China's recent establishment of its ADIZ and its implications for regional security (중국의 방공식별구역(ADIZ) 선포와 역내 안보적 함의)

  • The regional security and stability in Northeast Asia has become more complicated because of a sudden establishment of China's Air Defense Identification Zone (ADIZ) on 23 November 2013. One dimensional conflicts on the territorial sovereignty over the islands between the regional States has developed into the two dimensional conflicts like maritime delimitations among the States concerned since they have all ratified the 1982 United Nations Convention on the Law of the Sea which adopts the 200 nautical mile Exclusive Economic Zone regime. Moreover, due to the notion of the outer limit of the continental shelf, the conflicts have developed into three dimensional ones in order to acquire more natural resources even in the seabed. To make matters worse, such three dimensional conflicts have expanded to the airspace as well. The paper will analyze what implications the sudden declaration of China's ADIZ have for the regional security in Northeast Asia from the perspectives of public international law. To this end, the paper 1) starts with the debates on the legal nature of the ADIZ, 2) identifies the Chinese government's political motives for the establishment of the ADIZ over the East China Sea, 3) assesses the responses of the regional States and the USA to the China's establishment of the ADIZ, and then 4) discuss what implications the overlapped ADIZ of the three key States in the region have for the regional security and stability.

A Study on Contracting-Out of Busan Port Pier Management Corporation (부산항부두관리공사의 민간화 방안에 관한 연구)

  • This paper intended to find rational alternatives for contracting-out of duties of the Busan port Pier Management Corporation, which is facing the merger and abolition, and of which main functions include the management of port facilities such as International Passenger Terminal, Cruise Terminal and Coast Passenger Terminal. This paper searched appropriate term, needs (merits), proper scope and cost of the contracting-out of that port facilities. The result of the analysis indicated that the best policy is to privatize the Busan port Pier Management Corporation itself to make it an private incorporated company.

  • This study verified the effect of public service motivation volunteer work on educational training of maritime police recruits. Results show sub-factors of motive for public volunteer work, self-sacrifice, commitment to public good and positive perception of public policy affected educational satisfaction, but one other sub-factor, compassion, did not affect educational satisfaction. The practical implication is that assets without form and that which exist internally within the individual, such as spirit of public volunteering and spirit of self-sacrifice, can increase educational satisfaction. Unlike ground police, maritime police bear the danger of being on water, which necessitates the need for enhencing intagible assets like public sevice value.

  • Jeong YagYong, who are the SilHak Scholar during 18th to 19th century, wrote the Sadaegore with his pupil Lee Cheong. This work is the guide of diplomacy, which are asked to write from King Jeongjo. Although this book was completed after King Jeongjo's death, it harbors the King's thoughts about diplomacy or the relationship with China. Haebanggo, one chapter of the book, is about marine policy and how to treat the castaways. In this chapter, Jeong YagYong provides various ways to deal with these problems in marine area and sea refugee I will examine the Jeong YagYong's thought about the problems and ways to address these problems. Futhermore, I will inquire Jeong's opinion on the boundary in marine area. He recognized that many border transgressions happened in marine area at that time and considered that as urgent political affairs. Haebanggo consists of two parts. First part of the book is about protect own island from other countries. The rest part is about cases of dealing with castaways and their transgression. I argue that Jeong YagYong intended to make distinct borderlines in marine area and empathized the necessity of protecting Joseon's islands from other countries.

A Study on Concentration and Centralization of Tonnage in Korean Shipping(A Comparative Study with Egypt)

  • The shipping industry can be explained by a growing process of concentration and centralization of tonnage. A few largest shipping company control a great deal of shipping tonnage in the total tonnage through the process of concentration and centralization of tonnage in shipping over time. It confirms that a decreasing number of operators take an increasing quantity of tonnage in the total tonnage. Thus, the extremely dualistic structure (extremely unequal distribution of tonnage) are shown not only in the shipping industry in a given country but also in liner shipping in the world In this paper, the two countries, that is, Korea and Egypt, are compared considering the absolute size of tonnage and shipping policy in tenn., of concentration and centralization of tonnage in shipping. In order to measure the degree of concentration of tonnage in shipping, the quantitative measurements; the Lorenz curve and Gini coefficient are introduced. But it should be supplemented with the qualitative measures of tonnage in a given country.

  • The expense Our country's land logistics system is becoming backlog day by day. The greenhouse gas which it discharges specially from the vehicle causes a ecocide and traffic expense to make. The traffic energy curtailment which the government enforces during that time and environment-friendly green goods policy lost the effect. Therefore, This research propose the car-ferri network which is the most effective logistics system substitutes the land logistics system. This research will contribute improving the north and south logistics network of Pusan and Seoul region and will be able to reduce a various goods expense.

A Study on Improvement of Criteria for Mooring Safety Assessment in Single Point Mooring

  • The recent increase in crude oil trading has led to an increase in the workings of SPM for crude oil carriers. VLCCs generally encounter difficulty entering port due to limitations in terms of sea depth and maneuverability. The SPM is a system that allows mooring to the buoy located in the outer sea for such vessels. However, the buoy is more affected by relatively external forces because of their of shore location. Therefore, the safety assessment of SPM is particularly important as it can lead to large oil pollution disasters in the event of SPM accidents. Despite this, in the implementation of the Marine Traffic Safety Audit Scheme in Korea, there exists no guidance for SPM. In this study, a SPM mooring safety assessment is performed using OPTIMOOR, a numerical analysis program, so as to understand the mooring characteristics of SPM. As a result, it is confirmed that the tension of mooring lines and hull movement in the SPM are greatly affected by the encounter angles with external forces. In addition, it is found that the maximum tension of the mooring line is elevated as the water depth becomes shallower through sensitivity analysis. According to SPM characteristics, which has a large influence on the encounter angle, this study has proposed an amendment to setting criteria in the implementation of the Maritime Traffic Safety Audit Scheme which could improve the reliability and accuracy of mooring safety assessments.

  • Southeast Asia developed maritime trade from the early period due to the suitable physical and cultural conditions. The land consists of peninsular and archipelago, and located at the junction of the two monsoons in South China Sea and India Ocean. The people inherit cultural openness to receive outer influences positively. When Portuguese came to Southeast Asia in 16th century, the region had already enjoyed certain level of commercial development and sociocultural dynamics through the long time experience of interactions with outer world. The Portuguese contact to Southeast Asia was more of participation and assimilation than of conquest and rule experienced in South America. It was due to the higher level of spiritual and material civilization existed in Southeast Asia. Portuguese brought several new elements into Southeast Asia such as colonization and new weapons, Cartaz system and commercial monopoly, and Catholic mission and Casado policy. These new elements, however, did not impact much on the existing Maritime trade that played an important role to change the sociocultural structure of Southeast Asia. Even though Portuguese contact itself did not make significant differences in Southeast Asia, it was meaningful in a sense that it opened a path and left a model case for the more powerful Europeans who came soon after her.

Economic Valuation of the Off-Shore Fisheries Stock Enhancement Project (근해 수산자원 증대사업의 경제적 타당성 평가)

  • This study is to evaluate the prior economic feasibility of the off-shore fisheries stock enhancement project. The main findings of this study can be summarized as follows: first, offshore fisheries stock enhancement project shall be implemented by dividing them into 1st·2nd·3rd projects for efficient promotion. The 1st·2nd·3rd projects will be conducted in a total of 50 locations (the eastern sea, the western sea, the southern sea, and the jeju sea areas), and the project period per unit will be five years, which will cost 1 trillion won. Second, according to the results of the survey on public awareness, the most consumed marine species in Korea over the past year were analyzed in the order of mackerel, hairtail, squid, yellow corvina, blue crab, and cod. The dominant response to the reason for consuming marine products in Korea was healthy well-being food and safe food. In addition, 67.9% of them have hesitated to purchase offshore fish species over the past year due to high prices, indicating that they are burdened by high prices. On the other hand, 79% of the respondents said that the government's policy was insufficient, according to a survey on whether the government's coastal marine resource creation policy was sufficient. Third, as a result of preliminary economic analysis of offshore fisheries stock enhancement project, the benefit-cost ratio is 4.01, net present price is 1,283.7 billion won, and internal rate of return is 91.7% per year, which means that the economic analysis ensures the feasibility of the projects. The results of this study provide useful information on securing or organizing budgets for offshore fisheries stock enhancement project by securing economic feasibility as a national infrastructure project that increases fishery income and public benefits such as consumption of marine products.
