  • In the present maritime traffic conditions of Mokpo harbor, there exist many hazardous factors which may lead to huge accidents including marine oil pollution We analyze marine traffic environments including traffic congestion, natural conditions, maritime traffic accidents in the last 10 years, the fishery status, operation of traffic routes and management of navigational aids and regulations relating ships' routeing both in and out of the country. Consequently, this work is to propose improved marine traffic system in future.

Analysis of Correlation between Marine Traffic Congestion and Waterway Risk based on IWRAP Mk2 (해상교통혼잡도와 IWRAP Mk2 기반의 항로 위험도 연관성 분석에 관한 연구)

  • Several types of mathematical analysis methods are used for port waterway risk assessment based on marine traffic volume. In Korea, a marine traffic congestion model that standardizes the size of the vessels passing through the port waterway is applied to evaluate the risk of the waterway. For example, when marine traffic congestion is high, risk situations such as collisions are likely to occur. However, a scientific review is required to determine if there is a correlation between high density of maritime traffic and a high risk of waterway incidents. In this study, IWRAP Mk2(IALA official recommendation evaluation model) and a marine traffic congestion model were used to analyze the correlation between port waterway risk and marine traffic congestion in the same area. As a result, the linear function of R2 was calculated as 0.943 and it was determined to be significant. The Pearson correlation coefficient was calculated as 0.971, indicating a strong positive correlation. It was confirmed that the port waterway risk and the marine traffic congestion have a strong correlation due to the influence of the common input variables of each model. It is expected that these results will be used in the development of advanced models for the prediction of port waterway risk assessment.

  • Korea coastal area is highly potential dangerous zone of marine accident due to frequent ship's encounters. VTS center can't identify ship's information because of beyond VHF range. It is also difficult of us to efficiently manage vessel traffic beyond VTS control area, so that it can't prevent marine accident. Presently, korean government is conducting maritime traffic safety assessment according to enlargement of harbor & development of new port but do not have the system which provide danger of information depending on maritime traffic environment with real time. So it is necessary to develop evaluation index which can assess sea risk through the evaluation of maritime traffic environment. In this paper, on the basis of vessel navigator's risk consciousness, we carried out survey & statistical analysis vessel navigator's subjective risk depending on the LOA, crossing situation($045^{\circ}$, $090^{\circ}$, $135^{\circ}$), overtaking, head-on situation, encountering vessel's side, within or outside harbor, speed with other vessel(ex. same, fast or slow), speed difference with other vessel and distance with other vessel & propose basic expression to develop maritime traffic safety evaluation model. And by using this model, we can confirm that this proposing expression is suitable for domestic maritime traffic environment.

  • Recently, around the world, active development of new renewable energy sources including solar power, waves, and fuel cells, etc. has taken place. Particularly, floating offshore wind farms have been developed for saving costs through large scale production, using high-quality wind power and minimizing noise damage in the ocean area. The development of floating wind farms requires an evaluation of the Maritime Safety Audit Scheme under the Maritime Safety Act in Korea. Floating wind farms shall be assessed by applying the line and area concept for systematic development, management and utilization of specified sea water. The development of appropriate evaluation methods and standards is also required. In this study, proper standards for marine traffic surveys and assessments were established and a systemic treatment was studied for assessing marine spatial area. First, a marine traffic data collector using AIS or radar was designed to conduct marine traffic surveys. In addition, assessment methods were proposed such as historical tracks, traffic density and marine traffic pattern analysis applying the line and area concept. Marine traffic density can be evaluated by spatial and temporal means, with an adjusted grid-cell scale. Marine traffic pattern analysis was proposed for assessing ship movement patterns for transit or work in sea areas. Finally, conceptual design of a Marine Traffic and Safety Assessment Solution (MaTSAS) was competed that can be analyzed automatically to collect and assess the marine traffic data. It could be possible to minimize inaccurate estimation due to human errors such as data omission or misprints through automated and systematic collection, analysis and retrieval of marine traffic data. This study could provides reliable assessment results, reflecting the line and area concept, according to sea area usage.

A Study on Seasonal Variation in Marine Traffic Congestion on Major Port and Coastal Routes (주요 항만 및 연안항로의 계절별 해상교통혼잡도 변화에 관한 연구)

  • In this study, a congestion assessment was conducted to verify seasonal differences in congestion for major coastal traffic routes and fairways in major ports with GICOMS Data for 7 days without issuing a special weather report. As a result, a maximum of 11 % and 82 % are shown, with an average of 3.5 % and a 30 % seasonal difference for hourly average congestion and peak time congestion. Therefore, seasonal differences for the target area should be taken into consideration to perform further congestion assessments, particularly for maritime traffic safety assessments, and keen attention should be given to setting up safety measures against congestion.

  • In recent years, the marine traffic congestion has increased due to the expansion of vessel traffic volume in Korean coastal waterway. Heavy traffic could bring serious marine casualties which cause the loss of human lives, properties and marine pollution in coastal area. The prevention of marine accidents has been a major topic in marin society and various policies and countermeasures have been developed, applied to the industries. VTS(Vessel Traffic Services) is considered as one of effective method to promote marine safety but it needs relatively huge amount of budgets to build and also number of personnels for the operation. Thus prior to establishing the VTS. It should be surveyed the marine traffics, general conditions of waterway including geographical, meteorological characteristics and assessed to find the most reasonable area and places for the system. Therefore this paper aims to develop the method for this evaluation through the hierarchical evaluation structure model in connection with ISM(interpretive structural modeling) and AHP(analytic hierarchy process) methods. The model in this paper is applied to 4 coastal area in Korean waterway as candidates and found that the priority for the needs of VTS should be in order such as Yosu, Wando, Mokpo, Geoje coastal area.

  • Marine traffics near Ulsan approaching waters are crossing and converged at the diverging point of No.1 route- No.2 route and No.1 route -No.3 route and are also concentrated at near No1. route approaching area and the headland of cape Gawnjeol. Because the number of berth will increase to 78 from 49 until 2011 due to additional developments, minor modification is expected for the water utilities. This study examined environmental conditions, marine accidental data, marine traffic capacity, traffic flow survery and fisheries zone status near Ulsan approaching water area. Finally, a questionaire survey was carried ou for experts and users to propose new plan.

  • The navigation area approach to Mokpo port consists of narrow channels with 30mile section, and the route is crossed with many fairways. In particular, fairway routeing except Mokpogu is not assigned and there are many threatening factors against the safe operation of vessel because fishing and mining areas are designated. Therefore, this paper proposed elements for safe passage through a marine traffic environmental assessment with the analysis of surrounding environment, dangerous elements, traffic survey and marine casualty.
