A Study on the Improvement of Marine Accidents Investigation Model in Korea (한국의 해양사고 조사모델의 개선에 관한 연구)

  • The marine accident investigation of Korean Marine Safety Tribunal does not keep up with the international rule and guideline. Also there is no manual for a proper investigation into the marine accident. This study analyzed the investigation system and manual of Korea. USA and Japan etc., and proposed the new investigation system and manual of KMST including the inquiry guideline according to the type of marine accident.

  • Keeping in mind that there are only limited social, economic and administrative resources for reducing marine casualties, the result of statistical survey showed the loopholes of safe maritime transport system, and rendered that most casualties occurred in coastal waters by human errors. When the IMO Marine Casualty Investigation Code was utilized to reveal any structural vulnerability of the international measures, IMO was required to expand its roles to enhance the interface between Liveware and Environment of SHEL model. So, several risk assessment models were studied and found that Maritime Safety Audit System of the Republic of Korea could be a good example of enhancing safe interface between navigators (Liveware) and the navigational circumstances (Environment). It could be dealt with at IMO level as a tool for applying at human error enforcing waters. International cooperative research for upgrading risk assessment modes should also be future terms of reference.

The Study of the Deaths occurred at Korean sea (우리나라 해상에서 발생한 사망사고 유형에 관한 연구)

  • The nature of deaths occurred at sea may be revealed the differences from that in the land, but there is no comprehensive statistical analysis of deaths occurred at Korean Sea so far. Therefore, the cases of deaths or missing in the period 1993 - 2006 were analyzed by the cause, place of death, and results of preliminary investigation. In the period from 1993 to 2006, over 1000 peoples were died or missing every year. The cases of marine safety accidents including self-carelessness and mishap were approached over 60% and cases of homicide were less than 1%. The closure cases of preliminary investigation were reached over 70% and the most of deaths occurred in fishing vessels (the range of 20 ~ 99 tonnage). The suspension cases of preliminary investigation were reached to 70% of all missing and drowning cases. The results showed that the most of deaths occurred at sea could be prevented by the safety regulations including mandatory report of accidents, marine safety education and training, punishment the people responsible for the accidents. For the unidentified bodies, data should be collected and recorded for the future identification. The crime scene investigators should be trained to ensure the quality of their professional skills regularly.

  • Maritime safety and marine environmental protection are the most important topic in marine society. But, so many marine accidents rave been occurred with the development of marine transportation industry. On the other side, ship is being operated under a highly dynamic environment and many factors are related with ship's collision Nowadays, the increasing tendency to the human errors of ship's collision is remarkable, and the investigation of the human errors has been heavily concentrated. This study analysed on the human errors of ship's collision related to the negligence of lookout and classified basic error type using GEMS(Generic Error Modeling System) dynamic model.

Case Analysis and Proposal for the Effective Application of "Ordinary Practice of Seaman" as Seafarers' Responsibility for Marine Accidents (선원의 사고책임으로 상무(常務)의 유효한 적용을 위한 재결 사례 분석 및 제안)

  • The term "ordinary practice of seaman" is applied to hold the responsibility of those involved in marine accidents. However, there is a concern that the responsibilities of seamen may become unclear as the ordinary practices of the seamen are imposed. In addition, the responsibility for improvement is diluted by mentioning the ordinary practice of seaman when the navigation rules stipulated in the COLREGs is clearly violated. The maritime safety investigation and tribunal system thoroughly analyzes the causes of marine accidents to prevent the recurrence of similar accidents. As one cause that does not contribute to the prevention of the recurrence of similar accidents, it would be appropriate to exclude the term "ordinary practice of seaman" as far as possible. Accordingly, I reviewed the reason for the existence of the maritime safety investigation system and ways to improve the application of the term "ordinary practice of seaman," which is recognized as a customary and an unconventional navigation rule, by examining the theories on the ordinary practice of seaman and analyzing cases of court judgments and decisions in the Korea Maritime Safety Tribunal. I also proposed a modern interpretation on the responsibility for proper and purposeful application. In addition, from the viewpoint of preventing the recurrence of maritime accidents, it is suggested that the nounized term in Korea be replaced with the descriptive term.

A Study on Plume Movement Characteristics of Bubble Boom by PIV (입자영상유속계에 의한 기포붐의 Plume 거동특성에 관한 연구)

  • Bubble boom may be a good alternative for the prevention of oil spill pollution due to its easy deployment and clean post-process tasks. The present work is focused on the experimental investigation of air bubble movement for the bubble boom by visualization and quantitative PIV measurements. Bubble plume was generated by adjusting the pressure of pressure vessel ranging 6.7 kpa to 14.7 kpa. The results showed at lower inlet velocity and higher supply air flow rate that bubble boom maintained its containing capability reasonably well up to the maximum containing limit.

  • Maritime transport is dominant in the overall volume of all international transportation. Existence and overcoming of problems, which cause pressure on shipping safety, remain actual and fully concern both maritime and inland transport. Increasing speed and cargo capacity of the ships along with the reduction of crew members lead to the automation of a growing number of work processes, which indicates the need to actively introduce appropriate measures in the security system of sea-going ships and commercial ports and to develop modern approaches to minimize negative events and incidents in the process of ship operation. Advantages in use of modern methods of monitoring the safety of ship operations, management of possible events and incidents, including investigation of accidents, first, aimed at prevention of negative occurrences and ways of prevention on this basis. Considering statistics on incidents increase, this work presents analysis of general ship accident rate, study of major accidental events growth annually, and investigation of causes of incidents, which most frequently occur in port waters and at open sea. A survey of current approaches to ensuring the safety of shipping by implementing effective tools, such as event and incident management, has been conducted.

  • As a sense of practical field, most researchers emphasize the importance of safety management to prevent marine accidents. The purpose of this paper is to develope a new safety evaluation method using Safety Index (SI) which is to measure the emotional feeling of navigation officer by traffic situations. In this study, the questionnaires with SI are used to investigate the degree of sensing levels of navigation officers according to the navigation situations. In addition, the traffic data obtained from AIS (Automatic Identification System) data are used to give actual situations in the questionnaire investigation. As results of questionaries investigations based upon the AIS data, it is shown that the Safety Index can be used as a criterion to determine the safety levels of ship navigating in a coastal areas.
