컨테이너의 부산광역시 재정기여도 분석 (A Study on Financial Contribution of Container for Pusan Metropolitan City)

  • By the IMF condition, tax revenues of local governments are decreasing, under these conditions, container tax take important proportion in financial resources in Pusan Metropolitan City. However the container tax have time limit until 2001, that is, purposeful tax. But after the creating container tax, the level of accomplishment is very insufficient. So for the activation of local economy, we need active study on the existence problem of container tax. Though the abolition of container tax item is frequently discussed in central government, If the worst case comes, namely the abrogation, it gives big damages to the financial management of Pusan Metropolitan City. Therefore the container tax should be existent for both residents and local government. Because the expansion rate of container tax is so rapid, it makes very critical contribution to the stability and sound condition of Pusan Metropolitan City's finances.

해양금융 중심도시를 위한 부산의 발전요인 분석 (A Study on the Success Factors for Marine Financial City of Busan)

  • 본 연구는 부산이 최근 새롭게 구축하고 있는 해양 도시로서의 역량에 부응하여 세계적인 해양금융도시로 발전하기 위한 필요 요소가 무엇인지를 모색하고 도출된 요소들 간의 중요도를 파악하여 해양금융발전도시를 위한 정책수립 과정에 도움이 되는 시사점을 제공하는 데 목적을 두고 있다. 이를 위해 본 논문에서는 선진 해양금융도시에 대한 사례연구 및 선행연구, 그리고 전문가 면담을 통해 구성된 AHP 설문을 해양산업 및 해양금융 전문가를 대상으로 조사하였고 그 결과과 분석을 통해 부산의 해양금융발전도시로의 성공요인을 도출하였다. 1계층 4개 요인과 2계층 16개 세부항목으로 설계된 구조화된 대안 항목 간의 우선순위(중요도)를 평가하기 위해 계층화분석방법인 AHP(Analytic Hierarchy Process) 기법을 활용하였으며 그 결과는 다음과 같다. 먼저 1계층 4개 요인의 경우 해양금융 발전(0.371), 비즈니스 환경(0.248), 인프라(0.206), 정부지원/기타(0.175)의 순으로 그 중요도가 분석되었다. 다음으로 2계층의 경우에는 4개 주요 성공요인에 대한 16개 하부항목의 중요도를 전체와 각 요인에 따른 하부항목 중요도를 따로 분석하였다. 먼저 16개 하부항목 전체로 분석한 결과 해양금융 관련기관 집적(0.134)이 가장 중요한 요인으로 평가되었다. 그리고 4개 요인별로 구분하여 2계층을 분석한 결과, 첫째, 해양금융 발전 요인에서는 해양금융 관련기관 집적(0.400)이, 둘째, 정부지원/기타 요인의 경우 중앙정부의 행 재정 지원(0.423)이, 셋째, 비즈니스 환경 요인에서는 조선해양산업 클러스터(0.315)가, 넷째, 인프라 요인의 2계층 중요도는 ICT&교통(0.326)이 가장 중요한 항목으로 분석되었다.

환태평양권 국제교역 중심도시로서의 성장을 위한 부산항만기능제고방안에 관한 연구 (A Study on the Policy for the Functional Development of the Pusan Port toward Pan-Pacific International Trade Center -)

  • In according to the rapid economic growth and strengthening of economic cooperation of Asian-Pacific countries, Pusan is capable of developing to the international trade center of Pan-Pacific Area. Therefore a lot of functional preparations are required for the international trade center. First the expansion and functional specialization of harbor which is a gateway of international physical distribution is required. Second, raising physical distribution inducement effect through establishment of free trade zone and producing financial and information service accompanied with trade activity through establishment of international financial center and teleport are necessary. And the research complex of high technology (sciencepark) which utilizes the industrial base of Pusan area is necessary for the development of Pusan toward the international trade city. And the establishment of marine sightseeing complex in Pusan utilizing the ocean natural resource is helpful for the growth of Pusan to the international trade center.

사립대학의 구조조정을 둘러싼 쟁점과 합리적 해결 방안 (Issues and Solutions of Restructuring Private Universities)

  • The purpose of this study is to conceptualize some issues around university restructuring in Korea, and explore rational-practical solutions ensuring the survival of higher education institutes confronting many challenges like rapid decreasing rate of birth, global open market of higher education system, and the phenomena of concentration on capital city area etc.. In order to achieve study goals, higher education policies and provisions of past governments from DaeJung Kim's to current MeongBak Lee's were analyzed, and also characteristics and directions of university restructuring of each government were identified. Through this analysis, it was evident that the main concern of university restucturing discourse was primarily focused on how to make public universities have high level of competitiveness. On the other hand, private universities had been totally alienated from university restructuring discourse since 1990's, despite their historical and great contributions to national development of our country. Based on some criticisms of educational policies of national government and partial revision proposal of the higher education act initiated by a few assemblymen, this study suggested eight solutions for developmental restructuring of private universities; constructing comprehensive framework of university restructuring, keeping market-friendly restructuring principle to allow universities take an autonomous position, revising methods, criteria and indexes of university evaluation, reducing the number of enrolling students, not the number of universities and colleges, a new policy to develop local universities allying with universities located at capital city area, differentiating private universities into two types of semi- or quasi-national university and complete autonomous university, legislating financial supports to private universities, and lastly, equal treatment of public and private universities in pursuit of half price tuition.

지방교육 복지재정의 실태 분석 연구 -부산광역시교육청 교육비특별회계를 중심으로- (Local Education Welfare Financial Analysis - Focused on Busan Metropolitan City Office of Education Special Account)

  • This paper is to analyze the size of Busan Metropolitan City Office of Education Special Account and Educational finance Changes based on the welfare types from 2009 to 2013. It also identifies the impact on welfare finance education programs that target low-income students. The size of Education welfare finance was increased to 355.3 billions (2013) from 90.9 billions (2009), with the last 5 years average annual growth rate as high as 41.9%. But there has been relative decrease in the size of selective welfare budget for low income students such as tuition assistance & IT support to low-income and vulnerable groups, rural schools support to improve facilities, education welfare priority program. The finding suggests that the size of selective welfare budget should not be decreased due to universal education welfare policy. If it is to expand the universal education welfare, then there should be redesigning of local educational finance and further revenue for local education finance to keep the budget for the education welfare target groups.

학교스포츠클럽에 대한 중학교 체육교사의 인식 (Middle School Physical Education Teachers' Perceptions of the School Sports Club)

  • The purpose of this study was to examine middle school physical education teachers' perceptions of the School Sports Club, Questionnaires were sent to the all 547 middle school physical education teachers in the Busan Metropolitan City, 326 (59.6%) were returned and 322 (58.9%) were analyzed. The results of the study were as follows: Firstly, there were school sports clubs of 24 kinds of sports at middle schools, but overly concentrated in soccer, basketball and badminton. Secondly, physical education teachers responded positively to the importance of school sports club. Thirdly, They thought that school sports club activities had an effect on both the physical and socio-cultural improvement of students. Fourthly, among tough barriers were time restraint, school parents' unfriendly sentiments toward the activities, and financial difficulties. Fifthly, to have better school sports clubs, reducing the barriers is pivotal.

해항도시의 삶의 질 비교분석 - 항만의 영향력을 중심으로 - (A Comparative Analysis 'Quality of Life' in Sea Port Cities - Focused on the Influence of Port -)

  • 본 연구는 항만과 지역사회의 관계를 파악하기 위한 방법의 하나로서 항만과 해항도시 지역주민의 삶의 질(QOL)간의 관계를 분석하였다. 즉, 항만이 당해 지역 지역주민의 QOL에 어떠한 영향을 미치는지를 분석하였다. 그리고 이러한 연구내용을 진행하기 위하여 선행연구의 고찰을 통해 총 18개의 QOL 측정지표들을 선정하였다. 분석의 결과, 부산항과 인천항은 당해 지역의 QOL 측정지표인 인구 1인당 일반세출결산액, 인구 1인당 제조업체 수, 주택 보급률, 인구 1인당 금융기관 수, 인구 1인당 문화재 수, 인구 1인당 학교 수, 인구 1인당 병상 수, 인구 1인당 복지비 규모 등에 공통적으로 의미 있는 영향을 미치는 것으로 나타났다.

부산항 물동량 처리를 위한 광역배후수송도로의 건설계획과 시행실태 분석 (Analysis of the Construction Plan and Enforcement Condition of the Port Circular Highway for Cargo Transportation of the Pusan Port)

  • Pusan the principal port of South Korea, has opened its door since 1876. Currently, the four-stage port construction project is under way to handle ever-growing marine transportation volume. While the port unloading capabilities are increasing the infrastructure to deal with all the transportation volume failed to catch up with them. Accordingly the city had to suffer from worst traffic congestion on due to the increasing container traffic volume causing logistical costs to rise. This study was designed to inspect the enforcement of infrastructure construction plan and suggest systematical and effective ways to improve the plan. The study focused on :\circled1The decision-making procedure, \circled2Financial resource for the plan, \circled3Effectiveness of the project enforcement, and \circled4Who will be in charge of the project. As a result from the study, these followings were suggested to improve the plan. First, Pusan Port Infrastructure consisting of (Inter-city Free way, Belt Highway and Outer Highway) should be immediately legally-regulation project. Second, the method to finance the project should be deter-mined and investment consultation among the central government the city government and private sector should be also made. Measures to make the central government budget allocation for the project mandatory should be discussed. Third, Effectiveness of the project can be doubled by gradually or partialyl opening the routes based on long-term or short-term operating plans. Fourth, The organizer of the project should be appointed, or a special task-force team in charge of the plan can be formed.

경북지역 수산업 종사자의 수산업 의식 분석 (An Analysis on the Fishery Consciousness of the Fishermen in Kyungbuk Province)

  • This study is aimed to analysis the fishery consciousness of the fishermen in Kyungbuk province. an issue for the study may be used on activating device of fisheries high school. So, the data were collected from a fishermen living at the city of Pohang in Kyungbuk province. The treatment of materials are classified by age, level of a school career and by working career. This research evaluated percentage to the frequency of responses to each question and carried out $\chi^2$. The statistically signigicant level account for p<.05 and made use of SPSS 10.0. The conclusion of study were as follows; First, fishermen have little understanding for fishery consciousness, therefore there was needed public activities and life long education. Second, in order to solve the difficulties of fisheries villages, governmental financial support have to be presented, It is showed that economically, culturally, and financially, govermental policy should be devised for the purpose of emerging from backwardness of fisheries villages. Third, large portions of economic value should be allocated to fisheries villages by improving fisheries structure. Actually, lower incomes haves have burdened fisheries villagers with more debts. More years of being engaged in fisheries have resulted in more debts. People in fisheries villages regarded incomes as the most important among factors in their selecting fisheries as a job. If they earned more money in fisheries village than in metropolises, people on fisheries villages would choose the fisheries an their jobs. Naturally, there will prove to be an increase of number of persons engaged in fisheries. Also, thinking of fisheries as dangerous and heavy should be corrected into the new image by improving work environments and mechanization.

여수반도권 지역발전을 위한 컨벤션센터의 입지분석 및 건립전략 (Establishment Strategies and Location Analysis of Convention Center for Regional Development of The Yosu Peninsular Area)

  • 컨벤션의 유치와 개최는 인적 물적 교류를 통한 국제 상호간의 이해를 증진시키고, 지역정제를 활성화시킨다는 측면에서 지역정책론자들의 관심의 대상이 되고 있다. 컨벤션센터는 도시의 정치 경제 문화의 중심적인 기능을 수행하기 때문에 선진국의 대부분 도시에는 컨벤션센터가 건립되어 있다. 컨벤션 및 컨벤션 산업은 일반 관장산업과는 달리 부가가치가 매우 높은 관광활동이기 때문에 오늘날 대도시의 새로운 관광산업으로 등장하고 있다. 본 연구는 다가오는 21세기 여수반도권의 여건변화를 고려하여 여수반도권의 컨벤션센터 건립의 필요성, 컨벤션센터의 입지성 분석, 지역 여건에 적합한 리조트형 컨벤션센터의 건립방향 및 추진전략을 제시해 보았다. 특히 여수반도권은 다가오는 2000년대에 환태평양시대 동북아 경제권의 해운 항만의 거점중심지, 중화학 철강 기계 등을 중심으로 한 우리 나라의 신산업지구로 기능하여 새로운 해상위락 관광재발의 요구가 증대될 지역으로 전망된다. 이러한 지역 내외적 변화에 적극적으로 대처하기 위한 방안의 하나로서 컨벤션센터의 건립이 요구된다. 그리고 선진국의 임해지역에서 활용하고 있는 텔레포트 기능과 리조트 기능, 그리고 컨벤션 기능을 적절하게 조화시키는 것이 매우 필요하며, 이를 위해서는 리조트형 컨벤션센터의 건립이 필요하다.
