Growth Characteristics of Cultured Dark-Banded Rockfish, Sebastes inermis Cuvier (양식산 볼락, Sebastes inermis Cuvier의 성장 특성)

  • The objective of this study is to elucidate the growth pattern of dark-banded rockfish, Sebastes inermis Cuvier, produced by aquaculture in Korea. Larvae from 250 maternal full-sibs were reared until 1,350 days after parturition. During the rearing period, growth equations on days after parturition (X) to the total length (TL) and body weight (BW) were estimated as TL=0.0217X $(r^2=0.8867)$ and $BW=0.0001X^2+0.0713X\;(r^2=0.9858)$, respectively. The relationship between BW and TL was $BW=0.0072TL^{3.4373}\;(r^2=0.9945)$. An increases in the eye diameter (ED) of dark-banded rockfish larvae on days after parturition (X) could be expressed as $ED=-2E-5X^2+0.0326X\;(r^2=0.9886)$. Relative growth equations on TL to head length (HL), snout length (SL), ED and postorbital head length (PHL) were calculated as $HL=0.2652TL\;(r^2=0.9758),\;SL=0.0613TL\;(r^2=0.9602),\;ED=0.0752TL\;(r^2=0.9715)$ and $PHL=0.2652TL\;(r^2=0.9501)$, respectively. Since there were few reports on the long-term growth experiment of this species due to difficulties in rearing techniques, results of this study would give a useful information to the biology and commercial culture techniques of dark-banded rockfish.

Learning from the USA's Single Emergency Number 911: Policy Implications for Korea (미국 긴급번호 911 운영시스템에 관한 연구: 긴급번호 실질적 통합을 위한 정책 시사점 제시 중심으로)

  • In Korea, a single emergency number, such as 911 of the USA and 999 of the UK, does not exist. This issue became highly controversial, when the Sewol Ferry Sinking disaster occurred last year. So, the Korean government has planned to adopt a single emergency number, integrating 112 of the Police, 119 of the Fire and Ambulance, 122 of the Korean Coast Guard, and many other emergency numbers. However, the integration plan recently proposed by the Ministry of Public Safety Security seems to be, what is called, a "partial integration model" which repeals the 122 number, but still maintains 112, 119, and 110 respectively. In this context, the study looks into USA's (diverse) 911 operating system, and subsequently tries to draw general features or characteristics. Further, the research attempts to derive policy implication from the general features. If the proposed partial integration model reflects the policy implications, the model can virtually operate like the 911 system -i.e. a single emergency number system - creating inter-operability between responding agencies such as police, fire, and ambulance, even though it is not a perfect integration model. The features drawn are (1) integration of emergency call-taking, (2) functional separation of call-taking and dispatching, (3) integration of physical facilities for call-taking and dispatching, and (4) professional call-takers and dispatchers. Moreover, the policy implications derived from the characteristics are (1) a user-friendly system - fast but accurate responses, (2) integrated responses to accidents, (3) professional call-taking and dispatching & objective and comprehensive risk assessment, and finally (4) active organizational learning in emergency call centers. Considering the policy implications, the following suggestions need to be applied to the current proposed plan: 1. Emergency services' systems should be tightly linked and connected in a systemic way so that they can communicate and exchange intelligence with one another. 2. Public safety answering points (call centers) of each emergency service should share their education and training modules, manuals, etc. Common training and manuals are also needed for inter-operability. 3. Personal management to enable-long term service in public safety answering points (call centers) should be established as one of the ways to promote professionalism.

A Study on the Directions of Sewol Ferry Tragedy Memorial Park Based on the Analysis on Social Discourse and Recognition Evaluation (도심형 메모리얼파크의 사회적 담론 및 인식분석을 통한 4·16 세월호 참사 추모공원 방향성 제안 연구)

  • The objective of this study is to propose a direction for creating a memorial park for the 250 students victims of the Sewol ferry disaster. To this end, this study first attempted to understand the matters discussed at various levels to create a memorial park and find a way that the park can be built by gathering opinions from the bereaved families and the victims themselves, as well as local residents, and experts. Workshops, competitions, special lectures, and websites, etc, were analyzed. A social discourse analysis methodology was used for systematic analysis, and the analyzed discourse was categorized into 4 types for assessment, and the functions and roles were subdivided into 15 types. To assess the priorities and the adequacy of the discourse, an analytic hierarchy process (AHP) was used among 30 activists, public servants, and experts. Then, a survey was conducted to analyze the perception of the residents (467 participants including the bereaved families) about the memorial park. Based on the results of the analysis, two directions were set for the memorial park. First, is a memorial park to remember the victims in everyday life. It must be a park with various cultural contents instead of a conventional memorial park that is solemn and grave sharing anguish and sorrow. The memorial park for the Sewol ferry disaster must become a space where visitors can naturally encounter and remember the victims. Second, is a park that serves as a catalyst that brings change and innovation to the community. It must be able to bring change to the community with direct and indirect influence. It must serve as an impetus to bring change and innovation to the community in the mid-to-long-term. Having many visitors may also lead to an economic effect. These visitors may not just stay in the park, but even contribute to revitalizing the local businesses. The purpose of this study is to apply the research findings to guide the International Design Competition scheduled for 2020 and serve to establish guidelines for a continuous park management system.
