Earthquake Loss Estimation of Buried Pipeline Considering Permanent Ground Deformation due to Liquefaction (액상화.영구지반변형을 고려한 지중매설관로의 지진피해 평가)

  • In this study, a prototype model of earthquake loss estimation method will be proposed for the quantitative and qualitative damage evaluation of buried pipeline subjected to Permanent Ground Deformation(PGD) due to liquefaction. With this objective, domestic and foreign status of the arts related with earthquake loss estimation method is summarized at first. Domestic development of computer aided earthquake loss estimation method seems to be difficult for the time being. Thus, referring to HAZUS : Earthquake Loss Estimation Methodology which is developed by FEMA (Federal Emergency Management Agency) and NIBS (National Institute of Building Sciences), earthquake loss estimation procedure of buried pipeline subjected to PGD due to liquefaction are proposed, and then exemplary loss estimation are executed. Considering that there have been no practical earthquake loss estimation method and procedure in Korea, the research accomplishments such as above are considered to be helpful for the substantial development of earthquake loss estimation method of buried pipeline subjected to PGD due to liquefaction.

  • It is important to clear the fault and prevent resulting in damage to power system. Although the frequency of generator internal fault is relatively low, it can lead to incalculable damage to power system as well as generator. Especially, loss of field on generator can cause the generator to lose synchronism for a short time if it is not removed promptly. Therefore, it is needed to conduct research on loss of field relay for detecting or clearing the loss of field. However, the setting of the relay may vary in generator operator or engineer, and the relay is not coordinated well with other elements associated with loss of field. In this paper, we address specifically the coordination of positive offset mho loss of field relay which is one of the protection schemes for loss of field. Computer simulations are performed by using ElectroMagnetic Transients Program-Restructured Version (EMTP-RV) based on actual data.

  • The purpose of this paper is to setup reasonable criterion for underwriters to reimburse the expenses of suing and labouring incurred by assured, using game theory. As for the upper limit for the reimbursement, MIA and ICC do not mention at all but stipulate that proper and reasonable expenses shall be reimbursed, while ITC-Hulls set the amount insured as the upper limit to compensate the sum of expenses and damage loss. And as for failed measures of averting and minimizing loss, MIA and ICC do not mention either, while ITC-Hulls stipulates underwriters shall compensate the expenses and damage loss within the amount insured. The main results of this paper are as follows: First, it is for the benefit of underwriters to reimburse the expenses incurred to take such reasonable measures to avert or minimizing a loss which would be recoverable under the insurance. Second, the expenses of single measure should not be above the amount insured. Third, even if the measures failed, the expense should be reimbursed if it is less than the expected value of the subject-matter insured that could be recovered by the measures. Last, if the measures are taken several times individually, even if the sum of expenses might be above the amount insured, it should be reimbursed.

Cognitive Dysfunction and Hippocampal Damage Induced by Hypoxic-Ischemic Brain Injury and Prolonged Febrile Convulsions in Immature Rats

  • Objective : Perinatal hypoxic-ischemic encephalopathy (HIE) and prolonged febrile seizures (pFS) are common neurologic problems that occur during childhood. However, there is insufficient evidence from experimental studies to conclude that pFS directly induces hippocampal injury. We studied cognitive function and histological changes in a rat model and investigated which among pFS, HIE, or a dual pathologic effect is most detrimental to the health of children. Methods : A rat model of HIE at postnatal day (PD) 7 and a pFS model at PD10 were used. Behavioral and cognitive functions were investigated by means of weekly open field tests from postnatal week (PW) 3 to PW7, and by daily testing with the Morris water maze test at PW8. Pathological changes in the hippocampus were observed in the control, pFS, HIE, and HIE+pFS groups at PW9. Results : The HIE priming group showed a seizure-prone state. The Morris water maze test revealed a decline in cognitive function in the HIE and HIE+pFS groups compared with the pFS and control groups. Additionally, the HIE and HIE+pFS groups showed significant hippocampal neuronal damage, astrogliosis, and volume loss, after maturation. The pFS alone induced minimal hippocampal neuronal damage without astrogliosis or volume loss. Conclusion : Our findings suggest that pFS alone causes no considerable memory or behavioral impairment, or cellular change. In contrast, HIE results in lasting memory impairment and neuronal damage, gliosis, and tissue loss. These findings may contribute to the understanding of the developing brain concerning conditions caused by HIE or pFS.

Building Damage Functions Using Limited Available Data for Volcanic Ash Loss Estimation (가용자료가 제한된 경우 화산재 피해 예측을 위한 손상함수 구축)

  • Catastrophe risk models require the damage functions of each vulnerable item in inventory to estimate volcanic ash losses. The damage functions are used to represent the relation between damage factors and damage and also widely used in engineering and natural hazard studies to calculate the vulnerability. In most cases, damage functions are constructed as fragility or vulnerability curves, and researchers are confused by the similarities between them particularly when they perform interdisciplinary research. Thus, we aim to explain the similarities and differences between fragility and vulnerability curves and their relationship by providing case studies to construct them. In addition, we suggest a simple method to construct the damage functions between damage ratio and volcanic ash thickness using limited damage data. This study comes from the fact that damage functions are generally constructed using damage data. However, there is no available volcanic ash damage data in Korea, and not even enough volcanic disaster data to construct damage functions in the world, compared to other hazards. Using the method suggested in the study and the limited damage data from Japan and New Zealand, we construct Weibull-type functions or linear functions dependent of available data to calculate volcanic ash loss estimation, which we think need to be corrected to make it more suitable for inventory characteristics and environmental conditions in Korea.

  • The delay of construction is one of the most frequent and complicated elements of the claim. And the liquidated damages cause many disputes during the judgement. The liquidated damages should be a compensation for owner's substantial loss, but actually be applied as a damage for breach of contract. These damages are different from owner's loss and give constructors a excessive burden. So we need a more reasonable system than a lump application system. In this study, we make a Improvement System, that based on owner's substantial loss, and suggest the new liquidated damages calculation method.

  • The study is to design optimal aircraft allocation model for sufficing the required level of damage, minimizing attrition cost when the aircrafts attack the enemy's fixed target. When friendly aircraft attacks enemy target, the aircraft will suffer the loss due to the enemy's anti-aircraft weapons and aircraft. For this study, it is required that the probability of target damage by the type of aircraft, level of target damage and attrition cost are computed for the application of this model.

Irradiation damage and recovery in gold-coated fiber optics

  • Fiber optic cables are used extensively for remote monitoring in applications under extreme conditions, such as at high temperatures or in ionizing radiation fields. When high temperature fiber optic cables were subjected to gamma irradiations, there was a significant loss in transmission at wavelengths < 350 nm after only 1 minute of irradiation. Negligible recovery of the fiber optic transmission with time was observed over 2 years, but the irradiation damage was almost completely reversed by high temperature annealing at 400 ℃.

Influence of Current Density Application Time on the Corrosion Damage of Offshore Wind Steel Substructure in Galvanostatic Corrosion Experiment (해상풍력 하부 구조물용 강재의 정전류 부식 시험 시 전류밀도 인가 시간이 부식손상에 미치는 영향)

  • This research investigated the relationship between the corrosion damage characteristics of offshore wind steel substructure and the time of current density application by electrochemical accelerated short-term corrosion test. The galvanostatic corrosion was conducted on the steel specimens in natural seawater with a constant current density ranging from $1mA/cm^2$ to $200mA/cm^2$ for 1 ~ 180 min. Macro and micro observation was carried out on the surface of the corrosion damaged area using SEM and 3-dimensional analysis microscope. The weight loss of the specimens before and after was calculated as the difference between the initial weight prior to corrosion and weight after removal of the corrosion product. It was shown that during galvanostaic corrosion process, the corrosion behavior could be characterized by the onset of pitting corrosion in the early stage and the uniform corrosion in the late stage, showing damage development in the depth direction with the time of current application. The result of the 3D analysis revealed that both damage depth and surface roughness increased with increasing time of current application. The weight loss curves with time showed that a coefficient of determination ($R^2$) was relatively high for the relationship between the time of current application and weight loss. As a result, the degree of corrosion can be controlled by simply varying the time of current application.

Development of Depth-Damage Function by Investigating Flooded Area with Focusing on Building Damage (피해설문조사 기반의 도시지역의 침수심별 피해 추정함수 개발 -건물피해를 중심으로-)

  • In this study, we developed a depth-damage function based on flood damage survey with focusing on building damage in urban area. We designed items for the questionnaire survey to develop a depth-damage function which estimates the amount of damage based on inundation depth targeting Dongducheon, Korea, which has experienced severe inundation damage due to significant flooding in July 2011. Based on the survey of the area, we developed a depth-damage function and used this to estimate the real amount of damage on buildings in the inundation area. To assess the damage on buildings, we categorized buildings into two groups; namely residential buildings and commercial buildings. Also, in order to calculate the real amount of damage caused by flooding, properties and detailed damaged items were sub-divided into two groups for the survey; facilities loss (wall paper, floor paper, painting, electrical facilities, and boilers) and furnishing loss (furniture, electronic products, and daily necessities. We expect this study on the process for developing depth-damage function and on the investigation research for flooded area to help in the efficient implementation of all kinds of disaster management policies and the attainment of a society safe from disaster.
