Background: We measured productivity changes of regional public hospitals using both global Malmquist productivity index-based on global production possibility set over all the periods-and the traditional Malmquist productivity index and analyzed the factors of productivity change. Methods: The data used in this study is two annual inputs and two annual outputs of 32 regional public hospitals in Korea from 2005 to 2009 and the results such as distances and Malmquist productivity index and global Malmquist productivity index are obtained by an R program written for this study. Results: The results can be summarized as follows. Firstly, technical efficiencies of regional public hospitals are affected largely by scale efficiency than pure technical efficiency. Second, productivity progressed and technological change has more significant influence on productivity advance over the period between 2005 and 2009. Third, the circularity problem of the traditional Malmquist index is confirmed, and so the global Malmquist index without this problem are valid for the analysis. Conclusion: Though this study also has some limitations with the data of regional public hospitals with a short time span, it is the first study of hospitals using global Malmquist productivity index and later it can be expanded to private hospitals and longer time periods.

The purpose of this paper is to analyze the 24 mail center's efficiency and productivity changes from first quarter to fourth quarter of 2008 using window analysis and Malmquist productivity index. Row views of window analysis results make it possible to determine trends and/or observed behavior with the same data set, and column views to examine the stability of results across different data sets. Malmquist productivity indexes greater than unity translate into improvements in productivity, and less than unity mean deterioration in performance over time. The results of this study suggest that DEA models under dynamic situations such as window analysis and Malmquist productivity index enable us to comprehend the efficiency and productivity changes over time and to show the direction of improvements.

Using the Malmquist productivity index, this paper compares the productivity of Korean manufacturing industries from 1999 to 2006. The malmquist productivity index has more advantages than previous methods such as solow model, endogenous growth theory. The malmquist productivity index can be decomposed productivity into two parts. The first part is an index of the technical efficiency change. This index has high value when the elements of production is used more efficiently. The second part is an index of technical change. This index has high value if the advent of new technology and process innovation occur.

본 연구에서는 지방공기업으로 운영하고 있는 6개의 운영기관의 2010년부터 2014년도의 자료를 가지고 DEA-CCR모형과 Malmquist 생산성 지수를 이용하여 운영기관의 효율성 변화와 생산성 변화요인을 분석하였다. 운영기관을 전체적으로 통합하여 운영기관별 효율성을 분석하였으며, 생산성 변화의 추이를 살펴보고자 Malmquist 생산성 분석을 이용하여 기간별 변화를 살펴보았다. 효율성 분석결과 각 도시철도 운영기관별 평균효율성은 대체로 규모가 큰 기관이 효율성이 높은 것으로 분석되었다. 2014년에는 서울메트로와 대전도시철도공사가 가장 효율적인 운영기관으로 분석되었다. Malmquist 생산성 분석을 이용하여 기간별 변화를 살펴본 결과, MPI는 평균 1.06으로 생산성이 계속해서 증가하는 것으로 분석되었다. 6개 운영기관 모두 기술효율성 변화보다는 기술변화가 대체로 높은 것으로 분석되었다.

This study analyzed the changes in productivity growth of 291 regional fisheries cooperatives area from 2001 to 2010 selected as target. The productivity growth analysis of operating offices calculates Global-Malmquist productivity index. Input variables are number of the persons and the nettable area, output variables are deposit, loans and earnings. To improve the homogeneity of industry, the operating conditions were considered. Global Malmquist index of Operating offices was reduced between 2001~2010. The cause of increase and decrease of productivity are divided by efficiency change(EC) and best-practice change(BPC). Operating offices with increased productivity existed between 2001~2002 and between 2002~2003 and between 2006~2007. There were operating offices with increased productivity by EC. Global Malmquist index of Operating offices with locations was highest relatively in metropolitan. Operating offices with increased productivity existed between 2003~2004 and between 2007~2008 and between 2008~2009 in all locations. There were operating offices with decreased productivity by BPC.

This study empirically analyze efficiency and productivity changes of public hospitals of Korea using data envelopment analysis/Window model and global Malmquist indices model. We use the ten-year data from 2001 to 2010 of 30 regional public hospitals listed database from the Association of Korean Regional Public Hospitals. The main focuses are to reveal whether the technical inefficiency are improved as time goes by, and efficiency and productivity are affected by environmental factors. The results can be summarized as follows. First, the efficiencies of public hospitals rise in trend as time passes. Second, regional public hospitals show the different average efficiencies according to their regional type, hospital type, operational type, medicaid type, and demand and supply conditions by Mann-Whitney U-tests. Third, technical efficiency changes mainly contribute to 4.4% annual average growth rate of productivity of regional public hospitals during that period. Our findings have some policy implications. It is confirmed that there exist some environmental inefficiencies, and those inefficiencies can not be overcome through just improving the inner management system. Thus, policy and institutional changes are necessary for regional public hospitals to improve efficiency and productivity overall.

우리나라의 상수도 사업은 규모의 영세성, 지역에 따른 경영과 서비스의 불균형, 지역 간 수자원의 이용 및 관리에 있어 불합리한 문제점 등 취약한 산업구조로 인해 효율이 낮은 실정이다. 본 연구에서는 자료포락분석(data envelopment analysis)을 활용한 효율성 분석 및 맘퀴스트(Malmquist) 지수 그리고 통계적 방법을 통해 전라북도 지방상수도 사업소의 생산성 변화를 탐색적으로 파악해 보았다. 그 결과 규모 효율성이 1인 사업소가 6개로 나타났으며, 주로 군 단위 사업소에서 평균 이하의 생산성지수를 보임으로써 이들 사업소들은 생산성 증가를 위한 노력을 경주할 필요가 있음을 알 수 있었다. 본 연구는 DEA뿐만 아니라 맘퀴스트 생산성 분석을 통하여 생산성의 변화를 측정한다는 점에서 선행연구들과 차별화되는 바, 전라북도 지역 상수도 부문의 효율성을 제고하는데 기여할 것으로 사료된다.

본 논문은 DEA와 Malmquist 지수를 활용하여 우리나라 외항해운기업의 효율성 및 생산성을 평가하였다. 외항 화물 운송업에 속한 기업 가운데 2006년도 매출액순위 31위 가운데 2006년부터 2010년까지 자료수집이 가능한 상위 25개 기업을 대상으로 DEA를 활용하여 각 연도별 외항해운기업의 효율성을 평가하고, Malmquist 지수를 통해 각 연도별 생산성변화를 추정하고, 생산변화의 원인을 분석하였다. 특히, 2006년부터 2010년까지 한국거래소 상장외항해운기업과 비상장외항해운기업의 생산성변화와 생산성변화의 원인을 분석하였다. CCR모형과 BCC모형에 의한 정태적 효율성 분석 결과, 대체로 상장 외항해운기업이 비상장외항해운기업보다 효율성이 높게 나타났다. Malmquist 지수에 의한 생산성변화의 측정 결과, 2006년~2010년간 6개 상장외항해운기업의 평균생산성변화는 1.005로 매년 0.5%씩 생산성이 상승하는 것으로 나타났고, 19개 비상장외항해운기업의 평균생산성변화는 1.162로 매년 16.2%씩 생산성이 상승하는 것으로 나타났다.

본 연구는 Bootstrapped Malmquist 지수를 이용하여 국내 의약품산업의 생산성 변화 추이를 측정하고 이러한 변화를 기술효율성 변화와 기술변화 요인으로 분해함으로써 의약품산업의 생산효율성을 제고하기 위한 시사점을 제시하고자 한다. 특히 기존의 연구들과 달리 투입 및 산출요소의 여분을 반영하여 투입최소화와 산출최대화를 측정할 수 있는 투입산출지향 비방사적 Malmquist 지수를 분석에 활용한다. 또한 평활부트스트랩 방법을 적용하여 Malmquist 지수와 그 구성요인의 통계적 신뢰구간을 추정한다. 실증분석을 위해 2005년에서 2014년까지 10개년의 균형패널자료를 수집하였으며, 분석에 사용된 투입요소는 종사자수, 유형자산, 주요생산비를 선정하였고, 생산액을 산출요소로 사용하였다. 분석 결과, 의약품산업의 생산성은 분석기간 동안 하락한 것으로 나타났으며, 이러한 생산성 하락은 기술진보의 둔화에 기인한 것으로 나타났다. 또한 의약품산업의 기술적 효율성은 순수효율성보다는 규모효율성에 보다 많은 영향을 받은 것으로 분석되었다. 따라서 향후 의약품산업의 경쟁력 강화를 위해서는 효율적 R&D 투자와 산업구조의 선진화를 통해 기술혁신역량을 강화하는 정책적 지원이 요구된다.

Health care that is considered to be one of the major factors for the quality of life is nowadays receiving a great deal of attention, and thus there is a growing need in Korea to identify the efficiency of national medical service and enhance the competitiveness. Although there exist studies on the medical service efficiency about general hospitals and local hospitals, they mostly deal with the efficiency problems from a domestic and regional perspective. In response, this paper analyzes the competitive efficiency of national medical service with respect to 16 OECD countries, by exploiting Data Envelopment Analysis (DEA) and Malmquist Productivity Index (MPI). Building on the DEA and MPI analysis results, this paper identifies the competitive position of Korean national medical service and suggests implications for the medical service improvement.
