The fulcrum of economic development is a sustainable supply of electricity. Nigeria is plagued with blackouts, with one of the lowest per capita electricity consumption in the world (circa. 120 kWh per capita). Hence, policies have been instigated to integrate electricity generation from nuclear power plants (NPP) on or before 2027. However, a critical requirement for NPP generation is the implementation of robust human resource development (HRD) programs. This paper presents the perspective of Nigeria in assessing human resources needs over the entire NPP lifecycle following the milestone approach and employing the IAEA's Nuclear Power Human Resource (NPHR) modeling tool. Three workforce organizations are in focus including the owner/operator, regulators, and construction workers following three decades timeframe (2015-2045). The results indicate that for the study period, a maximum of approximately 9045 personnel (73% construction workers, 24% owner/operator, and 3% regulators) should be directly involved in the NPP program just before the commissioning of the third NPP in 2033. However, this number decreases by about 73% (2465 personnel including 94% operator and 6% regulator) at the end of the study timeframe. The results can potentially provide clarity and guidance in HRD decision-making programs.
This study aims to establish a development strategy for higher education in Indonesia's marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia's marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.

Major industrial accidents in which workers die due to fires or explosions while working at chemical substance handling workplaces continue to occur. Among the major industrial accidents that occurred between 2005 and 2021, the accident status by work situation and equipment was analyzed. Through analysis, it was confirmed that storage, reaction, and piping facilities were the main causes of the accident, and a self-checklist for each facility was developed. Verification was conducted through the supply and use groups to evaluate the suitability of the use, duties, and items of the self-checklist. The user group showed higher satisfaction than the supplier group for all three suitability of use, job, and item. In particular, since the inspection items of the self-checklist were organized around the cause of the accident derived through the analysis of actual accident cases, the satisfaction level was high in all groups. It is expected that the self-checklist developed through this study will be useful not only for large companies but also for small and medium-sized chemical industries that lack professional manpower.
To prevent over supplying of workforce with radiologic technologist license, effort to create new jobs related to radioactive from medical field and radiation-related academia should be put first. For this, investigating present condition is required by close analysis of working force supply related to radiation. Therefore in this research, basic data useful for developing future radiation-related policy and plan is provided from analysis of present supplying condition of radiologic technologists in Korea. Results are as following. First, number of people qualified as radiologic technologists consistently increased; 15,639 more people took the license in 2014 compared with 2004, showing growth rate of 75.6%. Second, about 65.7%, most of workforce related to radiation engaged in medical area. Third, estimating supply and demand of radiologic technologists by time period of 5 years from 2015 to 2040, about 6,000 number of surplus work force was predicted around 2020. Fourth, satisfaction of graduates who majored in radiology was quite low for their first occupation. These results implicate necessity of systemic supplementation which can expand medical areas where radiologic technologists can work.

In the construction industry, off-site construction (OSC) is drawing attention as a production method due to changes in working hours and the supply and demand of manpower. In 1991, there was a policy of spreading and expanding the use of precast concrete (PC) apartment homes, but they have not been actively used so far since they were discontinued due to quality problems. In this study, policy tasks were analyzed to motivate the application of OSC-based PCs in the apartment housing sector, and policy directions were derived by conducting focus group interviews (FGI). Nine policies are suggested regarding the following topics: PC apartment supply quantity provision, priority application of public housing, priority supply of public housing, preferential floor area ratio, funding, tax support, improvement of business area structure, improvement of delivery method, factory certification system, and training of experts. The results of the FGIs are as follows. First, in order to revitalize PC apartment homes, leading efforts from the public sector are required. Second, rather than reorganizing the business sector or introducing a new delivery method, a policy direction that induces the strengthening of cooperation is desirable. Third, PC activation should be promoted on an institutional basis for securing appropriate construction costs and quality.
The ultimate goal of treatment of carton monoxide poisoning is to promote dissociation of carboxyhemoglobin and to maintain arterial $PO_2$ above 50mmHg throughout the course of treatment to protect vital organs from damage caused by hypoxia. The hyperbaric chamber designed and manufactured for this purpose has obviousely made an enormous contribution and yet has several handicaps to be overcome by any means. These handicaps are: the financial impact to purchase the chamber (especially in a small, remote community), an extra manpower requirement to operate the device, limitation in the capacity of the chamber (one man type), and the possible hazard of oxygen intoxication and dysbarism. The primary objective of this study is to develope a new therapeutic measure as an alternative to the hyperbaric chamber when it is not available or contraindicated. The effect of intestinal perfusion with hydrogen peroxide has been studied by many investigators and was known to be an excellent way of extrapulmonary oxygen supply. the advantage of this method will include; 1) much more amount of oxygen is delivered to the tissue than one would expect from 100% saturation with oxygen at 1 ata, 2) the procedure is simple and most economical, 3) neither sophisticated equipment nor extra manpower is required. As a study preliminary to the clinical application, authors conducted a series of experiment to observe the effect of hydrogen peroxide enema on dissociation of carboxyhemoglobin in intoxicated rabbit blood. Using an animal gas chamber, 20 rabbits were exposed to CO gas of 6,000 ppm for 60 minutes. Ten rabbits of control group were given 10cc of warmed normal saline solution by reactal perfusion and for the other 10 of the experimental group, the same amount of 1% $H_{2}O_{2}$ solution was given by the same way. Two blood specimens were drawn from each rabbit: the first one immediately following the exposure and the second one after rectal perfusion, about 30 minutes after the first sampling. The result was as follows; 1) The decrease in carboxyhemoglobin concentration during the first 30 minutes in the control and experimental group were $18.18{\pm}4.49%\;and\;23.03{\pm}4.13%$ respectively shelving the significant difference (p<0.05) between the two groups. 2) Hemoglobin and hematocrit value showed no significant difference between two groups and not altered significantly by intestinal perfusion with $H_{2}O_{2}$.

The purpose of this research is to study, through the Delphi method, using an expert panel of 14 persons, effective workforce plans for CCTV applications. The need for professional manpower for activities related to CCTV has emerged through technological development and increased utilization of the CCTV industry sectors. Efficient workforce improvement for the CCTV sector presented in this study are in regards to student education. This study proposes an appropriate description for curriculum and related promotional information. This study should create an environment for overcoming the lack of student involvement and commitment to the environment and ensure training after qualification status after the training provided, including measures to maintain. In order to prevent employee turnover, CCTV training is necessary to actively review government support measures. This study also proposes providing a proper educational environment and supply of replacement staff members brought on by training courses. In terms of education administration bodies, we propose that education and training in CCTV management provide a variety of benefits including participation in education, adequate publicity through cooperation with relevant institutions, and introduces new educational programs. We propose providing adequate training that meets the needs of consumer, as well as education, course selection and expanded curriculum in accordance with operating options and the costs of training. In addition, senior student-selected personnel are needed to address the shortage of operators starting work-experience or training.
The aim of this study is to propose effective measures for shortage of manpower of dental technology laboratory in Gangwon province by means of examining not only the history of Gangwon association, present condition of transference of members of Gangwon association from 1990, of missing members and annual rate of participation in repair education with setting object of study into Gangwon association under the influence of the Korean Dental Technology Association but also the present condition of opening and closing laboratory, amount of business connection and condition of shortage of manpower and its field with setting object of study into 28 dental technology laboratories. Results from this study are like followings : First, Gagnwon association was established in 1984 as the eleventh in the line of the board, reorganization of board is conducted 8 times up to the eighth in the line of the board in 2001. board is composed of 16 persons including president and operated its term as 3 years. Second, a number of representative and ordinary member of Gangwon association has increased gradually from 1992 to 2001. in aspect of annual rate of participation in repair education, representative's is more higher than ordinary member's overall. the worst rate of whole members' is shown as 47.9% and the its best rate is shown as 92.0%. in addition, 70$\sim$80% rate of participation into repair education is shown most frequently as 8 times of whole 20 times from 1992 to 2001. Third, 29 authorized dental technology laboratories have registered in Gangwon association until march 2002 within 9 cities and counties. in consideration of establishment location. Gangneung city has most amount as 7 laboratories(24.1%), Wonju city has 5(17.2%), Samcheok city and Sokcho city, each has 4(13.8%), Chuncheon city has 3(10.3%), Donghae city and Taeback city, each has 2(6.9%) and Yangyang and Yongwol county, each has 1(3.4%). Fourth, amount of work personnel of laboratory in Gangwon province is 1$\sim$10 persons as the maximum value. 23 laboratories(82.1%) have their own work personnel as amount of 5 and below. in aspect of main business, most of laboratories focus on the Porcelain and Crown. and 16 laboratories(57.1%) have their own expensive equipments such as Milling. its also suggests that 16 laboratories(57.1%) suffer their shortage of working personnel. specifically, 6 laboratories(21.4%) suffer the highest shortage especially in Denture field, Fifth, whole number of Gangwon association is up to 101 members (28 representatives and 73 ordinary members) until December 31th 2001. amount of immune from repair education of Gangwon association until October 2001 is up to 10 persons, and missing members from 1997 is up to 18 persons, suspension of business is up to 4 persons. in aspect of transference from 1990, transfer-in is up to 21 persons and transfer out is up to 16 persons.
The purpose of this study is to explore the improvement method of the emergency safety system as a social protection scheme for the elderly living alone with severe disabilities. The study was conducted by randomly choosing three regions in the metropolitan area (Jongno-gu, Seoul), the small-medium city (Yongin-si, Gyeonggi-do) and the rural area (Geochang-gun, Gyeongsangnam-do) among 17 cities and counties nationwide. The study method is based on the interview form of the structured questionnaires with city officials, county officials, and center operators. According to the results of the interview analysis, it was recognized that there was a need for an emergency safety system for the elderly living alone with severe disabilities. In spite of this necessity, there were problems about publicity for the discovery of victims of the blind spot in welfare, about inconvenience due to frequent malfunctions of the emergency equipment, about insufficient awareness of the security of the emergency officials and about supply and demand of manpower for 24-hour monitoring service. In order to improve the effective operation of the emergency safety system, it was the most urgent issue to formulate the legislation for responding to the crisis management of the vulnerable. A suggestion of this study is to build a safety system in which one-stop service is provided for the realization of compact welfare through the establishment of a MOU for linkage with community organizations, the full inspection of emergency equipment to solve safety equipment malfunction problems and the manpower supplement for 24-hour monitoring.
