  • Efforts are being made to replace ship diesel engines with electric propulsion motors in response to emission regulations. In particular, in the case of short-range small ships, research is being conducted to replace polymer electrolyte membrane fuel cells (PEMFC) with power sources. However, PEMFC has problems such as slow dynamic response characteristics and reduced durability at high temperatures. To solve this problem, a high-precision ship model was developed with power distribution and thermal management strategies applied, and through this, the required power, heat, and power characteristics of the propulsion system according to the ship's speed profile were analyzed.

Assessing Disaster Response Capability and Feature Analysis for Coastal Residents of Korea using Sampling Process (표본추출법을 이용한 연안주민의 재해대응능력 평가 및 특성 분석)

  • This study conducted a survey to evaluate the disaster response capability of coastal residents and analyzed the characteristics. For the sampling process, nonrandom sampling method was used. Sample size is 4,520 and sample error is ${\pm}1.5%p$ at 95% confidence level. As a result of the survey, 72% and 68% of the respondents said that they recognized the emergency contact network and listened to the disaster broadcast. On the other hand, 17% and 18% said that they organized the local voluntary disaster prevention teams and participated in disaster preparedness training. In addition, male's disaster response capability was higher than female's, and first aid techniques and participation in disaster preparedness training were higher in teens and twenties. By occupation, public official possess the highest response capability. By region, it was high in the East coast and low in the South coast. It is necessary that the authorities improve the national disaster preparedness training and publicity to enhance the coastal disaster response capability of coastal residents.

  • This study evaluated a preventive information communication system for the storage, handing, and transportation of hazardous materials according to the hazardous materials safety management law of Korea. At present, the chemical management system has very little information on accident responses due to a problem in the initial response. Therefore, this study was designed to improve the hazardous materials safety management law as an advanced method for simultaneous accident prevention and response, such as GHS system. This can also cause confusion in industry, such as manufacturing and import-export companies, because safety management laws and the GHS system are very different from the hazard classification systems. This study suggests a harmonization plan between the hazardous materials safety management law and the GHS classification system through an analysis of the hazardous materials classification system of major advanced countries.

  • Consequence management (CM) remains a relatively unknown or underdeveloped concept in Republic of Korea. This study was conducted as a literature study, perceiving that good CM is critical when viewed under contemporary disaster types and comprehensive security. From the perspectives of integrated disaster control and comprehensive security, it would be necessary for South Korea to implement the concept of CM widely used in countries with advanced disaster control. In particular, this study verifies the need of the military to respond actively to Chemical, Biological, Radiation, Nuclear, and high yield Explosives (CBRNE) situations. A plan for the development of the CM organization of the ROK Armed Forces is proposed by using the CBRNE-CM response organization of the United States as a model.

  • The purpose of this study was to suggest the education and training program for disaster management by comparison between DACUM technique applied curriculum and curriculum by expert committee, and curriculum development. First, DACUM technique applied curriculum development. Job Classification of Disaster management was consisted of four jobs - mitigation, preparedness, response and recovery - by three times discussions of expert panels. Job analysis and curriculum development were performed by the DACUM panels who consisted of three subject-matter experts and one educational expert on each field. Curriculum developed mitigation was nine courses, preparedness was twelve courses, response was seven courses, and recovery was four courses. Second, Expert committee developed curriculum. Expert committee consisted of five experts and three educational expert. Expert committee was held four times. Curriculum developed thirty five courses. Then disaster management curriculum determined by discussion of experts. disaster management curriculum considered (1)mitigation and preparedness was thirty one courses, (2)response and recovery was fourteen courses, (3)man-made was six courses, (4)manager level was four courses.

Comparative Analysis of COVID-19 Infection Prevention Control Guidelines from Seven Countries: Implications on COVID-19 Response and Future Guidelines Development

  • Background: As prevention of coronavirus disease 2019 (COVID-19) transmission in healthcare settings has become a critical component in its effective management, COVID-19 specific infection prevention and control (IPC) guidelines were developed and implemented by numerous countries. Although largely based on the current evidence-base, guidelines show much heterogeneity, as they are influenced by respective health system capacities, epidemiological risk, and socioeconomic status. This study aims to analyze the variations and concurrences of these guidelines to draw policy implications for COVID-19 response and future guidelines development. Methods: The contents of the COVID-19 IPC guidelines were analyzed using the categories and codes developed based on "World Health Organization guidelines on core components." Data analysis involved reviewing, appraising and synthesizing data from guidelines, which were then arranged into categories and codes. Selection of countries was based on the country income level, availability of COVID-19 specific IPC guideline developed at a national or district level. Results: The guidelines particularly agreed on IPC measures regarding application of standard precautions and providing information to patients and visitors, monitoring and audit of IPC activities and staff illnesses, and management of built environment/equipments. The guidelines showed considerable differences in certain components, such as workplace safety measures and criteria for discontinuation of precautions. Several guidelines also contained unique features which enabled a more systematic response to COVID-19. Conclusion: The guidelines generally complied with the current evidence-based COVID-19 management but also revealed variances stemming from differences in local health system capacity. Several unique features should be considered for benchmark in future guidelines development.

  • Purpose: In this study, the actual situation of domestic firms vulnerable to industrial security competence will be discussed. And accordingly be discussed for effective response measures. Methods: Using a structured questionnaire by mail, fax, e-mail and fill method was used respondents. By the end of '10 R&D Center, which holds 15,247 companies(population) among the 95% level of confidence, tolerance ${\pm}3%$ p-level corporate type, sector, region extraction method stratified multi-level companies were investigated through the final 1529. Results: The average level of industrial security capabilities 43.8%(out of 100) is very weak, so urgent and positive response measures also need to be investigated sought. Conclusion: we propose the effective management framework and improvement plans to prevent illegal industrial leakage are to be made.

Assessment of Mobile Technology Operability Based on RFID and QR Code for Real Time Information Management of Irrigation Facilities (수리시설물의 실시간 정보관리를 위한 RFID 및 QR 코드 기반의 모바일 기술 운용성 평가)

  • This study aims to assess the mobile information technology as an alternative means for managing information of irrigation facilities. Traditional irrigation facility management which is operated manually has faced to critical limitations, such as delayed and loss in data handling and facilities misidentification. Real time download, collection, and update the information about the irrigation structure conditions in terms of operation and maintenance can provide a better support of the management efforts. Thus this study suggested mobile information technology using RFID (Radio Frequency IDentification) and QR (Quick Response) code for real time information management of irrigation facilities. This paper describes the applications and implementation results of real-time mobile technology for the field information communication of the irrigation facilities. The system was tested in I-dong irrigation districts in Gyounggi-province, Korea and the assessment of operability demonstrated beneficial usability for inspection of agricultural irrigation facilities in the irrigation district. The tests showed that RFID was preferred method expected to improve operability although these had some limitation. The mobile technologies are expected to increase efficiency and effectiveness of irrigation facilities management.

  • Security infrastructure of Educational Network responds to threats by collecting and analyzing security events from various information protection system based on the integrated management system. Even if this system provides useful and detailed information to the administrator, there are some problems that this system does not provide effective response process and management systems for various threatening situations and the simultaneous threat processes. To solve this problem, we propose and develop security agents that enable the administrator to effectively manage integrated security for Educational Network. The proposed solution provides the administrator with efficient management techniques and process scheduling for various security events so that the administrator can response promptly to problems with the initial threat to Educational Network.

  • The Railroad Safety Act was implemented in 2005 due to the increased concerns regarding railroad safety since the Daegu subway fire in 2003. In line with this, the Act became a standard to build the total railroad safety systems which has been overlooked compared to the quantitative growth of the railroad business. The minister of the ministry of Land, Transportation and Maritime Affairs lays down the Act for railroad Companies to conduct emergency programs in response to the emergency occurring on the railroad such as fire, explosion, derailment, etc. By enacting the Safety Act, the nation's construction of the contingency management system for railroad emergency increased", and it made the railroad company prepare the Emergency SOP by establishing 'The guideline on the Establishment of the railroad Emergency Plan' in order to support the efficiency of the Act. In line with this, I would like to analyze a matter of system development and the main function of the "railroad Emergency Training Program" for activation improvement of standardized operation procedure developed through the 'Total capitalize Safety Technology development'.
