Examination of Public Interests and Regulatory Framework of Pay TV Industry (유료방송시장의 공익성 개념과 정책 기조 분석)

  • This study examines the concept of public interests in pay TV industry and analyzed the regulatory framework of the industry. The concept of public interests such as diversity, localism and quality which are mainly discussed in the context of over the air broadcasting extends to universal access, fair competition and consumer protection as pay TV industry grows. However, there is a lack of concrete implementation of public interests in regulatory framework and coordination of public and industrial interests was not accomplished. Major policy that regulates the pay TV industry carries out without big picture. Policy implementation without long term plan results in hierarchical regulation model and it produced consistency problem. In the process of implementing policy in pay TV industry public interests and industrial interests discussion is mixed and sometimes it played exaggerated role.

Epidemiologic Analysis of Burns in Military Hospital

  • Purpose: We accessed epidemioloy of 908 acute burns (7 years) in the military, of injuries and propose proper educational programs to suit community. Methods: We surveyed burn demographics, circumstances of injuries, size, result of treatment. Results: The mean age was 20.6 years. The flame burns (FB) (325, 35.8%) were most common, followed scald (SB) (305, 33.6%), contact (CB) (219, 24.1%), electric (EB) (45, 5.0%) and chemical burns (ChB) (14, 1.5%). The more occurred during winter (29.7%). SB had mean 3.9% total body surface area (TBSA). The 251 (82.3%) had superficial burns by spillage of hot water/food on lower limbs (45.6%), feet (33.8%) in summer (34.8%), treated with simple dressing (92.8%). Morbidity rate was 5.6%; post traumatic stress disease (PTSD) (0.7%). FB had large wound (9.3% TBSA). The 209 (64.3%) had superficial burns by ignition to flammable oils (31.7%) and bomb powders (29.2%) on head/neck (60.3%), hands (58.6%) in summer (31.7%), autumn (30.2%). They underwent simple dressing (83.4%) and skin graft (16.0%). Morbidity rate was 18.8%; PTSD (10.5%), inhalation injuries (4.0%), corneal injury (3.7%), amputations (0.9%), and mortality rate (1.2%). CB had small (1.1% TBSA), deep burns (78.5%) by hotpack (80.4%) on lower limbs (80.4%). The more (59.8%) underwent skin graft. EB had 6.8% TBSA. The 29 (64.4%) had superficial burns by touching to high tension cable (71.1%) on hand (71.1%), upper limbs (24.4%) in autumn (46.8%). They underwent simple dressing (71.1%) and skin graft (24.4%). They showed high morbidity rate (40.0%); loss of consciousness (13.3%), nerve injuries (11.1%), neuropathy (8.9%), amputations (2.2%), and mortality rate (2.2%). Conclusions: The cook should wear apron over the boots during work. The lighter or smoking should be strictly prohibited during work with flammable liquids or bomb powders. Don't directly apply hotpack to skin for a long time. Use insulating glove during electric work. Keep to the basic can prevent severe injury and proper education is important.

Wake effects of an upstream bridge on aerodynamic characteristics of a downstream bridge

  • To study the wake influence of an upstream bridge on the wind-resistance performance of a downstream bridge, two adjacent long-span cable-stayed bridges are taken as examples. Based on wind tunnel tests, the static aerodynamic coefficients and the dynamic response of the downstream bridge are measured in the wake of the upstream one. Considering different horizontal and vertical distances, the flutter derivatives of the downstream bridge at different angles of attack are extracted by Computational Fluid Dynamics (CFD) simulations and discussed, and the change in critical flutter state is further studied. The results show that a train passing through the downstream bridge could significantly increase the lift coefficient of the bridge which has the same direction with the gravity of the train, leading to possible vertical deformation and vibration. In the wake of the upstream bridge, the change in lift coefficient of the downstream bridge is reduced, but the dynamic response seems to be strong. The effect of aerodynamic interference on flutter stability is related to the horizontal and vertical distances between the two adjacent bridges as well as the attack angle of incoming flow. At large angles of attack, the aerodynamic condition around the downstream girder which may drive the bridge to torsional flutter instability is weakened by the wake of the upstream bridge, and the critical flutter wind speed increases at this situation.

  • This study is aimed at suggesting optical communication equipment that can deliver high quality video information in high speed, to efficiently handle the flood and water pollution in the river basin. This system is cheaper than existing equipment, and can monitor optical Internet as well as the condition of equipment. Generally, the communication equipment to prevent flood is installed in an unmanned control box and operated by the flood control office situated at the fiver mouth in a long distance section. Therefore, it is hard to promptly cope with communication interruptions, which occur by the cutting or aging of the optical cable. Under the circumstances, this study suggested an efficient system that can deliver high quality video information in high speed (Optical Transmission Convert System) by using optical fiber. The system also solves problems by making use of automatic protection switching (APS) when an accident happens. Its real-time monitoring function gives notice of the problem-occurring points. The system is expected to be widely used in various areas such as intelligent traffic systems.

Wind velocity field during thunderstorms

  • Wind action is a factor of fundamental importance in the structural design of light or slender constructions. Codes for structural design usually assume that the incident mean wind velocity is parallel to the ground, which constitutes a valid simplification for frequent winds caused by meteorological phenomena such as Extratropical Storms (EPS) or Tropical Storms. Wind effects due to other phenomena, such as thunderstorms, and its combination with EPS winds in so-called squall lines, are simply neglected. In this paper a model that describes the three-dimensional wind velocity field originated from a downburst in a thunderstorm (TS) is proposed. The model is based on a semi empirical representation of an axially-symmetrical flow line pattern that describes a stationary field, modulated by a function that accounts for the evolution of the wind velocity with time. The model allows the generation of a spatially and temporally variable velocity field, which also includes a fluctuating component of the velocity. All parameters employed in the model are related to meteorological variables, which are susceptible of statistical assessment. A background wind is also considered, in order to account for the translational velocity of the thunderstorm, normally due to local wind conditions. When the translation of the TS is caused by an EPS, a squall line is produced, causing the highest wind velocities associated with TS events. The resulting vertical velocity profiles were also studied and compared with existing models, such as the profiles proposed by Vicroy, et al. (1992) and Wood and Kwok (1998). The present model predicts horizontal velocity profiles that depend on the distance to the storm center, effect not considered by previous models, although the various proposals are globally compatible. The model can be applied in any region of interest, once the relevant meteorological variables are known, to simulate the excitation due to TS winds in the design of transmission lines, long-span crossings, cable-stayed bridges, towers or similar structures.

Transient aerodynamic forces of a vehicle passing through a bridge tower's wake region in crosswind environment

  • Super long-span bridges provide people with great convenience, but they also bring traffic safety problems caused by strong wind owing to their high decks. In this paper, the large eddy simulation together with dynamic mesh technology in computational fluid dynamics (CFD) is used to explore the mechanism of a moving vehicle's transient aerodynamic force in crosswind, the regularity and mechanism of the vehicle's aerodynamic forces when it passes through a bridge tower's wake zone in crosswind. By comparing the calculated results and those from wind tunnel tests, the reliability of the methods used in the paper is verified on a moving vehicle's aerodynamic forces in a bridge tower's wake region. A vehicle's aerodynamic force coefficient decreases sharply when it enters into the wake region, and reaches its minimum on the leeward of the bridge tower where exists a backflow region. When a vehicle moves on the outermost lane on the windward direction and just passes through the backflow region, it will suffer from negative lateral aerodynamic force and yaw moment in the bridge tower's wake zone. And the vehicle's passing ruins the original vortex structure there, resulting in that the lateral wind on the right side of the bridge tower does not change its direction but directly impact on the vehicle's windward. So when the vehicle leaves from the backflow region, it will suffer stronger aerodynamic than that borne by the vehicle when it just enters into the region. Other cases of vehicle moving on different lane and different directions were also discussed thoroughly. The results show that the vehicle's pneumatic safety performance is evidently better than that of a vehicle on the outermost lane on the windward.

Efficient Partial Parallel Encoders for IRA Codes in DVB-S2 (DVB-S2 IRA Code를 위한 최적 부호화 방법)

  • Low density parity check (LDPC) code, first introduced by Gallager and re-discovered by MacKay et al, has attracted researcher's interest mainly due to their performance and low decoding complexity. It was remarkable that the performance is very close to Shannon capacity limit under the assumption of having long codeword length and iterative decoder. However, comparing to turbo codes widely used in the current mobile communication, the encoding complexity of LDPC codes has been regarded as the drawback. This paper proposes a solution for DVB-S2 LDPC encoder to reduce the encoder latency. We use the fast IRA encoder that use the transformation of the parity check matrix into block-wise form and the partial parallel process to reduce the number of system clocks for the IRA code encoding. We compare the proposed encoder with the current DVB-S2 encoder to show that the performance of proposal is better than that of the current DVB-S2 encoder.

A Study on the Economical Design of Airport Low-Voltage Feeder Which is considering the Temperature Character (온도특성을 고려한 공항 저압간선의 경제적인 설계기법에 관한 연구)

  • The size of low voltage level conductor cables can be installed with a long length just like a aviation field, shall be determined for considering the ampacity of cable and the drop of voltage for the power system. Therefore, The size of the conductor cables may be larger one for considering the tolerable voltage drop comparatively, although the allowable ampacity of the conductor cables may have a margin in comparison with the rated full load current In this case, the conductor cables' allowable ampacity will be very larger than the rated full load current and the generated heat of the conductor will be relatively downed. The conductor cables' alternating current resistance corrected with the maximum allowable temperature of the conductors, has been applied on the general formula for the calculating the voltage drop in determinating the size of low voltage level conductor cables, and the resistance is larger than the resistance corrected with the actual temperature of the conductor cables. This paper was studied for the purpose of the conductor resistance corrected with the actual temperature rise of the conductor and address the economic design formula so that this studies shall minimize the errors which can be occurred in comparison with the general formula and which can be applied in design work for determining the size of low voltage level conductor cables.

Analysis on Visual Preference of Bridge Landscapes of Background and Shape in Rural Area - Focused on the Natural Landscape in Rural Area - (농촌지역의 교량의 배경경관 및 교량형태에 따른 시각적 선호도 분석 - 농촌지역 자연경관을 중심으로 -)

  • Due to the rapid economic development of Korea, the bridge have been built by government over the several years. Additionally, there are too many mountain and river and the bridge have been built in rural area. But bridge designers weren't considering the bridge landscape. And bridge was a negative factor in regional landscape. Because of this, this study surveyed the landscape preferences of rural bridge landscapes according to different bridge types. The results were summarized as follows: And this research include conducting a study on visual preference according to the bridge's type and background. And, the landscape of arch bridge in the river 1 is landscape of the highest preference. The the landscape of girder bridge in the river 2 is landscape of the lowest preference. In the river 1 and 2 landscape, high preference is observed in the arch bridge and low preference is noted in the girder bridge. In the mountain 1 and 2 landscape, high preference is observed in the cable-stayed bridge and low preference is noted in the girder bridge. In conclusion, the visual preference of bridge landscape depend on the background and bridge shape, the study said. Therefore, when bridge designer design the bridge, designer have to choose proper bridge shape according to the background. This research was conducted only in bridge landscape of rural area but the visual preference of bridge landscape can be changed according to the various background. And further research is needed to analyze visual preference of bridge landscape according to the various background.

Characteristics of Insertion Loss of Adhesive Tapes to Reduce Noise through Small Opening Hole (미세한 공혈을 통한 소음의 저감을 위한 접착 테이프 별 삽입손실 특성)

  • Adhesive tapes can be conveniently used for various applications by combination of materials requiring diverse mechanical strength and specific adhesives. Duct tape is usually readily available and one of the most widely used adhesive tapes. Duct tapes are composite materials with good mechanical strength consisted of fiber material, which is different from other tapes. In addition, electrical insulation tapes are used for very long period of time for insulating cables, and are also used for reinforcement of mechanical strength and increasing damping of cable in practice. Recently, variety of foam tapes and double-sided tapes are widely used in diverse applications. However, there is no previous work readily available clearly illustrating noise isolation performance of tapes. In present work, noise isolation performance of tapes is presented by measurement of insertion loss of variety of tapes on a small hole. Double-side foam tapes presented the best noise isolation performance among adhesive tapes measured in present work.
