In order to reduce the casualties of fishing boats, the author analyzed the fishing boat accident on the 412 cases in Korean maritime safety tribunal for the 2005~2009, and then studied the relation between the weather element and the accidents. According to this studies, the occurring ratio of sea casualty for fishing boat in fog weather was appeared 1 boat per 1.6 days. It means that the restricted visibility condition gives the most influence on the fishing boat accident. The casualties in winter season from November to next January occurred 139(33.7%), and small boats less than 50tons broke out more casualties with 68.4%. From this we can find that small fishing boats are very deeply affected on the sea weather condition. According to the boat types for fishing the casualty of jig boat was ranked first, and collision accident account for first with 77.9% for the types of casualties. As mentioned above, most sea casualties for small fishing boats were resulted from the human factors such as poor watch keeping in invisibility and the bad sea condition, it is necessary for navigation operators and the manager to take more attention to the meteorological factors.
Ships' collision accident has often occurred in congested waterways or in harbour areas. To examine the cause of collision accident may be necessary to prevention against another similar one. We discuss the construction of ship-manoeuvring-simulator system used for reproducing ships' collision phenomenon The system consists of one simulator bridge for own ship and two control consoles for own ship and target ship. Own ship and target ship are linked each other, and are simultaneously manoeuvred in simulator bridge or at control console respectively. And a simulator experiment for reproducing ships' collision phenomenon and for examining the cause of accident is carried out. Through the present case study, we find out that the constructed simulator system is very useful for reproducing ships' collision phenomenon and for examining the cause of accident.

Ship damage caused by maritime casualties leads to marine pollution and loss of life and property. To prevent serious damage from maritime casualties, several types of safety regulations are applied in ship design. Damage stability regulation is one of the most important safety issues. Designs of ships for long international voyages must comply with these regulations. Current regulations, however, do not consider the characteristics of the operating route of each ship and reflect only ship size and type of cargo. In this paper, a damage safety assessment was undertaken for a ship carrying radioactive waste in actual wave conditions. Damage cases for safety assessment were constructed on the basis of safety regulations and related research results. Hull form, internal arrangement, loading condition and damage condition were modeled for damage safety simulation. The safety simulation was performed and analyzed for 10 damage cases with various wave heights, frequency and angle of attack on an operating route. Based on evaluation results, a design alternative was generated, and it was also simulated. These results confirmed that damage safety analysis is highly important in the design stage in consideration of the operating route characteristics by simulation. Thus a ship designer can improve safety from damage in this manner.

The efficiency tests of automatic positioning transmitter (APT) using satellite on life jacket were carried out to minimize casualties of fishermen and to make system optimization for effective SAR (Search and Rescue) operation. As the result of the tests, average position was equaled on the comparison between SPOT using low earth orbit satellite and DGPS (Differential Global Positining System), but standard deviation of DGPS for latitude and longitude were 66.4% and 46.3% smaller than those of SPOT. The position precision of SPOT was almost two times lower than LGT using geostationary satellite to compare 95% circular error probability. However, the success rate of receiver for SPOT was revealed as 86.5~94.1% on the experiments in the South Sea and the West Sea and it was 4.5 times higher than LGT. Therefore, SPOT is expected to contribute greatly to the rapid rescue of victim.

The marine traffic congestion has increased due to the expansion of vessel traffic volume in Korean coastal waterway these days. Heavy traffic could bring serious marine casualties which cause the loss of human lives, properties and marine pollution in coastal area. In this paper, the probability analysis of marine casualties in Korean coast. To achieve this aim, clears up the cause of accident and examines closely the mutual relations among marine casualties, weather condition, and marine traffic volume. These casualties are classified into several patterns or the point of view of ship's size, ship's type and ship's age and its characteristics of each pattern are described In detail.
This paper proposes an evaluation to Target Factor Values of Port State Control Inspections(PSCITFV) using AHP because PSCITFV is very simple methode, This AHP is the more rational and objective methode than existing TFV methode. AHP is relative measurement., but, weights should be re-calculation whenever alternative plan add. To this solve, therefore, this paper, used an absolute measurement and involved an marine casualty factor in PSCITFV, that IMO go ahead with it., Also, accomplished with evaluation some ships for the practice.

To improve maritime safety, it is very important not only to make safer design and operation but also to do proper response in case of maritime casualty. The large-scaled casualties will be caused by loss of structural strength and stability due to the progressive flooding and enlargement of damage by the effect of waves and wind. To prevent foundering and structural failure, the prediction of ship motion behavior of damaged ship in wave is necessary. This paper describes the motion behavior of damaged ship in waves through theoretical and experimental studies. A time domain theoretical model of damaged ship motions and accidental flooding, which can be applied to any type of ship or arrangement and considers the effects of flooding of compartments, has been developed. The model tests have been carried out in regular and irregular waves with different wave heights and directions in ship motion basin. Those were performed for three different damaged conditions such as engine room bottom damage, side shell damage and bow visor damage of a Ro-Ro ship. Comparison of theoretical and experimental results was performed.

Recently, many maritime accidents have been increased and the collisions due to human error are given a great deal of proportions out if them We develop the Real-time Collision Risk Monitoring System (CRMS) for the navigational officers to cope with the emergency situation promptly and thus to reduce the probability if casualty. In this study, the risk of collision is evaluated by two kinds if method. The first method is based on Fuzzy algorithm, which evaluates the risk of collision between traffic ships. The second method is based on Environmental Stress (ES) Model, where the total risk if collision is evaluated by the environmental stress felt by human. The developed real-time CRMS has been installed to the ship handling simulator system and its capabilities have been tested through simulator experiments.
Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, An analysis on the ship's collision muses is very important to prepare countermeasures which will ensure the safe navigation. And the analysis confirmed that ship's collision is occurred most frequently and the muse is closely related with human factor. The main purpose of this study is to build a model of human factors in ship's collision muse using SD(System Dynamics} approach and to measure a effect which is risk control countermeasures of ship's collision. To achieve this aim, the structure analysis on the muses of ship's collision using FSM are performed, and the structure was changed by quantitative, qualitative factors and their feedback loops in casual map. This model was performed over 20 years(1993-2012) in a standard simulation model and 8 policy simulation models.
