Analysis of User Requirements for Development of Vessel Traffic Services Cloud System (선박교통관제 클라우드 시스템 개발에 따른 사용자 요구사항 분석)

  • Vessel Traffic Services (VTS) operators perform traffic management tasks using VTS systems and sensor equipment designated as VTS facilities to promote the safety and efficiency of vessel traffic. The necessary VTS information for effective operations could be obtained through the additional access of various information channels other than the designated VTS facility. To unify these various information access windows, the development of the VTS cloud system is in progress. In this study, the operational information analysis for VTS was performed through VTS tasks-facility linkage analysis to identify the user required information according to the introduction of the VTS cloud system. The VTS task analysis was performed through research of the international and domestic literature, and expert interviews. The necessary information were identified and linked according to the VTS facilities. As a result of the analysis, 37 categories of necessary information were identified for internal and external information windows, and 8 information windows were selected other than the present VTS equipment. The identified user requirements would be applied to the structure design of the VTS cloud system. In the future, it is necessary to update user requirements through scenario-based user operation analysis and to conduct additional research on the system interface design.

  • In order to develop an HNS safety management system to assess and visualize hazard levels via an automated method, we have conceptualized and configured a sample system. It is designed to quantify the risk of a vessel carrying HNS with a matrix method along navigational route and indicate hazards distribution with a contour map. The basic system which provides a visualized degree of hazards in real time has been introduced for the safe navigation of HNS ships. This is useful not only for decision making and circumstantial judgment but may also be utilized for HNS safety management with a risk base. Moreover, this system could be extended to address the navigational safety of marine traffic as well as of autonomous vessels in the near future if the sensors used are connected with IoT technology.

  • This study examines an effective operational plan of a maritime safety enforcement task that is distributed in the Ministry of Oceans and Fisheries and the Korea Coast Guard for maritime safety. Considering the sinking of the MV Sewol and Seohae vessels and the MV Hebei Spirit oil spill, normally marine safety accidents tend to not only damage human life, property, and marine environment but can also expand to disasters; therefore, precautionary measures are required. However, the Korean government takes superficial efforts in case of large-scale accidents. In case of the MV Sewol ferry, the government only focused on punishing the officials involved as a follow up and never mentioned any effective plan, such as "unification of maritime safety enforcement," in contrast to an advanced country. As a result, there are endless major and minor backward accidents. The probability of large-scale maritime accidents and backwardness accidents is increasing owing to vessels becoming large sized, high speed, and aged; sailors being unqualified; port traffic increase, development of marine leisure; and inefficiency dual marine safety systems. Therefore, based on the review of previous studies related to maritime safety, major advanced country's cases, and unified case of the vessel traffic service, this study suggests effective methods such as coastal vessel safety management, port state control and aid to navigation management, which are directly connected with maritime safety.

  • For the structure of AVLS is required to the GPS-MDT for realtime acquisition the position reporting of vehicle and traffic management S/W. It is necessary that the MODEM using VHF transceiver base on GPS and monitoring program for display base on GIS the traffic status by vehicles position report in management system. The other wise, vehicles among management system that is required the automatic communications protocol for GPS information and mobile's ID. In this paper have studied the VHF modem for transmission the voice and data at same time and S/W for management system using GIS-tool.

A Study on the Route Operation & Safety Improvement in Gwangyang Traffic Safety Designated Area Based on ES Model (ES모델을 통한 광양항 교통안전특정해역의 항로운영과 안전성 향상에 관한 연구)

  • Gwangyang traffic safety designated area is composed of 3 fairways (Deep water fairway, inbound fairway, and outbound fairway). However, inbound vessels can't use this passage because of Samyeo rock and artificial fishing banks in inbound route. The problem with the rocks and artificial fishing banks has been raised by ship navigators and authorities of the port. This research is about the safety evaluation and management plan of the passage, and we conducted maritime traffic simulation using a model based on a ship operator risks. As a result, assuming that future marine traffic volume is the same as the present, and if the ship operators use 3 fairways and not two, it showed risk reduction of 46.4 % (vessels over 50,000 DWT using DW route) and 57.1 % (vessels over 10,000 DWT using DW route). Also, in a traffic volume condition which is the same as the present, to induce vessels over 50,000 DWT to use DW route is effective in mitigating of risks. Meanwhile, in a condition which increased the traffic volume by 150 %, it is more effective to induce vessels to use DW route. This research is the result of analysis using the model based on ship operator risks, and not cost-effectiveness analysis on the removal of Samyeo rock and artifical fishing banks. This research is expected to be used on setting up the sea route and management plan (particularly, restriction on passing DW route).

A study on the vessel traffic safety assessment of Busan Harbor (부산항내 선박통항 안전성 평가에 관한 연구)

  • As invigoration plan of the marine tourism, Busan City has the plan to operate the cruise ship inside of the harbor, but the area has narrow water way with heavy traffic. As a result it is requested to evaluate the safety for the preparation of actual navigation. In this study, the Ship Handling Simulation (SHS) Assessment was conducted, which is regulated by the Maritime Traffic Safety Audit Scheme (MTSAS) in compliance with the Marine Safety Law and the Maritime Traffic Risk Assessment System based on the Electronic Chart Display and Information System (ECDIS). The proximity assessment, control assessment and subjective assessment were implemented, which is enacted by the Marine Safety Law by using the SHS. In the case of proximity assessment, the probability of trespass was not analyzed. As the control assessment, the swept path was measured at 11.7 m and 11.5 m for port entry and port departure respectively, which exceeded the width of the model vessel, 10.4 m over; it was considered as a marginal factor. As a result of the subjective evaluation of the navigator, there would be no difficulty on ship maneuvering by paying particular attention to the mooring vessel nearby the Busan Bridge and Yeongdo Bridge as well as the coming vessel from the invisible sea area when the vessel is entering and departing the port. The Marine Traffic Risk Assessment System analyzed as [Cautious] level until the vessel passed the Busan bridge and the curved area at 5 kts and it became to [Dangerous] level from where it left 75 m to the Busan Bridge. When the vessel passed the Busan Bridge and the curved area at 10 kts and entered the narrow area, it indicated the [Dangerous] level and became to [Very dangerous] level from where it left 410 m to the Busan bridge. In conclusion, the vessel should maintain at the speed of 5 kts to reduce the risk when it passes this area.

  • To improve and modify the problems in Maritime Traffic Safety Audit(MTSA) Scheme, "Maritime Safety Research Center(MSRC)" in Korea Ship Safety and Technology Authority(KST) was designated as specialized institute for MTSA through general revision of "Enforcement of MTSA"(March 2012). However, the roles of the MSRC such as preliminary review of safety audit report, comments on target project and etc. had not been defined clearly on the related maritime safety laws compared with other specialized institutes in other similar audit scheme. In this research, the improvement strategies were proposed for development of specialized institute through SWOT analysis, gathering the opinion from related professions and also comparison with the roles and current status of operation in other similar specialized institutes. In conclusion, the 'Screen & scoping system', 'Consultant system' were proposed for efficient operation of the MTSA Scheme, and the systematic and operational improvements such as a revision of maritime safety lan and etc. were also suggested for integrated management about costal development works, development of specialized institute.

A Design of Vessel Traffic and Meteorological Information Management System for Korean Littoral Sea using AIS (AIS를 이용한 연근해 교통 및 기상 정보 관리 시스템 설계)

  • Ships and marine structures(lighthouses and buoys for AtoN) have AIS(Automatic Identification System) for transmission messages which include navigational and environmental information. VTS Center and surrounding ships receive and apply the information to safety navigation. A main characteristic of AIS messages is open to general people, so many researches are in progress. In this paper, we design an information management system which considers marine vessel traffic and environmental information in korean littoral sea. The system gathers and processes the information, and stores the processed data to multi-stage database. Also the system visualizes the stored data to use analysis and statistics based on ENC.

  • The AIS(Automatic Identification System) has been widely used for ship safety at sea over the last 10 years. The AIS traffic load at VDL(VHF Data Link) has been continuously increased. As the traffic load at VDL increases, the quality of AIS service may be deteriorated. In the previous research, the AIS traffic has been analyzed in the major ports of Korea, and its problem due to traffic overload has been suggested. However, no solutions has been given so far. In this paper, the method of autimatically controlling the VDL traffic at AIS base station is represented.

  • Recently, ships' average navigation speed become faster than before because of the increasing of high-speeds vessel including container ships and passenger-ferries. So, it is considered that the speed limit in the navigation channel in Korea isn't proper for vessel management in these days. Also, there is rare paper studies about the speed limit quantitatively and numerically, especially the speed limit is discussing continuously, as abrogation of Incheon Port's speed limit and alleviation of Gwang-yang Port's speed limit according to the requests by the navigating mariners. Consequently this paper deals with the effectiveness of speed limits using the Environmental Stress Model, after replay of the navigation traffic flow in the straight waterway using marine traffic flow simulation technique.
