Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.

The purpose of this research is to identify the overall operation status of the marine program, which operates in the Department attempted, in various qualities and operational programs consisting of lecturers derives the problem, and to the policy proposal accordingly. The purpose of this study is to show a course development of the marine leisure sport policy in Korea. The preceding researches and the analysis on the actual conditions on marine leisure sport in Korea were conducted for this research. And analyzing the obstacle and development factors in marine leisure sport, the conclusions intended to provide the preliminary data on the marine leisure industry are as follows: First, as policy-based problems, there will be needs for the public perception improvement in the marine culture caused by the lack of publicity, the reflection reinforcement of the national policy on the marine leisure industry, the prevention of the overlapping investment for the national resources development in the marine industry and marine leisure sport complexes, and the reinforcement of the close networks with the developed countries. Second, as human-based problems, there will be needs for the new organization of the specialty agencies involved in the marine leisure industry field, the nurture of the capable specialists and the reinforcement and nurture of TF team for the infrastructure industry. Third, as facility-based problems, there appeared to be the expansion of the SOC related to the marine leisure, the ease of the laws and regulations for the development of the marine leisure facilities, the prevention of the thoughtless development caused by close cooperation system with the local government. Fourth, as law and institution-based problems, there appeared to be the abolishment of the regulation-centered laws involved in them, the prevention of the legal and institutional confusion caused by policy confusion. Fifth, as industry-based problems, there must be the expansion of the domestic supply and demand, the reinforcement of parts industry and the nurture of the license system for the mechanics on the vessels and the engines.

Ship is bring operated under a highly dynamic environments and many factors are related whit marine accident and those factors are interacting. An analysis on the marine accident is very important to prepare countermeasures which will ensure the safe navigation. This paper aims to build a model of the causes and improved policy for marine accident using SD(System Dynamics} approach and to measure a effect which is risk control countermeasures of marine accident. The methodology of this paper is to perform the causes and improved policy for marine accident using Brainstorming method and was to changed by quantitutive, qualitative factors and their feedback loops in casual map. This model was performed over 23 years($1997\~2020$) in a standard simulation model and 4 policy simulation models.
The purpose of this research is to conduct an empirical analysis regarding Korea's 'Marine Protected Areas (MPA)' from an international comparative perspective. The authors would like to present the policy direction of marine protected areas based on the result of the research. The result of this study can be summarized in the following manner: First, the total designated size of marine protected areas in Korea is very small compared to the sizes of other OECD nations . Second, while some nations have expanded the extent of marine protected areas in accordance with international agreements and criteria, Korea has not done so. Accordingly, we propose the designated dimensions of marine protected areas should be constantly expanded to keep pace with international trends.
A marine protected area (MPA) is a spatially designated section of the ocean where the biodiversity is high. Munseom MPA has a unique underwater landscape including soft coral, subtropical fish, and benthos, attracting many scuba divers. This paper intends to evaluate the willingness-to-pay (WTP) for the scuba diving management policy in the Munseom MPA. As a stated preference valuation method, a choice experiment was applied to assess divers' preferences with economic values for the policy. The attributes used in the study included zoning (temporal closure), conservation education, daily permit, soft coral area, and diving fee. We collected 333 questionnaires through online and field surveys and used 296 after excluding incomplete responses for the final data analysis. Study results show that a six-month closure, a decrease in soft coral habitat, and the diving fee were statistically significant. A positive coefficient with regard to the six-month closure variable indicates that divers preferred the policy, and the marginal willingness to pay (MWTP) was estimated to be KRW 8,637 per person per dive. The aggregate WTP of KRW 233 million was obtained by multiplying the MWTP by the number of visiting divers per year. When comparing the levels of recreation specialization, more skilled divers preferred the management option. The results of this study will help predict the priority of management measures and the levels of acceptability among divers when diving management is implemented in Korea in the future. This study suggests that marine environmental policies need to consider divers as one of the important stakeholders for marine conservation.

The purpose of this paper aims at contributing to the national economic development through global competitiveness enhancement by marine finance's hub and marine logistics cluster by finance specialization and finance support as a creative-type service industry in global shipping port logistics. This study adopted the integrated approach and applied it to policy implementation to achieve the effectiveness. Creative-type marine finance development stages as a tool of policy implementation and the guide line for the time of policy implementation are followed by Stage 1(Construction & Growth Policy) for 2013~2016, Stage 2(Forstering & Activation Policy) for 2017~2019) and Stage 3(Continuous Development Policy) after 2020 until its completion. Korea has the inferiority over the competitiveness in global marine finance and needs a strategic approach to secure the liquidity of marine finance; interim, Islamic finance has been come to the force as a new alternative in financial transaction being accompanied by a spot transaction since the crisis of global finance. In order to create a potential slack of Korea in marine finance practice, in addition, this study suggests a consortium with the circle of Islamic finance as a clue of an easier policy implementation at the beginning stage.

The high seas, covering the majority of the world's oceans, hold invaluable marine resources crucial for the growth of the marine bio-industry. The High seas bioresources program of South Korea is at the forefront of these global efforts. This study aims to gauge public awareness and quantify the project benefits, offering insights for future policy decisions. The results revealed that the estimated annual average willingness to pay (WTP) was 3,778.8 KRW, equating to approximately 81.54 billion KRW when extrapolated to the entire national population. The implications of the study are twofold: The project benefits, based on WTP, are substantial, amounting to approximately 81.5 billion KRW annually. This provides critical reference material for future policy formulation, given the considerable WTP in comparison to the current investment. Although interest in international sea marine biological resources is growing, public awareness remains relatively low. However, the project plays a crucial role in building essential databases for the marine bio-industry and securing international sea marine biological resources. Public interest and sustained support are pivotal, not only for this project but also for future policy implementation. Strategies to enhance public awareness are essential, and the study results offer valuable input for future policy decisions.
