  • This study focuses on affording a material basis for rearranging the manpower supply system in port and logistics industry for Busan's international competitiveness strategies. First of all, the current state and future plan of port and logistics industry, as Busan's main strategic industry, are reviewed. Then theoretical background are introduced for the estimate of demand. As a methodology of this research, Cubic model is applied to estimate the demand of manpower by using 10 year time series data from 1993 to 2002. This paper also surveyed the supply side of port and logistics industry manpower in Busan area. The amounts of mismatched equilibrium between the demand and the supply are measured in this study. The concluding remarks shows some suggestions for the problem of mismatch and the relating policy planning.

  • For a large organization such as a military service which can foresee future growths in its manpower requirements, a systematic tool that can provide analysis of its present manpower structure and policies in terms of meeting the future requirements, is in order today. This paper proposes a network model for such a purpose. The ROK Navy officer corps manpower system is studied and formulated as a network model, which may be expressed as a linear programming problem of minimizing total cost. An appropriate cost concept is developed and the out-of-kilter algorithm of Ford and Fulkerson is computer programmed to be used as a solution procedure for this network problem. A case study is conducted with a set of hypothetical data on a possible Navy combat-line specialty manpower problem.

  • This study clarified the fact that the existing 'manpower supply and demand plans', preceding studies, theoretical researches of the past cannot satisfy the multi-goals of organizations, instead, the existing plans focused on only the number of customers and total amount of service. Next, a necessity of more proper manpower plans that consider comprehensive goals of the organizations is suggested then, this study tried to make the countermeasures. As for studying methods, a priority sequence in the organizations' manpower management's goals is set by AHP(Analytic Hierarchy Process), a business administrative scientific skill. Proper manpower policies of the food service enterprises, which satisfy the organizations' multi-goals, are established by GP(Goal Programming). Based on it, mid and short term 'manpower supply and demand plans' are established. For the purpose of increasing the study's efficiency, example studies are conducted in one family restaurant. The limit of this study is that inner personnel management details such as promotion, new personnel appointments, unemployment, retirement were not considerately considered. Therefore, the future studies should think over those limits and research the labor-force supply from the outside also.

  • To strengthen the R&D capability and the competitiveness of the Korean oriental medicine industry, an adequate supply of qualified R&D personnel including medical doctors of Korean oriental medicine is an important precondition. This study analyze current and future R&D manpower requirements including medical doctors in the Korean oriental medicine research area. Our analyses can be utilized for developing the government R&D manpower planning including the adequate supply of medical doctors for the Korean oriental medicine research. For the study, we conducted and analyzed a delphi survey of the experts, the principal investigators, with expertise in Korean oriental medicine research areas. The results of this study can be summarized as follows; First, in 2007 the Korean oriental medicine R&D personnel is currently under-supplied as many as 302 people including 111 medical doctors of Korean oriental medicine. The rate of under-supplied is 28.2%. Second, in 2017 the forecast shows that the R&D personnel in this area will be more severely under-supplied as many as 539 people including 185 medical doctor of Korean oriental medicine. The rate of under-supplied will be 32.6%. As a result, the confrontation of demand and supply forecasts shows that, in general, severe shortages of R&D manpower in the areas of Korean oriental medicine will result if there are not adequate manpower policy adjustment.

  • This thesis aimed at studying the development of the engineering manpower in industrial society today. In order to achieve the purpose, we must to be supported by its training to be based on the continuous government planning for the development of manpower It is proper that strategic management should be conducted for the vocational engineer training. In the view of the present situation, we dare assert that the following management should be followed ; 1. We believe that the motives of the engineer will be caused by the law of official rearing, 2. For the manager's concern, it is need for the system of accounting in the manpower to be established, 3. For the efficiency each other, it is urgent to take a trianqular position for the confidence through the value of rationalism above all mentioned words are concerned with having high morale and a normal act for the engineer.

  • Successful project planning relics on a good estimation of the manpower required to complete a project, together with the schedule options that may be available. Despite the extensive research done developing new and better models, existing software manpower estimation models are present only the total manpower or instantaneous manpower distribution according to the testing time for the software life-cycle. This paper suggests the manpower estimating models for software testing phase as well as testing process and debugging process in accordance with de-tected faults. This paper presents the polynomial model for effort based on testing and debugging faults. These models are verified by 5 different software project data sets with coefficient of determination and mean magnitude of relative error for adaptability of model.

  • Successful project planning relies on a good estimation of the manpower required to complete a project in addition to the schedule options that may be available. Existing software manpower estimation models present the total manpower and instantaneous manpower distribution for the software life cycle. Putnam's Rayleigh and Phillai et al.'s Gamma models present a model with assumption that the manpower is needed at the system delivery. This means that 40 percent of total manpower is applied at the software development, and the other 60% is applied during maintenance phase. However Warburton observes the manpower is needed during development phase with the peak at the completion of the software design phase. So, the existing models were not appropriate to be applied to practical projects. This paper suggests the Sigmoid model which does not consider the point of manpower peak to fix the problem above. The suggested model showed some improvement when practical data was applied. Therefore, the Sigmoid model can be used as alternative of Rayleigh and Gamma model to estimate distribution of manpower during software development phas.

  • The purpose of this study is to project the supply and demand for nurses till the year 2012 and to make recommendations for establishment of proper policies regarding them. To predict the supply of nurses. a baseline projection and demographic methods were employed. The derivative demand was used to forecast the demand of nurses. The results of this study provide us with valuable information on nursing manpower planning for the 21th century. Specifically. results indicate that there will be an oversupply of nurses in the near future based on the current productivity. Based on the medical law. there will be an undersupply of nurses till 2002 but an oversupply after that. Thus. the active supply of nurses must be decreased. One way to achieve this would be decreasing the size of training and education. Thus. we recommend that the number of entrances to 4 year programs will be reduced 20% in 2004. and a reduction of 20% by 2005 in 3 year programs. The results of this study suggest the following: First. a manpower bank for nurses who are trying to reenter the market must be established. Second, improvement of education and retraining is needed for the quality control of nurses. Further studies should take into consideration the above factors.

  • These days business logistics has become one of the very important factors of logistics cost reduction and customer service satisfaction. In order to control business logistics more effectively, many companies must be concerned about logistics performance. This study aims at analyzing information system characteristic and logistics performance. The information system characteristic variables are considered IS resource, IS strategic role. The logistics performance variables are considered logistic cost, customer service. For data on the 301 sampled company, a mail survey using a questionnaire was conducted in this study. The following results were obtained.First, IS characteristic variables were significant for logistics performance. Specially, efficient management of IS manpower and IS planning, present IS were significant for logistics performance. Second, there also were IS manpower and IS planning, present IS that indentifing high logistics performance group and low logistics performance group.
