서남해 연안해역의 항행 위해요소에 관한 분석 (Analysis on the Navigational Dangerous Elements in Southwestern Coastal Area of Korea)

  • 해양사고가 빈번하고 교통밀도가 높은 서남해 연안해역에 통항선박의 안전과 항만 입출항 선박의 지원을 위해 해상교통안전관리체 제가 2006년 7월부터 시행되고 있다. 본 해역에서 RADAR와 AIS의 정보를 이용하여 해상교통환경평가를 위해 통항량을 조사하고, 최근 5년간 해양사고의 분포 경향을 조사하였다. 또한 동 해역에서 자연환경의 영향, 어장현황 및 설문조사 분석을 통해 연안해역 항행위해요소를 알아보았다. 최근 5년간 대상해역에서 상선의 해양사고는 점진적으로 감소하는 경향을 보였으나. 어선의 경우는 반대로 증가하는 경향을 보였다. 6월에서 8월 사이의 짚은 안개와 어로행위 및 VHF 청취의무를 이행하지 않는 선박으로 인해 항행위해요소로 나타났다.

Development of Algorithm for the Decision of Ship's Strong Wind Warning Levels

  • Marine weather information provided for vessels is mainly offered by radio devices such as NAVTEX, Weather Fax., and others. However, the information is too general for large areas, and lacks more detail. So, many seafarers are disinclined to use the information to initiate proper readiness of vessels' safety, avoiding marine accidents such as grounding, hull and cargo damage, but cannot develop an optimal and economical navigation plan, considering the inadequate level of low precision weather information. The purpose of this paper is to develop a strong wind warning system, based on the digital anemometer installed on the bridge. This study analyzed the data on 10-minutes average wind speed, when the vessel's grounding accidents happened in Korean ports. Results reveal that the vessel's strong wind warning algorithm, can estimate the growing of wind speed two-three hours in advance.

A Quantitative Assessment on a Tension of Securing Rope to evade Marine Accidents caused by Improper Cargo-Securing

  • To prevent cargo accidents by repeated loads, a continuous monitoring for securing rope or additional safety measures are needed, but most of prevention measures have been conducted only by operator's own experience not a quantitative assessment. Hence, the Load-Displacement curve and approximation formula of securing rope were drawn in this research for a quantitative assessment and simplified measurement on a tension of securing rope using a tensiometer. Moreover, a com parison was conducted between m easuring tension and calculated tension on securing rope with portable tensiometer, 'Load-Displacement' approximation formula. The calculated tension of securing rope is obtained 153.3kfg using the formula and that result has not much difference with initial tension 150.0kgf. Lastly, an analysis of the characteristics of various ropes was suggested to enhance the reliability about quantitative assessment of securing rope's tension through further research.

다변량해석법(多變量解析法)에 의한 해난사고(海難事故)의 분석(分析) (Multivariate Data Analysis on Marine Casualties)

  • 1989년부터 1993년까지 5년동안 우리 나라 주변해역에서 발생한 2513건의 해난사고(海難事故)를 유형(類型), 원인(原因) 및 선종(船種)에 따라 21의 인자(因子)로 분류하고, 이를 주요분분석법(主成分分析法)에 의해 분석(分析)한 결과를 요약하면 다음과 같다. 1. 해난사고(海難事故)의 주된 원인(原因)은 운항부주의(運航不主意), 기관취급불량(機關取扱不良) 등 인적요인(人的要因)에 있으며, 사고(事故) 유형(類型)으로서는 기관고장(機關故障)이, 선종(船種)으로서는 어선(漁船)이 특히 해난사고(海難事故)의 큰 비중을 차지한다. 2. 어선(漁船)의 경우에는 기관고장(機關故障) 등 경미(輕微)한 해난사고(海難事故)가 많은데 비해 화물선(貨物船), 여객선(旅客船), 유조선(油槽船)의 경우에는 좌초(坐礁), 추돌(衝突), 침수(浸水) 등 재산(財産)과 인명(人命)의 피해가 큰 대형해난사고(大型海難事故)가 많은 경향이다. 3. 대형해난사고(大型海難事故)중 좌초(坐礁)와 충돌(衝突)은 그 주된 원인(原因)이 운항부주의(運航不主意) 등 인적요인(人的要因)에 있고, 침수(浸水)와 전복(顚覆)은 인적요인(人的要因)이외에도 기상악화(氣象惡化)나 재질구조결함(材質構造缺陷) 등에 기인(起因)하는 바가 크다.

A Probabilistic Approach to Forecasting and Evaluating the Risk of Fishing Vessel Accidents in Korea

  • Despite the accident rate for fishing vessels accounts for 70% of all maritime accidents, few studies on such accidents have been done and most of the them mainly focus on causes and mitigation policies to reduce that accident rate. Thus, this risk analysis on sea accidents is the first to be performed for the successful and efficient implementation of accident reducing measures. In risk analysis, risk is calculated based on the combination of frequency and the consequence of an accident, and is usually expressed as a single number. However, there exists uncertainty in the risk calculation process if one uses a limited number of data for analysis. Therefore, in the study we propose a probabilistic simulation method to forecast risk not as a single number, but in a range of possible risk values. For the capability of the proposed method, using the criteria with the ALARP region, we show the possible risk values spanning across the different risk regions, whereas the single risk value calculated from the existing method lies in one of the risk regions. Therefore, a decision maker could employ appropriate risk mitigation options to handle the risks lying in different regions. For this study, we used fishing vessel accident data from 1988 to 2016.

국내 어선 복원성 규정 분석 및 개선 기준안 연구 (Analysis of Domestic Fishing Vessel Stability Regulations and Research on their Criteria Amendment for Improvement)

  • 전 세계 해상 선박사고 건수는 감소하고 있지만, 국내 해상 사고 건수는 증가하고 있다. 이러한 이유에서 국내 선박의 해양 사고를 줄이기 위한 한 가지 방법으로 사고 건수가 가장 많은 어선과 낚시어선을 대상으로 하는 어선복원성기준에 관한 연구를 수행한다. 국제해사기구(IMO)와 국내 그리고 일본, 중국, 캐나다 해외 3개국의 어선복원성기준을 각각 조사하고, 상호 비교 분석한 결과외국의 기준들 대비 국내 기준이 가장 완화된 기준임을 알 수 있었다. 비교 분석 결과를 토대로 국내 어선복원성 기준을 보완하기 위한 어선복원성기준 개정(안)을 5가지 평가항목에 대해서 제안했다.

항해위험평가모델에 의한 연안역 항해의 안전 제고에 관한 연구 (A Study on the Coastal Navigation Safety by Navigational Risk Assessment Model)

  • The major cause of the marine accidents is the collision with a moving object such as ship as well as the fixed object such as breakwater. Therefore, the most effective way to reduce the maritime ship accidents is the prevention of collision. In order to decrease the collision, it is principle that the navigation officer promptly judges the dangerous condition and makes the quick response. The ship does not allow any object or other ships approaching its surrounded area called ship area so that it prevents the collision. Generally, the ship which has high speed or poor maneuvering capability shall be managed from the distance so that the other ship does not invade its ship domains(watching distance, blocking distance). Accordingly, this study sets the navigational risk assessment model by applying ship dynamic domain and collision judgement method considered ship length, speed and navigational capability. It also reviewed the validity of the model and evaluated the perilous water way (Maenggol Channel) and a curved route near Maenggol Channel. As a result, in case of a ship with 100m in length passing Maenggol Channel, it represented "warning" level before 1.5nm to the entry, "dangerous"level 0.75nm before to it and "very dangerous" level 0.5nm before to it and then "dangerous"level again up to the entry. Applying to the curved route also showed the same results as the Narrow Channel or Maenggol Channel. This analysis highly matched with the actual navigation results. In the future, this model will be useful for coastal navigation safety chart development and safety evaluation for route or port development. It also allows to evaluate the dangerous route or the best route by applying the result into ECDIS so that it will finally help to reduce the marine accidents. Eventually the model will be effective for the marine traffic simulation evaluation forced by Maritime Traffic Safety Act.

선박충돌사고 원인제공비율 산정제도에 대한 실증적 고찰 (Empirical Analysis on the Apportionment System of Causation Ratio in the Ship Collision)

  • 1998년 12월 개정 해양사고의 조사 및 심판에 관한 법률은 제4조 제2항에 "심판원은 제1항의 규정에 의한 해양사고의 원인을 규명함에 있어서 해양사고의 발생에 2인 이상이 관련되어 있는 경우에는 각 관련자에 대하여 원인의 제공 정도를 밝힐 수 있다"는 규정을 신설하여 선박충돌사고 원인제공비율 산정제도를 마련하고 1999년 2월에 이를 시행하였다. 그러나 선박충돌사고 원인제공비율 산정제도가 시행된 지 12년이 지난 현재에도 원인제공비율 산정제도 시행과 관련하여 긍정적인 측면을 강조하는 찬성론과 이 제도를 폐지해야 한다는 반대론이 대립하고 있는 상황이다. 따라서 이 논문에서는 선박충돌사고 원인제공비율 산정제도의 도입배경과 찬반론의 내용을 검토하고, 실증적인 측면에서 원인제공비율 산정제도에 대한 이해관계자들의 만족도를 조사 분석한 후, 향후 원인제공비율 산정제도 개선을 위한 정책제언을 제시하고자 한다.

Language Barriers and Communication Problems under Multicultural Environment and Marine Accident

  • As the number of ships and goods shipped by marine transportation increases, almost all shipping companies adopted foreign crews in order to overcome lack of seafarers and be competitive for manning cost. Thus, these days it is inevitable to work with foreign crews aboard ships, but there occur many marine accidents due to language barriers and communication problems under multicultural and multilingual shipboard environments. In order to resolve troubles resulting from different languages, reduce miscommunication risks, and make working on ships safe and efficient, this study recognized the current status of ships with mixed crews, analyzed marine accidents caused by communication problems not only in Korea but also in other countries using analytical methodologies. Additionally, existing hazards affecting miscommunication were identified and risk of miscommunication was quantitatively evaluated while offering suggestions and future forecasts. Consequently, in this study we suggested that fundamental dialogues are to be necessarily educated on the ships with foreign crews so as to reduce the language barrier and risk of miscommunication. Furthermore, a standard maritime Korean language program and manual targeting Korean coastal vessels would be developed in the next step.
