GIS-based Ocean Informatics for Integrated Coastal Management (연안역통합관리를 위한 GIS 기반 해양정보학)

  • Recently development trends in information technology expand the activity boundaries for human living beyond coastal zones. These rapid changes of paradigm are stimulating scientists and strategists to be encouraged in making adequate model for marine geographic information system (MGIS) and their applications. Coastal zones are places which are affected by many factors, such as water quality, tide, wave, atmosphere, population, industry, etc. Therefore information related to the coast has to be integrated and analyzed for managing it efficiently. GIS-based Ocean Informatics is suited for those purposes and used in the study for establishing and managing coastal geographic and environmental information system. This paper reviews the properties of ocean and coastal spaces, then defines some MGIS related terminologies for clarifying the scope of MGIS boundaries. In this study, coastal geographic information is established by digital geographic information and digital terrain information. Digital coast chart having information on digital chart and map can merge and analyze various coastal information and can be a useful tool for the coastal integrated management.

Development of a safe operation capability chart as the design basis of a rudder area

  • Ship owners now demand a new design approach for the rudder that considers detailed design information such as maneuverability and environmental loads etc. on a quantified basis. In this paper, we developed the concept of a safe operation capability chart for the design of a rudder area. The chart can be used as the basis of design considering the maneuverability and environmental loads. To confirm the applicability of the safe operation capability chart for use as the basis of design, four different rudders are assumed in this work. First, it is determined whether or not it is appropriate to design a rudder by applying a conventional design approach based on IMO maneuvering tests. The proposed concept is reviewed for use as the basis of the design by investigating the effect of rudder area on capability charts that are plotted according to the rudder under various environmental conditions.

  • Navigational charts in Korea have been increasingly published in line with the development of harbour for 60 years without a detailed planning. Recently, charts cause inconvenience to use and make navigator confused because they have not been adjoined to adjacent chart effectively and have been to overlap with other charts of the same scale. In this paper, we propose new chart system through adjusting area of the chart and rearranging its scale. This newly proposed scheme was first designed by researchers who have on-board career, then has been verified and revised by questionnaire and pilots' opinion. As a result, total number of Korean chart could be changed from 309 to 334.

  • This paper describes a method for making 3D marine environmental database of ship handling simulator by using electronic nautical chart data. While developing simulator system, we had to digitize the nautical paper chart in order to obtain the basic data including coastline, navigational aids and so on. With the proposed method, we can get easily exact data from electronic navigational chart data, which is coded according to S-57 transfer standard of IHO and necessary to make the database of visual presentation system.

  • The high tech marine transportation infrastructure is an innovative transportation infrastructure that may be able to secure a safe transportation environment as well as efficient operation by connecting up-to-date skills including a broad range of wire and wireless communication-based information, control and electronics technologies. When integrated into the marine transportation infrastructure by the standard requirements, these standard technologies help monitor and manage navigational aids. After investigated on current status of marine transportation system, verified on integrating marine transportation systems, the standard requirements have to suggest a appropriate way of integrating marine traffic systems and proper way of using old marine traffic infrastructure.

  • Since the digital chart consists of a large number of points, the effective method for the coastline data compression(CDC), storing the data compactly and reproducting the coastline feature accurately, is important. In the CDC, the key technique is to determine the optimal positions as node points in given coastlines. In this paper, a new CDC method, selecting node points with conspicuous coast positions in the view point on navigation and adopting spline interpolation to the nodes partly, is proposed. Using the northern part of KEOJE-DO coastline in Korean chart No.204, CDC experiments are carrie out with various compression ratio. The results fro the influence of coastline shape according to various CDC methods are discussed and presented.

  • The high tech marine transportation infrastructure is an innovative that may be able to secure a safe transportation environment. The current sea route sign system based on an electronic marine chart only has a data manufacture specification for uses at ECDIS. Therefore, it has a limitation in expressing various sea route data and falls short of productivity as it is frozen to prevent being changed for a long time. Also, it cannot satisfy requirements from high tech such as lattice structure data and time series information. Currently, although it builds each independent operation system based S-57, it has been found that it is the most important requirement from consumers that the entire monitoring system can mutually interwork by standardizing and uniting formats of all protocols. In addition, current status information and alarm system is using AIS, TRS, WCDMA telecommunication and processing all the data after saving it into each different server. In this thesis, we will realize the status information and alarm system of Marine transportation facilities which is a sea route sign system based on S-63 electronic marine chart, S/W, after uniting each different protocol and making combined system.
