Recently the study related to life cycle cost analysis of railway structure consisted of a complex is proceeded covering several range, which is considering the methodology of efficiency and rationalization for maintenance and analysing long-time behavior of the structure of looking at standpoint from asset management and safety. But LCCA(life cycle cost analysis) of railway structure was almost impossible as there were not anything datum for maintenance plan, such as maintenance periods related to each of components(painting and corrosion of steel, and cracking of elements, etc)and maintenance proportion, despite of its 100-year history. According, for collecting data related to railway truss bridge, bridge record cards and testing safety papers, and researching question, etc are surveyed and classified for LCC Analysis. Especially, LCC assessment on the side of assets-maintenance considering about initial cost, maintenance cost, and indirect cost is constructed. Maintenance period and complementary measure rate are very important in maintenance. To decide maintenance period, Baysian updating method is applied.

Accordingly, when chemists design a product, they must take into account various parameters not only formulation components also test conditions in order to have long term fungal durability. This paper reviews several biocide options with various industry standards for fungus resistance performance to suggest making new test method for construction sealant industry.
Long Term Asset Management(LTAM) means a plan developed by using LCM(Life Cycle Management) process for optimum life cycle management of significant plant assets at each plant across the fleet. As a part of development of LTAM Strategies on nuclear turbines, a method so as to determine the future failure rates for low pressure turbine facilities at a nuclear plant was studied and developed by using both plant specific and industry-wide performance data. INPO's EPIX data were analyzed and some failure rate evaluation values considering preventive maintenance practices were calculated by using EPRI's PM Basis software. As the result, failure rate functions applicable to a priori and a posteriori replacement of low pressure turbines at a nuclear plant were developed and utilized in an assessment of economics of LCM alternatives on the nuclear turbine facilities in the respects of 40-year and 60-year operation bases.
The microbial biosynthesis of fatty acid of lipid metabolism, which can be used as precursors for the production of fuels of chemicals from renewable carbon sources, has attracted significant attention in recent years. The regulation of fatty acid biosynthesis pathways has been mainly studied in a model prokaryote, Escherichia coli. During the recent period, global regulation of fatty acid metabolic pathways has been demonstrated in another model prokaryote, Bacillus subtilis, as well as in Streptococcus pneumonia. The goal of this study was to increase the production of long-chain fatty acids by developing recombinant E. coli strains that were improved by an elongation cycle of fatty acid synthesis (FAS). The fabB, fabG, fabZ, and fabI genes, all homologous of E. coli, were induced to improve the enzymatic activities for the purpose of overexpressing components of the elongation cycle in the FAS pathway through metabolic engineering. The ${\beta}$-oxoacyl-ACP synthase enzyme catalyzed the addition of acyl-ACP to malonyl-ACP to generate ${\beta}$-oxoacyl-ACP. The enzyme encoded by the fabG gene converted ${\beta}$-oxoacyl-ACP to ${\beta}$-hydroxyacyl-ACP, the fabZ catalyzed the dehydration of ${\beta}$-3-hydroxyacyl-ACP to trans-2-acyl-ACP, and the fabI gene converted trans-2-acyl-ACP to acyl-ACP for long-chain fatty acids. In vivo productivity of total lipids and fatty acids was analyzed to confirm the changes and effects of the inserted genes in E. coli. As a result, lipid was increased 2.16-fold higher and hexadecanoic acid was produced 2.77-fold higher in E. coli JES1030, one of the developed recombinants through this study, than those from the wild-type E. coli.
Maintainability refers to the ease with which maintenance work can be done. It involves the process of ensuring that products can be easily and safely maintained and that the maintenance support requirement is minimized. When a product has a reasonably long life, the cost of operation and support during that life can greatly exceed the initial capital cost. The value to the customer of optimizing maintainability should be evident. Some effort and expense applied to achieving a product which can be easily and cheaply maintained will make very significant savings in the life cycle costs. In this paper, the International Standard IEC 60300-3-10, which is the application guide for maintainability, is considered. This standard can be used to implement a maintainability program covering the initiation, development and in-service phases of a product. It provides guidance on how the maintenance aspects of the tasks should be considered in order to achieve optimum maintainability. The elements of a maintainability program, which are maintenance policy and concept, maintainability studies, project management, design for maintainability, analysis and prediction methods, maintenance verification and validation, analysis of life cycle cost, maintenance support planning, and collection and analysis of maintenance data, are fully discussed in this paper.

The traditional archival theories which are based on the paper records are confronted with a new challenge. In some leading countries of archival studies reorientation of archives management has been tried by a number of distinguished specialists such as Bearman and Hedstrom since 10 years. As a consequence new paradigm of archival theories has been developed. Also in Korea this new paradigm has been introduced by some expert such as Lee, Sang-Min, Sul, Moon-won, Lee, Seung-Eok. However their arguments are too general to offer a concrete clue for new paradigm. Faced by new age of electronic records, it's important to start a discussion for the reasonable methods of electronic records management at once. The most drastically changed part of record management by the electronic technique is the life-cycle of records. The commonly practiced three-stage life-cycle is to be reduced to the two-stage life-cycle, and the concept of the spatial movement of records is to be changed. It can be also pointed that the public emerges as user from the early creating stage of records beyond time and space. Thus is can be said that the method of the management features dynamic and cohesive. The method of appraisal must be also changed and reproduced, so that it can reflect the various levels considering dynamics of the electronic records. Supposedly it will be a core factor that causes the change of methodology in records management with the change of life-cycle theory. It must be noted that various subjects would be involved in the work of classification and description over time and space and that feedback between them is of important. Description also tends to be made at the crating stage of records and structured dynamically. It results from the change of life-cycle and the introduction of the concept of continuum. Such trend allows us to start discussions on the assumption that description of both creator and archival professionals act together an important role. Over the last several years, Korea has increasingly adopted design-build for public construction projects. There is a much greater awareness of the need to change to a system based on 'Value for Money', which is high on the government's agenda. A whole life performance bid evaluation model is proposed to aid decision makers in the selection of a design-builder. This is based on the integration of a framework using an analytic hierarchy process, as the bid awarding system is being changed from one based on the lowest price to one based on best value over the life-cycle. Key criteria such as whole life cost, service life planning and design quality are important through the key stages of the evaluation process. The model uses a systematic and holistic approach, which enables the public sector client to make better decisions in design-builder selection, which will deliver whole life benefits based on long-term cost-effectiveness.
PURPOSES : This study is aimed at development of a stochastic pavement deterioration forecasting model using National Highway Pavement Condition Index (NHPCI) to support infrastructure asset management. Using this model, the deterioration process regarding life expectancy, deterioration speed change, and reliability were estimated. METHODS : Eight years of Long-Term Pavement Performance (LTPP) data fused with traffic loads (Equivalent Single Axle Loads; ESAL) and structural capacity (Structural Number of Pavement; SNP) were used for the deterioration modeling. As an ideal stochastic model for asset management, Bayesian Markov multi-state exponential hazard model was introduced. RESULTS:The interval of NHPCI was empirically distributed from 8 to 2, and the estimation functions of individual condition indices (crack, rutting, and IRI) in conjunction with the NHPCI index were suggested. The derived deterioration curve shows that life expectancies for the preventive maintenance level was 8.34 years. The general life expectancy was 12.77 years and located in the statistical interval of 11.10-15.58 years at a 95.5% reliability level. CONCLUSIONS : This study originates and contributes to suggesting a simple way to develop a pavement deterioration model using the total condition index that considers road user satisfaction. A definition for level of service system and the corresponding life expectancies are useful for building long-term maintenance plan, especially in Life Cycle Cost Analysis (LCCA) work.
The End Coupling is main component of the aluminum hot roll process. The End Coupling is used for transmission of rotational power with heavy-duty load. Fracture of the End Coupling cause serious economic losses because an End Coupling is a very expensive component and it takes a long time to repair it. Therefore, preventing the destruction of the End Coupling is essential for ensuring a long mechanical life cycle. In this paper, the parametric study on the End Coupling was performed in order to minimize maximum stress under operation loads. To verify the interference of spindle assembly with modified End Coupling, kinematics simulation was performed by applying the various combination type and dynamic boundary condition of the spindle assembly. The interference of optimized model was not occurred during combination process and driving process. As a result of an optimum design for life extension on End Coupling, the maximum stress of modified End Coupling was lower than that of the initial model by 26%.
