This study reviews Korean public informatization policy implemented in last 20 years from the philosophical perspective and attempts to suggest directions to be considered in the future. To accomplish the research goal, this study first analyzes literature in the relevant areas, including philosophy of value, administrative ideology, and public informatization policy. Second, based on the results of literature review, criteria to analyze the public informatization policy are established. Then, the Korean public informatization policy is analyzed based on the established criteria. Lastly, implications for planning and implementing public informatization policy are suggested. Significance of the study lies in its attempt to examine public informatization policy from the philosophical perspective. However, due to its exploratory nature, this study has limitations including less rigorous measurement instruments, limited source of data, limited number of propositions established. Therefore, further studies are needed in these areas.

Group technology(GT) is a manufacturing philosophy which identifies and exploits the similarity of parts and processes in design and manufacturing. A specific application of GT is cellular manufacturing. the first step in the preliminary stage of cellular manufacturing system design is cell formation, generally known as a machine-part cell formation(MPCF). This paper presents and tests a grouping gentic algorithm(GGA) for solving the MPCF problem and uses the measurements of e(ficacy. GGA's replacement heuristic used similarity coefficients is presented.

It is hard to achieve the purpose of modeling after American public library without considering philosophical backgroud. The reason that American public library was developed in the 19th century was the influence of individualism. The intention of this study is to sugest to make plan of developing Korean public library in concordance with the common philosophy of Korean people.

QS-9000 was established by Chrysler, Ford, General Motors and some Truck Manufactures to solve problems of efforts to prepare original standards for each company. When we compare the requirements in QS-9000 with those in ISO 9000, we may observe that those of QS-9000 are more specific, since the user of the standard is limited to the automobile industry. In particular, the requirements on statistical techniques are described in more detail. In this paper, we present the requirements on statistical techniques in QS-9000. Specifically, we review the contents of QS-9000 and explore the philosophy and the minimum requirement on statistical techniques behind the description.

Supply chain management is defined as "an integrative philosophy to manage the total flow of a distribution channel from the supplier to the ultimate user". There are many differences between traditional systems and supply chain management systems, There are so many advantages applying SCM concept in inventory management field from the viewpoint of information sharing. While each firm try to optimize the inventory individually in traditional systems, SCM focus on optimizing the channel-wide-inventory making effort to reduce the inventory interrelatedly, The more complex your network of suppliers, manufacturers, and distributors, the more you are likely to gain operational efficiencies by attending on inventory management. The inventory stockpiles at the various sites, including both incoming materials and finished products, have complex interrelationships. Efficient and effective management of inventory throughout the supply chain significantly improves the ultimate service provided to the customer. The purpose of this thesis is to develop the integrated inventory management system for the control of channel-wide inventory on the intranet by applying SCM concept.

The article notes that one of the reasons for the crisis in education was the sharp discrepancy between the emerging new forms and content and the model of macro-management that has developed over the decades. The level of management of the educational system did not emerge as a specific activity characterized by its own mechanisms and processes, just as qualified carriers of this activity - professionals - managers - did not appear. At the same time, there is practically no theoretical and methodological model of the macrolevel of education management, that is, management of the educational system as an integral structure.

A robust asset management methodology is essential for effective decision-making of maintenance, repair and rehabilitation of a bridge network. It can be achieved by a computer-based bridge management system (BMS). Successful BMS development requires a reliable bridge deterioration model, which is the most crucial component in a BMS, and an optimal management philosophy. The maintenance optimization methodology proposed in this paper is developed for a small bridge network with limited structural condition rating records. . The methodology is organized in three major components: (1) bridge health index (BHI); (2) maintenance and budget optimization; and (3) reliable Artificial Intelligence (AI) based bridge deterioration model. The outcomes of the paper will help to identify BMS implementation problems and to provide appropriate solutions for managing small bridge networks.

Including 425 Program, which is Korean military surveillance and reconnaissance satellite, there were mostly civil-driven space programs in Korea. However, there are increasing numbers of military demand-driven space program in nowadays. Furthermore, it is positive effects on launch vehicle development in Korea that the termination of Korea-U.S. missile guideline. In this paper, it emphasizes the needs of system engineering(SE) management method which meets both defense system's characteristics and space's characteristics. These characteristics are such as non-fixable after the launch, the security issue in defense system. And it also introduces SE tool, methodology and its philosophy. There are several functions that data management, issue management, risk management, and technical requirement management. Also describing its implications and direction of improvement.
