Naval Arms Race in Northeast Asia (동북아 해군력 군비경쟁)

  • The purpose of this paper is to analyze the status of naval arms race in Northeast Asia. To this end, the scope of the research was limited to national security strategies, maritime strategies and naval strengthening of the United States, China, Russia and Japan. The major powers' active maritime strategies and naval arms race give some strategic implications to the Republic of Korea Navy as follows. First, China and Japan, unlike the past, are actively using submarines in offshore waters including the Korean Peninsula. Therefore, the ROK Navy must successfully promote the Jangbogo-III-class submarine, which is currently constructed, and get a nuclear-powered submarine and P-8 MPA capable of long-range and long-time operations to enhance ASW capability. Second, North Korea's current building submarines capable of loading SLBMs and SLBMs are a new threat to the ROK Navy. The current building KAMD, which focuses on terminal phase defense, cannot effectively respond to North Korea's SLBMs and should be converted to a multi-layered defense system including SM-3 at a mid-course phase. Third, as China militarizes the South China Sea, the instability of the South China Sea is growing. Therefore, the ROK Navy should strengthen its maritime cooperation with the regional countries such as Japan and ASEAN navies to protect SLOC. In conclusion, the ROK Navy needs to build a strong naval power to keep in mind that the 21st century naval rivalry in Northeast Asia is accelerating. The navy must do one's best to protect national strategic and vital interests by strengthening cooperation with regional countries. South Korea is also accelerating its defense reforms in accordance with the pattern of future warfare and the ROK Navy do one's best to have a balanced naval capability capable of actively operating in the offshore waters.

Analysis of the Maritime Communication Requirements in the e-Navigation Era (e-Navigation 시대 해상통신 요구조건 분석)

  • The IMO approved e-navigation strategy implementation plan made e-navigation adoption visible. In addition, the schedule for the modernization of GMDSS by the ITU was confirmed at the 4th NCSR meeting. Accordingly, we will complement the existing communication system and provide the requirements for the new communication system to be introduced in the future, reflecting all the requirements for the communication system capable of supporting the e-navigation service. Although the communication method for supporting e-navigation service should be capable of providing IP-based data communication basically, it is impossible to provide internet service because of the narrow-band characteristic in the MF/HF frequency bands. In addition, as the existing GMDSS satellite communication service organization expands and new services are introduced, IP based data communication service will be possible, but service restriction resulting from expensive communication cost can be solved by introducing VSAT service.

  • Recently, China opened Yangshan port and provides a variety of benefits for shipping companies. Japan plans to reduce logistics costs and improve efficiency through the established 'super major ports' project. According to the 'hub and spokes' system, the number of direct calls toward North-Chinese ports are increasing. This changing environment has negative effects on the amount of transshipment cargos in Korean ports. In order to make a hub port of a domestic port, it is necessary to develop northeast Asian Feeder networks. Therefore, this paper analyzes the structure of northeast Asian feeder networks through the case study of European feeder networks strategy. Finally, we suggests the plans to reinforce feeder networks, which are strategic terminal operation, strategic alliances between shipping companies and port co-operation, for win-win strategy in the competitive northeast Asian market.

Analysis on relationship between operating problems and competitiveness of Busan container terminals (부산항터미널의 운영문제점과 경쟁력간의 관련성분석)

  • In this paper, operational problems of Busan Port and competitiveness deciding factors are analyzed by field data research and interview with employees in shipping companies and terminal operation companies. In the analysis, the problems Busan Port currently has are identified as follows: 1) low price competitiveness, 2) Lack of new port back facilities and connecting transportion system 3) Lack of operation ability of container terminal 4) Inefficient pour labor supply system. In order to strengthen the competitiveness and leap up to a hub port in North East Asia, Busan port is investigated to enhance below requirements. 1) Hiring more equipment and increase productivity in terminal 2) Integrating terminal operation companies to react maximization of vessel 3) Maintaining cost advantages 4)Proactively inviting global carriers to participate in the terminal operation 5)Making business environment for Global Terminal Operator to participate in the terminal operation in order to take advantage of their global marketing power.

A Study for Efficient Inter-Terminal Transportation in the Busan New Port (부산신항 타부두 환적의 효율적인 처리방안 연구)

  • The Korean government establishes a strategy to develop the Busan New Port as a world ranking two transit-oriented port. This paper aims at presenting an efficient inter-terminal transport (ITT) system in the Busan New Port as a method of achieving the government strategy. First, it presents results of long term forecast for the inter-terminal transportation volume in the port. Second, it proposes two systems to treat ITT in the port; Double stack Multiple Trailer System (DMTS) and Rail-based transportation system. The implementation methods in the port are introduced in detail for the both systems, and the required number of the systems and costs are calculated for implementation of both the systems. B/C for DMTS is analyzed to 3.7, moreover unit-fare per [$ton{\cdot}km$] can is lowered to 67% against current fare. DMTS is shown to highly potential for efficient ITT in the port.

An Empirical Study on Service Quality Analysis Between Container Terminals and Bulk Terminals in Busan Port (부산지역 컨테이너터미널과 벌크터미널의 서비스품질분석에 관한 실증연구)

  • Strategic partnerships of alliances and large shipping companies have been steadily launched in shipping market. Converting these alliances into customers and maintaining them important hub port status. The cases of container terminals to establish a political strategy based on. On the other hand, bulk terminals are relatively unexplored container terminal and bulk terminal are included in the same category of port empirical research from the overall perspective. Therefore, analysis of structural equations was utilized in this study. Analysis of the entire measurement model showed that all items except "Results - Intention of renewal" on bulk terminals were significant. This study is expected to contribute to promotion of empirical studies in various levels by compare container terminals and bulk terminals.

  • This study aims at newly constructing and evaluating performance of the stevedoring equipment systems in terminals. The stevedoring equipments used in conventional terminals are insufficient in flexibility in their functions or design structure, and most of the stevedoring systems based on such equipments have conventional design, therefore, limited in improving the productivity of terminals both in performance and functionality. The stevedoring equipment systems in terminals, in general, can be subdivided into 4 subsystems of quay, transportation, yard, and gate system, which carry out loading and unloading works with proper facilities and equipments. In this study, a design of next generation stevedoring equipment system comprised of various stevedoring equipments which have superior performance and functionalities to the conventional equipments was proposed, and its performance was evaluated.

  • Interest in high productivity and streamlined operation is growing amid a heated competition between ports and mega size vessel oriented operation. It becomes clear that terminals that operate YT(Yard Tractor) for transportation in container yard have less efficiency in operation and cost comparing terminals functioning AGV(Automated Guided Vehicle) system. To offset disadvantages arising out of YT operations, continual efforts (e,g YT pooling operation) were taken place for the last decade, but the result has not been fruitful; YT pooling operation still has a problem in that it cannot read individual YT's actual location. This study suggests 'YT dynamic operation model'- a practical application of RTLS(Real Time Location System) technology which will solve YT pooling operation problems.

Buoy-launched Terminal Equipment and Ship-launched Gateway Equipment Based on LoRa for Identification of Fishing Gear (LoRa 기반 어구 식별용 부이 장착 단말 및 어선용 게이트웨이)

  • Ministry of oceans and Fisheries declared action plan for the electric fishing gear using real name in order to prevent overusing the fishing gear and to reduce discarded fishing gear. It is needed for a technique that can efficiently transmit the information including the type and location of the fishing gear and the user's real name to the fishing boat and the control center using IoT-based communication. In this paper, we propose the buoy-launched terminal equipment and ship-launched gateway equipment based on LoRa technology for effectively executing the electric fishing gear using real name. We design and fabricate to communicate 1(gateway):200(buoy) each other under 900 MHz ISM band by using SEMTECH SX1276 chip. Also, we experiment the test on the sea and analyze the test results to prove the implementation possibility of the proposed equipments for the electric fishing gear using real name.

  • Many changes lie ahead for Korea both domestically and internationally including opening of Busan New Port, more active Gwangyang Port as well as rapid growth of Shanghai Port and enhanced services and productivity at Shenzen Port. Compared to newer ports, container terminals in Busan Port possesses old equipment and facilities. Therefore, in order for Busan Port to maintain its service level and remain competitive, it needs to undergo remodeling to enhance productivity. Remodeling activities should be implemented on a continual basis by developing and applying new technologies such as those for gate system, berth system, yard system, and IT system In order to review the alternatives, we performed questionnaire survey and interview. From the result of analysis, we designed the application plan based on priority in remodeling, period of technology application, and direction for application.
