국제해사기구 의제 대응을 위한 전문기관 설립에 관한 연구 (A Study on the Establishment of a Specialized Institute for Addressing IMO Agenda)

  • 해양안전 및 환경보호를 목적으로 하는 국제해사기구(IMO)의 결의서와 협약은 우리나라의 조선업과 해운업에 직접적인 영향을 끼쳐왔기 때문에 산 학 관 협업으로 IMO 의제를 다루기 위한 전문 기관을 설립할 필요가 있다. 이를 위해 기존의 관련 조직과 기능을 새로운 조직으로 통합함으로써 연구원 40명 규모의 '국제해사협력센터'를 설립하고 한국해양수산개발원에 위탁 운영하는 방안을 제시하였다. 조직 운영에 필요한 예산 규모를 산출하고 민간과 공공부문으로부터 재정확보를 위한 현실성 있는 방안 제시와 함께 조직의 영속성 확보를 위해 해사안전법 개정을 제안하였다.

  • Combating the worldwide environmental threat of plastic waste pollution has become a priority. Plastic pollution has the potential to impact land, rivers, and seas, since many marine and terrestrial organisms have perished as a result of plastic's non-biodegradability and soil dangers. For this consumption, it seems required to manufacture and use new renewable resources. Renewable materials for diverse applications have been created utilizing nanotechnology, which may replace conventional materials for children's activities and sports equipment. This study investigates and suggests that nanotechnology-based materials be replaced with conventional materials to save the environment in manufacturing equipment for children's physical activities. On the basis of the mechanical sciences, a stability study of the bending behavior of small-scale structures will be performed for the various recommended materials.

해상운송업의 기상기후정보 경제적 효과에 관한 연구 (A study of the economic effects of weather and climate information on marine logistics)

  • 해상물류업에 기상기후정보의 이용은 자연재난으로 인한 리스크 감소, 정시도착, 고객으로부터 클레임 수 및 금액 감소, 화물파손 감소, 연료절감 등 다양한 효과를 기대할 수 있다. 기상기후정보 활용의 효율성을 표준화하는 데는 어려움이 있으나 Jeppesen사의 연료절감 성과를 적용하여 한국의 해상물류업에서 기상기후정보 활용의 경제적 성과를 VVOS의 성과를 기초로 분석한 결과, 2012년 기준으로 외항항해 국적선의 경우 약 622억 원의 연료 절감할 수 있었다. 그리고 내항항해의 경우, 연안의 풍속, 파고, 파주기 등이 화물운송에 큰 영향을 미친다고 할 수 있다. 내항운송에 악영향을 미치는 주요 기상요소는 풍속, 파고, 파주기라고 할 수 있는데, 선박 입출항실적과 기상요소와의 관계는 파고와 풍속과는 음의 관계를 파주기와는 양의 관계를 보이고 있어, 기상기후를 정확히 예측하면 입출항 실적을 제고할 수 있을 것으로 기대된다. 구체적으로, 고정효과모형에서 5% 유의수준 하에서 파고 1m 이상인 일수가 1일 증가하면 선박입출항 실적이 9.605천 톤이, 평균 풍속이 1m/s 증가하면 35.391천 톤이 감소하였다. 그리고 파주기 1초 증가하면 31.204천 톤의 실적이 중가하였다.

A Study on the Development of Educational Programs for LNG Bunkering in Consideration of the Safety System

  • This paper aims at presenting bunkering educational programs for LNG fueled ship taking into consideration existing similar education programs and safety systems at the international level in order to enhance both seafarers' and vessels' safety. Heavy fuel oil has typically been used as fuel of ship propulsion. The competitiveness of the fuel oil is recently getting weak in terms of cost and environmental aspects. Liquefied natural gas is introduced for ship propulsion in the maritime field as a new energy source replacing heavy fuel oil. In order to prepare for installation and operation of LNG fueled propulsion ship on board, International Maritime Organization has discussed this subject for about 10 years. As a result of the discussion on such ships in IMO, the International Code of Safety for Ships Using Gases or Other Low-Flash-Point Fuels entered into force on the year 2015. International organizations and several countries therefore drives actively entire researches and other businesses with a view to providing equipment and system of LNG bunkering. The systems are divided into ship-to-ship transfer, terminal / pipeline-to-ship transfer and truck-to-ship transfer. By adopting transfer system of LNG bunkering, many human resources will be needed in these areas on scene as well as on managing, operating, trading, finance, design of LNG bunkering industries. LNG bunkering is just in the beginning stage. Hence, this paper reviews and proposes professional educational programs of LNG bunkering in consideration of technical aspects of the safety system of LNG bunkering based on the types of bunkering systems.

  • 영국법상 선박 모게지 제도는 오랜 전통에 의하여 계승되었다. 고대로부터 대부는 해상 무역을 함에 있어서 자금이 부족한 선주로부터 요구되어졌다. 선박이라는 용어는 항해에 사용되는 모든 종류의 선박으로 정의되어지며 선박 모게지는 담보금융의 한 형태로서, 선박소유자는 대부를 위해 자기 선박을 저당 잡히고 선박의 소유권을 이전하므로 자금을 빌린다. 이 때 돈올 빌리는 선박소유자를 'mortgagor'(저당권설정자)라고 하고, 돈올 빌려주는 채권자를 'mortgagee'(저당권자)라고 말한다.

  • This study analyzes the strategy of determining economic development planning on SME improvement in Indonesia. A qualitative approach was conducted through interview questionnaires with twenty respondents, including sixteen Regional Apparatus Work Unit, Fisheries and Marine Office lecturers, subdistrict heads, and development observers. The method used is Analytical Hierarchy Process (AHP). AHP prioritizes criteria and sub-criteria to increase economic growth, reduce poverty, and increase community participation, while indicating the sub-criteria to optimize resource potential, strengthen micro-economy, develop tourism potential, utilize fishery potential and cultivation, and improve institutional performance. The AHP weighting results based on competitiveness and regional development of Bantaeng Regency is the priority in policy-making for a solution. The research shows that the government strategy, based on the perception of the stakeholders, is: optimizing resources strategy with priority to maximize the resource-carrying capacity that includes agriculture and farm, tourism development potential strategy, self-reliance of community groups and coaching and management. Strategies to strengthen micro economy include: industrial control, SMEs, community cooperatives and infrastructure improvements, strategies to improve institutional performance work capacity and work ethic, and strategies to utilize fisheries and cultivation potential technological development, provision of processed industries of fishery products, and improvement of the quality of the environment.

Millennial Transformational Leadership on Organizational Performance in Indonesia Fishery Startup

  • This study aims to understand the effect of millennial transformational leadership (MTL) on organizational performance in Indonesian Fishery startups. The population of this study included select fishery startups in Indonesia based on the data released by the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia and Digital Fishery Network. This study used the statistical method of PLS-SEM to analyze the data. The findings show that the MTL has no direct positive relationship with organizational performance; MTL has a direct positive relationship with organizational agility; MTL has a direct positive relationship with IT capability; IT capability has a direct positive relationship with organizational agility; organizational agility has a direct positive relationship with organizational performance in fishery startups in Indonesia during this pandemic era. It is suggested that future researches use covariance-based-structural equation modeling which is able to test the research model's feasibility. Roles of mediating variables in addition to the main variables-for example, organizational agility as a mediating variable on the relationship between MTL and organizational performance - are also suggested to be examined. In spite of the limitations, the model developed is still interesting to investigate and is expected to enhance the literature on transformational leadership.

로지스틱 회귀모형과 머신러닝 모형을 활용한 주요산업의 부산 지역총생산 및 고용 효과 예측 (Prediction on Busan's Gross Product and Employment of Major Industry with Logistic Regression and Machine Learning Model)

  • This paper aims to predict Busan's regional product and employment using the logistic regression models and machine learning models. The following are the main findings of the empirical analysis. First, the OLS regression model shows that the main industries such as electricity and electronics, machine and transport, and finance and insurance affect the Busan's income positively. Second, the binomial logistic regression models show that the Busan's strategic industries such as the future transport machinery, life-care, and smart marine industries contribute on the Busan's income in large order. Third, the multinomial logistic regression models show that the Korea's main industries such as the precise machinery, transport equipment, and machinery influence the Busan's economy positively. And Korea's exports and the depreciation can affect Busan's economy more positively at the higher employment level. Fourth, the voting ensemble model show the higher predictive power than artificial neural network model and support vector machine models. Furthermore, the gradient boosting model and the random forest show the higher predictive power than the voting model in large order.

북한의 수산업 실태와 국제기구를 통한 수산분야 협력 방향 (North Korean Fisheries Status and Cooperation through International Organizations)

  • The main purpose of this study is to explore a way of South-North Korea fisheries cooperation through international organizations under the principles of the Korean peninsula trust process. Considering the government policy toward the North, although some humanitarian aids or cooperations may be plausible with permission of the Ministry of Reunification. direct cooperations between the South and the North Korea must be much limited at leat under the present government. The 5.24 measures taken in 2010 banned in fact all economic/humanitarian cooperations by private sectors and government. Noting the present and the visible future, an important question is whether the North accepts all cooperations including fisheries, bartering giving up nuclear weapon development for the 5.24 measures. It would be a difficult question to be answered, because win-set to both parties is too narrow, so far as there is no change in the South-North conflicting priority policies. If so, one way of implementing South-North fisheries cooperations is to drive forward cooperative programs through UN organizations. Since for instance FAO and WFP secure justification and roles and has a global network, they have sufficient capacity of being abe to organize fisheries experts. If the South can finance the budget necessary for the programs, FAO or WFP would lead the programs through a negotiation with the North. In other words, it is a type of cooperative model that FAO or WFP leads the programs and the South finances. In addition, if World Fisheries University(WFU) is invited to the Republic of Korea, it might make a great contribution to expert exchange of the North.

부산항 물동량 처리를 위한 광역배후수송도로의 건설계획과 시행실태 분석 (Analysis of the Construction Plan and Enforcement Condition of the Port Circular Highway for Cargo Transportation of the Pusan Port)

  • Pusan the principal port of South Korea, has opened its door since 1876. Currently, the four-stage port construction project is under way to handle ever-growing marine transportation volume. While the port unloading capabilities are increasing the infrastructure to deal with all the transportation volume failed to catch up with them. Accordingly the city had to suffer from worst traffic congestion on due to the increasing container traffic volume causing logistical costs to rise. This study was designed to inspect the enforcement of infrastructure construction plan and suggest systematical and effective ways to improve the plan. The study focused on :\circled1The decision-making procedure, \circled2Financial resource for the plan, \circled3Effectiveness of the project enforcement, and \circled4Who will be in charge of the project. As a result from the study, these followings were suggested to improve the plan. First, Pusan Port Infrastructure consisting of (Inter-city Free way, Belt Highway and Outer Highway) should be immediately legally-regulation project. Second, the method to finance the project should be deter-mined and investment consultation among the central government the city government and private sector should be also made. Measures to make the central government budget allocation for the project mandatory should be discussed. Third, Effectiveness of the project can be doubled by gradually or partialyl opening the routes based on long-term or short-term operating plans. Fourth, The organizer of the project should be appointed, or a special task-force team in charge of the plan can be formed.
