This study purports to investigate the status quo of the aged and disabled-friendly system in public health centers through the questionnaire survey and field interview. Data were collected from a total of 101 public health centers. The survey results revealed that the aged and disabled-friendly system in public health centers were not sufficient for meeting the needs of the elderly and disabled people. Based upon the study results, the following suggestions can be made to establish the aged and the disabled-friendly system in public health centers. The results of the study will make a contribution to establishing a good system for the aged and the disabled persons. In detail, they will be able to provide useful information for evaluating the status quo of the aged and the disabled-friendly system in many institutions. In addition, The results could be used as a practical strategy for improving the quality of the facilities for the aged and the disabled. In conclusion, the strategy and evaluation tool developed in the study will provide a good guide for establishing the aged and the disabled-friendly system in any institutions.

In recent years, Korean public libraries, placed under changing circumstances, require that some new and positive financial policies be formulated for the improvement of their services. T he purpose of this study is to propose a scheme to ensure the revenues of Korean public libraries. The main contents of this study are as follows : (1) Public finance theory is applied to the question of why the public library is publicly supported. The public library does not contribute to stabilization, but it does playa role in each of the other public sector functions : allocation of resources and redistribution of income. In public finance terms there is justification for at least partial subsidy of public library services, which have the attributes of public goods, merit goods and externalities. (2) Public libraries in Korea find themselves suffering from limited budgets. They are neglected in national and local budgets. The lack of adequate funding for library collections prevents libraries from rendering efficient services. (3) In order to put the finances of the Korean public library system on a firm basis, the following proposals are made: 1) It is proposed that the parallel administration under which public libraries are organized be unified to be directly under the local governments. 2) It is proposed that the legislative and administrative system for public library finance be strengthened. (1) Library expenses should be itemized independently in the calculation of general grants-in-aid to local governments. (2) A fixed portion of the total municipal revenue should be appropriated for public library services. It can be executed by making provisions expressly in the annual guidelines for budgeting, municipal ordinances, or in the Library Promotion Law. The rate of allocation should be specified as a part of the national public library development plan. (3) Library tax as a local tax can be imposed. An indirect tax is preferable in order to avoid public misunderstanding and antagonism. 3) The augmentation of the specific grants-in-aid for the public library is proposed. The Library Promotion Law and the Law on Budget and Administration of Grants should be amended to oblige the central government to give financial assistance to local public libraries. 4) It is proposed that strategies to encourage private endowments be worked out. Revision of the Law on Tax Reduction and Exemption and the activation of an advisory library committee at each public library are recommended. 5) Funding and utilization of the envisioned Library Promotion Foundation is proposed. Government contributions, contributions from the Culture and Arts Foundation, and donations from individuals, corporations, and enterprises can be considered as the financial resources of the Foundation. 6) It is proposed that the structure of the Korean Library Association be consolidated to exercise greater influence over the formation of national policy on the public library system. 7) It is proposed as an ultimate guarantee of the health of the public libraries that the citizenry be educated to strongly support library services in responce to the active services provided by the public libraries.

The purpose of this study was to provide basic information about hierarchical spatial compositions of lounges and corridors in elderly skilled nursing facilities through the analysis of elderly residents' behaviors. For the study, five researchers observed the behavior of the elderly in the lounges and corridors of five facilities from 10 AM. to 4 PM. at 30-minute intervals for the investigation of hierarchical spatial compositions. And then, the design characteristics of public and semi-public area were analyzed by evaluating their openness, centrality, accessibility, and stimulations. The results of this study were as follows. First, the public area was focused on the lounge, and the semi-public area was formed on the comers of corridors and the parts of lounge walls. The private and semi-private area were distributed to the whole lounges and corridors. Second, in morning time, the semi-public area was concentrated on the wall of lounge instead of on the comers of corridors, and in afternoon, the residents' behaviors relevant to the private and semi-public areas were increased. Especially, the comers of corridors were utilized as the main semi-public areas. Third, the public area could encourage the participation of the elderly residents when it was opened to other areas more than 40% and close to the nursing station. But, the central garden made the accessibility from the elderly private room to the public area not good. The ideal openness of semi-public area was indicated as 25-30%, and its centrality was $10{\sim}15m$ which was a little far from the nursing station. Forth, furniture arrangements gave large influence to the behavior characteristics in the semi-public areas. Especially, sofa arrangements in the comers of corridors increased informal interactions among the elderly. In conclusion, the public area needs high rate of openness and should satisfy both of the centrality and accessibility so that it lead the elderly participations from the private and semi-private areas. The semi-public area should be in a little distance from nursing station and provide with furniture sets for the elderly informal interactions.

경력개발이나 경력이동에 관한 연구가 최근 들어 활발하게 이루어지고 있음에도 불구하고 국내 사서직계에서만은 경력개발에 대한 연구가 거의 이루어지고 있지 않고 있는 것이 현실이다. 이에 본 연구에서는 사서인력의 경력이동 및 경력개발의 한 분야로 공공도서관 관장의 경력이동 및 개발 현황에 대해서 조사하고자 하였다. 현직 공공도서관 관장을 대상으로 설문조사를 수행하였으며, 공공도서관 관장의 경력개발부분에서는 입직시 연령, 경력출발유형, 최초로 관장이 된 시기, 경력이동에 영향을 주는 요인, 직장이동경로 및 경력단계별 근무년수, 관장이 되기까지 바꾼 부서의 횟수, 교육훈련의 기회 등에 대해서 분석하였다. 또한 응답자가 도서관 관장이 되기까지 어떠한 노력을 하였는지를 알아보고자 하였으며, 그 결과 설문에 응한 현직 관장은 도서관 관장이 되기 위해 45.1%가 지식과 능력개발을 위하여 노력하였다고 응답하였고, 23.6%가 정직과 성실성 향상 등 인성관련 노력을 하였다고 응답하였으며 도서관에 대한 적성과 자기관리 노력을 하였다는 응답자도 12.8%나 되었다. 공공도서관 관장의 경력개발과정 분석을 통해 공공도서관 관장이 되기 위한 경력개발과정을 발견하고 이상적인 경력개발 경로를 제시할 수 있을 것으로 보인다.

근래에 와서 성인과 아동에 비해 공공도서관서비스의 혜택을 제대로 누리지 못하고 있는 청소년 이용자 군에 대한 관심이 증가하고 있으며, 특히 아동에서부터 성인으로 성장해 가는 발달과정에 있는 청소년들을 위하여 청소년들의 독특한 정보요구에 맞추어 서비스하도록 강조하고 있다. 이를 위해 청소년들의 요구조사가 실시되고 사회적으로 심각한 청소년문제 해결을 위해 공공도서관의 역할이 중요시되고 있다. 이에 따라 도서관계에서는 청소년서비스에 필요한 지침, 권고사항, 매뉴얼 등 기본사항을 제시하여 청소년서비스 개선에 도움을 주고 있다. 본 논문은 국내 공공도서관에서도 청소년서비스의 중요성을 인식하고 보다 체계적으로 청소년서비스를 제공할 수 있도록 미 도서관계에서 제시한 청소년서비스에 관한 기본사항을 소개하고 있다.

Girault는 자체 인증 공개키(self-certified public key)의 개념과 함께 이를 사용한 키 분배 프로토롤을 제안하였고 후에 Rueppel과 Oorschot는 이를 변형한 프로토콜들을 제안하였다. 자체인증 공개키에 기반한 키 분배 프로토콜은 사용자가 자신의 비밀키를 직접 선택하므로 개인식별 정보에 기반한 방식의 문제점으로 지적되었던 신뢰센터가 임의의 사용자로 위장할 수 있는 문제를 해결할 수 있고, 또한 메모리와 계산량을 감소시킬 수 있다는 장점이 있다. 그러나, 키 분배 프로토콜의 안전성에 대한 구체적인 증명은 아직까지 미흡한 실정이다. 본 논문에서는 지금까지 제안된 자체인증 공개키에 기반한 키분배 프로토콜에 대한 능동적 공격자 환경에서의 구체적인 안전성 분석을 수행하고자 한다. 본 논문에서 고려하는 공격은 active impersonation 공격, key-compromise impersonation 공격, forward secrecy, known key secuity이며, 안전성 증명에는 수학적 귀착 이론을 이용한다.

As of September 2021, COVID-19 is still seriously impacting people globally. To better control the epidemic, the Chinese government adopted a nationwide quarantine policy at the early stage of the discovery of COVID-19, which has significantly changed people's production and life. China's Douyin app (International version: TikTok) is an extremely influential entertainment and social tool. During COVID-19, a large number of short videos about COVID-19 appeared. Publishers included government agencies, professionals, and self-media. The content released has made Douyin a tool for people to receive COVID-19 information in addition to entertainment and social functions. This is a quantitative study. By exploring the impact of the Douyin app on Chinese college students during COVID-19, this study provides suggestions from the level of social media such as TikTok to enable Korea's epidemic prevention to be more effective. This study established variable questions such as Douyin's information perceived value, information usage channels, information awareness, anti-epidemic policy attitude, trust of public institution and preventive behavioral intention, and conducted a questionnaire survey. Using SPSS to analyze the obtained data, this study found that: 1. The short video information usage channels about COVID-19 in Douyin have a positive impact on the audience's information awareness; 2. The information perceived value in Douyin has a positive impact on the audience's information awareness; 3. Information awareness and trust of public institution in Douyin have a positive impact on the audience's anti-epidemic policy attitude; 4. Information awareness and trust of public institutions in Douyin have a positive impact on the audience's preventive behavioral intention; 5. The audience's anti-epidemic policy attitude has a positive effect on preventive behavioral intention.

무선인터넷 기술의 급속한 발전과 스마트폰의 빠른 확산으로 인해 국내 외 앱스토어를 통해 다양한 모바일 앱이 개발 배포되고 있다. 이에 따라 중앙정부부처나 지방자치단체에서도 모바일 전자정부를 보다 적극적으로 체험하고 활용할 수 있도록 공공용 모바일 앱(이하 공공앱)을 개발 제공하고 있으나, 서비스 이용률은 지극히 낮은 편이다. 본 연구는 지방자치단체(이하 지자체)의 공공앱 서비스 관계자를 제공자, 개발자, 사용자로 구분하고, 심화된 인터뷰를 통해 공공앱 서비스의 기획 및 제작, 전반적인 관리, 사용 측면에서 현황 및 문제점을 제시하였다. 또한, 인터뷰 결과를 바탕으로 전자정부 표준프레임워크 적용, 공공앱 서비스의 관리조직 및 체계 정비, 모바일 환경에 맞는 홍보전략, 사용자 맞춤형 정보제공, 공공정보의 개방 및 활용 증대 등의 활성화 방안으로 제시하였다. 본 연구는 학문적으로 관련 연구가 부족한 모바일 전자정부 및 공공앱 분야의 연구에서 후속 연구를 위한 기초자료로 적용될 수 있고, 사용자, 제공자, 개발자 그룹을 대상으로 한 심화된 인터뷰 결과를 바탕으로 질적연구를 수행하였다는 점에서 의의가 있다. 실무적으로 본 논문에서 제시된 공공앱 서비스의 현황자료와 인터뷰 결과는 부산시와 공공앱 개발업체에서 관련 현황분석 및 활성화 방안마련에 활용할 수 있다. 또한, 지자체 및 중앙정부의 모바일 전자정부 서비스와 관련한 정책 결정 및 관련 기관의 전략 수립에 도움을 줄 수 있을 것으로 기대된다.

It is childhood yet in uTradeHub system practical use. According as company's necessity of cost-saving is increased according to trade terms aggravation such as uncertainty of international money market, commodities prices rise, necessity of e-trade practical use in company is increased. Use is inevitable by state that link with e-Nego and e-B/L service with related presentation e-L/C banks is not made. At the present users are doing specification only service this main point, and practical use activation through public information and marketing about service is needed situation because most of, companies which is not using service, do not know about existence availability of uTradeHub system, usage, availability. This study presented five such as early materialization of user center's link and integration, medium and small enterprises e-trade participation extension, utilization ratio raising through government's public information, e-trade cooperation business activation between the country, electronic documents standardization etc. by prompting competition about practical use of uTradeHub system.

The Communication Processing Systems(CPS) is a gateway that supports 01410 hitel service by connecting the public switched telephone network(PSTN) with the public switched data network(PSDN). The CPS is made the meausred rate accounting method for the biling after extracting the originating numbers from the nearest local PSTN. In this paper, a numerical simulation is carried out on the offered traffic per user on the telephone access part of the CPS according to change of call loss probability and also propose the proper number of channels based on the simulation results.
