선원용 피로위험관리시스템(Fatigue Risk Management System) 개발 방안

  • 국내외 해양사고 통계에서 선원 피로가 해양사고의 주요 원인 중 하나로 꼽히고 있다. USCG의 보고에 의하면 선박충돌 및 좌초사고를 포함한 중대한 해양사고에서 인간과실의 원인으로 선박승무원의 피로가 약 16% 기여한 것으로 조사되었고, 인명손상사고의 약 33%가 피로에 의한 것으로 나타났다.(USCG, 1996). 또한 영국 해양사고조사국(MAIB)에 의하면 1994년부터 2003년까지 10년간 전체 해양사고의 1/3에서 선원피로가 사고원인으로 기여하였음이 확인되었다(MAIB, 2004). 2003년 스웨덴에서의 연구결과 약 73% 정도의 당직근무자들이 당직근무 기간 중 최소 1회 또는 그 이상 졸음에 빠져들었다는 사실이 확인되었다(KMST, 2012). 최근 개최된 IMO 인적요소훈련당직 전문위원회(Sub-Committee On Human Element, Training And Watchkeeping ; HTW) 회의에서는 MSC 74차에 회의에서 최종 승인된 "피로에 관한 지침서(Guidelines on Fatigue)"에 대한 개정 논의가 이루어지고 있다. 본 발표에서는 현재 IMO에서 논의 중인 "피로에 관한 지침"의 개정안과 개정안의 핵심 내용인 피로위험관리시스템(Fatigue Risk Management System)에 대한 연구개발 방향을 소개하고자 한다.

Text Mining Analysis Technique on ECDIS Accident Report (텍스트 마이닝 기법을 활용한 ECDIS 사고보고서 분석)

  • SOLAS requires that ECDIS be installed on ships of more than 500 gross tonnage engaged in international navigation until the first inspection arriving after July 1, 2018. Several accidents related to the use of ECDIS have occurred with its installation as a new major navigation instrument. The 12 incident reports issued by MAIB, BSU, BEAmer, DMAIB, and DSB were analyzed, and the cause of accident was determined to be related to the operation of the navigator and the ECDIS system. The text was analyzed using the R-program to quantitatively analyze words related to the cause of the accident. We used text mining techniques such as Wordcloud, Wordnetwork and Wordweight to represent the importance of words according to their frequency of derivation. Wordcloud uses the N-gram model as a way of expressing the frequency of used words in cloud form. As a result of the uni-gram analysis of the N-gram model, ECDIS words were obtained the most, and the bi-gram analysis results showed that the word "Safety Contour" was used most frequently. Based on the bi-gram analysis, the causative words are classified into the officer and the ECDIS system, and the related words are represented by Wordnetwork. Finally, the related words with the of icer and the ECDIS system were composed of word corpus, and Wordweight was applied to analyze the change in corpus frequency by year. As a result of analyzing the tendency of corpus variation with the trend line graph, more recently, the corpus of the officer has decreased, and conversely, the corpus of the ECDIS system is gradually increasing.

Analysis of Workload of the Domestic Coastal Ship Duty Officer to Prevent Marine Accidents (해양사고 예방을 위한 국내 연안선 항해당직자의 업무 부하 분석)

  • Objective: The purpose of this study is to measure the workload of Korea coastal ship crew members, to investigate whether they are following work-break time regulations and to identify the main causes of their workload. Background: According to the US Coast Guard, about 33% of human casualties are reported to be due to fatigue, and 30% of marine casualties reported by the British Marine Accident Investigation Agency (MAIB) are attributed to crew fatigue. But the coastal ship are not managed for business hours and breaks despite the harsh environment. Method: The workload of duty crew members on the 100 domestic coastal vessels was measured. It was also investigated whether they are following domestic and international work-break time regulations. Finally, the marine accidents resulted from the fatigue of the crew was analyzed. Results: As a result of workload analysis, the workload on the 42~62% of the vessels exceeded the standard of working time on the related regulation. The workload increased with the number of inbound and outbound ports. Especially, in the system where there are two seafarers, the workload exceeded the working time requirement. As a result of the marine accidents analysis on 100 vessels, it was found that collision and grounding occurred due to fatigue, workload and drowsiness in 7 marine accidents out of 30 marine accidents. Conclusion: It is necessary for the shipping companies to introduce an operation management manual for the management of the crews' workload and reasonable crew arrangement. It is also required for crew members to easily record work times and for shipping companies to manage the record. It would be possible to prevent many marine accidents by providing adequate rest to the crews and flexibly adjusting their working hours. Application: The results of this study can be used as fundamental data to manage crews' fatigue and to make job management manuals.

A Comparative Study on the Investigation and Inquiry System of Marine Accidents (해양사고 조사ㆍ심판제도의 비교연구)

  • This study describes and discusses the marine accidents investigation & inquiry system of Korea, U.K., U.S.A., the Netherlands and Japan. As the results of the comparison of them, the following recommendations are made with respect to improve the system in Korea. (1) The Agency should be independent from the central Government with respect to the budged, personnel management and a agency building. (2) The inspection function and judgment function should be divided into separate Agency. (3) The Agency should has a recommendation right to Government agency according to the results of investigation. (4) The composition of inspectors & judges must be diversified including navigation, marine engineering and naval architecture background. (5) The Agency should have co-operative system with the Marine Police Agency. (6) International affairs division should be included in the Agency to promote international relations.
