop practical skills so as to prevent accidents by predetermining the risks in special marine environments. Simulation training is a useful way to acquire navigation abilities, and can continuously measure the ability of a trainee by applying an appropriate evaluation. However, the result of training is evaluated by the instructor's subjective judgment without quantitative criteria. Therefore, this study aims to quantitatively evaluate the effectiveness of simulation training. For this purpose, evaluation items were derived by analyzing legal standards, earlier studies, and the current status of MET institutions. The simulations were then performed three times in the same scenarios and analyzed the results. As a result, it has been shown that the objectively analyzed ability to keep the route and to make safe passage with other vessel, as well as subjectively evaluated ability by the apprentice officer has been improved as training progressed. Through the evaluation of simulation training results, it can be derived that simulation education needs supplementation, and can be provided as a basic form of data to quantify the evaluation results of the simulation training in the future.

실습선의 선교가 운항의 안전성과 효율적인 항해실습교육을 동시에 담보할 수 있도록 설계 되었는지 검토하였던 연구는 전무한 상태이다. 이에 본 연구는 국내 실습선의 선교를 주항해선교와 실습선교의 배치형태에 따라 전후형 선교배치, 상하형 선교배치, 단일형 선교배치의 3가지 배치형태로 분류하였다. 또한 설문조사를 통하여 실습선 선교 배치형태에 따라 항해실습교육의 운영형태가 서로 어떻게 달라지는지 검토하였고, 운항과 항해실습교육을 병행하는 데 있어 야기되는 장 ${\cdot}$ 단점을 도출하였다. 이를 바탕으로 운항의 안전성을 확보하고 효율적인 항해실습교육을 위해 새로운 형태의 실습선 선교 개선 모델을 제시하였다.

4차 산업 혁명으로 해양산업은 해사 관련 기술 및 시스템, 특히 선원의 역할에 상당한 변화가 생길 것으로 예상됩니다. 특히, 자율운항선박(MASS)은 인적과실에 의한 안전사고의 예방과 해상 작업 환경의 개선을 위하여 개발되고 있습니다. IMO는 교육 및 훈련 분야를 포함한 모든 분야에서 MASS의 도입에 대한 준비작업을 하고 있습니다. 이에 반해 국내지정교육기관은 아직 MASS에 탑승할 선원을 육성하기 위한 자격기준이나 교육훈련에 대한 계획을 수립하지 못하고 있는 상황입니다. 따라서 본 논문은 MASS의 특성과 적용기술을 검토하고, AI, 빅 데이터, 사이버 보안 등 급변하는 기술 환경에 최적화될 수 있는 스마트 선원의 능력 및 교육 훈련에 대한 필요성을 제시하고자 한다.

우리나라의 해양계열 대학교 실습선은 적절한 계획에 의하여 연안항해 및 원양항해를 실시하고 있다. 그러나 이러한 연안항해 및 원양항해가 과연 학생들에게 어느 정도의 교육효과가 있는지에 대한 연구는 없다. 이러한 교육효과에 대한 첫 번째 연구인 본 연구는 실습선 운항일정(운항기간)에 의하여 실습교육 효과를 파악하고 분석하여 효율적인 실습교육에 기초 자료로 제공하고자 한다. 이 연구를 수행하기 위하여 2005학년도 1학기 한국해대 실습선 한바다호에 승선한 학생들을 대상으로 실습기간별 평가를 6회에 걸쳐 실시하였으며 평가방법으로는 해기교육 평가와 관련한 3급 항해사 문제집에서 무작위로 선별하여 평가를 하였다. 평가 결과에 따르면 학부의 학점이 우수한 학생들의 평가점수가 좋은 것으로 분석되었으며, 평가기간에 따라서는 원양항해실습이 종료된 직후의 평가점수가 가장 뛰어난 것으로 나타났다. 또한 실습기간의 증가에 따라 각 개인의 해기취득 능력차이가 많은 것으로 분석되었다.

본 연구는 실습 교육기간에 따른 실습생의 STCW 협약에 의거한 해기능력 향상 정도를 파악하기 위해 H대학교 실습선에 승선한 항해계열 학생들을 대상으로 50개의 평가항목에 대하여 자기평가 방법의 설문조사를 수행하였다. 이를 통해 해기기능과 해기능력의 기본적인 이해도를 평가하고, 승선 기간의 경과에 따라 이러한 이해도가 어떻게 변화하는지 심층분석을 실시하였다. 해기기능과 해기능력의 평가시기에 따른 이해도 변화 분석 결과, 해기기능의 경우 1학기와 2학기 승선그룹 모두에서 3차 평가로 갈수록 이해도가 대체로 향상되는 것으로 나타났다. 또한, 각 학기 승선그룹별로 이해도가 낮은 분야가 도출되었으며, 실습선 교육 과정에 저조한 해기능력에 대한 추가적인 학습 계획이 필요할 것으로 판단된다. 본 연구로 도출된 실습선 교육 기간에 따른 해기능력 향상 정도에 대한 분석 결과는 추후 실습선 및 해사대학 교육 과정 개편에 활용될 수 있을 것으로 사료된다.

From 2010, an "excellent engineer" undergraduate and graduate program had been initiated in higher education of China to promote the development of industry and social economy. In this circumstance, the engineering education programs in Dalian Maritime University are reformed to satisfy the requirements of transportation industries. And the engineering practice, engineering activities, and engineering courses are emphasized. In this training program, industrial communities are deeply involved in the engineering education and training procedure; the students are educated and trained in university and enterprise according to the common standards and industrial standards; and the engineering competences and creative ability are emphasized and are to be enhanced in the training schedules and procedure. A joint-training mode has been established already between Dalian Maritime University and enterprises in transportation fields.

승선실습교육은 해기사로서의 기본적인 소양과 기능을 연마하기 위하여 이론과 실무를 겸비하도록 하고 다양한 교육 및 훈련과정을 통해 위기상황 대처능력과 자립심을 향상시켜 선박이라는 특수한 작업환경에서 부여된 업무를 효과적으로 달성시키는데 있다. 따라서 본 연구에서는 전문적인 지식 및 리더십을 겸비한 유능한 해기사를 양성하고 승선실습교육의 목적을 달성하기 위하여 실습선 실습기관사 승선실습교육 향상 및 지도를 위한 몇 가지 개선 방안을 제안하고자 한다.

Working onboard large ocean-going vessels is one of many industries that is by its very nature extremely error-provoking. In industries such as aviation, nuclear power, healthcare and transport, the need for mental preparedness and professionalism are amongst the qualities essential for the management of complex hazardous systems. Recruiting, training, and more importantly retaining the right people to work in these industries is of paramount importance if safety is to be continuously improved and economic benefits realized. Through consideration of extant empirical literature this paper will explore the need for enhancing collaboration between shipping companies and maritime training insitutes in order to provide the industry with those most capable for the job. It will be concluded that by providing a strong maritime foundation from the outset of training, maritime academies in South Korea can provide shipping companies with a wealth of highly qualified, motivated officers who will contribute to safety and remain valuable assets within the industry for years to come.
