소방의 재난대응체계 개선방안에 관한 연구 - 춘천시 신북읍 산사태 대응사례를 중심으로 - (A Study on Improvement of Disaster Response System in the Firefighting Organization - Focused on Landslide Case in Sinbuk-eup, Chuncheon-city -)

  • 본 연구는 2011년 7월 27일 00:08경 강원도 춘천시 신북읍 천전리 마적산 산지당골에서 발생한 산사태 재난현장에 출동한 춘천소방서 소방공무원들을 대상으로 설문조사를 실시하여 소방의 초기 재난대응에 관한 문제점 및 개선방안을 도출하였다. 연구결과, 의용소방대원에 대한 전문교육실시 및 활용방안 강구, 유관기관 초기 재난대응능력 향상 및 협조체제 구축, 산사태 재난대응 전문교육 강화, 상황관리 및 현장 지휘체계 강화, 신속한 현장응급의료소의 설치 운영, 적절한 자원대기소의 설치 운영, 적절한 통제선의 설치 운영, 적절한 언론통제, 개인 구조장비 및 중장비 연료의 충분한 확보, 휴대용무전기 및 충전기의 충분한 확보, 재난대응에 필요한 소방예산의 확보 등이 필요한 것으로 나타났다.

선미트롤어선의 운항 형태에 따른 거동 특성 (Characteristics on the response of the stern trawler according to the state of its operation)

  • The aim of this research was to the experimental data using statistical and spectral analyzing method to get the motion reponses of a stern trawler in operation states such as drifting, sailing and trawling according to the wave height. In drifting, the significant and the maximum valuer of roll in beam sea increased according to the wave height, but those of pitch decreased. The response and the period of peak of roll in beam sea were increased, but those of pitch decreased. In navigation, the significant and maximum values of roll increased remarkably according to the wave height, but those of pitch changed a little. The response of roll was highest in quartering sea, beam sea and then following sea, but those of pitch was highest in bow sea, head sea and then beam sea in the order of all wave heights. The period of peak of roll due to the wave height and the wave direction changed from 3.8 to 9.9 seconds, and those of pitch changed from 3.3 to 10.4 seconds. In trawling, the significant and maximum values of roll increased a little according to the wave height, but those of pitch increased significantly. The response of roll was highest in beam sea, bow sea and then quartering sea, but those of pitch was highest in head sea, following sea, and then beam sea in the order. The period of peak of roll due to the wave height and the direction changed from 6.6 to 10.9 seconds, and those of pitch changed from 6.7 to 11.2 seconds.

좌석시트 공조조건에 따른 착석자의 심리 및 생리적 반응 (Psychological and Physiological Responses of Occupants Caused by Types of Seat Air Conditioning)

  • It is important to understand psychological and physiological responses of occupants who seated in a chair in order to shape a comfortable indoor official environment. So it is needed to find out optimal seated conditions. The purpose of this study was to explore optimal condition of seat air conditioning control based on psychological or subjective responses (perceived temperature and comfort sensation) and physiological responses (heartrate variability; HRV). To do this, experimental conditions were designed by the difference of indoor temperature and seat air conditioning temperature. In the experiment 1, seven experimental conditions were designed with one control condition which was not used seat air conditioning system, and six experimental conditions which the difference of indoor temperature and seat air conditioning temperature ($-1^{\circ}C{\sim}-6^{\circ}C$). In the experiment 2, four experimental conditions were designed with one control condition and three experimental conditions ($-3^{\circ}C{\sim}-5^{\circ}C$). In addition, participants' psychological or subjective response was measured by CSV (comfort sensation vote) and PTS (perceived temperature sensitivity) as a psychological or subjective response, and heartrate variability was measured as a physiological response. As a result, in the experiment 1, it was reported that the optimal conditions of seat air conditioning control based on participants' psychological or subjective comfort were from $-3^{\circ}C$ to $-5^{\circ}C$ experimental conditions. In addition, in the experiment 2, it was reported that the optimal condition of seat air conditioning control based on participants' physiological comfort was $-4^{\circ}C$ experimental condition. These results suggested that seat air conditioning could affected to comfort sensation of occupants in an appropriate range, rather than unconditionally.

치과 의료기관의 서비스스케이프와 인적서비스품질이 환자의 내적반응 및 행동의도에 미치는 영향 (The Effect of Servicescape and Human Service Quality on Patients' Internal Responses and Their Behavioral Intention in Dental Care Organizations)

  • This study was designed to analyze the effect of servicescape and human service quality on patients' internal response and their behavioral intention in dental care organizations. Self-administered survey questionnaires with structured instruments were developed, and a total of 226 responses were used for statistical analyses using SPSS Windows version 18.0 program and AMOS 18.0 program. Major findings of the study are as follows. First, among other servicescape components, air condition environment was found to have a positive effect on patients' cognitive and physiological responses, while signals and symbols had a positive effect on cognitive and emotional responses. Second, the competence, among other factors of the human service quality, had positive influence on cognitive and emotional responses, while customer understanding affected positively on emotional response. Third, none of the servicescape components showed a direct effect on patients' behavioral intention, but their influence was mediated by internal responses. However, customer understanding, among other human service quality factors, had a direct effect on patients' behavioral intention. Fourth, emotional response, among other internal response factors, proved to have positive influence on behavioral intention. Results from this study suggest that dental care service providers can increase their competitiveness and customer satisfaction by understanding and improving the most important areas of servicescape and human service quality.

  • The main purpose of this study was to identify the effect of stress management program on the perceived stress, stress response, ways of coping of nurses.The data were collected from September 22 to December 21, 1997. The subjects were 45 emergency nurses of three university hospital located in seoul ; 25 assigned for the experimental group and 20 for the control group.The stress management program was composed of cognitive training, behavioral training and progressive muscle relaxation. The subjects of the experimental group carried out the 15-minute progressive muscle relaxation according to recorded-tape once a day for 6 weeks. The cognitive and the behavioral training were conducted by the investigator for 5~8 subjects at a time for 9 series, at an interval of 4~5days.The instruments used in the study was the perceived stress scale developed by Levenstein et al.(1993), Symptoms of stress Inventory(1991), and ways of coping scale developed by Lazarus & Folkman(1984).The data were analyzed by SAS program, using descriptive statistics, χ2-test, t-test, paired t-test.The results were as follows :1. The perceived stress of experimental group was lower than that of the control group. However, no significant difference between the two groups was revealed.2. The stress response of experimental group was reduced after stress management program and the stress response of control group was reduced after stress management program. but no significant difference between the two groups was revealed.3. The problem oriented coping of the experimental group was higher than that of the control group, however no significant difference between the two groups was revealed.4. The emotional oriented coping of the experimental group was lower than that of the control group, however no significant difference between the two groups was revealed.

고속도로 돌발상황관리 매뉴얼 작성지침 개발 (A guideline for freeway incident management manual)

  • 돌발상황은 미리 예측하여 대응할 수 없으며 신속한 대응이 이루어지지 않을 경우 2차사고와 상당한 교통지정체가 발생하기 때문에 돌발상황 사전사후 전 과정에 대한 효율적인 대응 및 처리를 위해서는 매뉴얼 개발이 필요하다. 그러나 현재 국내에는 관리적 차원의 돌발상황 대응 및 처리에 대한 매뉴얼은 전무하며, 돌발상황에 대한 정의마저도 담당실무기관별로 상이하다. 따라서 본 연구에서는 고속도로 돌발상황관리체계의 요소기술에 대한 종합적인 문제점 분석과 조치 및 대응체계, 실무상의 매뉴얼 작성방안을 제시하였다. 현재 국내에는 관리적 차원의 돌발상황 대응 및 처리에 대한 매뉴얼은 전무하며, 돌발상황에 대한 정의마저도 담당실무기관별로 상이하다. 따라서 본 연구에서는 고속도로 돌발상황관리체계의 요소기술에 대한 종합적인 문제점 분석과 조치 및 대응체계, 실무상의 매뉴얼 작성방안을 제시하였다. 본 연구의 기본내용은 다음과 같다. 첫째, 국내외 돌발상황관리시스템 매뉴얼 현황을 살펴보았다. 둘째, 돌발상황관리 시스템 매뉴얼 유형설정을 위해 관리단계별, 관리기관별, 돌발상황 유형별로 구분하여 유형을 설정하였다. 셋째, 돌발상황관리시스템 매뉴얼 작성지침개발을 위해 매뉴얼 작성지침의 기본방향을 설정하였다. 또한, 현장 대응매뉴얼, 교통관리센터 대응매뉴얼로 나누어 구성요소를 구분하였고 세부 작성내역을 설정하였다. 본 연구의 활용방안 및 기대효과를 요약하면 고속도로 돌발상황관리시스템 구축 기준 제시, 국내 고속도로 교통관리시스템의 돌발상황 관리시스템 개선, 교통관리시스템 관련 실무자 교육교재 활용 등이다.

대형선망어업의 축소 동향과 경영대응 방향 (Trend of Reduction and Direction of Management Response in the Large Purse Seine Fishery)

  • This paper examines the trend of restructuring and direction of management response in the Large Purse Seine Fishery. The large-scale fishing industry is one of the most popular fishing areas in the coastal area, and it has been developed by providing exclusive supplies of many types of catchy fish, such as mackerel and horse mackerel through physical productivity in fleet operations. However, the Large Purse Seine Fishery has been declining in profitability due to the deterioration of the business environment since 2000. It is at a crossroads whether it will disappear or regenerate as it is. The Large Purse Seine Fishery's current problems are: firstly, the continued deterioration of the fishery business balance and worsening labor problems, secondly, insufficient freshness management and quality control after landing, and thirdly, import competition. The fourth is the intensification of the market competition, which is the evolution of fishing variability and the increase in the proportion of small fish. The fifth is the reduction of the operating fishing ground due to the suspension of mutual fishing in Korea and Japan. To address these problems and suggest management response directions for the survival of large-scale fishing businesses is as follows. First, a sustainable production system should be established through strengthening resource management and promoting international fisheries cooperation. Second, the profitability of fishing management should be improved by introducing a low-cost supplier system and securing a stable labor force. Third, we should improve the leading and quality control of catch, improve the high value-added value of catch through brand development, and secure competitive advantage with imported produce. Finally, the government should establish a cooperative system among private sector, government, and research institutes to push ahead with these tasks and strengthen the competitiveness of the front and rear industries.

감염병 예방관리의 조직시민행동에 관한 융합연구: 조직신뢰의 조절효과를 중심으로 (Infection prevention management organization Convergence research on citizenship behavior: Focusing on the Moderating Effect of Organizational Trust)

  • 본 연구의 목적은 공공병원을 대상으로 감염병 예방관리의 관점에서 법 제도, 감시체제, 대응관리체계가 조직시민행동에 어떠한 영향을 미치며 조직신뢰의 조절효과를 검증하고자 한다. 연구의 절차로 이론적 논의와 실무적 관점에서 감염병의 예방적 대응과 시민들의 협력적 행동의 인과적 관계에서 조직신뢰의 조절효과를 확인하는데 의미가 있다고 본다. 분석결과 감염병 예방관리에서 감시체계와 비상대응체계보다 강한 관계를 나타내고 있으며, 그 중요성이 높다고 보고 있다. 그 이유는 해외여행과 교류가 과거보다 훨씬 증가하였고, 이에 대한 감염경로 비중이 다소 많은 비중을 보이기 때문으로 본다. 따라서, 향후 공공병원을 운영하면서 조직신뢰의 중요성이 주목받고 확고한 이론적인 기반을 토대로 현장에서 실효적인 조직관리가 이루어지기를 기대한다.

다중 위성정보를 활용한 폭설재난 대응 (Heavy Snowfall Disaster Response using Multiple Satellite Imagery Information)

  • 전조 모니터링, 피해규모 조사, 응급 구조 및 대응, 긴급 복구 등 국가적 재난관리 분야에 주기적으로 지구를 관측하는 원격탐측과 GIS 기반 의사결정 기술의 활용성이 점차 확대되고 있다. 여기에, 광역적이고 준실시간적 대응을 위해 단일 위성센서가 아닌 통합센서가 탑재된 위성의 운용과 각 국가별 우주개발기구간 협력을 통해 다수의 인공위성을 공동 활용함으로써 재난시 적시에 위성영상을 확보하기 위한 여러 방안이 강구되고 있다. 본 연구에서는 지난 2011년 발생했던 국내 폭설재난 대응을 위해 국제재난기구 등 다양한 경로로 수집된 저 고해상도 위성영상을 분석하고 MODIS 영상의 파장대 특성을 고려한 눈지수나 변화탐지 기법을 적용하여 적설지역을 추출하였다. 또한, 작성된 적설분포도와 다양한 공간자료와의 GIS 공간분석을 수행하여 재난상황에서 적시적으로 의사결정을 지원한 국립방재연구원의 현업적용 사례를 제시하였다.

A Multi-Level Digital Twin for Optimising Demand Response at the Local Level without Compromising the Well-being of Consumers

  • Although traditionally perceived as being a visualization and asset management resource, the relatively rapid rate of improvement of computing power, coupled with the proliferation of cloud and edge computing and the IoT has seen the expanded functionality of modern Digital Twins (DTs). These technologies, when applied to buildings, are now providing users with the ability to analyse and predict their energy consumption, implement building controls and identify faults quickly and efficiently, while preserving acceptable comfort and well-being levels. Furthermore, when these building DTs are linked together to form a community DT, entirely new and novel energy management techniques, such as demand side management, demand response, flexibility and local energy markets can be unlocked and analysed in detail, creating circularity in the economy and making ordinary building occupants active participants in the energy market. Through the EU Horizon 2020 funded TwinERGY project, three different levels of DT (consumer - building - community) are being created to support the creation of local energy markets while optimising building performance for real-time occupant preferences and requirements for their building and community. The aim of this research work is to demonstrate the development of this new, interrelated, multi-level DT that can be used as a decision-making tool, helping to determine optimal scenarios simultaneously at consumer, building and community level, while enhancing and successfully supporting the community's management plan implementation.
