공동주택의 유지관리 성능평가 동적 모델 개발 (The Maintenance Performance Evaluation Dynamic Model for Apartment Buildings)

  • 공동주택의 비중이 점차 확대되고, 고층화되는 추세에 따라 공동주택 유지관리의 중요성이 강조되고 있다. 이러한 필요성에 의해 최근 기존 건축물의 종합성능 평가모델이 개발되었으나, 업무의 분석이 미흡한 한계가 있다 따라서 본 연구는 공동주택 유지관리 성능평가의 기반이 되는 유지관리 업무를 분석하여 성능평가 대상항목 도출을 목적으로 한다. 유지관리 성능평가 후보항목은 기존문헌과 업무체계를 분석하여 도출하였고, 학계 전문가 및 주택관리사를 대상으로 설문을 실시하여 성능평가의 용이성, 체계성을 보완하였다. 최종적으로 결정된 성능평가 대상항목은 운영적 유지관리 성능평가 항목 14개와 기술적 유지관리 성능평가 항목 15개 항목이다.

  • As condition-based maintenance (CBM) has risen as a new trend, there has been an active movement to apply information technology for effective implementation of CBM in power plants. This motivation is widespread in operations and maintenance, including monitoring, diagnosis, prognosis, and decision-making on asset management. Thermal efficiency analysis in nuclear power plants (NPPs) is a longstanding concern being updated with new methodologies in an advanced IT environment. It is also a prominent way to differentiate competitiveness in terms of operations and maintenance costs. Although thermal performance tests implemented using industrial codes and standards can provide officially trustworthy results, they are essentially resource-consuming and maybe even a hind-sighted technique rather than a foresighted one, considering their periodicity. Therefore, if more accurate performance monitoring can be achieved using advanced data analysis techniques, we can expect more optimized operations and maintenance. This paper proposes a framework and describes associated methodologies for in-situ thermal performance analysis, which differs from conventional performance monitoring. The methodologies are effective for monitoring, diagnosis, and prognosis in pursuit of CBM. Our enabling techniques cover the intelligent removal of random and systematic errors, deviation detection between a best condition and a currently measured condition, degradation diagnosis using a structured knowledge base, and prognosis for decision-making about maintenance tasks. We also discuss how our new methods can be incorporated with existing performance tests. We provide guidance and directions for developers and end-users interested in in-situ thermal performance management, particularly in NPPs with large steam turbines.

  • Several research institutes including KISTEC and KRRI etc., recently, have studied maintenance activities and performance, in order to determine proper maintenance level and maintenance cost of rail tracks. But it may extremely difficult to make a decision in maintenance matters of concrete track and ballast containing other sub-components. For these reasons, this study investigate variables related to current maintenance, essential maintenance, and preventive maintenance. It is intended to suggest estimation method of proper maintenance cost maximizing rail track performance. It is stated that proposed approach may be very useful to make a decision of proper maintenance level. Indicator of Facility Performance Evaluation (FPE) for Educational Facilities of BTL Projects

  • Build-Transfer-Lease (BTL) was introduced to the domestic construction market in 2005. Now, seven years later, the BTL model is most active for educational facilities. In 2011, 93 educational facility projects entered the maintenance stage. Considering the characteristics of today's BTL projects for educational facilities, the main issues are the initial performance and maintenance of educational facilities and the service-providing status for the 20-year operational management period, in relation to providing safety and convenience to students, the facility users. Seeking a solution, local education offices and departments in charge of BTL under the Ministry of Education, Science, and Technology have been exploring various methods of evaluating operational maintenance performance from various perspectives. For educational facility BTL projects, however, the appropriateness of initial operation performance evaluation, rather than considering the 20-year operational management period, is controversial in regards to sustainability. On this account, performance evaluation items in four areas-operational maintenance evaluation, facility performance status evaluation, maintenance subject evaluation, and sustainable change response evaluation-should be extracted. An indicator of facility performance evaluation is presented in this study through an AHP survey targeting experts, as part of establishing an operation performance evaluation system for educational facility BTL projects.

해군 고속상륙정(LSF-II)에 대한 성과기반군수지원(PBL) 적용 효과 분석 (An Analysis on the Effect of PBL(Performance Based Logistics) Application for ROK Navy Landing Ship Fast(LSF-II))

  • ROK Navy Landing Ship Fast(LSF-II) is equipped with special equipment that is not compatible with other combat ships due to special missions. So there are almost no maintenance capabilities except for simple repair parts replacement and maintenance parts. The researcher determined that the way to solve these problems was to apply Performance Based Logistics (PBL), and reviewed the cases of PBL applications abroad and domestically. To confirm the current maintenance capability, we visited LSF-II operation unit to identify maintenance capabilities for each mounted equipment, and interviews with operators and maintenance practitioners confirmed the limitations of outsourcing maintenance and the need to apply PBL. In order to analyze the effect of PBL application, the measure of effectiveness and measure of performance were selected based on the opinions of LSF-II operation/maintenance practitioners and PBL experts and the practical experience of this researcher. A survey was conducted on operation/maintenance practitioners and professional personnel. Based on the survey results, the effect of applying PBL was analyzed using the AHP technique, and an efficient PBL application plan was proposed for LSF-II.

A Study on the Information System Maintenance Activities and Performance

  • It is important to maintain information system (IS) following the business and institutional change. Even if successfully developed information systems, we cannot gain the benefit from the systems without the proactive maintenance activities. However, the importance of IS maintenance has not been considered as much as the system development, and we don't have any specific performance management structure. The objective of this study is to identify the relationship between IS maintenance activities and utilization. For empirical test of the hypothesis model, the sample data is collected from public information system sites. Results from multiple regression analysis reveal that proactive maintenance activities including IS maintenance cost increase, improving functionality, and enhancing ease of use have a causal effect on the IS utilization.

  • 생애주기비용뿐만 아니라 생애주기성능을 함께 고려하여 열화되는 교량의 수명동안 최적 유지관리전략을 수립하기위한 실제적이고 실용적인 방법을 제시하였다. 제안된 방법은 비용 최소화와 성능 최대화라는 상충되는 목적사이에 최적의 유지관리 시나리오의 집합을 제공한다. 교량수명 동안의 성능 및 비용과 관련된 다중목적 조합 최적화 무제인 교량 유지관리 시나리오 집합의 생성을 위해 유전자알고리즘을 적용하였다. 최적 유지관리 시나리오를 생성하기 위한 프로그램이 제안된 방법에 기초하여 개발되었다. 교량 부재들 사이의 종속관계가 최적 유지관리 시나리오를 결정하는데 고려되었다. 개발된 프로그램은 국도상 강박스거더 교량의 최적 유지관리 시나리오를 찾기 위한 절차를 제시하는데 사용되었다. 개발된 방법 및 프로그램은 교량 유지관리 시나리오 분석을 통해 교량 관리자가 다양한 제약 및 요구조건을 만족하는 최적의 유지관리 전략을 수립하는데 효율적으로 사용될 수 있을 것이다.

  • 본 논문에서는 기존 교량 유지관리방법의 한계를 극복하고 예방유지관리 체계의 구현을 위하여 새로운 교량 유지관리기법을 제안하였다. 제안된 방법은 생애주기비용뿐만 아니라 생애주기성능을 함께 고려하여 열화되는 교량의 최적 유지관리전략을 수립할 수 있다. 교량의 성능변화는 신뢰성에 기초한 안전도와 상태등급을 세분화한 상태지수에 의해 평가되며, 생애주기 비용은 직접유지관리비용뿐만 아니라 도로이용자비용과 파손비용을 고려하여 추정하였다. 교량수명 동안의 성능 및 비용과 관련된 다중목적 조합 최적화 문제인 교량 유지관리 시나리오 집합의 생성을 위해 유전자알고리즘을 적용하였다. 개발된 방법을 실교량에 적용하여 유지관리전략 수립의 과정과 효과를 고찰하였다. 이러한 결과를 통해, 개발된 방법은 유지관리를 위한 의사결정과정에 효과적으로 활용될 수 있을 것으로 판단된다.

성능보증제도를 적용한 일반국도 유지보수공사 시범사업 (Case Studies of a Performance-Based Contract for National Highway Pavement Maintenance)

  • PURPOSES : Case studies of an asphalt-overlay project with a performance-based contract method were conducted on a national highway in Korea to evaluate the effect of the method on asphalt pavement maintenance. This study evaluated the procedure of the performance-based contract method. METHODS : In this study, an asphalt-pavement maintenance project for a national highway was assessed with a performance-based contract to investigate the advantage of the new contract procedures. This is the first trial applying the performance-based contract to a pavement-rehabilitation project in Korea. In the four case studies, the warranty period of the performance-based contract was designed for seven years. The research team monitored the construction site to compare the normal contract method with the performance-based contract method. The case studies' project sites were investigated after the end of the construction. RESULTS : Based on the limited case studies, the performance-based contract method could extend the service life of the asphalt pavement and reduce the pavement-maintenance budget because the quality control was well managed by the contractors. However, a few construction laws would be necessary to apply the performance-based contract method in the future. CONCLUSIONS : Using the performance-based contract, the construction company made great efforts to guarantee the warranty period and to apply the optimal maintenance method, based on the pavement distress condition. The contractor and the agency would need to understand the new performance-based contract system for it to be activated. Therefore, a proper education program for the performance-based contract system would be needed to educate the stakeholders regarding the procedures and their effects on the pavement management and maintenance.

  • 본 연구에서는 생애주기비용을 고려한 성능기반 최적 유지관리 전략 수립 시스템을 개발하였다. 교량 수명동안 비용과 성능이라는 상반되는 목적을 균형있게 만족시킬 수 있는 유지관리 시나리오의 생성을 다중목적 조합최적화 문제로 정식화하고 유전자알고리즘을 적용하였다. 개발된 프로그램을 이용하여 국도 상 강거더 교량의 최적 유지관리 시나리오를 제공하는 과정을 제시하였다. 개발된 시스템은 현재의 교량 유지관리 전략 수립의 방법을 개선하여 교량 관리주체에게 다양한 제약 및 요구조건에 부합하는 최적의 교량 유지관리 시나리오를 제공할 수 있는 효율적인 도구로 활용될 수 있을 것으로 판단된다.
