A Study on the Improvement of Risk Assessment Items and Index for Sunken Ship (침몰선박 위해도 평가항목 및 평가지수 개선에 관한 연구)

  • In this study, we have conducted a survey of AHP technique through the ocean experts to derive new items and revise assessment items and indices for risk of sunken ships based on the survey results. As a result of the survey, two new items such as accident cause and tidal current are derived. And it shows that existing items such as toxic liquid substance, remaining oil and explosive gas which were evaluated as one group are desirable to be evaluated respectively. Accordingly, we analyze the indices of the new eleven assessment items adjusted from the existing seven assessment items. As a result, the indices are ordered by toxic liquid substance, possibility of leaking, explosive gas, carrying capacity of fuel oil, sensitivity of sea environment, marine traffic environment, cause of accident, tidal current, keel clearance, ship type, and ship size. Especially, as compared with the indices of existing assessment items, the indices of sensitivity of sea environment and possibility of leaking are higher and the index of keel clearance is lower.

On the Analysis of Physical Distribution System in Mokpo Port (목포항 물류시스템의 분석에 관한 연구)

  • Rapid change in the technological environment of marine transportation and the development of the ocean shipping industry have fostered a revolution in the port system. This in turn has caused major changes in the function and use of port in Korea. Aside from this, Mokpo Port, however continues to decline, because the existing port facilities and related subsystem are already obsolete with no chance of regaining operational effectiveness and treatment for proper implementation. Although a few studies have been done on the Mokpo Port, has not been found, any reseach for the analytical approach to the transportation system of it. This paper aims to make an extensive analysis of the physical distribution system in Mokpo Port focusing on the coordination of subsystems such as navigational aids system. The base of introduced simulation tool here is the queueing theory. The overall findings are as follows: 1. Among those vessels called at Mokpo Port in 1994, 556 ships(2,736,669 G/T) are oceangoing while 8155 ships(2,587,217 G/T) are domestic. The average size of oceangoing vessels is 4,922,1 G/T, and the domestic is 317,8 G/T. The average arrival interval and service time of the domestic vessels are 6.0 hours and 24.1 hours respectively marking the berth occupation rate over 100%. Those for oceangoing vessels are 34.5 hours, 120.0 hours and 37.2%. In order to maintainin the berth occupation rate to 70% the capacity considering the 1994 of domestic piers must be extended to 145% and oceangoing vessels must be increased to 165%. 2. The capacity of approaching channel is enough to handle the total traffic volume of 3. Tugs are sufficiently being provided to handle all ships requiring their services 4. The capacity of storage and inland transportation systems are sufficient to handle the throughput and the yard stroage utilization rate of No.1 - No.5 is 4.5% and No.6 is 30% of 1993's. 5. The utilization rate of LLC(Level Looping Crane) and PNT(PNeumaTic) are 2.7% and 18.8%, respectively.

  • The objective of this study was to contribute to domestic offshore wind farms by reasonably predicting the expected completion time and installed power generation capacity of offshore wind projects in South Korea. Offshore wind power is drastically regarded as a core tool for clean energy transition and industrial decarbonization in the fight against the climate crisis globally. Especially in South Korea offshore wind power is the main tool in partaking in RE100 and K-RE100, and the Korean government aims to install 14.9 GW of offshore wind farms by 2030. However, this seems to have been significantly delayed due to the complex process of obtaining permits for offshore wind power in Korea. Thus, a reasonable prediction of power generation and a timeline for the final construction are imperative. To establish the delay time for permit licenses, classified location factors were included into site analysis. These factors comprised reviews of transmission and military operability, environmental impact assessment, maritime traffic safety examination, wind resource assessment and an analysis of current offshore wind projects. According to the analysis, the majority of offshore wind projects currently being developed in Korea are predicted to be delayed by 3-5 years as they are among the criteria included in key discussion points for obtaining permits. The cumulative installed power capacity and annual power generation after construction are expected to be 37 GW and 97 TWh respectively.

  • This research is the first research on developing the speed limit select model and also it is the result of the research on the importance of each element and consideration factors when selecting the speed limit. For the consideration factor discrimination and calculation of the importance, the delphi method and AHP method was used. The delphi survey was processed through third round survey, 5 high consideration factor(Level 1) and 23 low consideration factor(Level 2) was discriminated. During the process of the third delphi survey, when the CVR cost was in the range between 0.4~1.0 it was treated as the consideration factor when selecting the speed limit and less than 0.4 cost was eliminated. In the process of the second delphi survey, 33 consideration factors were discriminated but was reordered into 23 categories through the third survey. Based on the 23 categories earned through the third delphi analysis, the AHP survey was processed. The result of the AHP survey was that out of the importance of the 5 high consideration factor(Level 1), the traffic condition was evaluated as the number one factor and the vessel condition, waterway condition, environment condition, supporting condition and etc. conditions were evaluated following the traffic condition. Out of the 23 low consideration factor(Level 2) consideration, the visibility was evaluated to be the first important and the performance of the vessel steering, objective factors within the harbor, amount of traffic and density, distance between the passing vessel, speed of the steering capacity and tidal current were the following evaluated factors.

To avoid the congestion in domestic pier introduction of a new port operation system is necessary allowing the domestic vessel to use the oceangoing pier. 2. To establish the port management information system to improve the efficiency of port operation. 3. To build a new storage system for high valued cargos including modernization of the present storage and handling system. 4. To insure the safety of navigation in approaching channel, The Vessel Traffic System including separation scheme is introduced. 5. To interest enormously on public relation to ship owner's association, shippers and consignees by showing that they can save cost and ship turnaround time in order to promote the call to Mokpo Port. At last, to be strategically change the function of Mokpo Port to the Leisure, Fishing & Ferry as well as Maritime port.

A Improvement Plans for Anchorage at Masan Port (마산항 정박지 개선방안에 관한 연구)

  • This study analyzes the problem of lack of anchorage caused by some anchorage closed and suggests ways to improve Masan anchorage. For this, we established the evaluation criteria, and analysed the anchorage operating rate during 5 years after estimating the capacity of barge, and suggested improvement plan after appropriateness assessment of anchorage capacity, finally verified the anchorage improvement plan. As a result of study, it is analyzed that the Masan A-2, A-4, A-6 anchorage needs to expand the anchorage due to excess the anchorage assessment criteria of 60 %. So, in order to improve the Masan anchorage, we suggested the improvement plan that extended 1.8 times by the group designated anchorage, according to integrating the A-2, A-4, A-6 anchorage and anchorage dwell time and ship type. And, the result of verification improvement plan, it is analyzed that meet the assessment criteria since decreasing the anchorage operating rate by 1/2 compared to the existing one, does not act as a risk factor in terms of maritime traffic.

Study on Freight Transportation with Train Ferry between Korea and China (한.중간 열차페리를 이용한 화물수송방안연구)

  • Trade between Korea and China was 372million dollars accounting for 1.56% of total in 1988 and has been increased to 23,689 million dollars occupying 7% in 1997, which implies 32.2% increase on average per year. This trend will continue dramatically and consistently as China's open policy toward the world accelerates and korean companies advance into chinese market. The main trade routes are with marine transportation between korean west sea area and chinese San-Dong peninsula around east sea. However, due to the increasing traffic congestion on main roads connecting harbors and main consumer cities and capacity problem in west sea harbor areas, the logistics cost have been increased resulting in losing competitiveness of freight trade. Therefore, these road-oriented inland transportation means need to be changed to rail transport system to reduce congestion and to conserve natural environment. To achieve this scheme, efficient intermodal transportation system connecting road and rail should be constructed. These combined system will ensure timely delivery of goods and consequently the customers would make proper transportation schedule for the import/export goods in advance. Especially, combined transportation of Railroad and train ferry would cope with the logistics problem and this system would be efficient means for trade with not only China but further with many adjacent countries in central asia such as Kazakhstan and Uzbekistan
