Since the introduction of new health technology assessment in 2007, benefit coverage process of health insurance related to new health technology has become an upgraded system through the evidence-based decisions. As a result of enforcing this system for 10 years, however, there have been several rising concerns. It needs to support the insufficient evidence of medical technologies, introduce reassessment system for post management of market entry technologies, and improve evaluation methods and process. In addition, there is the possibility of emerging an unheard-of medical technology, fused various categories like artificial intelligence, robot, information technology, physics and life science in the fourth industrial revolution. Now, new updated system introduced to improve new technology assessment, such as 'limited health technology assessment system,' 'system for postponement of new health technology assessment,' 'one-stop service system,' and 'integrated operation of approval for medical devices and new health technology assessment.' Therefore it needs to prepare the improvement plan for new health technology assessment to be established more advanced system, and we have to resolve concerns by communication with various healthcare experts and patients now and for ever.

The risk management case is an organization's formal arrangement to ensure the safety of its work activity within risk management system. It allows an organization to demonstrate its capability in achieving its safety objectives and in meeting regulatory requirements. This paper presents how the safety assessments are described, prepared and maintained to meet the criteria specified by the upcoming safety regulations. We propose the elements of risk management system that include arrangements for the ongoing identification of hazards, assessment of risks and the implementation of necessary control measures.

As the development of total management systems for sites along with site environmental information is becoming standard, the system known as the Site Information and Total Environmental database management System (SITES) has been developed over the last two years. The first result was a database management system for storing data obtained from facilities, and a site characterization in addition to an environmental assessment of a site. The SITES database is designed to be effective and practical for use with facility management and safety assessment in relation to Geographic Information Systems. SITES is a total management program, which includes its database, its data analysis system required for site characterization, a safety assessment modeling system and an environment monitoring system. It can contribute to the institutional management of the facility and to its safety reassessment. SITES is composed of two main modules: the SITES Database module (SDM) and the Monitoring & Assessment (M&A) module [1]. The M&A module is subdivided into two sub-modules: the Safety Assessment System (SAS) and the Site Environmental Monitoring System (SEMS). SAS controls the data (input and output) from the SITES DB for the site safety assessment, whereas SEMS controls the data obtained from the records of the measuring sensors and facilities. The on-line site and environmental monitoring data is managed in SEMS. The present paper introduces the procedure and function of the M&A modules.

In this study, a GIS-based park safety assessment index was developed to enable objective park vulnerability assessment through data-based GIS analysis, a safety assessment was conducted by selecting a target site where various parks are operated and applying the park safety assessment index. In addition, a facility management system was developed for efficient management of the park safety assessment to update the park safety and provide a foothold for indirect PPGIS. In the case of the assessment index of the safety rating of the park, it was possible to conclude that the accurate quantitative performance was given to the calculation of the safety grade of the park based on the fact that the facilities are different depending on the environment and the size of the park. In addition, the marking the safety grade of parks, as well as the function to show the safety facilities of parks, a common living area for citizens, the management system is expected to have an impact on promoting the use of parks. In the future, in functions such as reporting of facility failures and verifying civil information are implemented by applying civic group participation programs and crowd-sourcing technologies, it is believed that all facilities as well as parks managed by the local government can be managed more efficiently.

The new paradigm of dentistry require the detection of caries in their earlier stages. To achieve this, a high technology detection device and systematic and organized caries management system are needed. Caries management by risk assessment (CAMBRA) model is representative caries management system that satisfied new paradigm. Dental caries prevention and treatment according to CAMBRA model is patient-centered, risk-based, evidence-based practice. Therefore, individual caries management such as CAMBRA should be performed through accurate assessment of caries disease indicators and comprehensive assessment of caries risk factors and protective factors. Based on the CAMBRA better effectiveness of comprehensive dental caries management including non-surgical treatment will be accomplished.

In today's society it is often required to state objectively conformity of products (including services) to specified requirements. Conformity assessment bodies (CABs). can objectively state such conformity. These CABs perform conformity assessment activities that include certification, inspection, testing and calibration. A system to accredit CABs conformity assessment services should provide confidence to the purchaser and regulator. Certification of management system is one of means of providing assurance that the organization has implemented a system for the management of the relevant aspects of its activities, in line its policy.

It is difficult for consumers to satisfy high safety request with post-management method such as inspection and surveillance, as various changes in-and-out of the country associated with food safety. In terms of food safety problems related to foods, it is crucial to recognize public health and consumer protection and construct pre-preventive Food Control System. A joint committee, FAO/WHO made the following consultations to the National Food Safety System. ${\circ}$ Approach entirely from farm to table ${\circ}$ Get ready for Risk Analysis System ${\circ}$ Secure transparency ${\circ}$ Establish the optimal policy by evaluating the effect of regulation When it comes to summarizing the consultation, it would be accumulated as two key words; "Efficiency" and "Credibility". Whereas the problem of efficiency focuses on precaution rather than post-management, it requires policy option to maximize consumer's benefit by evaluating the cost for the Food Safety Management and its benefit. Also, analyzing risk's character and amount, demanding an optimal means, and introducing scientific analysis system put much value on the stakeholder's communications are procedure's security which can satisfy both "Efficiency" and "Credibility" simultaneously. Especially, it is emphasized here that Risk Assessment need to be separated from Risk Management. This action is a valid means of credibility security throughout improving transparency. A number of nations and organizations have reformed the method of food management passing through reflection and examination of the prior National Food Safety Management since BSE occurred in Britain, 1996. FSA; Food Standard Agency, AFFSA, EFSA, BfR, and FSC are Risk Assessment Organization functionally separated from Risk Management Organization, JECFA, JMCFA, JMPR, JEMRA in Codex charge Risk Assessment internationally. In case of advanced countries excluding several those such as The U.S. and so forth, though these Risk Assessment Organizations are either separated functionally within Risk Management Organization or operated as apart organ, common factors are in which it has independence as Science Base. While securing independence of Risk Assessment Function, it is a tendency Risk Management should be functionally unified into efficiency as well. Though Germany constructs integral Risk Management System of diverse ways according to social and political conditions of each country such as GFOCP, DVFA, SNFA, CFIS and AQIS, there is a key word in the center, "Securing efficiency of Food Safety Management". However our nation has a representative plural；diversified system with The U.S., we took a step forward for unification as empowering policy's generalization；adjustment and Risk Assessment Function by means of enacting the "Food Safety Fundamental Law" in 2008 and establishing the "Food Safety Policy Commission" with private and governmental sectors in the Prime Minister's office. Even though the unification of Risk Management hereby increased, there is the lack of strengthening function of Risk Assessment and securing independence. It needs to be required for the professional committee in Food Safety Policy Commission to develop as a exclusive office of Risk Assessment by separating from a policy decision. Administrative Branches should reinforce feeble functions such as fundamental investigation；research for carrying out Risk Assessment with securing efficiency throughout reassessment of prior Risk Management Means.

It is desirable that implementation assessment (IA) should be carried out efficiently in order to make successful progress of Total Maximum Daily Load (TMDL) in watershed management. There are many difficulties in the process of the implementation assessment because of the early stage in the application of TMDL in Korea. This study reviewed the present status of IA and proposed the methodology of its improvement such as flexible application of TMDL ledger, and standardization of assessment index and criteria. The deficient time for assessment period could be corrected by the consideration of the post-procedure after the submission of IA report.
