Analysis of administration system for lightning damage in developed countries (선진국의 낙뢰피해 관리운영체제 분석)

  • Recently, the lightning damage to human and structure is increasing steadily and many countries try to reduce lightning-caused casualties and economical loss through special disaster management system. The organization of warning system and management system for lightning damage in developed countries were investigated in this paper. The organization of central government for disaster management and cooperation system with local government in USA, Japan, the Britain, and Germany were introduced and the division of roles with meteorological administration were described.

Retrospective Study on Factors Influencing Facial Nerve Damage of Acute Peripheral Facial Palsy Patients: by Electromyography (급성 말초성 안면신경마비 환자의 안면신경 손상 정도에 영향을 미치는 요인에 대한 후향적 연구: 근전도검사를 이용하여)

  • Objectives : This research was conducted to investigate the factors that affect the level of facial nerve damage. Methods : From October 2009 to September 2013, the total number of 581 patients of Bell's palsy and Ramsay-Hunt syndrome visited Facial Palsy Center in Kyung Hee University Hospital at Gangdong for Traditional Korean and Western combined medical treatment. Of these, 453 patients of peripheral facial nerve palsy were selected for the research. After reviewing the medical records that have details of age, gender, diagnosis(Bell's palsy and Ramsay-Hunt syndrome), onset, underlying diseases(DM, HTN), and HbAlc value, the analysis on the influence factors on the level of facial nerve damage was drew out. Results : The axonal loss rate of oris branch and nasal branch were significantly higher than the axonal loss rate of frontal branch and oculi branch. In addition, the frequency of becoming a major damaged branch was also high in the oris branch nasal branch. The factors by month, weather, smoking, and alcohol did not influence EMG axonal loss rate. Male rather than female and patient with Rasmay-Hut syndrome rather than Bell's palsy had a higher axonal loss rate in all branches. Of those, front of branch of male was remarkably higher than female. Patient with DM as P/H had high axonal loss rate in all branches. Patient with HTN as P/H had high axonal loss rate in all branches except for oris branches. Patients with DM and HTN group had significantly higher value from the average of axonal loss rate than patients who are only with HTN and without DM/HTN. DM alone group had significantly higher value than patients who are without DM/HTN. However, HTN alone was not significantly high. By analysing HbAlc of the patients who were hospitalised regardless DM, axonal loss rate was high in the order of DM group, preDM group, normal group. Nevertheless, only DM group showed higher axonal rate statistically than normal group. Considering DM and HbA1c value, the patients can be divided into 4 different groups of hkDM, lkDM, hfDM and nDM. By analysing those groups, the average damaged value of the groups with diagnosis followed by treatment(lkDM, hkDM) were higher than the average rate of hfDM and statistically higher than the rate of the nDM. Conclusions : The influential factors of increasing the level of EMG damage are male(only for the frontal branch), age above sixties, HTN, DM, and HbAlc value above 6.5. Besides, the negligible factors are month, season, diagnosis, alcohol, and smoking. Further research including clinical prognosis should be conducted.

  • Storm and flood damage management systems in national disaster management system(NDMS) were organized into three operation systems. They are prevention, preparation, response, and recovery systems. Disaster resources in each system must be promptly and exactly applied to minimize casualties and loss of properties. However, the disaster resources in current management system can not be immediately used in calamity situation due to the lack of efficiency in statistical data. In this study, the classification system of the disaster resources in storm and flood damage systems was examined to develop the a standard technology in disaster resources management. Problems and reformation points of the classification system were also presented to improve the classification technique and to construct the data base.

Roll의 수명예측 model 개발

  • The prevention of roll breakage in hot rolling process is improtant to reduce maintenance cost and production loss. Rolling conditions such as the roll force and torque have been intensively studied to overcome the roll breakage. in the present work, a model for life prediction of work rolls under working condition was developed and discussed. The model consists of stress analysis, crack propagation, wear and fatigue calculation model. Roll life can be predicted by stress, crack depth and fatigue damage calculated from this model. The reliability of stress analysis is backed up by the FEM analysis. From the result of simulation using by pressent model, although the fatigue damage of back up roll reachs 80% of practical limit, that of workroll was less than 40%. In edge section of workroll stress amplification is found by wear and bender effect. We can judge that workroll failures are not due to fatigue damage, crack propagation by bending stress but stress amplification by wear and bender in present working condition.

  • The assessment of catastrophic accidents such as BLEVE, vapor cloud explosion, and toxic material releases in the chemical process industries(CPI) shall be carried out according to the Requirement of PSM/SMS enforced by Korea Government Agencies, but reasonable models are not proposed for the practical application. The traditional models, TNT Equivalency Model, are well-known and helpful for the assessment of vapor cloud explosion. However, the estimated-damage-area using the traditional model has much more deviations comparing to the real damage caused by vapor cloud explosion suffered before. These are why an expert system for the assessment of vapor cloud explosion has been developed, which is based on theoretical, statistical and experimental data, and it would be helpful for CPI to evaluate the damage-area in case of vapor cloud explosion.

Development of an Accident Sequence Precursor Methodology and its Application to Significant Accident Precursors

  • The systematic management of plant risk is crucial for enhancing the safety of nuclear power plants and for designing new nuclear power plants. Accident sequence precursor (ASP) analysis may be able to provide risk significance of operational experience by using probabilistic risk assessment to evaluate an operational event quantitatively in terms of its impact on core damage. In this study, an ASP methodology for two operation mode, full power and low power/shutdown operation, has been developed and applied to significant accident precursors that may occur during the operation of nuclear power plants. Two operational events, loss of feedwater and steam generator tube rupture, are identified as ASPs. Therefore, the ASP methodology developed in this study may contribute to identifying plant risk significance as well as to enhancing the safety of nuclear power plants by applying this methodology systematically.

Hypertension and cognitive dysfunction: a narrative review

  • Cognitive dysfunction is relatively less considered a complication of hypertension. However, there is sufficient evidence to show that high blood pressure in middle age increases the risk of cognitive decline and dementia in old age. The greatest impact on cognitive function in those with hypertension is on executive or frontal lobe function, similar to the area most damaged in vascular dementia. Possible cognitive disorders associated with hypertension are vascular dementia, Alzheimer disease, and Lewy body dementia, listed in decreasing strength of association. The pathophysiology of cognitive dysfunction in individuals with hypertension includes brain atrophy, microinfarcts, microbleeds, neuronal loss, white matter lesions, network disruption, neurovascular unit damage, reduced cerebral blood flow, blood-brain barrier damage, enlarged perivascular damage, and proteinopathy. Antihypertensive drugs may reduce the risk of cognitive decline and dementia. Given the high prevalence of dementia and its impact on quality of life, treatment of hypertension to reduce cognitive decline may be a clinically relevant intervention.

Seismic fragility analysis of corroded RC pier strengthened by engineered cementitious composites

  • When a reinforced concrete (RC) structure is exposed to a corrosive environment for an extended period of time, the material qualities deteriorate, resulting in a loss in seismic performance. Engineered Cementitious Composites (ECC) have been used to reinforce the corroded RC structure, which can achieve reinforcement effectiveness for a small change in cross-section size. In this work, finite element models of unjacketed RC pier and ECC jacketed pier were established and verified by experimental tests, with the buckling effect of longitudinal reinforcement considered. Compared with the unjacketed pier, the displacement of the pier top of the ECC jacketed pier was reduced by about 9.52% under earthquake action. In the case of moderate and major earthquakes, the probability of exceedance of ECC jacketed pier is significantly reduced. For the case of rare earthquake loading, with the ECC jacket, the e of the pier experiencing serious damage and complete damage states is reduced by 10.29% and 29.78%, respectively.

Hair Changes with the Use of Mist during Hair Bleaching (탈색 시술 시 미스트 사용 여부에 따른 모발의 변화)

  • This study reduced the number of hair bleachings and used a hair steamer machine to reduce hair damage during hair coloring. In addition, such treatment was given, focusing on the use of hair mist. When the $L^{\ast}a^{\ast}b^{\ast}$ values for bleached hair were measured using a spectrum colorimeter, the mist steamer-based hair revealed higher brightness. Hair damage was low when moisture contents were high after hair drying with the use of the mist steamer machine. The mist treatment-less hair showed more blurred cuticle boundaries than mist-treated hair. In other words, this confirms that cuticles are protected by the use of a mist steamer machine during hair bleaching. It appears that this could minimize hair loss and meet clients' aesthetic needs and satisfaction during color bleaching/coloring.

  • Risk of loss is a term used in the law of contracts to determine which party should bear the burden of risk for damage occurring to goods after the sale has been completed, but before delivery has occurred. Under the Uniform Commercial Code (UCC), there are four risk of loss rules, in order of application. First, it is agreement that is the agreement of the parties controls. Second, the breaching party is liable for any uninsured loss even though breach is unrelated to the problem. Hence, if the breach is the time of delivery, and the goods show up broken, then the breaching rule applies risk of loss on the seller. Third, the delivery by common carrier other than by seller is necessary: Risk of loss shifts from seller to buyer at the time that seller completes its delivery obligations; If it is a destination contract, then risk of loss is on the seller; If it is a delivery contract, then the risk of loss is on the buyer. Fourth, if the seller is a merchant, then the risk of loss shifts to the buyer upon buyer's receipt of the goods. If the buyer never takes possession, then the seller still has the risk of loss. This paper discusses problems of risk of loss under the American law. Specifically, this paper focuses on the interpretation of UCC sections and analysis of various cases. By comparing, also, UCC and Korean law, the paper proposes some implications of risk of loss issues for Korean law.
