관광산업은 단일산업으로는 세계 최대의 산업이며, 동시에 높은 고용효과를 가져오는 산업으로 평가되고 있다. 특히, 해양레저스포츠, 크루즈관광 등 해양관광산업은 고부가가치를 창출할 수 있는 산업으로 그 중요성이 더욱 강조되고 있다. 우리나라는 3천여 개의 도서와 약 12,000 km의 해안선, 드넓은 갯벌, 수려한 해양경관 등 천혜의 해양관광자원을 갖추고 있으며, 주 5일 근무제 정착, 교통수단의 발달로 해양관광에 대한 국민의 정책수요가 지속적으로 증가하고 있는 상황이다. 그러나 현재 우리나라는 해양관광산업을 신성장동력으로 육성하기 정책적 제도적 기반이 미흡하고, 관광자원을 충분히 활용하고 있지 못한 상황이다. 본 논문에서는 국내 해양관광산업의 현황과 제약요인을 고찰하고, 현행 국내 해양관광 관련 법제도의 한계를 분석해 보고자 한다. 이를 통해 향후 해양관광산업을 육성하기 위한 정책적 개선방향을 제시하였다.

여가시간이 늘어나고 관광 트렌드가 변화함에 따라 섬관광에 대한 수요가 지속적으로 증가하고 있다. 이에 대응하여 정부도 섬관광 육성을 위한 다양한 정책 사업을 마련하고 있다. 본 연구는 국내 섬관광 현황 및 특징을 살펴보고 현재까지 추진되었던 섬관광 정책 추진 경과를 분석하는 한편, 우리나라와 사회적 제도적 환경이 유사한 일본의 섬관광 활성화 정책 사례와 비교를 통해 국내 섬관광 활성화 정책 방향을 제시하였다. 다수 부처에 분산되어 있는 섬관광 정책을 통합해 추진할 수 있는 조직적 기반을 마련하는 한편 섬 지역 주민이 주도해 추진할 수 있는 수준과 규모의 정책 개발이 이루어져야 할 것이다.

최근 해양관광의 행태는 다양해지고 있지만 해안지역의 개발은 시설의 확충, 천연자원의 개발, 관광자원 개발 등 융복합적 산업의 개발이라는 어려움으로 정책 추진의 어려움을 겪고 있다. 본 연구는 관광객과 어촌어항이 함께 할 수 있는 융복합적인 측면에서 정책의 접근이 필요하다는 연구의 목적을 가지고 접근하였다. 본 연구에서는 해양관광산업과 관련된 정책을 조사하였으며, 해안지역과 어촌어항 지역 개발과 관련된 법령들을 조사하였다. 그리고 이를 바탕으로 융복합적 정책의 접근을 위한 문제점과 개발방안을 제시하였다. 해양관광 정책의 융복합적 접근 방안으로는 첫째, 해양관광자원 개발은 자연 보호 보전을 우선으로 하는 관광자원이 개발이 되어야 한다. 둘째, 지역 주민의 삶을 우선으로 하고 같이 참여할 수 있도록 법령의 개선과 지역 조례 등을 활용한 관리가 필요하다. 특히 '어촌 체험 마을' 등 현재 진행되고 있는 지원 사업 등을 통한 성공적인 모델을 발굴해야 한다.

전남 목포권 중심의 관광개발사업인 서남해안권 레저도시(J프로젝트)과 여수권 중심의 남해안관광벨트 개발사업 등이 성공적으로 완료되기 위해서는 관광사업시설의 공급뿐만 아니라 신규관광개발사업의 확대에 따른 원활한 신규 인력 도입이 이루어져야 할 것이다. 대규모 관광개발계획에 따른 관광시설 조성이 동시에 추진되었을 경우 사업의 완료시점에 인력 수급의 불균형 등이 발생할 가능성이 높다. 따라서 현재의 관광사업체 자연증가수요와 계획 중인 해양관광개발 수요를 통합 예측하여 적정한 해양관광레저인력을 공급할 수 있도록 해양관광레저인력 수요예측의 방향을 제시하는 것이 본 연구의 목적이다.

By employing primarily the Kendall's Concordance Test, the paper attempted to conduct an experts' evaluation on the interaction among the agents in Busan marine tourism cluster and recommend some measures for policy consideration for the cluster's activation. For this purpose, a conceptual framework was developed to guide the assessment by using inter-agent cooperation and network approaches regarding the nature of the marine tourism cluster. Such factors as cooperation, competition, relationship marketing, and networking were identified as critical. Findings of the study imply that Busan marine tourism cluster is at its embryonic stage and needs desperate measures for improvement in the inter-organizational cooperation and networking, the major regional characteristics that determine the competitiveness of marine tourism.

본 연구는 해양음식 관광콘텐츠를 개발하여 섬 관광을 활성화 하는 방안을 제시하는 것을 연구 목적으로 했다. 섬 관광 활성화는 해양음식 관광콘텐츠를 개발하는 것에서 시작하는 것이 우선이라는 관점에서 선행연구들을 고찰하였고, 관련 사례들을 분석하였다. 이를 위해 본 연구는 국내외에서 발간된 다양한 연구논문과 정기간행물, 정부문서와 신문기사 등을 문헌 고찰하고 사례 분석하였다. 본 연구의 결과, 우리나라 해양음식 관광콘텐츠를 개발하여 섬 관광을 활성화하기 위해서는 해양음식 관광콘텐츠를 섬 관광의 대표적인 콘텐츠로 육성, 고부가가치의 융 복합형 해양음식 관광상품 개발 및 운영, 기존 사업과의 연계를 통한 섬 관광 활성화 정책 추진의 효율화, 섬 관광 패러다임과 관광객의 관광패턴 변화에 부응하는 해양음식 관광상품 개발이라는 방안을 도출하였다.

해양레저 활성화를 위한 정부의 정책 기조에 따라 2009년 마리나항만법 제정 및 제1차 마리나항만기본계획이 수립되면서 현재 전국적으로 마리나항만 시설 34개소가 조성·운영 중이다. 본 연구는 해양관광 트렌드 변화와 레저선박 수요 증가에 대응한 국내 마리나항만 운영여건을 분석하고 마리나항만 정책의 개선 방안을 제시하였다. 국내 마리나항만이 해양레저 활성화를 위한 기반시설로 활용되기 위해서는 마리나항만의 규모와 입지적 특성에 맞는 서비스 기능 제고 방안이 마련되어야 한다.

This study is to integratedly examine coastal management policy and marine tourism development project for Korean coasts, especially for the South Sea of high development pressure, presenting sustainable tourism development policies for the future. To do so, it is examined central government-level coastal development projects set up by the Ministry of Culture and Tourism, the Ministry of Maritime Affairs and Fisheries and the Ministry cf Construction and Transportation, setting the direction of south coastal management and tourism development at a level of national territory planning. The problems of coastal management first and then the problems of the South Coast Tourism Belt Project are analyzed in order to present political and administrative alternatives. To overcome such problems and make Korea a marine tourism base in East Asia, there is a need for re-recognition of the value of the project and its continuous push through cooperation between central and local governments. Also, under the presupposition of consensus building among local people and the sustainable development of environments, there should be are-recognition that the future cf Korean marine tourism in the 21st-century and the success of an inverted $\pi-axis$ national development depend on the South coastal Tourism Belt Development Project.

Maritime tourism destinations need to improve image as well as enhance competitiveness through development of new marine tourism attraction due to the decrease of the number of passengers. The maritime city is trying to combine dynamic marine leisure activities as an alternative. For this purpose, it is possible to realize clear marine tourism activation policy and improve the identity of local community through the accurate analysis of the interest of the stakeholder groups of local residents in Songjeong beach in Busan. In this study, we first analyzed the language network based on the expression language related to the conflict between the stakeholders of Songjeong beach. Second, we analyzed the individual characteristics of the structure of conflict frames of stakeholders and suggested solutions by comparing the differences and similarities between perception frames of conflict parties. Third, we distinguish and compare differences of perception among the conflict parties through the detailed frame type. Based on the relationship structure between the detailed frame types of the conflict parties, we suggested an alternative for conflict resolution by restructuring the conflicts and negative perceptions among the stakeholders.
