Based on the trend, there have been numerous researches analysing the ship collision risk. However, in this scope, the navigational conditions and external environment are ignored or incompletely considered in training or/and real situation. It has been identified as a significant limitation in the navigational collision risk assessment. Therefore, a novel algorithm of the ship navigational collision risk solving system has been proposed based on basic collision risk and vulnerabilities of marine accidents. The vulnerability can increase the possibility of marine collision accidents. The factors of vulnerabilities including bad weather, tidal currents, accidents prone area, traffic congestion, operator fatigue and fishing boat operating area are involved in the fuzzy reasoning engines to evaluate the navigational conditions and environment. Fuzzy logic is employed to reason basic collision risk using Distance to Closest Point of Approach (DCPA) and Time of Closest Point of Approach (TCPA) and the degree of vulnerability in the specific coastal waterways. Analytical Hierarchy Process (AHP) method is used to obtain the integration of vulnerabilities. In this paper, vulnerability factors have been proposed to improve the collision risk assessment especially for non-SOLAS ships such as coastal operating ships and fishing vessels in practice. Simulation is implemented to validate the practicability of the designed navigational collision risk solving system.

Foreign seafarers have embarked on the fishing vessels as industrial trainees since 1990s and the total number of foreign seafarers on merchant ships and fishing vessels marked 21,327 as of the end of 2013. Especially, in case of deep-sea fishing vessels and coastal/inshore fishing vessels, although the number of fishing vessels decreased, the number of foreign seafarers nearly doubled during recent 5 years. Looking at the marine accidents occurred to fishing vessels, after multinational seafarers are joining on board fishing vessels, difficulties in communication among seafarers has become a major issue. And the safety rules which could be understandable by foreign seafarers are not provided and the education and training for foreign seafarers are not properly conducted either. Consequently, the risk of marine accidents during fishing operation on fishing vessels has increased and emergency response under the captain's control was not effective enough to cope with such emergency situation. Several forced labour issues were also reported resulting from abusive words and assault committed by Korean seafarers. Therefore, This study aims first to review the cases of marine accidents on board fishing vessels which foreign seafarers are working and, the problems concerning employment and education for those foreign seafarers, and then to point out the necessity of conducting training on the safety rules and regular emergency drills for the foreign seafarers in order to prevent marine accidents.

The Republic of Korea has a more rapidly aging society than any other country in the world. In order to prepare for the attendant challenges, this research provides basic data for policies related to aging ship officers, analyzing the relationship between elderly ship officers and marine accidents. The data used here spans 11 years, from 2006 to 2016, and the survey and regression analysis were conducted only on ship officers, excluding crew. As a result of this research, first, it was found that the number of employed ship officers older than 60 has increased 2.7 times over the past 11 years and the range of this increase was larger than for other age categories. Second, the number of elderly ship officers disciplined for marine accidents increased by around 2.6 times. Third, elderly ship officers had around 1.5 times the rate of marine accidents compared to non-elderly ship officers. Fourth, as a result of conducting regression analysis between the number of employed elderly ship officers and the number of officers disciplined, the degree of explanatory power of elderly ship officers for disciplined officials was 75.1%. Since our society will age quickly, policies such as license renewal education for elderly ship officers and regulation enforcing the quality of renewal will be needed.

There are many students in school. So school safety accidents are happened by accident. But, if teachers know and understand about school safety accidents exactly, the school safety accidents can be reduced. The conclusion of this study is as follow. First, generally teacher has a duty and responsibility to protect and care students in educational activities. And teacher has a responsibility to protect and care students only in the cases of predictability. Second, teacher must do his/her best about a duty of attention. If teacher do his/her best about a duty of attention, he(she) has not the responsibility about the accident. Third, teacher needs to have more concern student who has a controversial figure. And teacher needs to have an evidence that he/she did his/her best for the student ordinary times. Fourth, the criteria of teacher's legal or illegal punishment to students is (1) the motivation and details for punishment, (2) the methods and degree for punishment, (3) a part of body for punishment, (4) the degree of damage for punishment. Fifth, teacher need to learn the program about school safety accidents systematically.

The term "ordinary practice of seaman" is applied to hold the responsibility of those involved in marine accidents. However, there is a concern that the responsibilities of seamen may become unclear as the ordinary practices of the seamen are imposed. In addition, the responsibility for improvement is diluted by mentioning the ordinary practice of seaman when the navigation rules stipulated in the COLREGs is clearly violated. The maritime safety investigation and tribunal system thoroughly analyzes the causes of marine accidents to prevent the recurrence of similar accidents. As one cause that does not contribute to the prevention of the recurrence of similar accidents, it would be appropriate to exclude the term "ordinary practice of seaman" as far as possible. Accordingly, I reviewed the reason for the existence of the maritime safety investigation system and ways to improve the application of the term "ordinary practice of seaman," which is recognized as a customary and an unconventional navigation rule, by examining the theories on the ordinary practice of seaman and analyzing cases of court judgments and decisions in the Korea Maritime Safety Tribunal. I also proposed a modern interpretation on the responsibility for proper and purposeful application. In addition, from the viewpoint of preventing the recurrence of maritime accidents, it is suggested that the nounized term in Korea be replaced with the descriptive term.

Marine accidents do not correspond with another accidents because of a serious loss of lives and property. The many marine accidents can be attributed to human error like as carelessness and decision faults, and hence there is a strong need for decision-support tools for marine navigation. Much of researchers have introduced the techniques about the tools, but they hardly consider environmental factors (water depth, the width of waterway, a fishing ground, a current, the number of surrounding marine accidents, marine obstacles, etc), which are very important to the decision making of officers. In a previous research, we proposed the conceptual model of environmental risk assessment of ship navigation using fuzzy. This paper describes the detailed design of the environmental factors based on the opinion of navigation experts, and shows the validity of the conceptual model through a prototype system.

Collision accidents happen frequently. The majority of ships involved in collisions in the coastal areas of Korea are middle and small size ships. The proportion of collision accidents is only 9% of all types of marine accidents; however, the number of casualties resulting from collisions is 34.4% of all human life damages. Generally, as reported by the people involved in these collisions, the navigation lights of the opponent ships were poor and invisible when the accident happened even though the weather and visibility were good. Furthermore, there are many insistences for poor navigation light conditions of the opponent ship in the bay or harbor. Therefore, it is necessary to analyze the present conditions and safety of navigation lights. Therefore, in this study, we examined the rules and books of navigation lights and compared it to that of other transportation systems, such as aircraft, trains, and road vehicles. Furthermore, we analyzed the current marine traf ic circumstances and ship collision accidents that happened in the past 5 years. Additionally, a questionnaire was prepared to gather the opinion of ship experts and secure the objectivity for improvement methods of navigation lights. Finally, methods to improve the navigation lights on ships were devised.

According to the current status of marine accidents in Korea, the number of accidents is steadily increasing by an approximate average of 8.5% per year, and marine accidents are steadily increasing for ships and structures such as floating barges, tugboats, ferries and floating platforms except for fishing ships. In this study, domestic floating structures were classified according to the type of floating structure, and the regulation system and the scope of the application of floating marine structures were schematically illustrated according to related domestic laws such as the Ship Safety Act, Ship Act and Fishing Management and Promotion Act. In addition, considering the state of the marine environment, it was intended to discover structurally delicate parts and risk factors early in blinded safety spots in applying domestic regulations, and to derive effective improvement measures for the discovered risk factors.
This paper studied safety benefit of operation-effectiveness analysis on marine traffic safety facilities. In the operation-effectiveness of marine traffic safety facilities the benefits can be divided as safety benefit, transport benefit, and other benefit. Safety benefit was produced as the loss aversion cost of marine traffic caused by the reduction of marine accidents after establishing and operating marine traffic safety facilities. First of all the reduction rate marine accidents was estimated to do it, and the detail model of loss aversion cost was constructed Then each variable in the model was defined and the method of computation presented.

Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, the analysis on ship's collision causes are very important to prepare countermeasures which will ensure the safe navigation. This study analysed the ship's collision data over the past 10 years(1991-2000), which is compiled by Korea Marine Accidents Inquiry Agency. The analysis confirmed that ‘ship's collision' is occurred most frequently and the cause is closely related with human factor. The main purpose of this study is to propose risk control measures of ship's collision. For this, the structure of human factor is analysed by the questionnaire methodology. Marine experts were surveyed based on major elements that were extracted from the human factor affecting to ship's collision. FSM has been widely adopted in modeling a dynamic system which is composed of human factors. Then, the structure analysis on the causes of ship's collision are performed using FSM. This structure model could be used in understanding and verifying the procedure of real ship's collision. Furthermore it could be used as the model to prevent ship's collision and reduce marine accidents.
