The growing popularity of the Internet has caused the size and complexity of communications and computing systems to greatly increase in recent years. To alleviate this increased management complexity, novel autonomic management architectures have emerged, in which many automated components manage the network's resources in a distributed fashion. However, in order to achieve effective collaboration between these management components, they need to be able to efficiently exchange information in a timely fashion. In this article, we propose a context dissemination framework that addresses this problem. To achieve scalability, the management components are structured in a hierarchy. The framework facilitates the aggregation and translation of information as it is propagated through the hierarchy. Additionally, by way of semantics, context is filtered based on meaning and is disseminated intelligently according to dynamically changing context requirements. This significantly reduces the exchange of superfluous context and thus further increases scalability. The large size of modern federated cloud computing infrastructures, makes the presented context dissemination framework ideally suited to improve their management efficiency and scalability. The specific context requirements for the management of a cloud data center are identified, and our context dissemination approach is applied to it. Additionally, an extensive evaluation of the framework in a large-scale cloud data center scenario was performed in order to characterize the benefits of our approach, in terms of scalability and reasoning time.

The interest in economics and efficiency of IT investment is growing as the amount of overall governmental IT investment steadily increase. Accordingly, there is a strong need to determine whether the expenditure incurs effectively for IT investment and to accurately analyze the economics of IT investment, In this perspective, this study discusses the prior researches on concepts regarding the analysis of IT investment management framework as proposed from academic and professional perspectives in advanced countries' government sectors. Thereafter, an adoption of IT investment management (ITIM) framework has been considered so as to enhance the performance of ICT initiative projects in the public sector. In the suggested IT investment management framework, we suggest economics and efficiency of public IT investment should be improved by integrating ICT project selection and control as well as evaluation stage into single governance framework.

Most local agencies such as counties and small cities continuously express difficulties in making technically and financially defensible decisions on their pavement infrastructure maintenance and rehabilitation. Unlike pavement systems managed by state highway agencies, the total lane-miles of many local pavements are significantly short and they are managed by a limited number of staff who typically have multiple responsibilities. Most local agencies also do not have historical pavement performance data and the lack of a systematic decision making framework exacerbates the problem. A structured framework and an easily accessible decision support tool that reflects their local requirements, practices and operational conditions would greatly assist them in making consistent and defensible decisions. This study fills this gap by developing a systematic pavement treatment selection framework and a spreadsheet based tool for local agencies. It is expected that the proposed framework will significantly help local agencies to improve their pavement asset management practices at the project level.

The creation of knowledge is a major concern for knowledge management practice. In particular, effective knowledge creation is one of the critical success factor in SI(System Integration) industry. This paper designs a framework of effective knowledge creation methods for organizations in SI industry. First, we give a comprehensive survey on knowledge creation and discovery methods. And the structure of SI knowledge has been analysed. Also, characteristics of knowledge management processes of SI industry have been surveyed and analysed. A framework for effective knowledge creation of SI organization has been discussed based on the characteristics of SI knowledge and knowledge management processes. Organizational issues and theoretical issues of the methods have been discussed. Future research will be needed to expand the current framework and to examine the effectiveness of the proposed framework.

Recent interests in total quality management (TQM) and business excellence (BE) had been fuelled with a range of national and regional awards. These awards are being increasingly used by organisations as part of the business improvement process and strategic benchmarking. This paper reviews the concepts and approaches of performance measurement (PM) and discusses the integration of PM with the TQM and BE philosophies. A TQM-BE-PM framework with a set of self-assessment checklists was developed. In order to complement the literature base with empirical evidence, an industry survey was conducted and a trial implementation of the framework was carried out in a leading manufacturing firm in Hong Kong. The self-assessment performance data of the fm was evaluated and then benchmarked with the industry averages obtained from the survey. This paper presents the empirical findings and discusses the applicability of the framework in measuring and benchmarking organisational performance toward continual improvement.

본 연구에서는 수자원 전문가들에 대하여 설문조사를 실시하여 국내 홍수관리의 발전방향을 수립하고 이를 효과적으로 추진하기 위한 지속가능한 홍수관리 프레임워크와 프로세스를 개발하였다. 설문조사의 응답자들은 홍수피해를 저감하기 위하여 무분별한 인위적인 개발을 지양하고 체계적이고 장기적인 계획에 의해 지속적으로 홍수관리를 수행해야 한다는 의견을 주로 제시하였다. 개발된 프레임워크를 국내 정황에서 효과적으로 시행하기 위하여 설문조사결과를 반영하여 통합홍수관리, 홍수 위험도관리, 통합유역관리, 참여적 의사결정, 적응형 관리 등과 같은 5가지 요소를 선정하였다. 프레임워크는 선정된 요소들을 통합하여 수계에 적용하여 홍수관리의 목표를 달성하도록 하며, 주기적으로 평가하고 그 결과를 피드백하여 홍수관리의 목표와 방법론을 수정 및 보완하도록 구성되었다. 프레임워크를 구체화하기 위하여 홍수관리 프로세스를 설문조사결과를 반영하여 개발하였으며, 관련자들의 참여와 홍수관리 상태의 주기적인 평가를 통해 홍수위험도를 저감시킬 수 있는 대책을 선정하고 이들을 적응적으로 시행하도록 구성하였다.

현재 연속성관리체계로 가장 널리 사용되고 있는 BCM(Business Continuity Management) 또는 BCP(Business Continuity Planning)을 기반으로 한 금융분야의 모범규준 및 구축사례는 많이 있었으나, 민간의 시설관리 분야 및 공공기관의 국가기반 체계에 실질적으로 적용 가능한 표준화된 연속성관리체계 구축 프레임워크에 대한 연구는 미미한 실정이다. 따라서 본 연구에서는 국내외 연속성관리 프레임워크의 비교와 시설관리 분야의 특성을 고려한 연속성관리 구성요소의 검토를 통해 민간 시설관리 분야 및 공공기관에 적합한 시설관리 분야의 연속성관리체계 구축 프레임워크를 모색하는 연구를 하고자 한다.

Today's manufacturers must respond quickly to customer needs. In particular, make-to-order companies are constantly striving to satisfy customer demand for products in order to secure more favorable conditions in the future through bidding. In this bidding process, quotations play a very important role in providing favorable conditions. And the most important content that companies strive to satisfy their customers is the product's performance. Therefore, a company can attract customers and secure economic profits through good quotations, but it can be said that the first priority is to match the performance of the products requested by the customers. That is, when a company creates a quotation, it is important to structure the quotation according to the performance of the product. Thus, this paper intends to present a quotation management framework and a quotation BOM information model for constructing quotations efficiently in make-to-order manufacturing. And, in order to prove the usefulness of the proposed quotation management framework, we presents an case of the construction of an quotation management system based on the JAVA platform. As a result, the integrated quotation management system based on the proposed quotation management framework and quotation BOM has been successfully operated in a make-to-order company that manufactures marine engines.

For 24 hours-7 days service on distributed systems, a great deal of efforts are investigated on high availability for seamless operation. In this paper, we propose a dynamic reconfiguration framework of distributed systems, called "hot-swapping" framework. This framework allows us to upgrade and exchange a number of modules of a distributed system without stopping running service as well as the system itself. In order to hide the state of service operation, the framework employes the "proxy" design pattern. Our framework provides two types of proxies: a static proxy and a dynamic proxy, Static proxies can achieve fast execution time, but they need to be changed whenever any minor change exists in the related swappable module. Meanwhile, dynamic proxies takes longer execution time, but do not need to be changed under minor changes of swappable modules. We compare performances of static and dynamic proxies and also apply the framework to a real situation with security management modules. management modules.
