재결서를 이용한 자망어선 어선원의 어로작업 중 안전사고 분석 (Analysis of occupational accidents for fisher's on gillnet fishing vessel using the written verdict)

  • We analyzed work safety risk factors, which are likely to occur during fishing in gillnet fishing vessels using the written verdict of the Korea Maritime Safety Tribunal from 2016 to 2020, and considered work safety management. Of the total of 37 fatal accidents, three cases in the East Sea, six cases in the South Sea, and 28 cases in the West Sea were very frequent. The accident rate per vessel by sea area (%) was 0.08% in East Sea, 0.12% in South Sea, and 0.40% in the West Sea. Based on the East Sea, the number of fatal accidents was 1.6 times higher in the South Sea and 5.4 times higher in the West Sea. Six cases (16.2%) occurred during departure and preparation for fishing in the fishing process, and all other 31 cases (83.8%) occurred during fishing operation. In the order of accident types, 21 cases (56.8%) of being struck by object, eight cases (21.6%) of contact with machinery and six cases (16.2%) of falls from height were found to be fatal accidents in gillnet fishery. Human factors, such as fishers' carelessness and negligent safety management by captain accounted for 27 cases (73.0%) of the main cause, and 35 cases (94.6%) of the secondary cause. In addition to human factors such as fisher's carelessness and negligent safety management by captain, mechanical factors, environmental factors and management factors must be improved together to reduce human casualties. These results are expected to be utilized as basic data for reducing safety accidents during the work of fishers.

인적요인을 고려한 연안해역 위험도 평가모델 비교·분석 (Comparison and Analysis on Risk Assessment Models of Coastal Waters considering Human Factors)

  • 국제기구에서 제시해 온 해양사고 예방대책은 주로 선박의 구조 및 복원성 강화, 선원의 교육 훈련, 해상교통환경 개선에 중점을 둔 것이었다. 해양사고통계를 분석한 결과, 사고는 주로 연안해역에서 인적요인에 의해 발생하였다. 이에 기존의 사고예방대책들이 통계분석 결과에 호응하는지 검토하기 위해 사고조사기법인 SHELL모델에 대입하였다. 결과적으로 연안해역에서 인간과실을 방지하기 위해서는 선박 운항자와 항행여건 사이의 상호작용에 대한 인간공학적 접근이 필요함이 도출되었다. 이를 위해 인간의 의사결정 메커니즘으로써 라스무센의 SRK 피라미드, 사고로 표현된 해상운송시스템의 붕괴에 관한 미국 연안경비대 등의 조사 지침서, 그리고 위험성평가모델인 IWRAP, PAWSA, ES모델, PARK모델과 NURI모델의 장단점을 검토하였다. 그 결과, 비록 기존의 위험성 평가모델은 항만이나 접근수로에서 유효성이 인정되었다고 하나 연안해역에서는 보완이 필요하며, 선박운항자가 직관적으로 해역의 상대적 위험도를 인식할 수 있도록 위험표시도를 발간할 필요가 있으며 이를 위해 선박운항자가 느끼는 정성적 위험도를 정량적으로 표시하기 위한 새로운 한국형 모델의 개발 필요성을 제안하였다.

모 선박용 디젤엔진 제조업체 들기작업의 인간공학 위험요인 평가 (Assessment of Ergonomic Risk Factors of Manual Material Handling in the Ship Diesel Engine Assembling Processes)

  • The purpose of this study was to assess the ergonomic risks of lifting tasks in a marine diesel engine manufacturing industry using the National Institute for Occupational Safety and Health(NIOSH) Revised Lifting Equation(NLE). Average Lifting Index(LI=Weight of Load/Recommended Weight Limit) of a total number of 45 lifting tasks was $1.6{\pm}0.7$. The LIs were above 1 at 34 tasks(75.6%), and above 2 at 11 tasks(24.4%). Parts management showed the highest average LI value (LI=2.3) in all departments, which resulted from high frequency and heave load of lifting. The common and significant ergonomic risk factors in the processes were the heavy weight of diesel engine parts and the long horizontal distance. In addition, some lifting tasks had such potential risk factors as the long vertical distance, the high frequency of lifts or the long work duration.

인터넷 쇼핑몰 이용 소비자의 식품 구매 의도 분석 (Research on Consumer's Food Purchasing Intentions through Internet Shopping Mall)

  • In spite of the fact that the food group(Food, Drinks and Health foods & Agricultural and Marine products) occupies little position in total sales of Internet shopping mall, the food group's sales in cyber shopping mall in 2006 have increased 678.1% over 5 years. In addition to the fact that the food consumption pattern has changed from quality-oriented to convenience, health and safety-oriented, the need to decrease the opportunity cost created by housework is rising in the context of increase of women's work participation rate. The wind of change like these will become the foundation on which cyber food industry will be developed. The factors having an effect on consumer purchasing intentions when one buy foods through internet shopping malls are researched in this thesis. For the investigation, women of 697 were surveyed by a questionnaire, and the data were analyzed by the SPSS for WINDOW(Version 12.0). The result is as follows: Factors having an effect on food purchasing intentions are Convenience(Timesaving, Troublesomeness), Customer service(Responsiveness, Reliability, Empathy, Tangibility), Perceived Customer Risk(Economic, Social, Performance risk) and Shopping experience(Easy to find out, Easy process for payment) in order.

  • 선박충돌사고는 많은 원인이 서로 복잡하게 상호작용을 하여 발생하고 있으며, 특히 인적요인에 의한 충돌사고가 가장 큰 비중을 차지하고 있다. 이러한 선박충돌사고 원인분석은 선박의 안전 운항상의 측면에서 매우 중요하다고 할 수 있다. 따라서 본 연구의 목적은 시스템다이내믹스법을 이용하여 선박충돌사고 인적요인 모델을 구축하고, 선박충돌사고를 감소시키기 위한 가장 효과적인 대책을 수립하기 위한 정책요소론 제시하고자 한다. 본 연구의 수행을 위해 ]nM법에 의한 충돌사고원인의 구조분석을 인과지도상의 정량적, 정성적, 피드백 루프로 변환하였다. 그리고 표준시뮬레이션모델과 8가지 정책시뮬레이션모델을 20년간(1993-2012) 시뮬레이션을 수행하였다.

Dempster-Shafer 이론 기반의 선박충돌위험성 평가에 관한 연구 (Study on the Evaluation of Ship Collision Risk based on the Dempster-Shafer Theory)

  • 본 논문은 선박이 조우하는 상황에서 충돌의 위험에 대한 판단을 지원하여 충돌사고를 예방하기 위하여 선박충돌위험성을 평가하는 방법을 제안하고자 한다. 선박의 항해는 불확실성이 다수 내포되어 있기 때문에 충돌의 위험을 평가할 때 선박충돌위험성이 가진 불확실성을 고려할 필요가 있다. 본 논문은 불확실성을 처리하고 각 상대 선박의 충돌의 위험을 실시간으로 평가하기 위하여 Dempster-Shafer 이론을 적용한다. 선박충돌위험의 평가 요인으로 DCPA(distance at closest point approach), TCPA(time to closest point approach), 상대 선박과의 거리, 상대방위, 속도비율 등이 사용되며, 각 평가 요인별 멤버쉽 함수로 계산된 기본확률배정함수(basic probability assignment)는 Dempster-Shafer 이론의 융합 규칙을 통하여 융합된다. 선박들이 실제로 조우하는 상황에서 수집된 선박자동식별장치 데이터를 사용하여 제안된 방법을 실험한 결과 평가의 적합성이 검증되었다. 선박간 조우 상황에서의 실시간으로 충돌위험성을 평가함으로써 인적오류로 인한 충돌사고를 예방할 수 있으며, 해상교통관제시스템과 자율운항선박의 충돌회피시스템에도 활용될 것으로 기대된다.

Overfishing and recent risk for collapse of fishery in coastal Mediterranean lagoon ecosystem (Karavasta lagoon, southeastern Adriatic sea)

  • Beside that the fish species and their sub-populations are highly important as a keystone species in the coastal and marine ecosystem, there are very few studies on their presence, distribution and temporal variations within and around the lagoon ecosystems in Albania. This paper provides an updated review on the life cycle, fishery, exploitation state and management of the main species that are subject of commercial fishing in the Karavasta lagoon, southeastern Adriatic coast of Albania. Due to the fact that lagoons represent a continuum between continental and marine aquatic ecosystems they play a crucial role in species life cycles. Further on in the circumstances of rapid utilizations and environmental changes, anomalies in salinity and temperatures, accelerated anthropogenic influences their rate of vulnerability is highly increased. Following the requirements of the Water Framework Directive, transitional water, coastal lagoons and estuaries there is a need for urgent monitoring and management approaches. The commercial species include: European eel (Anguilla anguilla), species of Family Mugilidae (Mugil cephalus, Liza ramada, Liza salienes and Chelon labrosus), Seabream (Sparus aurata), Seabass (Dincentrarchus labrax), etc. Fish productivity is oscillating from maximum value of 61.95 kg/ha is recorded in period of 1975-80 and lower value of 31 kg/ha in year 2020. Our study highlights importance of fish and fishery long-term monitoring, and contributes to understand the driving factors in productivity, migration patterns and species ecology in the vital coastal ecosystems.

사고 통계 분석을 통한 해양 시추작업 위험요소 제시 및 JSA 기반 위험저감 방안 (Identification of Hazards for Offshore Drilling through Accident Statistics and JSA-based Risk Reduction)

  • Offshore drilling units have a very dangerous working conditions due to the harsh working environment of the ocean and the high possibility of fire or explosion. This study would identify the hazards that emerge from the marine environment in the operation and maintenance phase of offshore drilling units and show how these hazards can be reduced through risk assessment/management. Various risk reduction and management measures were first reviewed, and Job Safety Analysis (JSA) was selected as the risk assessment technique of this study. In order to understand the characteristics of offshore drilling operations, accident statistics of onshore and offshore drilling were analyzed and compared with each other, and major risk factors for offshore drilling were derived. The jobs in which offshore drilling accidents occur more frequently than onshore drilling was analyzed as the job of fastening, transporting and moving pipes and various materials. This result is due to the limited space of the ocean and the work environment that is prone to being shaken by wind, waves and ocean currents. Based on these statistical results, the job of picking and making up drill pipes was selected as a high-risk job, and JSA was performed as an example. A detailed safety check procedure is proposed so that workers can fully recognize the danger and perform work in a safe state that has been confirmed.

유조선 운항에 따른 위험관리에 관한 소고 (A Study on the Risk Management of Oil Tanker Operation)

  • 유조선은 보통 상선과는 다른 선체구조와 작업환경을 가지고 있다. 유조선에서 사고가 발생하면, 보통 상선에서는 선박과 화물에 제한되지만 유조선 사고에 따른 피해는 선박과 화물에 추가하여 유류유출에 따른 엄청난 제3자에 대한 배상책임을 져야한다. 따라서 유조선 운항에 따른 위험요소, 사전/사후손실통제, 해상 보험과 관련된 법규정을 이해하고, 기대하지 않은 사고가 발생할 때 피해를 최소화해야 할 것이다. 이러한 피해를 줄이기 위해서는 사전에 유류오염방지 시스템구축 및 유류오염 피해보상에 대한 준비를 해야만 한다. 이러한 준비에도 불구하고, 유조선 사고는 빈번히 발생하고 있다. 이에 본 논문에서는 유조선 운항에 따른 근본적이면서 전반적인 위험관리 방안에 대해 연구하였다.
