The development of Information and Communication Technology facilitates exchange of information and communication between system in ships or between ships and land facilities, thereby improving the efficiency of their work. However, these changes in the working environment of companies and ships increased the likelihood of cyber security incidents occurance like unauthorized access to company and ship systems or infection of malicious code, which results in significant safety, environmental and business damage to company and ships. Therefore, a cyber-risk-based approach was required to identify and respond to an increasing cyber threats. In this paper, the analysis of maritime cyber security status and guidelines for establishment of maritime cyber security system are provided.

A concept of the "e-Navigation" was introduced in 2005 and implementation strategies are under way by IMO/IALA in the maritime safety area. Specially VTS is an important maritime traffic monitoring and aids to navigation system which is aims to improve safety, navigation efficiency and protect the marine environment. The demand of the inter-VTS networking has been increased and standardization is underway for realization of shore side collaboration for maritime safety in IALA. But there may be security problems in the inter-VTS networks if they have not proper security mechanism. The hacking of realtime ship position and sensitive maritime surveillance information caused a critical accident of vessel, human life and environment by terrorist. This paper aims to design of a secure inter-VTS network structure and related security protocol for secure sharing of sensitive maritime data.

South Korean national security strategy should be developed to effectively handle and counter increasing maritime threats and challenges. There are three major maritime threats South Korea faces today; maritime disputes on the EEZ boundary and Dokdo islet issues, North Korean threats, and international maritime security. Maritime disputes in the region are getting intensified and turned into a military confrontation after 2010. Now regional countries confront each other with military and police forces and use economic leverage to coerce the others. They are very eager to create advantageous de facto situations to legitimize their territorial claims. North Korean threat is also increasing in the sea as we witnessed in the Cheonan incident and Yeonpyoung shelling in 2010. North Korea resorts to local provocations and nuclear threats to coerce South Korea in which it may enjoy asymmetric advantages. The NLL area of the west sea would be a main hot spot that North Korea may continue to make a local provocation. Also, South Korean national economy is heavily dependent upon foreign trade and national strategic resources such as oil are all imported. Without an assurance on the safety of sea routes, these economic activities cannot be maintained and expanded. This paper argues that South Korea should make national maritime strategy and enhance the strength of naval forces. As a middle power, its national security strategy needs to consider all the threats and challenges not only from North Korea but also to maritime security. This is not a matter of choice but a mandate for national survival and prosperity. This paper discusses the importance of maritime security, changing characteristics of maritime threats and challenges, regional maritime disputes and its threat to South Korea's security, and South Korea's future security strategy and ways to enhance the role of naval forces. Our national maritime strategy needs to show middle and long term policy directions on how we will protect our maritime interests. Especially, it is important to build proper naval might to carry out all the roles and missions required to the military.

With the terrorist attacks on 11 September 2001, the ships and their crews' safety and security have become a major issue in the maritime industries. In high-risk terrorism. not only ship owners and port authorities but also crew members on board should take precautions in the conduct of their business. In this paper, the vulnerability and essential elements in overall security of merchant ship are analyzed with a discussion in depth of the concept and principles of maritime security management. Author proposes ship's security model to reduce security risk and to minimize damage as a basic study for designing security system for merchant ship.

This paper describes Fishery Safety and Security System which is to secure an aquaculture area. The system composed with various functional modules to implement selectively available system providing low cost to high cost and simple function to high function according to user's requirement in a practical fishing fields. Sea trial tests are carried out at Abalone farm, located in Jin island, Jeonranam province and it is found that the system can guard the wide area of cultivating farm field.

The crimes and the vandalism committed by mental patients such as the burning of Syungremoon and Daegu's subway have become a social insecure factors. In the paper, the criminal status of mental patients is analyzed and the range of probabilities at sea investigated. The countermeasures to these crimes are proposed.

This report introduces a National Vessel Monitoring System(NVMS) within the General Information Center On Maritime Safety and Security(GICOMS) project and a national legislation system for ship's safety management in Korea. We also represent future directions of NVMS in terms of E-Navigation(E-Nav), which is the new study item for COMSAR and NAV that has been adopted from the Maritime Safety Committee(MSC) 81st session. It concludes the future E-Nav system, when it is built, that all functions of NVMS should be used by NVMS controllers as well as mariners, and we should also consider the existing NVMS infrastructure including S/W and H/W.
