The effective noise reduction method in infrared image using bilateral filter based on median value

  • In this paper, we propose the bilateral filter based on median value that can reduce random noise and impulse noise with minimal loss of contour information. In general, EO / IR camera to generate a random or impulse noise due to a number of reasons. This noise reduces the performance of detecting and tracking by signal processing. To reduce noise, our proposed bilateral filter sorts the values of the target pixel and the peripheral pixels, and extracts a median filter coefficients of the Gaussian type. Then to extract the Gaussian filter coefficient involved with the distance between the center pixel and the surrounding pixels. As using those filter coefficients, our proposed method can remove the various noise effectively while minimizing the loss of the contour information. To validate our proposed method, we present experimental results for several IR images.

  • To constoruct a multi-channel system like Optical Frequency Division Multiplexing (OFDM) with the vast amount of transmission capability, a frequency stabilization is essential technique for getting narrower channel spacing and for minimizing fluctuation of oscillation frquency of each channel. This paper proposes a novel multi-channel optical frequency stabilization scheme that uses wavelength crossover properties of a Arrayed Waveguide Grating(AWG). The proposed scheme includes an effective control algorithm that carries out frequency stabilization of all channels through a simple control circuit, simulaneously. And also, a design method of AWG is included which has higher resolutio in consideration of system loss.

  • A new Pareto-optimal design algorithm, requiring least computational work, is proposed for a single phase AC solenoid actuator with multi-design-objectives: maximizing holding force and minimizing eddy current loss simultaneously. In the algorithm, the design space is successively reduced by a suitable factor, as iteration repeats, with the center of pseudo-optimal point. At each iteration, the objective functions are approximated to a simple second-order response surface with the CCD sampling points generated within the reduced design space, and Pareto-optimal solutions are obtained by applying($1+{\lambda}$) evolution strategy with the fitness values of Pareto strength.

  • Directional couplers of gradient-index plastic optical fibers were fabricated and characterized. In particular, we have employed a core-facet technique to make the directional couplers, which require mechanical side polishing and linkage. We have measured insertion loss, excess loss, and coupling ratio of the fabricated couplers as a function of polishing depth and coupling length. We found that polishing depth of $\~300{\mu}m$ and coupling length of $\~35mm$ are optimum conditions for minimizing the insertion and excess losses and for achieving 1: 1 coupling ratio.

  • This paper presents an efficient packet loss resilient scheme for real-time video transmission over the Internet. By analyzing the temporal and spatial dependencies in inter- and intra-frames, we assign forward error correction codes (FEC) across video packets for minimizing the effect of error concealment and error propagation from packet loss. To achieve optimal allocation of FEC codes, we formulate the effect of packet loss on video quality degradation as packet distortion model. Then we propose an unequal FEC assignment scheme with low complexity based on packet correction rate, which uses the packet distortion model and includes channel status information. Simulation results show that the proposed FEC assignment scheme gives substantial improvement for the received video quality in packet lossy networks. Furthermore the proposed scheme achieves relatively smaller degradation of video quality with higher packet loss rates.

Development of Hybrid (Sb/Ca) Flooded Lead-Acid Battery for Minimizing Water Loss (감액 특성 향상을 위한 하이브리드(Sb/Ca) 액식 연축전지 개발)

  • One disadvantage of deep cycle flooded lead-acid batteries is increasing water loss caused by use of (+) Pb-Sb / (-) Pb-Sb alloy grid. Water loss is generated by the emission of hydrogen gas from the (-) electrode during battery charging. In this paper, we maintain cycle life aspect through the development of hybrid flooded lead-acid batteries to which a (+) Pb-Sb / (-) Pb-Ca grid is applied and deal with the improvement of water loss. The amount of water loss compared to that of the (-) Pb-Sb grid decreased when Ca was added to the (-) Pb grid. For the (-) Pb-Ca grid, it was confirmed that the time to reach 0.0 V, at which water decomposition occurs, was increased compared to that of the (-) Pb-Sb grid at the NPV (Negative Potential Voltage). In the cycle life test conducted with the BCI (Battery Council International) standard, compared to the (+) Pb-Ca grid, the (+) Pb-Sb grid increased the life cycle of the batteries and the (+) Pb-Ca grid showed an early end of life due to PbO corrosion layer generation, as determined through SEM / EDS and Tear Down analysis. In conclusion, by addition of Sb to (+) Pb grid and Ca to (-) Pb grid, we developed a hybrid flooded lead-acid battery that meets user requirements to improve water loss characteristics and preserve cycle life characteristics.

  • Recently, as the solar power generation market is rapidly increasing, interest is focused on research for minimizing the output of the solar cell module. The role of the power optimizer is important when inconsistencies occur in photovoltaic power generation. In the conventional system, centralized inverter method and microinverter method are mainly used. In this paper, we analyze the problem of power generation efficiency loss due to the incompatibility of existing system configuration methods. We also proposed a module - type power compensation method that can improve the mismatch caused by shading. The proposed module - based power optimizer is implemented and compared with the existing operation method. From the simulation result, it was confirmed that the efficiency of the proposed operation method is improved compared to the existing method.

Optimum Reserves in Vietnam Based on the Approach of Cost-Benefit for Holding Reserves and Sovereign Risk

  • This paper estimates the optimum level of reserves in Vietnam based on the approach of reserves' cost-benefit and sovereign risk which is one of developing countries' characteristics. The cost of reserves is the opportunity cost when holding reserves. The benefit of reserves is the loss due to country's default in case that there is no reserves to finance external debt payment. The optimum reserves is found out by minimizing the total of opportunity cost and loss due to country's default with the probability of default. Through the usage of HP Filter method for calculating the loss due to country's default, ARDL regression for the risk premium model and lending rate of VND as proxy for opportunity cost together with the Vietnamese economic data in the period of 2005 - 2017, the empirical results show that the optimum reserves in Vietnam is almost higher than the actual reserves during the research period except the point of Q3/2008 and the last point of research period - Q4/2017. Therefore, Vietnam should continue to increase reserves for safety but Vietnam does not need pushing quickly the speed of increasing reserves. In addition, controlling Vietnamese optimum reserves is necessary to help the actual reserves become reasonable.

A Dynamic Packet Recovery Mechanism for Realtime Service in Mobile Computing Environments

  • This paper analyzes the characteristics of packet losses in mobile computing environments based on the Gilbert model and then describes a mechanism that can recover the lost audio packets using redundant data. Using information periodically reported by a receiver, the sender dynamically adjusts the amount and offset values of redundant data with the constraint of minimizing the bandwidth consumption of wireless links. Since mobile computing environments can be often characterized by frequent and consecutive packet losses, loss recovery mechanism need to deal efficiently with both random and consecutive packet losses. To achieve this, the suggested mechanism uses relatively large, discontinuous exponential offset values. That gives the same effect as using both the sequential and interleaving redundant information. To verify the effectiveness of the mechanism, we extended and implemented RTP/RTCP and applications. The experimental results show that our mechanism, with an exponential offset, achieves a remarkably low complete packet loss rate and adapts dynamically to the fluctuation of the packet loss pattern in mobile computing environments.

  • Piracy has been an ongoing and serious problem in international shipping industry. Somalia is often in the news these days. Somalia has been in a state of unrest for more than two centuries. In recent times, the situation has remained unstable. The persistent unrest is the major driver behind the piracy epidemic in Somalia waters. By the MIA 1906, s.78(1), the expenses in order to be recoverable must have been "properly incurred". The underwriter is also liable in certain circumstances for expenses incurred by the assured in an attempt to avert or diminish loss covered by the policy, under provisions. This class of expenditure is commonly referred to as sue and labour expenses, or suing and labouring expenses; less commonly, as particular charges. The standard marine policy(the S.G.Form) contained what was invariably called the sue and labour clause, which has been replaced in the current Institute Clauses by the "Duty of Assured(Sue and Labour)" Clause in the Hull Clauses, and the "Duty of Assured" Clause, headed "Minimizing losses", in the Cargo Clauses. Sue and labour charges are not confined to expenditure on the part of the assured and his agents, but can include quantified loss consequent upon a sacrifice properly and reasonably made to avert or minimize an insured loss.
