Other than in the fields of rolling stock and marine, in England, UK, Phenolic Composites (herein after, PCs) have been significantly utilized to fire protecting panels in construction, in particular, in architectures. In general, indeed, so-called "Plastic" or "Synthesized Resins" have been applied successfully in our societies all over the world, however, once, when ignited from somewhat reason, they burn much easily generating large amount of "SMOKE" from their nature of petroleum-borne materials as a matter of fact, people have forgotten about it. "SMOKE" caused many fire accidents horror tragedies as everyday people know today. The experts in this field such as PC engineers, researchers and others can take their responsibilities to explain it, persuade it and realize "Safer Environment for People" with well-experienced and technology innovated PCs. In this paper, the co-authors, collaborating UK and Japan, are making efforts to report how the PCs work good jobs to our societies showing some successful track records in construction or architecture fields in UK. It is difficult to observe the potential risks of lifting or turn-over operations in the early stages before a real operation. Therefore, many dynamic simulations have been designed to predict the risks and to reduce the possibility of accidents. These simulations, however, have usually been performed for predetermined and fixed scenarios, so they do not reflect the real-time control of an operator that is one of the most important influential factors in an operation; additionally, lifting or turn-over operations should be a collaboration involving more than two operators. Therefore, this study presents an integrated method for a collaborative simulation that allows multiple workers to operate together in the virtual world. The proposed method is composed of four components. The first component is a dynamic analysis that is based on multibody-system dynamics. The second component is VR (virtual reality) for the generation of realistic views for the operators. The third component comprises the control devices and the scenario generator to handle the crane in the virtual environment. Lastly, the fourth component is the HLA (high-level architecture)-based integrated simulation interface for the convenient and efficient exchange of the data through the middleware. To show the applicability of the proposed method, it has been applied to a block turn-over simulation for which one floating crane and two crawler cranes were used, and an offshore module installation for which a DCR (dual-crane rig) was used. In conclusion, the execution of the proposed method of this study is successful regarding the above two applications for which multiple workers were involved.
Oil spill caused severe effects on the marine fauna and flora due to direct contact of organisms with the oil and even in regions not directly affected by the spill. This study was conducted to understand the effects of the oil spill accidents and the use of dispersant on the red tide of Cochlodinium polykrikoides. Crude oil produced in Kuwait, bunker-C, kerosene and diesel oil, and a chemical dispersant produced in Korea, were added with a series of 10 ppb to 100 ppm in the f/2-Si medium at $20^{\circ}C$ under a photon flux from cool white fluorescent tubes of $100\;mol\;m^{-2}\;s^{-1}$ in a 14: 10 h L:D cycle for the culture of C. polykrikoides. In low concentrations of ${\leq}$ 1 ppm of examined oils no impact on the growth of C. polykrikoides was recorded, while in high concentration of ${\geq}$ 10 ppm, cell density was significantly decreased with the range of 10 to 80% in comparison with the control. The growth of C. polykrikoides after the addition of the dispersant and the mixtures combined with oils and a dispersant of ${\geq}$ 10 ppm appeared to decrease, whereas the growth of C. polykrikoides exposed to ${\leq}$ 100 ppb showed little serious impact. However, almost all the C. polykrikoides cells were died regardless of a dispersant and combined mixtures within a few days after the addition of high concentrations.

Korea is surrounded on three sides by the sea, through the maritime transportation accounts for close to 90% share in the total cargo volume. In addition, there are amount of small and medium-sized fishing vessels registered. These days, a number of maritime accidents caused many casualties and having an adverse effect on the marine environment. Therefore, there is a need for a maritime traffic control has been increasing. Information about the ship is divided into AIS information for VTS, Port Management Information System (Port-MIS) operated by the Port and vessels pass (VPASS) that are installed on fishing. However, there is a problem that is not achieved the information exchanged between each other. That is, information on the vessel are stored in diverse inefficient in the management, operation and utilization. This paper discusses the ways to efficiently manage and integrate vessels information for VTS, and proposes the method for implementation and application.

Corrosion of metallic materials occurs by the reaction with corrosive environment such as atmosphere, marine, soil, urban, high temperature etc. In general, reduction of thickness and cracking and degradation are resulted from corrosion. Corrosion in all industrial facilities and infrastructure causes large economic losses as well as a large number of accidents. Economic loss by corrosion has been reported to be nearly 1-6% of GNP or GDP. In order to reduce corrosion damage of industrial facilities, corrosion map as well as a systematic investigation of the loss of corrosion in each industrial sector is needed. The Corrosion Science Society of Korea in collaboration with 15 universities and institutes has started to survey on the cost of corrosion and corrosion map of Korea since 2005. This work presents the results of the survey on cost of corrosion by Uhlig, Hoar, and input-output methods, and the evaluation of atmospheric corrosion rate of carbon steel, weathering steel, galvanized steel, copper, and aluminum in Korea. The total corrosion cost was estimated in terms of the percentage of the GDP of industry sectors and the total GDP of Korea. According to the result of Input/output method, corrosion cost of Korea was calculated as 2.9% to GDP (2005). Time of wetness was shown to be categories 3 to 4 in all exposure areas. A definite seasonal difference was observed in Korea. In summer and fall, time of wetness was higher than in other seasons. Because of short exposure period (12 months), significant corrosion trends depending upon materials and exposure corrosion environments were not revealed even though increased mass loss and decreased corrosion rate by exposure time.

The structural design of offshore installations against explosions has been required to protect vital areas (e.g. control room, worker's area etc.) and minimize the damage from explosion accidents. Because the explosion accident will not only result in significant casualties and economic losses, but also cause serious pollution and damage to surrounding environment and coastal marine ecosystems. Over the past two decades, an incredible efforts was made to develop reliable methods to reduce and manage the explosion risk. Among the methods Quantitative Risk Assessment and Management (QRA&M) is the one of cutting-edge technologies. The explosion risk can be quantitatively assessed by the product of explosion frequency based on probability calculation and consequence analyzed using computer simulations, namely Computational Fluid Dynamics (CFD) and Finite Element Analysis (FEA). However to obtain reliable consequence analysis results by CFD and FEA, uncertainties associate with modeling and simulation are needed to be identified and validated by comparison with experimental data. Therefore, large-scaled explosion test procedure is developed in this study. And developed test procedure can be helpful to obtain precious test data for the validation of consequence analysis using computer simulations, and subsequently allow better assessment and management of explosion risks.
In the chemical process industries, accidents have a high potential and large effects on catastrophic results. Therefore the safety management for accident prevention plays a crucial role to guarantee the process safety. For these reasons, many systematic methods for safety management system have been widely employed in the fields of chemical processes. PSM (Process safety management) is one of most representative methods. The audit system, which is one of PSM system components, evaluates the performance of PMS system. However, most existing safety audit systems are not systematic and these are performed based on knowledges and experiences of various specialist. Moreover, the safety audit is only performed based on each independent technical component. So, the results of safety audit are not a quantitative index but only a series of commentaries. Finally, it is very difficult to obtain the comparison with other plants or industries. In this study, the novel systematic method and index-based accident database of auditing safety management systems for quantitative assessment are proposed. First, the elements of safety audit replace technical methods to categories of accident database. The F-N curve of each category for accident database is employed to derive the index for quantitative assessment. The Accidental Factor Risk Index (AFRI) is suggested for evaluating the effect of each element in accident database and safety audit system. The safety audit can be modified according to the proposed index.

Marine accidents of 70.9% have been caused by small ships less than 100 tons in the past 5 years(1998${\sim}$2002). This is ascribable to the graying and lack in expertise on shipping of small ship operators, and merchant ships are hindered from coastal navigation due to the increase of coastal fishing boats and liners. Currently, ECDIS and GPS Plotters are widely used as navigation equipment providing route information to operators, but it can not give any function of automatic route creation and route explanation, so they are available only experienced operators. Especially, the present situation is that no study is made of the automatic route creation and route explanation using ENC for ECDIS, substitution system of paper chart. In this paper, Navigation Guiding System(NGS) is proposed to generate an optimal route where ENC and GPS data is fusioned including the wind speed and direction of anemometer. The proposed system was testified by a simulation, and its effectiveness was verified.
This paper presents the crew members fatigue survey in order to understand the current state of various fatigue causal factors and personnel fatigue subjective symptoms, and then analyzes the survey items. The results of this survey are as follows. Firstly, many crew members were struggling with the lack of sleep and rest hour. Secondly, environmental factors such as weather, ship motion and vibration, noise, accommodation condition etc. disturbed the sleep of crew members. In third, their duty hours were more than 10 hours per day in certain types of ship. In fourth, they felt fatigue a lot when they were on board because of the workload and stress. Lastly, in some measurement items of fatigue symptoms(physical, mental, emotional), many crew members were experiencing more than moderate fatigue symptoms.
Most of the ShipHandling Simulators of full-mission-bridge system need vast area to install and even PC-based maneuvering simulators are often equipped with Steering Wheel or Engine Telegraphe etc. of data input interface, which necessarily makes the user face with excessive financial burden. These have been one of the obstacles for the officers, captains, pilots and students in access to maneuvering simulation whenever they want to try it in advance prior to actual ship maneuvering. Subsequently, all the officers and captains come to have little chances to train themselves until they arualified as a pilot after a long period of time of realship maneuvering practice on board, which means they have to control they have to control their own ship at sea without clear understanding on her maneuverability when they are forced to do it on the way. And these lack of capability for maneuvering have used so often to result in marine casualties of collision with other ships or pier facilities while maneuvering in harbor. To prevent those accidents by means of enhancing their maneuvering ability, PC-based DeskTop Simulator that allows anyong to access readily at anytime is needed and in conformation to such demand this simulator has been developed. The Software this simulator written in Turbo Pascal Ver. 5.0 has adopted MMG mathmatical model theoretically in part and also it was designed to make it possible that all numeric data inputs and outputs with graphic presentation for maneuvering operation be carried out just only with keyboard and monitor console. With the Simulation software, all the officers, captains, pilots and even students who has a proper computer at hand are expected to be able to make an attempt to simulate the maneuvering of their ownship or any other types of them at any port in which they want to do it.
