Introduction of Power Flow Tracing Method for Determination of Power Transmission Network Charge and Verification of Its Effectiveness (송전요금 결정을 위한 전력조류 추적법의 도입 및 효용성 검증)

  • This paper describes methodologies to charge for power transmission network use. These methodologies are normally divided into two categories such as marginal cost method and embedded cost allocation method. This paper, first, discusses the possible problems that can occur when the marginal cost method is applied to pricing the transmission services. Next, the paper proposes a method to apply the electricity tracing method to the transmission network charge. The result of the electricity tracing method is then used in MW-mile method to charge individual loads for the use of transmission network. Effectiveness of the algorithm is verified by computer simulations and it is estimated that the results can be used to compute the cost of electric power transmission under deregulated environment in electric power industries.

  • This paper is concerned with marginal analysis in the detailed estimation method. In a broad sense all estimates are marginal estimates in as much as they are concerned with creating changes from a current course of action. Only after a detailed ostinato is made can the engineering realize and exploit the advantages of marginal analysis. Marginal analysis is good tool for nonlinear break-even analysis adapted real world, and much more information and efficiency of CVP(Cost-Volumn-Profit) are provided with marginal analysis.

The Impacts of Decision Order and Uncertainty on Emissions Trading (배출권거래제에서의 의사결정 순서와 불확실성 영향 분석)

  • Cap-and-trade policies that allow firms to trade emission allowances are designed to reduce emissions at least cost and are shown to be efficient when there is no uncertainty over emissions. This paper examines how uncertainty in emissions affects firms' decisions about permit purchase and abatement. The results show that whether firms abate more under uncertainty compared to a case with no uncertainty depends on the expected penalty cost and marginal abatement cost. If the expected marginal penalty cost is greater than the marginal abatement cost, the firm will choose to reduce emissions and abate more under uncertainty. When the expected marginal penalty is greater than the marginal cost of abatement, increases in uncertainty result in reduced emissions. This paper also examines whether the order of abatement and permit trading and the realization of uncertainty affect firms' decisions. The results show that total expected emissions are the same regardless of the order of moves.

Study on The Influence of Road Capital to Industry and Productivity Growth in South Korea (한국 도로 자본이 산업에 미친 영향과 생산성 분석)

  • PURPOSES : This study is to suggest the Influence of road capital to industry and productivity growth in South Korea. METHODS : Based on the literature review, The relevant policy questions addressed in this report are : cost reduction and Scale elasticities of road, effect of road capital stock on demand for labor, capital and materials, marginal effect of road, industry TFP growth decomposition. RESULTS : The marginal benefits of the road capital at the industry level were calculated using the estimated cost elasticities. Demand for the road capital services varies across industries as do the marginal effects. The marginal benefits are positive for the principal industries. This suggests that for these industries the existing stock of road capital may be under supplied. The contribution of road capital to TFP growth is positive in principal industries. The main contribution of road capital is in the manufacturing industries ; the magnitudes of contribution varies among industries. These results indicate that growth in exogenous demand is most important contributor to TFP growth. CONCLUSIONS : The road capital have a significant effect on employment, private capital and demand for materials inputs in all industries. At a given level of output, an increase in road capital lead to variety to demand for all inputs in all industries.

  • A bottom-up approach has been conducted to estimate greenhouse gas (GHG) emission and to analyze the marginal abatement cost for the Korean horticulture energy sector. With the systematically derived activity and energy balance data, the BAUs have been estimated, along with the marginal abatement cost over the period 2010 through 2030. The result from the marginal abatement cost analysis may provide general guidelines and procedures for the establishment of GHG abatement polices.

  • A marginal abatement cost analysis has been conducted to analyze the effects of abatement measures on greenhouse gas (GHG) emissions for the Korean residential sector. A bottom-up model using MESSAGE has been developed by defining the energy demand and constructing the reference energy system for the residential sector. A great amount of activity data has also been analyzed. Abatement potentials and related costs of individual abatement measures are investigated. The result from the marginal abatement cost analysis may provide general guidelines and procedures for the establishment of GHG abatement polices.

Pigouvian Tax and the Congestion Externality -A Benefit Side Approach- (도로혼잡 외부효과와 피구세: 편익측면 분석)

  • In this paper we have shown that a Pigouvian tax is an adequate resolution of congestion externality to attain Pareto optimality using utility maximization. For this objective, taking an open access freeway as an example, we not only derived both marginal private benefit and marginal social benefit, but also assessed the divergence between marginal private benefit and marginal social benefit. As a result, we identified that the amount of a Pigouvian tax should be the same amount as the external time cost, which is the value of the marginal time cost to Individual a incurred by Individual b through freeway congestion. This Pigouvian tax coincides with the profit or wealth maximizing toll suggested by literature on the basis of profit maximization. In addition, because an open access freeway is accounted as common property resource, we proved that average social congestion cost is essentially equal to marginal private congestion cost in our model. Finally, we showed that the optimal value of trip derived in our model is the same as that generated on profit maximization approach.

  • The methodologies of power transmission pricing are normally divided into two categories such as marginal cost method and embedded cost allocation method. This paper, first, discusses the possible problems that can occur when the marginal cost method is applied to pricing the transmission services. Next, the paper proposes a method to apply the power flow tracing to the transmission network charge. The result of the power flow tracing method is then used in MW-mile method to charge individual loads for the use of transmission network.   • This paper presents a practical methodology that can analysis power flow and marginal factors based on optimal power flow (OPF) of power systems under restructuring environment. First of all, to evaluate useful marginal factors, nonlinear optimization problems of minimum fuel cost and minimum transmission loss are formulated and solved by nonlinear primal-dual interior point method. Here, physical constraints considered in the optimization problems are the limits of bus voltage. line overloading, and real & reactive power generation. Also, an evaluation method of marginal price and marginal transmission loss is presented based on sensitivities calculated by the two OPF problems. Especially, to reflect the cost related to transmission losses in the competitive electricity market, an analysis method of MLF (marginal loss factor) is pro-posed. Numerical results on IEEE RTS 24 show that the proposed algorithm is effective and useful for analysis of power market price.

  • By DC load flow approximation, we analyzed marginal cost that is the important factor of price signal for network congestion management and expressed as a function of load. In network congestion, a large scale electric network is partitioned into subnetwork to provide a effetive price signal through zonal pricing. We propose a new network partition technique using marginal cost sensitivity with a variety of load consumption.
