The Present State and Future Prospect of the Education for Marine Pollution Prevention Manager in Korea II. Marine Pollution Prevention Manager of Marine Facility (해양오염방지관리인 교육의 현황과 전망 II. 해양시설 오염방지관리인 교육)

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20. 2008. the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1. 2011. The present state of the education and training for marine pollution prevention managers of marine facilities was surveyed and analyzed in order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of FHRDI for marine pollution prevention manager of marine facilities have been conducted as a regular course of 21 classes for 3 days. The average annual number of trainees in FHRDI for 6 years from 2003 to 2008 was 187 persons and the annual number of trainee was 202 persons in 2008. The trained demands for the education and training are expected to increase sooner or later, depending major factors such as the extension of fields and ranges for marine facilities and marine environment management business due to the enforcement of new "marine environment management act".

  • Ship handling simulator has much merit to provide trainees with real-like circumstances in doing virtual education and training. To improve the quality of the education, it should be included both the mathematical model which can explain complicated ship's manoeuvrability and graphic tools for 3D images which can embody the visual scenes of reality on screen. This paper is focused on how to construct the marine environment DB(data Base) using S-57 data of ENC(Electronic Navigational Chart).

  • Thermal sprayed Ni-Cr alloy coating on the carbon steel was carried out erosion-corrosion test and electrochemical corrosion test in the marine environment. THe erosion-corrosion behavior and electrochemical corrosion characteristics of substrate(SS400) and thermal sprayed Ni-Cr coating was investigated, The erosion-corrosion control efficiency of Ni-Cr coating to substrate was also estimated quantitatively.

  • PCDDS and PCDFs are very stable chcmicals and have very long residence times in the environment and in organisms, including humans. Their hydrophobicity promotes accumulation in sediments and organisms, resulting in high concentrations in both sediments and organisms. Among toxicological effects reports arc teratogenicity, reduce reproduction, liver toxicity, decreased growth rate and behavioral changes (Zeise et al., 1990; Huff, 1992). PCDDs/DFs are inadvertently produced from various combustion sources and manufacturing processes, such as municipal solid waste incineration (Olie et at., 1977), motor vehicles (Marklund et al., 1987), steel mills (Tysklind et al., 1989), and chemical production processes (Hutzinger et al., 1985).   • Concentrations of polychlorinated dibenzo-p-dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs) were determined in marine sediments from Mokpo coastal water of Korea. Total and toxic equivalent (TEQ) concentrations of PCDD/Fs ranged from 19.4 to 175pg/g dry weight and ranged from 0.195 to 2.87 pg WHO-TEQ/g dry weight, respectively. These PCDD/F concentrations were below the safety sediment value (20 pg TEQ/g dry weight) of chronic toxicity. A highly significant correlation between the concentrations of PCDD/Fs and total organic carbon (TOC) in marine sediments was observed. Overall PCDD/F concentrations in the sediments were elevated in rivers and at inner locations close to harbors, indicating that these contaminants derived from local discharges of human activities. PCDD/F concentrations measured in our study were lower than those in several industrialized areas in Korea. Nonparametric multidimensional scaling (MDS) ordination showed that combustion processes from industrial complexes are the major source of PCDD/Fs in Mokpo coastal water.

  • In the present maritime traffic conditions of Gwangyang harbor, there exists many hazardous factors which may lead to huge accidents including marine oil pollution. To mitigate the danger to vessels in Gwangyang harbor and to secure the safety of maritime environment, we established one way traffic between No.3 Route and No.4 Route, Designed of deep water line on No.3 route, Extended one-way route for Myo-Do Passage etc.

Monitoring of Some Chlorobenzenes in Marine Sediments and Bivalves from Several Coastal Regions of Korea

  • Marine sediments and bivalves were sampled at 20 stations from coastal regions of Korea, to investigate the levels and patterns of some chlorobenzene isomers. Total chlorobenzenes were in the range of 0.32-3.55 ng/g dry weight in marine sediments and 0.26-0.84 ng/g wet weight in bivalves. Hexachlorobenzene levels in marine sediments and bivalves were lower thar or comparable to those levels of reported in other countries. Isomeric patterns of some chlorobenzenes in marine sediments and bivalves were slightly different. However, the pre-dominant isomer in marine sediments and bivalves was 1,2,4-trichlorobenzene. Hexachlorobenzene contribution to total concentrations was higher in sediments than in bivalves.

  • The Marine Environment QA/QC management system has been operated since 2010 to secure the reliability of data and improve the analysis capabilities of measurement and analysis institutions. From 2010 to 2020, the cumulative number of measurement and analysis institutions participated in the QA/QC management system was 266. And the number of certificates issued by the ministry of oceans and fisheries is 182. A total of 32 reference materials for proficiency testing and interlaboratory comparisons have been developed. They were first developed focusing on items (Nutrients, COD) commonly analyzed in marine environmental measuring network, marine pollution impact surveys, sea area utilization impact assessment, deepsea water surveys, and information network on fishing ground environments. In addition, it is time to expand the filed of the QA/QC management system, such as seawater temperature, salinity, PCBs and PAHs in sediments, which are mainly analyzed in most monitoring programs. On-site assessment has been conducted for 162 laboratories according to ISO/IEC 17025 to evaluate their conformity of the quality management system and deficiency. In terms of management and technology requirements, about 4.2% of organizations showed insufficient division of duties among employees 8.7% of them revealed the lack of employee training. By test item, about 6.3% of organizations showed the lack of standard substance management and the state of the cleaning glassware was pointed out in about 5.4% of them. The QA/QC management system should be continuously supplemented by identifying the causes of nonconformities and area for improvement.
