해역이용협의제도 운용 현황 분석 및 실효성 제고방안 (An Application Status and Consideration of System Improvement on the Sea Area Utilization Conference and Impact Assessment)

  • 본 연구는 각종 해역이용 개발로 인한 해양환경 및 생태계를 보전하고, 효율적으로 관리하기 위해 2008년부터 본격적으로 시행된 해역이용협의제도의 운용 현황과 실적을 분석하여 협의 유형 및 연안에서 이루어지는 개발사업의 특성을 파악하였다. 또한, 도입기를 지나 정착 발전단계에 접어든 해역이용협의 및 평가제도의 실효성을 확보하기 위해 운용상 나타난 문제점을 고려한 제도의 개선방안을 진단하였다. 2009년 및 2010년의 전체 해역이용협의 실적은 3,705건이며, 간이해역이용협의 87.0%, 일반해역이용협의 12.8%, 해역이용영향평가 0.2%로 나타났다. 일반해역이용협의의 행위유형은 공유수면매립 43.4%, 기타 23.4%, 해수 인 배수 17.5%, 준설 5.5%, 항만시설의 설치 4.6%, 어항시설의 설치 2.3% 순이었다. 환경영향평가서의 검토유형은 항만건설이 32.9%로 가장 많았으며, 그 다음으로 산업단지조성, 관광단지개발과 도로건설, 에너지개발 순으로 분석되었다. 해역이용협의가 증가하고, 개발유형 또한 다양화되고 대형화됨에 따라 제도의 실효성 및 홍보 강화, 협의기관 및 검토기관 등의 역량 강화, 그리고 해양환경영향평가의 신뢰성 제고 방안을 지속적으로 강구해야 할 것이다.

중국의 해양생명공학 연구개발 최근 동향 (Recent Trend of Research Activity on Marine Biotechnology in China)

  • Research activities on the fields of marine biotechnology becomes active not only in developing countries but also in Asian countries. Among those countries China recently initiate the national marine biotechnology R&D program. Since 1996, marine biotechnology has been approved to be a subject of the National High Technology Research and Development Program of China as 863 program. In the first five years from 1996 to 2000 and successively in the second five years from 2001 to 2005, Marine Biotechnology R&D 863 program has been funded by Chinese government with 97.5 million RMB and then more than 200 million RMB, respectively. Under this program there are mainly six R&D subjects of marine biotechnology; 1. Breeding engineering, 2. Control of the disease, 3. Production system and culture facilities, 4. Marine drug and bioproducts, 5. Functional genes and genomics, 6. Breeding of the saltresistant plants. In this paper the research activities and results of 863 program were introduced, and from chinese cases we could leam how we plan and perform the marine biotechnology program of Korea in future.

초음파 오일 스러지 처리 시스템 개발을 위한 기초 연구 (A Basic Study on the Development of Oily Sludge Treatment System by Ultrasonic Waves)

  • All crude oil carries a little of water, sand, and mineral sediment molecules tightly bounded with hydrocarbons. The result is the gradual precipitation of these heavier elements into thick, granular petroleum by products known as crude oil sludge. The oily sludges in ship tanks and in storage facilities have to be treated efficiently in order to keep the security and the capacity of storage facilities, to protect a serious environmental pollution, and to retrieve lost resource. The oily sludge treatment system should be designed to satisfy requirements mentioned in safe work condition. As a basic study, in this paper, an oily sludge treatment system by ultrasonic waves was proposed. Then, the features of ultrasonic energy and recovery of sludge with ultrasonic waves are investigated by experiments. As results, we found that ultrasonic waves are a new energy to flow oil sludge environment-friendly in safe work condition. In addition, it was shown that ultrasonic energy is more efficient than thermal energy in treating oil sludge, and that the volume of wastes for disposal is reduced remarkably.

  • This study aims to examine the operation of a free semester system geared towards meeting education user needs by researching on youth training activities, a method of fostering talents to be equipped with the 21st-century society-required creativity, innovation ability, cooperation spirit and leadership, communication ability, problem-solving power, and venturing spirit, among other key capabilities. Thus, targeting seven public and private youth training facilities in Jeollanam-do, user satisfaction with ongoing youth training activities and achievement levels were surveyed so that problems of training facilities could be identified and improvement measures could be presented so as to ensure education that can satisfy both education providers and users.

  • 본 논문에서는 선박의 위치, 침로, 속력, 해도 정보, 수심 등의 수로 정보를 표시하는 장치인 전자해도 표시정보시스템의 기능을 활용하여 기존 선박 항해 중심의 전자해도 표시정보시스템과 달리 등부표와 같은 해양교통시설의 정보 수집, 설치, 운용 그리고 유지보수 중심 전자해도 뷰어시스템을 구현한다.

정보통신기기용 과도전압 차단장치의 개발에 관한 연구 (A Study on the Development of a Transient Voltage Blocking Device for Info-communication Facilities)

  • This paper presents a new transient voltage blocking device(TOBD)which low power and high frequency bandwidth to protect info-communication facilities from transient voltages. Conventional protection devices have some problems such as low frequency bandwidth low ener-gy capacity and high remnant voltage. in order to improve these limitations a hybrid type TOBD which consists of a gas tube avalanche diodes and junction type field effect transistor (JFETs) is developed. The TOBD differs from the conventional protection devices in configuration and JFETs are used as an active non-linear element and a high speed switching diode with low capacitance limited high current. Therefore the avalanche diode with low energy capacity are protected from the high current and the TOBD has a very small input capacitance. From the performance test using combination surge generator which can produce $1.2/50{\mu}m$ 4.2 kV/max, $8/20{\mu}m$ 2.1 kAmax it is confirmed that the proposed TOBD has an excellent protection per-formance in tight clamping voltage and limiting current characteristics.

총톤수 중심으로 지정된 국내 항만시설의 선박수용능력 산정기준 개선방안에 관한 고찰 - 수역시설 중 정박지를 중심으로 - (Study on the Improvement of the Ship Capacity Standard of Korean Harbour Facilities based on the Gross Tonnage - Focused on Anchorage among Water Facilities -)

  • 항만에 배치되는 수역시설 중 정박지는 대상 선박이 주묘되지 않고 안전하게 정박할 수 있도록 충분한 수면적을 확보하여야 한다. 이러한 수면적의 계산 시에는 대상 선박의 전장, 수심, 저질 등의 요소를 고려하는 것이 일반적이다. 그러나, 국내 각 항만의 항만시설운영세칙(혹은 규정)에는 정박지의 선박수용능력 기준으로 총톤수를 사용하고 있다. 본 연구에서는 총톤수 단위의 정박지 선박수용능력기준을 선박의 전장으로 변환하여 실제 대상 선박의 투묘 중 선회 반경을 계산한 결과, 분석 대상 90개의 정박지 중 25개의 정박지(27.8%)에서 선회 반경이 지정된 수면적을 초과하는 것으로 나타났다. 이러한 분석 결과를 바탕으로, 국내 각 항만의 항만시설운영세칙(혹은 규정) 상 정박지 선박수용능력 기준을 전장으로 개정하고, 관련 해사 법령의 해당 조항 개정을 개선방안으로 제시하였다.

  • 우리나라는 여가시간의 확대와 국민소득 향상으로 인하여 해양레저활동에 대한 관심과 수요가 점점 증가하고 있다. 하지만 이러한 수요를 뒷받침 할 수 있는 인프라가 제대로 갖추어져 있지 않다. 이에 현재 운영중인 우리나라 마리나 항만현황과 항만시설 현황을 조사분석하여 국내 마리나 항만의 문제점을 분석하고, 이를 개선할 수 있는 방안을 제시하였다. 이를 통해 지속적으로 증가하고 있는 해양레저활동에 대한 이용자들 중심의 마리나 운영이 이루어져야 할 것이다.

AHP 기법을 적용한 제주지역 친수공간 자원화방안 요인의 중요도 분석 (Priority Analysis for Resource Development of Waterfront in Jeju Region - Using AHP method)

  • Recently, in the context of increased interest for marine tourism, Jeju region of South Korea has attractive waterfront space and also has potential requirements for development. The objective of this paper was to analyze the priority for resource development of waterfront in Jeju region. In order to calculate the importance of factors related to the development of waterfront in Jeju area, this study conducted exploratory factor analysis to extract the factors and established the AHP model based on the factors name focusing on a total of 198 tourists. In this study, in accordance with the procedures of AHP analysis, pairwise comparisons were conducted focusing on a total of 15 experts. Especially, difference test between groups (academics and bureaucratic) was conducted. In the 1st criterion for evaluation, 'exploring experience' factor is most important thing and 'facilities & infrastructure' factors were in the following order. In the secondary criterion, AHP analysis showed that experience facilities, environmental management, and absence of residents consciousness were the important factors. In the future time, the results of this research can be utilized as basic data in the aspects of tourism development in Jeju waterfront region.

어촌·어항을 활용한 해양스포츠 체험관광 활성화 방안 (The Promotion of Experiential Marine Sports by Developing aPlan for Fishing Village and Port)

  • The plan of developing a fishing village and port will be indirectly funded by the government. In the short term, there will be five different multi-functional fishing village models which are based on the first industry to attach to the third industry of marine sports experience tourism. In the long run, they have to be reached gradually. The popular scenic spot of the marine sports experience tourism is made by human resources and fundamental installations considering that it must be done in unpolluted water. It is necessary to separate the fish harbor into two sides. One side is an existing fishing industry. The other side is made up of several pontoons for the marine sports equipment of the marine mooring. It is necessary to build facilities, such as the mooring facility, the storage facility, the repair-check facility, supply-cleaning facility, information booth, accommodations, education facility, and a marine culture exchange facility.
