As Korea expanded the leisure time and improved national incomes, the interest and demand on marine leisure activities are increasing. However, most marina ports did not have port facilities to support these demands. This paper suggests the improvement for marina port based on researches and analysis of status on present domestic marina port and port facilities. This is for the improvement of marina management of user-centered marine leisure activities.

The interest of people is rising on water leisure and the population of water sports is increasing with expanded nationwide roads and 5-day work system for income elevation. However, there are many discussions about the way to prevent the accident related to water leisure activities. Water Leisure Safety Regulation was enacted in 1999 as a part of the way and revised in 2005. Therefore it needs to grasp the present state of water leisure activities and analyze the actual condition of consciousness. For the analysis. the question survey was conducted on water leisurers in the focus with regulation of the revised so that the degree of relevance and correlation between mutual variables were analyzed by Frequency and Crosstabs. From this study we found that more than $60\%$ of water leisurers thought registration, safety instruction, insurance, and safety inspection necessary and there was a characteristic common inclination to all for necessity to impose legal controls on water leisure activities as the level of dissatisfaction for water leisure apparatus and cognition for necessity of insurance was high.

The marine leisure activities are specially increasing among the other leisure activities due to the improving of people's life quality and formation of people's values which pursuit the various life styles with the development of economy and society and operation the system of five working days per week. Among the various marine leisure activities, skin scuba diving is the mast prevalent activity, even though it doesn't have proper legal system in relation to the safety of the activity. Thus, this paper studies the various legal issues in relation to skin scuba diving to improve the safety and activation of the activity, and identifies the problems and proposes the ways of improving it.

This paper describes two kinds of personal hand-held electronic devices to enhance marine leisure safety. The one is Radar response-type safety device triggering by the pulse signal from a commercial 9GHz-band Radar to provide quick search and rescue with combined civilian-government-military fleets. The other one is M-RFID (Marine Radio Frequency IDentification) based safety electronic device using 900MHz Tx/Rx with spread spectrum frequency hopping and GPS. Through the field tests at sea using Korea Coast Guard's warship the operating performances are verified. Further plan for practical use of each device was also discussed.

This study came to the following conclusions through the survey which was conducted to ocean leisure business runners to find out current business situation and the perceptions about the revised regulations the safety law of water leisure. This survey showed that most of the respondents agreed about receiving water safety training for regulated time when they obtain or renew their licenses. 63.5% answered that water safety training is needed. There was a considerable demand for registration system of leisure boots. 70.3% presented that registration system of private leisure boots should be introduced. It is confirmed that insurance is an essential fact for ocean leisure activities. 81.1% for leisure boots and 70.3% for non-leisure boots respectively answered that private insurance or fraternal insurance need to be imposed as a compulsory condition in case of accidents during ocean leisure activities.

According to the Korea Coast Guard's maritime disaster statistics (Korea Coast Guard 2017, Korean Statistical information Service 2018), an average of 2,140 marine accidents occurred every year for the past 6 years and the number of accidents is increasing every year. Among them, maritime accidents of fishing vessels are the most frequent, and recently accidents involving fishing boat and leisure vessels are rapidly increasing as well. In particular, the number of accidents involving leisure vessels increased to about one-third of the accidents of fishing vessels, and emergency rescue requests are increasing every year accordingly. However, the number of crash accidents involving users of small vessels and marine leisure activities are increasing because of the difficulties of installing navigation equipment and electronic navigation charts. Recently, the demand for precise positioning using mobile devices is increasing in the fields of maritime safety, piloting support, and coastal survey. Although various applications of smart devices provide location-based services for users, the measurement results are discontinuous when using the position coordinates of the National Marine Electronics Association (NMEA) calculated by smartphone. Recently, Google announced that they will provide GPS raw data to developers from Android 7.0 Nougat. As a result, developers have an opportunity to receive precise carrier phase and code measurements to make more accurate positioning according to the performance of Android devices. This study analyzed GPS positioning performance using Android devices, and compared and analyzed the positioning performance at sea with high-performance GPS receivers.

The interest in the marine leisure sports is rapidly growing, due to the increases of the leisure time in the five working day per week and the increases of GNP. The regional governments are trying to attract massive investments into the marine leisure industry through international exhibitions and yacht rallies: However, the domestic demand patterns don't increase in contrast to those advanced countries. Up to now, few studies have been made on the industrial factors for the promotions of the marine leisure sports. In this study, variables affecting the marine leisure sports were analyzed into economical, social factors and so on. The correlations between the environmental variables and the number of the leisure boats per 1,000 persons were analyzed. Lastly, prospective suggestions were made for the developments of the marine leisure sport industries through comparisons of the domestic environmental factors with those of the advanced countries.

The purpose of this study is to research on founding of the department of marine leisure industry in fisheries high school. Research methods were used a survey district, students and teachers in fisheries high school and industry human are 353 people in the target. The results of this research are as follows. First, the ratio in favor of making the marine leisure industrial department had more than 81%. The second, teachers and industry people selected core factors include oceanography, water leisure, leisure diving, commercial diving, lifeguard, rafting. Finally, subject for the department of marine leisure industry in fisheries high school are fisheries shipping industry basis, understanding of the ocean, marine leisure tourism, underwater technology, navigation, seamanship, maritime laws regulations, heat engines and aquatic organism.

Small vessels of less then 20 tonnage and leisure boats such as motor boats, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea. As a result, these small vessels and leisure boats have remained within the blind area of maritime safety and environment protection. Among these vessels and boats, some leisure boats such as motor boats of 20 horse power or more(excluding motor boats equipped with engine inside the vehicles), water motorcycles and rubber boats of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea. In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.
