A Study on the Collision between Fishing Vessel and non Fishing Vessel using Questionnaire Analysis (설문분석을 통한 어선 비어선간 충돌사고에 관한 연구)

  • The postal or group questionnaire survey was conducted to inquire into the cause of collision between fishing vessel and non-fishing vessel targeting fishing vessel personnel(FVP), non-NFVP and a person involved in a marine accident. As a result, we could verify the root cause of collision, a negligence of lookout which noted overwork for FVP and careless for non-FVP. The cause of collision by inappropriate avoid action was poor communications for FVP and non-FVP. To reduce collision, we need to be trained to take a sharp lookout, a radio communication by VHF and the collision avoidance actions by early and substantial action to keep well clear. The results are expected to contribute for the reduction of collision and victims.

  • Standard guidelines for marine accident investigation have been prepared through the enforcement of the Casualty Investigation code as of January 2010. In addition, as the International Maritime Organization (IMO) recommended contracting the state to manage a marine incident system established under this code, Korea also has newly established provisions for a marine incident system in the 'Act on the Investigation of and Inquiry into Marine Accidents' also as of 2010. The Korean Maritime Safety Tribunal (KMST) has made a multilateral effort to prevent marine accidents through the efficient operation of a marine incident system, but this system has not been properly activated. This study examines the operational status and problems of a marine incident system and analyzes the marine incident systems of foreign countries and similar transportation agencies such as railroads and aviation. Options include switching to voluntary reporting of marine incidents, transferring responsibility to a non judicial private organization, expanding incentive systems for a marine incidents, revising regulation and preparing detailed implementation guidelines.

  • The marine safety investigation inquires and concludes the facts and causes of the marine casualties and incidents with the objective of preventing similar roses in the future. Thus, IMO and most states adopt and revise marine safety related conventions and national laws based on the results of marine safety investigation. In particular, IMO recently adopts mandatory IMO Casualty Investigation Code to identify the precise cause of rose with states' cooperation, to report the result of investigation, and to establish new international safety standard helping prevention of similar cases based on the report. The Judgement of the Korean Maritime Safety Tribunal system based on the 'Act on the investigation of and inquiry into marine accidents' is used for the purpose of marine safety investigation in Korea to prove cause of marine accident and to improve marine safety. Therefore, this study examines the Code and compares the Code with the Act to reflect the contents of provisions in the Code into the Act. The study would also be the basic references in relation to revising of marine safety investigation system in Korea Specially, the contents in relation to the independence of investigation authority and mandatory counselling system, and guarantee of seafarers human rights to ensure fairness of investigation would be included.

  • It is very important for ability to be treated to protect and secure the loss of life and property in emergency situation at sea. 80% of maritime casualty are incurred by human factors rather than a mechanical reason, which means that most maritime incident does not come from only one factor by mistake, but multiple potential factors causing a fault and error. Therefore, after research of the leadership effect to the ship, decision making process and behavior characteristics occurred in emergency situation, this paper presents settlement scheme and strategy in order to reduce human error in the ship.

  • Most of marine casualties occur at the coastal sea areas where maritime traffics are heavy and on the coastal regions such as the beaches and breakwaters, etc. where a lot of people visit. Recently, tile risk of casualties along the coasts has been on the increase due to the revitalization of marine leisure activities in Korea. However, the measures to prevent accidents along the coasts have not kept step with increasing rate of the accidents and the safety management system has not been organized. Recent marine casualties were analyzed to propose alternative measures for safety management to minimize marine casualties along the coasts. Comprehensive safety system and networks are necessary to be established and the integration and unification of the relevant authorities in charge should be accomplished in Korea. In rapid response to marine casualties, the search and rescue system should be established for the systematic and effective life-saving operations in Korean coastal areas.

Study on the marine casualties in Korea (우리나라의 해양사고에 대한 고찰)

  • Fishing vessels have been causing more than 70% of marine casualty in Korea. As a view of the occurring number of marine casualty, it is obvious for fishing vessel to account for the absolute high portion of that in comparison with the non-fishing vessels. That is a natural outcome because fishing vessels have occupied more than 90% of all registered Korean vessels. If we consider it not occurring number, but occurring ratio, we could find out that fishing vessels accounted for 5 times lower than non-fishing vessels in marine casualties. Nevertheless, fishing vessels have not immunity from responsibility for marine casualties at all, because the tendency of it in fishing vessel has been dominating the whole marine casualties in Korea. So for reduction of them, it is indispensable to decrease the casualties of fishing vessel. In this study, the authors tried to carry out many items of them to compare the occurring number with the occurring ratio, and dealt with the casualties of collision and machine damage in detail, because those have not only been occurring most frequently in casualties in Korea, but also led to the death and injury of lives. To reduce the collision and the machine damage, the operator have to keep the watch more strictly and check and keep the machine in good order. And it is necessary for the operator to take more education and training intended to decrease those systematically and continuously, especially for the crews of fishing vessels.

Propensity Analysis for Oral Exam Candidates of Sixth Class Deck Officer's License using Questionnaire (설문에 의한 6급 항해사 면허 면접시험 응시자의 성향 분석)

  • The propensity analysis for oral exam candidates of sixth class deck officer's license was conducted to serve as a basic data for improving the ability of seamanship and a stable workforce supply using a questionnaire. A general information of them was identified as 64.4% of offshore fishing, 56.8% of over 50, 56.6% of less middle school education, 55.6% of under 100 gross tonnage, 81.2% of over 10 years experience, 85.6% of deck department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the deck job. The reason why they took the test was mainly due to their will (71.1%). And 52.7% of them took the test for the first time, 52.7% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 23.3%. Given the fact that 83.3% of respondents experienced marine accidents on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.7% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.

  • At recently, Oil spill accident of large size oiler that happen domestic and outside the country is occured to social impact us as well as economical damage in sea environment. Also, because spread extent of pollution accident is reaching harbor, bay and close water areas, as necessity that traffic control ships are sea place. VTS is changing to concept that control space is magnified gradually. Our country is operated to 14 harbors which is control center. But abroad is operating coastal VTS that do main waterway and coastals to authority dimension. Therefore, necessity that traffic density of ship manages high coastals and ship traffic of waterway to our country is risen. This paper is execute sea traffic survey at Mokop sea areas and sea casualty occurs. It proposal that coastal VTS center field of most suitable and position of radar site.

  • Marine casualties of vessel are serious problems on social and national aspects, because it results in sacrifice of lives, a great lose of properties and marine pollution. According to recent statistics of marine casualties of vessel, fishing boats are more likely to be ended in the casualty, and especially, small fishing boats cause much more accidents than any other big vessels. Most of marine casualties were caused by the human factors such as poor watch keeping, inadequate manoeuvering and negligent action for engine, etc. This study is intended to provide navigator of small fishing boat with a specific information of necessary to assist both the manoeuvering and the avoidance of capsizing. The manoeuvering characteristics of ship can be adequately judged by the results of typical ship trials manoeuvres. For this purpose, the author measured the roll responses of a small fishing boat in waves using the real sea experimental measuring system, and analyzed the experimental data by the statistical and spectral analyzing methods to get the characteristics of the roll motion responses of the small boat through the wave directions and the ship's speed.

해양사고 인적요인 조사분석 모델 적용사례 연구

  • 선박산업에서의 국내외 해양사고 통계에 의하면, 모든 해양사고의 80% 정도가 직접적 또는 간접적으로 관련된 인적요인(Human Factors)에 의하여 발생한다고 보고되고 있다. 이러한 해양사고의 원인을 규명함으로써 유사 해양사고의 발생을 방지하고, 또한, 해양사고 조사에 있어서 공통적인 접근방법의 이용과 국가 간의 협력을 증진시키기 위한 목적으로, IMO(International Maritime Organization)에서는 해양사고 인적요인 조사지침(Guidelines for the Investigation of Human Factors in Marine Casualties and Incidents)을 포함한 해양사고조사코드(Casualty Investigation Code: Code of the International Standards and Recommended Practices for a Safety Investigation into a Marine Casualty or Marine Incident)를 채택하였으며, 동 코드는 2010년 1월 1일 발효되었다. 이에 따라, 해양안전심판원에서는, 3단계 절차로 구성된 인적요인 조사 및 분석 방법론을 제안하고, "해양사고 인적요인 분석 매뉴얼"을 마련하였다. 본 논문에서는, 해양안전심판원에서 제안한 인적요인 조사 및 분석 방법론을 실제 해양사고에 적용하여 인적요인 조사분석 모델의 적용사례를 마련하고, 분석 모델을 검토 및 보완하고자 한다.
