The various environmental problems that we face on today are basically about environmental quality. Since early 1960s affluent material was produced because of remarkable economic growth by many cooperations. However, for the lack of environmental policy, environmental pollutions has been serious. The central government should transfer the producing and consuming structure to environmental affinity through the regulations for developing Korea as a model of environmental nation which takes an active part in global environmental programme and in which the environment and economy are well harmonized. Moreover, the central government should take the lead in prevention of environmental pollution through the direct policies such as strengthening the discharge limit or setting up environmental basic institutions by securing budget for conserving environment. This thesis emphasize on the public institution among many environmental basic institutions for environmental anti-pollution project. It will find the problems with running those institutions, and will suggest the preview of improvement. Also, it is necessary to investigate of variation trend for inflow and pollutant loading to environmental infrastructure as increased of the diffusion rate as established and maintenance of sewer system. The purpose of this study is to investigate for inflow and pollutant loading to environmental infrastructure, and also to provide the method of efficiently maintenance and management. The results obtained were summarized as follows; 1. Survey of actual condition on operation and management of environmental infrastructure was evaluated the propriety of treatment process and problem of plant management. 2. Analysis of pollutant loading contribution for river system of environmental infrastructure with data analysis of water quality measuring network. 3. To investigate on case study for efficiently maintenance and management of environmental infrastructure. The result on this study was provide the method of efficiently maintenance and management with survey for establish and repair of sewer system and survey of actual condition on operation and management of environmental infrastructure in the water area of discharge to Geum River System. Application as guideline for establish and management of environmental infrastructure, and management of Geum River System. Also, application for preliminary data for fulfill-assess of total effluent regulation of water pollution.
It is difficult to found the concept of public interest properly, being ambiguous to distinguish media and service as to the convergence of broadcasting and telecommunications. Accordingly, it is necessary to found the concept of public interest not related to the character of media and service in the age of digital convergence. Therefore this study intended to re-found the concept of public interest, as to industrial changes in the age of convergence of broadcasting and telecommunications. The convergence of broadcasting and telecommunications causes the changes of value chain, which includes contents, platform, network, terminal. It could not help avoiding modifying the industrial structure of broadcasting and telecommunications, because of the changes of value chain. The changes of industrial structure needs the changes of ideology, regulatory policy, regulatory system, and it creates the foundation of new regulatory idea. The purpose of regulatory idea in the age of digital convergence is to practice public interest, and it is an ultimate purpose to increase consumers' welfare. Consequently, for increasing comsumer' welfare, it is necessary to achieve diversity, fairness, objectivity, the preservation of social value in the aspect of contents. Also in the aspect of platform, it is necessary to achieve the protection of privacy, consumer protection, harmful information blocking, and in the aspect of network, it is necessary to achieve the maintenance of secure network, fair competition. Finally, in the aspect of terminal, it is necessary to achieve the maintenance of compatibility, the solution for digital divide. Then regulatory policy of each value chain from a legal and institutional perspective, should be promoted to provide public interest, step by step.
Technical regulations in the spatial information domain have been developed by a variety of independent organizations and raised inconsistent and overlapping problems with spatial information standards. Many research projects have been done to solve these problems but due to the difficulty of changing or modifying existing administrative regulations, almost nothing has happened for the harmonization. As a response to the fundamental problem, KATS (Korean Agency for Technology and Standards) recently switched the existing system to "trans- governmental participatory standard operation system" and the administrative change created an independent and consistent standard system in the Ministry of Land, Infrastructure and Transport. The Ministry, as a part of the effort, established its own KSDI(Korean Spatial Data Infrastructure) Standard system. From this context this paper presents a redefinition of technical regulation for the harmonization with spatial information standards, an association model between the standards and regulations, and a maintenance methodology to solve the fore-mentioned problems.
In recent decades, as the utilization of complementary and alternative medicine in the United State have been growing rapidly, regulatory controls surrounding complementary and alternative medicine(CAM) aims to ensure patient protection against unproven practices and to provide safe and effective treatments. Regulation and policy method on licensing CAM practitioners varies across the states. Over 85% of the states have the licensing system for acupuncturists, chiropractors, and naturopaths. For acupuncture, although the requirements for formal education are various across the states, a unified written examination has been adopted by almost entire states which have acupuncturist licensing law. Medicare, the public medical insurance, does not cover CAM practices except chiropractic and biofeedback. In some states, however, Medicaid programs cover some CAM therapies including acupuncture, naturopathy, and massage therapy. 67% of Health Maintenance Organizations, the private health plans, provide at least one modality of CAM services. In conclusion, government policies have been strengthened to ensure patient protection, and will continue to integrate CAM practices that are proven to be safe and effective into mainstream health care system.
The executive authority of the Ministry of Public Administration and Security on the 'management of security of the government complexes' is not sufficiently secured only with the organization law, the Government Organization Act. It is needed to establish an administrative actions law, an individual law that sets detailed contents and limitations of the executive authority to be stipulated. The current regulation, Regulation on the Management of the Government Complexes which is a Presidential Decree, is a legal decree that lacks a legal basis. The decree does not match with the current constitutional framework and raises the issue of its legality. The regulation may have the characteristics as a public property management law so far as it stipulates such matters as supply and maintenance management for the complexes, acquisition and disposition of complexes, facilities management of complexes, etc. However, the regulation includes high authority actions by an administrative organization, such as facilities security and order maintenance including restriction and control of access. This makes the regulation have the characteristics of a public property policy act as well. To supplement the legal framework for this situation, it is needed to level up some of the provisions relating to protection and security management to the level of an act as they stipulate high authority actions by an administrative organization. Other matters in the Regulation on the Management of the Government Complexes such as provisions relating to supply and allocation of complexes, etc. may be maintained as they are. In addition, the protection officers (general service official) does not own legal authority and have limitations on securing the capability to deal with the situations on implementing the on-site protection duty. Therefore, it is needed for the protection officers to secure protection duty-related authority by stipulating in a law. The main contents of the law on the protection and security of the government complexes may be those matters providing reservations on the implementations of laws. These may include the limitation of rights of and charging obligations on the people such as restricting the actions of personnel in the complex, rights and obligations of protection personnels relating to their duties, use of weapons, training of protection personnel, penal provisions, etc. These legal reservations should be included in an individual act.
The purpose of this study is to analyze various issues that may arise from the recent deregulation of telemedicine implemented by the government, propose initiative preparations for the implementation of telemedicine policies, and suggest implications for the basic conditions and direction of the deregulation of telemedicine. Recently, deregulation policy cases in telemedicine include that designation of a special zone for regulatory freedom in Gangwon Province, allowing physician-patient telemedicine and telephone counseling and prescription cases in the COVID-19 crisis. There are four main issues that could arise with the deregulation of telemedicine: safety, effectiveness, differences in access to health care and the economic industry, and legal responsibility. As a initiative preparation, this study proposed a pilot project for telemedicine and enhanced support for face-to-face care complementary tools, vitalizing remote co-operation, policy model that do not disrupt the medical delivery system, and legal maintenance. In conclusion, as a suggestion of basic premise and direction in the implementation of telemedicine deregulation, the implementation of initiative measures to address issues concerning telemedicine, the review and regulation of conditions to be considered in the implementation of telemedicine, and the establishment of a close communication and cooperative sturcture with medical providers.
Purpose: This study is descriptive survey research on the analysis of nurses' perception of the 4th industrial revolution and the importance and performance of future core nursing competencies in a tertiary hospital located in Seoul. Methods: Data were collected from 149 nurses with more than a year of work experience and analyzed using descriptive statistics, t-test, one-way ANOVA, and Importance Performance Analysis(IPA) with the IBM SPSS/WIN 25.0 program. Results: The nurses' perception of the 4th industrial revolution was 3.23±0.71 out of 5 points. The importance of future core nursing competencies was 4.31±0.48, and the performance of it was 3.47±0.54. The analysis results of IPA showed that A (area of continuous maintenance) included critical thinking, problem-solving skills, teamwork and collaboration, evidence-based practice, communication, quality improvement and safety, professionalism, self-regulation and self-management, and personal literacy. The specific competencies were not included in B (area of priority improvement). Creativity, informatics, healthcare policy, leadership, research ability, and continuing education were included in C (area of progressive improvement). Knowledge and patient-centered care, ability to manage resources as well as professional, legal, and ethical responsibility were included in D (area of overinvestment). Conclusion: The nurses seemed not to be fully prepared for the 4th industrial revolution. However, they were well aware of the importance of the future core nursing competencies. Therefore, if nurses increase the performance of core competencies in order of priority according to the IPA results, they will be able to independently lead the changing nursing field.
By examining care from a normative perspective projected in the Constitution of South Korea, this paper attempts to assess care from the standpoint of justice and establish the status of care as a concrete political value. The point that this paper focuses on in the Constitution is about the "human worth and dignity" and "right to pursue happiness" clauses of the Article 10 at the beginning of Chapter II which defines the rights and duties of citizens. The clauses of "human worth and dignity" and the "right to pursue happiness" are generally interpreted as the highest values of the constitutional order. While exploring the human dignity and the pursuit of happiness clauses in light of care, this paper intends to address the value of care as human dignity, which is the highest ideology and constitutional principle of the Constitution and, at the same time, the limitation of explaining the freedom to care with a liberal concept of freedom implied in the pursuit of happiness. Ultimately, this paper argues for the justification of putting 'care' in the Constitution. In the end, this paper aims to emphasize the significance of care as a guiding principle for the maintenance of our lives and society, a primary principle of social regulation and public governance, and a direction for a just state which can identify and rectify care injustices.

Regardless of East and West, public libraries provide various services to their communities based on collections. The decisive reason for local residents to visit public libraries is to access and borro w collections. An important condition maintenance to support these activities and services is the library circulation(usage) rules. Therefore, this study compared and analyzed the library membership, maximum loan items, loan period, loan reserve and renewal, overdue fines, disposal of lost and damaged items, loan of non-book materials, loan regulations for the disabled. And after checking the relative deviations in connection with the library cases of major developed countries, this study proposed the improvement of circulation rules. In order to minimize public complaints about circulation services and to relieve the burden of practitioners such as personnel disadvantage due to administrative audit for non-recoverable ite ms, public libraries must faithfully rearrange the circulation rules and regulations.
