  • Recently, our country is caused with economic growth and development and city intensive brazier being caused by industrial accident, crime accident and suicide of traffic facility, it is caused by with Western dietary life and the emergency patient is to an increase tendency. And the life increases with medical development and the medical emergency demand of the old people are increasing. Approximately 80% of the patients are non-emergent patients who receive ambulatory care and the rest 20% of the patients are serio us- emergent patients Emergency patients because non-strategy it is doing with function as imported medical treatment and provides, equipment, the operation is being impossible with manpower tribal etc.

Preference Analysis between Two Administrator Groups on Forest Road Facilities (임도시설에 관한 관리자 집단 간의 의식성향 분석)

  • This study was conducted to provide the basic policy information for systematic forest road planning and maintenance management by surveying two different administrator groups. The survey results showed that the high priorities of forest road planning were silviculture, disaster prevention, and timber harvesting, and main forest road type was preferred for future use. Also 92.9% of the respondents expressed difficulties due to insufficient manpower and budget. The expected damage types due to forest road construction were threat-to-life by slope failure and dispute on crossing private land. The current main maintenance tasks on forest roads included drainage and road surface maintenance works. Main forest road facilities that should be needed after the construction were installation of additional drainage structures, and slope revegetation and stabilization.

Structural Equation Modeling for Career Satisfaction, Career Commitment and Career Withdrawal Intention in Clinical Nurses (임상간호사의 경력만족, 경력몰입 및 경력변경의도에 대한 구조모형)

  • Purpose: Preventing frequent change and discontinuation of the nurses' carrier is one of major issues for human resource management in a health organization (HO). This study was conducted to get evidences for improvement nursing manpower management and career development of the clinical nurses through investigating affecting factors to their career withdrawal intention (CWI). Methods: A self-report questionnaire survey was conducted on the subjects of the 590 clinical nurses with more than one year tenure from the eight hospitals in Busan city during December, 2013. Data analysis was performed using SPSS program (ver 20.0) and AMOS program (ver 20.0) for structural modeling. Results: Career satisfaction (CS) showed positive(+) effects, and increased with higher job adequacy (${\beta}=.139$, t=2.676, p=.007), job autonomy (${\beta}=.260$, t=4.815, p<.001), and career planning (${\beta}=.301$, t=5.797, p<.001). Career commitment (CC) showed positive(+) effects, and increased with higher job adequacy (${\beta}=.107$, t=2.280, p=.023), job autonomy (${\beta}=.257$, t=5.035, p<.001), career planning (${\beta}=.232$, t=4.717, p<.001), and career satisfaction (CS)(${\beta}=.123$, t=2.293, p=.022). CWI showed negative(-) effects and increased with lower CC (${\beta}=-.906$, t=-15.72, p<.001). Conclusion: Results indicate that CC and CS have important mediating roles between job adequacy, job autonomy, career planning and CWI. As CC directly influenced CWI, there is a need to strengthen CC to prevent frequent changes and discontinuation of nurses' careers and to contribute to productivity HO's.

Geographic Analysis of Neurosurgery Workforce in Korea

  • Objective : In respect of the health and safety of the public, universal access to health care is an issue of the greatest importance. The geographic distribution of doctors is one of the important factors contributing to access to health care. The aim of this study is to assess the imbalances in the geographic distribution of neurosurgeons across Korea. Methods : Population data was obtained from the National Statistical Office. We classified geographic groups into 7 metropolitan cities, 78 non-metropolitan cities, and 77 rural areas. The number of doctors and neurosurgeons per 100000 populations in each county unit was calculated using the total number of doctors and neurosurgeons at the country level from 2009 to 2015. The density levels of neurosurgeon and doctor were calculated and depicted in maps. Results : Between 2009 and 2015, the number of neurosurgeons increased from 2002 to 2557, and the ratio of neurosurgeons per 100000 populations increased from 4.02 to 4.96. The number of neurosurgeons per 100000 populations was highest in metropolitan cities and lowest in rural areas from 2009 to 2015. A comparison of the geographic distribution of neurosurgeons in 2009 and 2015 showed an increase in the regional gap. The neurosurgeon density was affected by country unit characteristics (p=0.000). Conclusion : Distribution of neurosurgeons throughout Korea is uneven. Neurosurgeons are being increasingly concentrated in a limited number of metropolitan cities. This phenomenon will need to be accounted when planning for a supply of neurosurgeons, allocation of resources and manpower, and the provision of regional neurosurgical services.

  • Recognizing that the fundamental cause of construction safety accidents was a lack of safety management activities in the planning and design phases, the government made the Design for Safety (DFS) system mandatory in May 2016. However, awareness among ordering parties and designers regarding this system is significantly low, and the system has not been properly established due to reasons such as the need for additional work and a lack of professional manpower. In this study, the awareness of ordering parties and designers of the DFS system was analyzed through a survey, various problems in DFS work execution were identified and measures for improvement were presented. Measures to improve the efficiency in DFS work execution involve the discovery of risk factors and establishment of countermeasures, and here the establishment of a DFS work support system that enables the sharing of information between institutions is the most urgent priority. In addition, it is also urgently necessary to establish a dedicated organization in charge of DFS work, cultivate professional manpower, develop the relevant education programs and establish a proper cost calculation standard for DFS work execution by design offices.

Analysis of Employment Creation Effect Model for SW Industry (SW산업 일자리 창출효과 모델분석)

  • Despite the government's efforts, the jobs in SW industry are not easily created and only many problems of unemployment have been pointed out, failing to solve the basic problem. Sustainable decent jobs were recognized as a national task. Emotional connection between things and people is the SW industry, which is a core industry of the 4th industrial revolution. In order to be globally competitive, SW job creation, manpower planning for generating core human resources and highly educated manpower is a necessary issue. Basic estimation of job creation using the Input Output Table by Bank of Korea has some limitations and did not consider the SW industry characteristics. This study proposes an assessment model of SW policies and the practices a case of assessment of 113 projects supported by the Korean government. We propose a flowchart that can divide the government budgets according to the portion of the direct investment for SW industry by introducing investment types. We use an adjusted Input Output Table for SW industry and the model also considers the effect of SW promotions and regulations effects. This model can be used practically and flexibly by adjusting the SW fusion areas portions. It also considers the characteristics of the project, supporting areas, project size, short-term and long-term types. 113 projects of 'MSIT', 'SMBA' and 'NIPA' were analyzed and classified into 'policy' and 'business' to reflect SW job creation effect model considering domestic SW characteristics. By analyzing the practical data, 47,254 jobs are expected to be created within five years in optimistic cases and 27,211 jobs would be created in pessimistic cases.

Measures to revitalize fisheries high school (수산계 고등학교 활성화 방안)

  • The purpose of this study is to investigate the status of admission and employment in fisheries high schools (FHS) and to consider ways to revitalize FHS through substantialization. The recruitment rate of new students in FHS decreased from 97.4% in 2016 to 83.2% in 2020. The aging training ship that FHS needs to improve most urgently is being jointly used by FHS across the country, and the construction of a joint training ship managed by the Korea Institute of Maritime and Fisheries Technology is being promoted. The average employment rate for FHS by year was 40.2-59.4%, and the fisheries-related employment rate was low at 31.0-38.9%. On the other hand, the acquisition rate of certificate of competence was 37.5-52.0%, and the rate of employment on board of those who obtained the certificate of competence was 42.9-59.8%. In order to secure new students and improve the recruitment rate, we operate experiential classrooms that reflect the characteristics of training ships and departments and conduct public relations activities using sns, publicity video ucc, YouTube, etc. It will be necessary to expand opportunities for fisheries-related vocational experience through active career exploration and elective courses in the FHS credit system. Finally, it is judged that fisheries related government agencies, industries and local governments need to improve their awareness of FHS and plan to support fisheries manpower nurturing in order to attempt the vitalization of FHS.

A Survey Study on Public Health Nursing Manpower is Pusan, Kyung Nam area (부산.경남지역 보건간호 인력분포와 보건사업 제공 실태에 대한 조사연구)

  • The purpose of this study was to investigate the Manpower status of nurse in the Health Centers from 1985 year to 1986 year, Pusu and Kyung Nam area. As the results through the analysis of collected data, the following conclusion has been reached. 1. The number of nurses who worked in the Family Planning in Pusan was largest and the number of nurses in Kyung Nam who worked for Consultation Clinic was the largest both in 1985 and in 1986. 2. Population per Health Center by year; Population per Health Center in Pusan area increased from 351,681 persons 1985 year to 357,884 persons, 1986 year In Kyung Nam area population per Health Center increased from 130,247 persons, 1985 to 130,252 persons,1986 year. 3. Population per Public Health Nurses by year; Population per PHN in Pusan area increased from 30,058 persons, 1985 to 31,120 persons, 1986. But in Kyung Nam area population per PHN decreased from 22,500 persons, 1985 to 16,747 persons, 1986. 4. Activities of Public Health Nurses by clinic; The order of priority activities by PHNs was family Planning in Pusan area and M.C.H in Kyung Nam area. 5. The target population per Public Health Nurse; The target population of M.C.H was the most in Pusan, 1985. In Kyung Nam area the most target population was M.C.H., 1985 year. 6. Number of service per Public Health Nurse; In number of service per PHN, the hightest health nursing service activity in Pusan and was M.C.H in Kyung Nam area.

A Study for Selection of Regional Academia-Industrial R&D Project (지역의 산학협력 연구개발 지원 과제 선정을 위한 연구)

  • This paper is to discover selection indicator for academia-industrial cooperation R&D project. Existing Project lacks careful consideration for participant enterprise. But, This project must be focused on enterprise for the goal of project is to improve business competition. Therefore, we analyze the survey result of enterprise satisfaction and deduct the factor of satisfaction by statistical analysis like One-way ANOVA and Regression. The study says that collaboration time, the time of planning of commercialization, technology transfer and the level of goal achievement improve enterprise satisfaction. And it implies needs for plan of manpower input and commercialization at the selecting phase. This paper is significant that it can improve project system by satisfaction. We expect that this result is utilized by planning and management.

Development of Construction Cost Model through the Analysis of Critical Work Items (코스트 중요항목 분석을 통한 공사비 예측모델 연구)

  • In construction project planning and control, a cost model performs a critical role such as cost determination on a contract stage and cost tracing. The model can maximize owner's profit and value within the project budget and optimize cost management works on overall construction implementation stages. A BoQ(Bill of Quantities) generally adopted in a unit price contract has been applied as an important tool for cost control and forecast. However a previous cost model based on the BoQ has shown limitations in that it requires too detailed information and heavy manpower on cost management and difficulty in keeping relationship with construction planning, scheduling and progress management. The each cost items and unit prices which constitute of construction works are individually very important management factors but the relative weight for each items and prices have a difference on the contents and conditions of each conditions of each construction works. In consideration of this structural mechanism of cost determination, this research is aimed at examining the critical factors affecting the construction cost determination and propose and verify a new cost forecasting model which is more simple and efficient and also keeps the accuracy of cost management.
