In this study, BSC model of center for teaching and learning was developed using balanced scorecard suitable for non-profit organization. Firstly, relevant literature surveys and evaluation indicators of various CTL and institution with similar characteristics were examined. Next, a draft BSC model was designed through interviews of specialists. Lastly, the BSC model was proposed by verifying the content validity of the evaluation model by conducting two Delphi surveys. The BSC model of CTL has 4 perspectives: resource, customer, internal process, learning and growth, 9 critical success factors: 2 factors in resource, customer and learning and growth perspectives, 3 factors in internal process perspective, and 23 key performance Indicators: 4 indicators in resource and learning and growth, 7 indicators in customer perspective, 8 indicators in internal process perspective. The implications of this study through the results were as follows: firstly, the proposed BSC model showed an evaluation model suitable for a non-profit organization. Second, the BSC model was linked to the organization's mission and vision. Third, it could contribute to the long-term development of CTL. Lastly, if it could be applied to management, and evaluated, it is expected to play a role of providing basic data for the budget support and spread of the university.
Socially-oriented R&D programs aimed at solving societal problem rather than scientific and industrial fruits have started recently. Societal problem is recognized as dilemma since this problem related to various stakeholders. And this is not solved with single program and needed long-term process. So the perspective of socio-technical system transition including technological and institutional change is needed. This paper suggests policy implication of Socially-oriented R&D programs from socio-technical system transition perspective. 'Transitioning of Socially-oriented R&D program' is the key concept of restructuring the program for the system transition. The establishment of multi-layer transition governance and the transition vision-making and transition experiment planning are the key process of transitioning the R&D program. This paper suggests the ways and issues of implementing this process in Socially-oriented R&D program.

This research was conducted as a part of research project entitled 'A Fact-finding Survey of Management of Vocational Training Institutes and the Development of Training Program Model for their CEO'. The purpose of this paper was to investigate developing strategies for vocational training institutes in three sector; public institute, private institute and private academy for life long education and to develop practical and professional programs based on competencies model of CEO. The major subjects of this paper were developing strategies of three type of vocational training institutes, exploration of competencies of CEO, and training program for CEO. Delphi method was applied two times. The panel consists of 30 experts who relate to vacational training. The panel of experts emphasized the different own mission and function among three type of vocational institutes. Public institutes support the government policy and private institutes and academy. Private institutes develop specialized training programs that reflect the regional demand. Private academies focus on short-term service training. To recognize changing vocational training policy, to develop vision of institute, ethical mind and sense of mission and so on are presented as competencies of CEO.
Date of Bureau of Statistics, including those of Bank of Korea and KDI, in 1995 indicates a market scale of approximately ₩2,800,000,000 in jewelry and personal ornaments, witch points out an average growth rate of 15.3% a year for ten years from 1986 up to 1995, representing a occupancy ratio of 0.78% per G.N.P. Despite the fact that the jewelry and personal ornaments industry has the possibility of high growth it raises problems such as illegal transactions, distortion of quality grades of jewelry (price deference by appraising agencies in Diamond, fabrications of quality in Gold). Furthermore, the personal ornaments market may be said to be still at an early state, as compared with that of advanced countries, including the USA and Japan, due to the small scale of the industry's distribution firms. Accordingly, in order for us to develop the jewelry and personal ornaments industry, one of the value added projects, an improvement in the distribution system of the jewelry and personal ornaments industry. Development of techniques of production and new design, ect, are required. Futhermore, the industry is expected to develop when its importance and contribution to the national economy, a correct understanding of the long-term vision of the industry are expended to all the industries.
Material is a factor for maximizing formative aspect among fashion design factors. Therefore, central axis of modern fashion is performing various trials for escaping from existing cloth and searching for artistic value. Especially, Korean paper is a formative material, which is manufactured through traditional manual work in Korea. The material is used in various fields on the basis of its aesthetic feature. Especially, fashion field performs handcraft activity on the basis of mulberry pulp, which is a prime material of Korean paper. Because the activity can be reinterpreted by world designers, who want to find motive of fashion material in the third world, it is necessary to perform experimental study for developing expressive form on the basis of diversity of Korean paper material. Therefore, the purpose of this study is to perform experimental study by focusing on the development of Korean paper material in order to express formative feature. The study purposes are as follows. The first purpose is to reinterprete the theory through actual work of fiber formation using Korean paper in the current flow where art and design field are fused and compromised. The second purpose is to suggest vision of material development on the basis of formative feature to fashion world focusing its eyesight to Asia and the third countries. The study results are as follows. First, Korean paper has been evaluated as proper material for the fusion of design and art because of its handicraft feature, long-term preservation, heat insulation, absorption, diversity and eastern feature. Second, the study performed various trials for artistic dress material by developing 12 Korean paper works and suggested the development of new material on the basis of formative feature of modem fashion industry.

Object: The purpose of this study was to survey the government official support status of the agricultural diseases, injuries and accidents among Korea and foreign countries and to suggest the agricultural policy of Korea. Methods: For this purpose, we analyzed the current national management support status among four foreign countries and Korea about agricultural diseases, injuries and accidents of farmers. For the foreign countries and the national support current status of agricultural diseases, injuries and accidents, related literature such as books, theses, articles, and web documents from the government organization of each countries were collected and analyzed. Key words for web-site and web documents were agricultural diseases, injuries, and accidents, government official system, safety and health, farmer's welfare, and farmer's official support system. UK, United States of America, France, and Japan were selected as the foreign countries' cases. Results and Conclusions: Implications for the agricultural diseases, injuries and accidents derived from the reviews among foreign countries and Korea were as follows: governmental supports should include (1) efforts on unifying administrative systems, (2) special support and management systems focusing on special subjects such as the agriculture that have been neglected, (3) aligned strategies including vision, goals, long-term plans about national safety and health projects, (4) development of supporting systems considering the features of agriculture, (5) systemized national surveys about occupational injuries and accidents for basic statistics and national studies, (6) active prevention efforts of agricultural diseases, injuries and accidents, and (8) specialized funds for safety and health of Korean farmers.
Transition toward sustainablity being in progress in a variety of areas including climate, energy, household, transportation. This study analyzed system transition and backcasting of its management with case of sustainable transportation, foods, household system transition in the Netherlands. Backcasting has become a popular approach for sustainability taking a more reflexive perspective and looking back to the participatory experiments. In the Netherlands, participatory backcasting utilized as s innovative approach for long-term strategy for sustainability, based on stakeholder involvement, construction of normative sustainable futures, stakeholder leaning. In this study, we can be understood that transition management requires the participation and contribution of business, government, research and the public & public interest groups and backcating is tool leading to a sustainable future vision, stakeholder involvement. To create a new path toward sustainablity, it requires integrated consideration of related policy perspectives and participatory backcasting aiming at system innovations for influencing transitions.
To achieve the "low carbon green growth" vision, the first step is securing core technologies. Therefore, S&T policy direction for green technology development is urgently needed. As of 2008, investment in green technology (GT) development hovered around 10% of the government's total R&D budget. Thus, the Korean government developed a plan to increase that percentage to 15%, by 2013. To develop reasonable investment strategies for green technology development, targeted strategies that reflect technology and market changes by green technology area are needed. However, the overall planning and coordination of national GT development is currently split among, approximately, 10 government ministries. To establish an efficient green technology development system, the so-called "Green Technology R&D Council" should be launched in collaboration with the Presidential Committee on Green Growth and the National Science and Technology Council. Furthermore, to build a solid foundation for commercializing the outcomes of GT development projects and promote GT transfer, the government should undertake two initiatives. First, the government should reinforce GT R&D performance management, by establishing a GT R&D performance management and evaluation system. Second, the government should implement the "customized packaged support for promoting green technology business rights and commercialization" and present "e-marketplace for market-oriented green technologies". Creating a pan-ministerial policy for GT development policy would necessitate restructuring the HR(Human Resources) development system, which is currently separated by technology area. Based upon mid/long-term HR supply and demand forecasts, the government should design differentiated HR development projects, continuously evaluate those projects, and reflect the evaluation results in future policy development. Finally, to create new GT-related industries, the "Green TCS (Testing, Certification, and Standards) System" needs to be implemented. For objective evaluation and diffusion of R&D results by green technology area, a common standardization plan for testing, analysis, and measurement, like the "Green TCS", should be developed and integrated.

Purpose: The objective of this study was to evaluate the outcomes of using the free flap in the reconstruction of maxillary defects. Methods: 27 consecutive cases of maxillary reconstruction with free flap were reviewed. All clinical data were analyzed, including ideal selection of flap, time of reconstruction, recurrence of cancer, postoperative complications, flap design, and follow-up results. The main operative functional items, including speech, oral diet, mastication, eye globe position and function, respiration, and aesthetic results were evaluated. Results: Among the 24 patients who underwent maxillary reconstruction with the free flap, 14 patients underwent immediate reconstruction after maxillary cancer ablation, and 10 patients underwent delayed reconstruction. There occurred 1 flap loss. Recurrences of the cancer after the reconstruction happened in 2 cases. Postoperative complications were 3 cases of gravitational ptosis of the flap, 2 cases of the nasal obstruction, and 1 case of fistula formation. Out of 27 free flaps, there were 15 latissimus dorsi myocutaneous flaps, 5 radial forearm, 4 rectus abdominis myocutaneous flaps, 1 scapular flap, 2 fibula osteocutaneous flap, respectively. Flaps were designed such as 1 lobe in 9 cases, 2 lobes in 9 cases, and 3 lobes in 5 cases. Among the 14 patients who had intraoral defect or who had palatal resection surgery, 2 patients complained the inaccuracy of the pronunciation due to the ptosis of the flap. It was corrected by the reconstruction of the maxillary buttress and hung the sling to the upper direction. All of the 14 patients were able to take unrestricted diets. In 6 patients who had reconstruction of inferior orbital wall with rib bone graft, they preserved normal vision. Aesthetically, most of the patients were satisfied with the result. Conclusion: LD free flap is suggested in uni-maxilla defect as the 1st choice, and fibular osteocutaneous flap and calvarial bone graft to cover the larger defect in bi-maxilla defect.
In the past two decades, structural health monitoring (SHM) systems have been widely installed on various civil infrastructures for the tracking of the state of their structural health and the detection of structural damage or abnormality, through long-term monitoring of environmental conditions as well as structural loadings and responses. In an SHM system, there are plenty of sensors to acquire a huge number of monitoring data, which can factually reflect the in-service condition of the target structure. In order to bridge the gap between SHM and structural maintenance and management (SMM), it is necessary to employ advanced data processing methods to convert the original multi-source heterogeneous field monitoring data into different types of specific physical indicators in order to make effective decisions regarding inspection, maintenance and management. Conventional approaches to data analysis are confronted with challenges from environmental noise, the volume of measurement data, the complexity of computation, etc., and they severely constrain the pervasive application of SHM technology. In recent years, with the rapid progress of computing hardware and image acquisition equipment, the deep learning-based data processing approach offers a new channel for excavating the massive data from an SHM system, towards autonomous, accurate and robust processing of the monitoring data. Many researchers from the SHM community have made efforts to explore the applications of deep learning-based approaches for structural damage detection and structural condition assessment. This paper gives a review on the deep learning-based SHM of civil infrastructures with the main content, including a brief summary of the history of the development of deep learning, the applications of deep learning-based data processing approaches in the SHM of many kinds of civil infrastructures, and the key challenges and future trends of the strategy of deep learning-based SHM.
