The Development Policy of Major Port City considering Port-Port City Relationship - The Case of Gwangyang Port, Korea - (항만과 배후도시 관계를 고려한 항만중심도시의 발전방향 - 광양항을 중심으로 -)

  • This paper focuses upon the relationship between port and port city. The purpose of this study is to theoretically review the relationship between port and its city, and to identify crucial policy directions for mutual development of port and the backward city in the case of Gwangyang Port (GP), Korea. The contents of this paper consist of five main sections: introduction; a concept of port-port city relationship; an analysis of the relationship between GP and its city; policy directions for GP city; conclusion. This study was mainly conducted by a literature review of the papers/reports and the analysis of secondary data. Significant policy strategies are associated with development of value-added logistics, expansion of additional port business, vitalization of port hinterlands, and establishment of port logistics clusters in terms of port economic function. Green port operation, improvements of coastal environment, establishment of port waterfronts, and conceptual port redevelopment master plan are included in the major port city development strategies in terms of sustainable development. Another major port city development strategies contain major port city master plan, institutional arrangements for port city development, specialized port city development policy, and formation of free trade port city in relation to integrated port-port city planning and management.

  • Resident's attitude and evaluation about local or urban development policies is a major factor in the process of the regional and urban 1)tanning and its practices. Therefore there are numerous studies pointing to analysis about the evaluation of the urban development policies. The purpose of this paper is concerned on the residents'cognitions, attitudes and evaluation about of urban development policy of Sunchon City in South Korea. Research area, Suncgon city, has been served as a central place of eastern Chollanamdo since 1920 and now functions as economic and commercial leading city of Kwangyang-bay area. In addition, Sunchon city is fastly growned with the influence of national development policy including the establishment of major industrial estates and the construction of container port in Kwangyang-bay area. In the overall cognition and evaluation about the quality of life of Sunchon city, most people are satisfied with the quality of life of urban living comparing with near cities such as Kwangyang and Yosu city. In particular, the level of satisfaction about education, transportation, natural environment are relatively higher than economic condition and living facilities. Most of residents have positive attitude and evaluation about the image of future urban development, and prefer to culture and education city in urban function of Sunchon city. Therefore, in order to function as a central city of Kwangyang-bay area. Sunchon city have to adopt new urban development policy including such as reconstruction of urban spatial structure, strengthening of culture and education functions, and the related facilities, restructuring of regional industrial structure. and expansion of commercial and shopping facilities.

A Study on the Fisharena Development Policy in Japan (일본의 피셔리나 정비사업에 대한 한 고찰)

  • Illuminating Japanese Fisharena Development Policy, we tried to find out some implications on the utilization of fishing port facilities as a way to accommodate uprising marine leisure demands of Korea. The major findings of this study are concentrated in the following three points. First, Japanese Fisharena Development Policy can be functionalized in Korea as a means of policy, but for the intervening difference of demand situation, precise forecasting on the marine leisure demands has to be preceded and Fisharena should be prepared as a supply buffer. Second, in the development stage of Fisharena, Software side is important as well as Hardware side. On the development and operation, utilizing civil organizations is necessary to bring down the wharfage of Fisharena to not suppress the marine leisure demands. Third, selection of the fishing port and decision of the development scale are additional important points. In particular, preferential consideration of utilizing inner-city fishing ports as small-scale Fisherinas to address the marine leisure demands would be desirable in Korea.

A Study of the Priority of the Local-Logistics Policy in the Incheon Metropolitan City (인천광역시 지역물류정책의 우선순위에 관한 연구)

  • This paper reviews the current local logistics policy of the Incheon Metropolitan City and prioritizes policy agenda based on fuzzy AHP and IPA (Importance Performance Analysis). The analysis recommends that the city needs to keep up the current good works at the policy agenda such as early expansion of the international logistics hub and improvement of the provincial highway network.The policy agenda including the logistics parks, the transport networks and the hinterland activities are evaluated as overkilled agenda. Revitalization of the logistics database, establishment of an integrated business support center, modal shift, and public logistics support were classified as low-priority policy agenda. The policy agenda of urgent concentration includes development of new logistics business and air cargo industry.

A Study on the Development of a Marine Industrial Cluster in Seosan-Daesan Port (서산 대산항 해양산업 클러스터 추진방안에 관한 연구)

  • The Seosan-Daesan Port is closest to the major ports of China; hence, it is recognized as the ideal port for trade with China. Well-developed industrial infrastructure in its hinterland, including petrochemical, automotive, and electronic component complexes and recent developments of port facilities that aim to strengthen its function as a commercial port clearly highlight the necessity to develop it as a comprehensive port by building a marine industrial cluster. In this study, prerequisites for marine industrial cluster development in Seosan-Daesan Port are identified; they include the following. First, the conditions to be met for being designated a marine industrial cluster should be amended; Second, the central government should delegate authority to local governments to ensure the development of marine industries; Third, changes related to marine industrial cluster development in the governance structure of local governments (Seosan City and Chungnam Province) are required; and Last, a consultative body should be established to facilitate discussions on developing a marine industrial cluster in Seosan-Daesan Port and build public consensus.

Integrated Waterfront Cultural Planning through Regeneration of Former Industrial Harborfront (산업항만지역의 재생을 통한 워터프론트 문화도시 통합계획)

  • Purpose: The purpose of this study is to propose a direction planning integrated waterfront cultural city in terms of urban economic revitalization through regeneration of former industrial harborfront and the creation of cultural living spaces based on regional history in order to pursue urban activities. Method: Analyzing planning waterfront and historical cultural space based on MM21's development policy and strategy under the growth process and development of Yokohama. Results: MM21 is the core public project out of the six major projects promoted by Yokohama, which is on the brink of satellite cities for the expansion of Tokyo with a goal of qualitative transformation of former harbor. It is planned to be developed as a creative cultural waterfront city for an integrated urban development. Conclusion: Planning waterfront cultural city, which takes advantage of the former harbor city derived through MM21 analysis, provides the cityscape towards the sea and the port via the viewing point and opens the waterfront open to the port and the sea Space and Esplanade landscape development, preservation of historic buildings and cultural assets, recycling as cultural art space, waterfront space planning that cooperates with public culture art and pedestrian network.

  • Historically, humans settled in waterside areas that provided abundant resources and water resources. Afterwards, as industrialization progressed, the city's waterfront contributed to the development of the city through water resources, transportation, and maritime trade. In response to changes in industrial structure, over the past few decades, the city's waterfront has transitioned from an industrial and port-oriented function to a public space function. And from the perspective of urban regeneration, research and design on sustainable waterfront space development are being promoted around the world. However, areas near waterfronts are geographically vulnerable to the direct impact of natural disasters caused by climate change, such as sea levelrise and floods. Therefore, it is essential to establish a systematic management plan to ensure the safety of citizens and publicness. Since the 1990s, New York City in the United States has been establishing a city-level waterfront space management plan to ensure the public nature, safety, and equity of waterfront spaces. On the other hand, in South Korea, there is a lack of research on city-level waterfront management plans. Accordingly, this study sought to find implications and policy improvement measures for domestic waterfront space planning by examining the development process and major policies of New York City's waterfront comprehensive plan.
