The Impact of Enviromental Uncertainty and Logistics Resources Capabilities on Logistics Performance through Relational Norms and Logistics Service in the Industrial Products (산업재 물류에서 환경 불확실성과 물류자원역량이 관계규범과 물류서비스를 통하여 물류성과에 미치는 영향)

  • The major purpose of this study is to investigate the impact of environmental uncertainties and logistics resources capabilities mediated by relational norms and logistics services on logistics performance in the industrial products. The 272 data were collected from the key informants who were working at the logistics-related departments in the H Heavy Industries & Construction and HSD Engine. The following results were verified using structural equation modeling. First, environmental uncertainties such as dynamism and heterogeneity unexpectedly had insignificant effects on relational norms such as information exchange and flexibility and logistics services such as product availability and on-time delivery. Second, logistics resource capabilities showed unique effects based upon its component's characteristics. For example, Logistics Information Systems did not have direct impact on logistics services but had indirect effect on logistics services via relational norms. On the other hand, logistics resources such as logistics specific assets and transportation service competencies had direct impact on logistics services but not on relational norms. Third, relational norms between transaction partners significantly affected logistics services but had insignificant effects on logistics performance such as logistics costs reduction and delivery qualities. Fourth, consistent with several studies, excellent logistics services between industrial purchaser and suppliers based upon relational norms did have significant effect on logistics performance such as delivery consistency and delivery qualities. Finally, the empirical results in this study could be strategic logistics management guidelines based upon the theoretical relationships among the environmental uncertainties, logistics information systems, logistics resources, relational norms, logistics services, and logistics performance.

  • Globalization of the industry induces the internationalization of any given manufacturing company's supply chain. Development of e-Commerce and Information Technology (IT) changes the logistics structure, making logistics information systems essential. Web-based connectivity and supply chains based on new technologies are becoming essential in the logistics industry. Customers are driving the implementation of systems to ensure timely, thorough, and accurate information, often with immediate access; in response, the Internet has propagated tracking and tracing systems. Value-added services are the key to successful intermediary activities. The nationwide Integrated Logistics Information System (ILIS) aimed to utilize existing and future information infrastructure and knowledge bases to build an integrated logistics information network that would provide comprehensive logistics information services for shippers and carriers in order to improve the efficiency of both inventory and information flows in their supply chains. The ILIS, as one of the seven national information networks, has provided various services, particularly services related to import/export and clearance. Though a survey concerning logistics information services shows rather positive results, shippers and carriers still require better services and reductions in EDI prices. Therefore, the role of the ILIS needs to be re-defined. Short-term plans for the ILIS contain ICD services and XML/EDI services, which are described in detail.

  • Product-related services in manufacturing industry are different from typical services in service industry. Product-related services ensure proper product functioning, provide additional repurchase, and offer attractive margin Product-related services in manufacturing industry are not core activity but taking supporting roles, while services in typical service industry are core parts. The purpose of this study is to investigate the role of communication in linking IT and product-related logistics service in manufacturing industry. The relationships among IT, communication, logistics service and business performance are explored using a path analysis. The empirical research reveals that higher degree of IT usability leads to increased communication, and in turn, communication affects logistics service, and ultimately business performance. In addition, this study shows communication plays an intermediate role in linking IT to logistics service.

A study on the current status and ways of activating 3PL (제3자물류의 실태분석 및 활성화 방안에 관한 연구)

  • Despite the importance and necessity, the 3PL has not been activated to date. Among many views, customers claim that logistics service provider(LSP) are not prepared or capable of offering satisfactory 3PL services, while LSP emphasize the lack of mutual trust, closed corporate culture of the customer and excessive demand for reducing the costs. With this keeping in mind, it surveyed difference of perception between users and providers of 3PL services in terms of the actual status of using 3PL services, the degree of satisfaction and key factors for selecting 3PL provider through the questionnaire. As shown in this study, 43.3% of the respondents outsourced logistics services. However, Most company outsourced only inland transportation (49.5%) which is a simple and limited scope of 3PL services, but it also indicated that the percentage of users have ranged was less then 10% in outsourcing their whole logistics sector to 3PL provider and employing other logistics functions. Among respondents, a majority of the service provider stated that they offered satisfactory cost-saving to the customers, while users felt that the degree of satisfaction for using 3PL services was evaluated as at an average level and they more highly regarded the strong partnership of their 3PL provider rather than the saving of cost and improvement of customer's services. Moreover, in contrast to the 3PL providers which regard the most important factor for selecting 3PL service provider is the logistics cost quoted, users of 3PL services felt that the quality of services was more significant than the reduction of cost, and this tendency for selecting 3PL providers was shown in more advanced countries. While users of 3PL services indicated that the main reason for not using 3PL services was to avoid disclosing information of their business and it costs much for employing 3PL providers than doing themselves, 3PL providers thought it was due to reluctancy of opening information and resistance from the logistics division engaged in logistics activities concerned. Accordingly, providers and users of 3PL services should trust each other and prepare plan to activate 3PL services under the collaborative relationships as soon as possible.

  • National industrial complexes, airports, and seaports are major logistics nodes and the availability of their logistics services is a key factor for the successful operation of entire supply chains. For this reason, the central government has established a plan for their development and is investing in development projects. However, some difficulties exist in project prioritization and investment plan creation owing to the absence of a clear appraising method. For a smooth flow of national logistics and efficient investment on facilities, it is necessary to diagnose the logistics facilities' present conditions and practice sustainable management. In this study, a diagnostic method for logistics services, which consists of service factors and facility factors, is proposed. Adopting the method, facility factors can be prioritized to improve facilities' services; further, a standard procedure is proposed to support decision making for effective investments in logistics facilities. The method is applied to actual logistics facilities (three national industrial complexes, three seaports, and two airports) and the results indicate that it can be effectively applied to actual logistics facilities.

The growth of the Third Party Logistics (TPL) business has been caused many firms to penetrate into the field from different industries. In this study, it is presented to describe a definition and development process of the third party logistics and shown to present strategic issues comparing to third party logistics in foreign and domestic area. and apply to some issues of importance when managing the continued TPL business strategy in domestic area.

Searching for Best Practices in Developing Ports as Logistics Centers

  • Global firms are seeking to implement their global logistics strategies in two ways: the use of centralized inventories and/or postponement of final assembly. These strategies stress the importance of regional logistics centers. In most cases, regional logistics centers are located in or near ports so that changing demands can be met with economy, reliability and flexibility, The port can profit not only from the activities of logistics center itself, but also the increasing flow of cargo through the logistics center. A number of ports respond to this trend by shifting their emphasis from traditional cargo-handling services to value-added services. This paper presents guidelines drawn from the best practices of ports to be successful logistics centers to provide many aspects of value-added logistics services. These include: Effective Planning and Development of Logistics Centers; Institutional Incentive Scheme; Development of Free Trade Zones; Financing Infrastructure related to Logistics Centers; Developing Logistics Service Providers and Logistics Professionals; Development of Information Technology; and Regulatory and Administrative Issues. These guidelines will help managers of ports and policy makers of governments in the East Asian region learn to recognize, analyze and adopt the best practices for use.

  • The third party logistics(3PL) is generally understood as the logistics activities providing a comprehensive logistics services, all or partly outsourced by the customers on a larger term contract basis, ranging from making logistics strategies to implementing information technology services. A lot of companies in advanced countries such as the U.S.A. or some of the European countries have actively outsourced to logistics service providers in efforts to increase the efficiencies in logistics operation rather than doing themselves. In light of these environments, outsourcing to third parties has become a strategic issue demanding greater attention in corporate boardrooms. First, after deciding their logistics outsourcing, the companies have to set up their aims of 3PL through the development of logistical strategies. Second, the companies must decide service provider that fits to their business environment and conditions. As it is reported that 3PL services will bring a high rate of return and its potential will be more signigicant, providers and users of 3PL services and government ministry should prepare the way of improvement of logistics institution and plan to activate 3PL services to reach the advanced foreign countries level.

A Survey on the Logistics Service Providers in China

  • This paper analyses the results of a survey questionnaire which is made for logistics service providers in Shanghai, China. Based on 177 valid providers' responses, the study results show that the logistics industry of China consists mainly of small and medium-sized companies. Furthermore, most of the logistics companies are highly capable of providing traditional logistics services and lack of the capability to provide other value-added logistics services. Their self-assessments indicate that they generally perform well in different types of performance measures. This study indicates that the market for 3PL services in China has a reasonable potential for further development, though 3PL practices are still at a nascent stage in China. This paper presents full details and implications of the results of the survey and then tries to provide some helpful suggestion for the development of Chinese logistics companies.
