A Comparative Study on International Compensation System for Marine Environment Damage (해양환경손해 국제배상제도에 관한 비교연구)

  • Since the case of ″Ohio u. The United States, Department of the Interior″, claims for marine environment damage caused by oil pollution have been Increased in the United States. Also European countries have suggested in the Executive Committee of 10pc Fund that 10pc Fund should accept claims for marine environment and several claims for marine environment damage were made to 10pc Fund, but all of which were rejected. In this study, compensation system for marine environment damage caused by oil pollution in the United States and the 10pc Fund were comparatively analyzed and several policy recommendations were suggested.

  • Re-consultation on Marine Environment Impact Assessment (MEIA) says that business operators are then licensed back from the disposition authorities undergoing a consultation process to change business plans. Marine Environment Management Act has provisions(Article 94) with respect to a case where the scale of business, the period of business, reflects the basic plan, including a plan to change a variety of reasons. But increasingly diverse types of businesses and projects which are the subject of MEIA, As it appears that the vulnerability issues and the problem of the re-consultation. In this study conducted an analysis of the literature review and comment on the re-consultation report four years. In addition, it presents a check to the problem through concrete examples related to the re-consultation and proposes improvement measures.

Study on Linking a Submerged Marine Litter Collection Project to a Marine Environment and Resources Investigation Project (침적 해양폐기물 수거사업과 자원 및 해양환경 조사사업의 연계방안에 대한 고찰)

  • While fishery has been continuously suffering from deteriorating economic feasibility, the amount of the deposited marine litter has been increasing due to an increased number of marine leisure tourists which are caused by an improved quality of life and five-day work week. In addition, the fishery area has been reduced by the reclamation projects and it is being destroyed by marine pollution with a variety of contaminants coming from land and sea. To protect and improve fisheries in these poor conditions, Korean governments have implemented the submerged marine litter collection projects. However, previous research results on the marine environment and resources indicate that it requires a lot of time investment to achieve tangible results of such improvement. The 300 billion won marine environment and resource investigation project has been executed since July 2004 by Korean governments, which demands strategic approaches to obtain more effective and satisfactory results before the project expires in 2013. Ocean environment research institutes and governments need to cooperate each other to gain efficient and reasonable achievement by identifying and linking related projects. This study suggests that the marine environment and resources investigation projects should run parallel with the submerged marine litter collection projects on mutually agreed research items in the identical area of the ocean to obtain cost-effective improvement of marine environment and fishery conditions.

Discovery of Chitin Deacetylase Inhibitors through Structure-Based Virtual Screening and Biological Assays

  • Chitin deacetylase (CDA) inhibitors were developed as novel antifungal agents because CDA participates in critical fungal physiological and metabolic processes and increases virulence in soil-borne fungal pathogens. However, few CDA inhibitors have been reported. In this study, 150 candidate CDA inhibitors were selected from the commercial Chemdiv compound library through structure-based virtual screening. The top-ranked 25 compounds were further evaluated for biological activity. The compound J075-4187 had an IC50 of 4.24 ± 0.16 µM for AnCDA. Molecular docking calculations predicted that compound J075-4187 binds to the amino acid residues, including active sites (H101, D48). Furthermore, compound J075-4187 inhibited food spoilage fungi and plant pathogenic fungi, with minimum inhibitory concentration (MIC) at 260 ㎍/ml and minimum fungicidal concentration (MFC) at 520 ㎍/ml. Therefore, compound J075-4187 is a good candidate for use in developing antifungal agents for fungi control.

Biogeochemical Organic Carbon Cycles in the Intertidal Sandy Sediment of Nakdong Estuary (낙동강 하구 갯벌 사질 퇴적물에서 생지화학적 유기탄소순환)

  • In order to understand biogeochemical cycles of organic carbon in the permeable intertidal sandy sediments of the Nakdong estuary, we estimated the organic carbon production and consumption rates both in situ and in the laboratory. The Chl-a content of the sediment and the nutrient concentrations in below surface pore water in the sandy sediment were lower than in the muddy sediment. The sediment oxygen consumption rates were relatively high, especially when compared with rates reported from other coastal muddy sediments with higher organic carbon contents. This implied that both the organic carbon degradation and material transport in the sandy sediment were enhanced by advection-related process. The simple mass balance estimation of organic carbon fluxes showed that the major sources of carbon in the sediment would originate from benthic microalgae and detrital organic carbon derived from salt marsh. The daily natural biocatalzed filtration, extrapolated from filtration rates and the total area of the Nakdong estuary, was one order higher than the maximum capability of sewage plants in Busan metropolitan city. This implies that the sandy sediment contributes greatly to biogeochemical purification in the area, and is important for the re-distribution of materials in the coastal environment.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention law" had entered into force from January 20. 2008, the education system for marine pollution prevention manager is scheduled to change in some ways. Major changes in education/training institutions, education/training courses, trainees, marine pollution prevention manager's works and business, marine facilities and educational subjects are summarized, comparing between new "marine environment management act" and old "marine pollution prevention act".
