  • With the introduction of supply chain management concept, the nature of a firm is fundamentally changed. Control is no longer based on direct control of the business processes, but rather based on integration across member organizations in the supply chain. Firms are trying to achieve a competitive edge by managing their supply chain performance to gain advantages in cost and service differentiation. The supply chain elements of a sea port involves ILSP (Inbound Logistics Service Provider) at the input side and OLSP (Outbound Logistics Service Provider) at the output side. The goal of sea port is to satisfy the needs of different parties, both upstream and downstream, in the chain with greater effectiveness and efficiency than it's competitors. In this context, the purpose of this paper is to derive conceptualization of the SCP (Supply Chain Performance) in the sea port from literature review on the previous researches and to tackle their theoretical and practical implications. The paper deals with conceptualizing SCP in sea port using the SCOR (Supply Chain Operation Reference) model. It incorporates both the effectiveness and efficiency aspects of performance measurement. And it also recognizes customer related reasons for measuring performance.

A Study on the Revitalization of Container Cargoes in Donghae Port Using IPA Technique (IPA기법을 활용한 동해항 컨테이너 활성화 강화 방안에 관한 연구)

  • It is necessary to develop a bridgehead port for trading with northern countries to promote trade through the East Sea because the East Sea Rim economic bloc around the Northeast Asia including South Korea, China, Russia, Japan, and North Korea has a high growth potential in the future. Therefore, this study aims to suggest a strategic direction to enhance the competitiveness of Donghae Port through reinforcement of container cargoes by conducting Importance-Performance Analysis (IPA) for stakeholders of Donghae Port. The analysis results suggest that it is necessary to improve the five evaluation factors: attractiveness of container and bulk volumes, appropriate ratio of export/import container quantities, frequency of vessel entry and diversity of sea routes, convenience of complex linked transportation, and competitiveness of cargo handling equipment. The implications of this study are as follows. First, it is necessary to continuously research the current status of container and bulk cargo volumes of the port and ways to increase the absolute cargo volume. Second, we need to consider realistic alternatives to improve the ratio of export/import container quantities. Third, in terms of network, we should establish a service improvement plan to increase the frequency of port calls and the diversity of sea routes. Furthermore, incentives should be provided to increase the trade volume of Donghae Port through strengthened complex linked transportation function. Finally, it is urgently necessary to provide investment support for container handling equipment as an essential requirement for the activation of the container cargoes in Donghae Port.

A Study on the Radar Operational and Technical Performance Requirements for Vessel Traffic Service

  • With the expansion of the shipping and port logistics industry in the 21st century, the traffic density is continuously increased because of the increase in volumes of world sea freight and fleets, as well as the increase in the causes of potential marine accidents, such as ship collisions and stranding. Accordingly, the International Maritime Organization (IMO) has requested that the installation and operation of VTS should be applied in areas with high risk of marine traffic, and the request should be included as one of the Safety of Life at Sea (SOLAS) regulations. In this paper, the fundamental requirements of the radar system for vessel traffic services were analyzed and the analyzing factors were based on the IALA guideline.s This paper also includes results for the requirement and recommendation analysis on detection distance, target separation, and the target position accuracy of X-band radar. Also, to check if it satisfies the requirement of detection distance, range and azimuth separation of small point targets, and target position accuracy from the IALA guidelines, the test was conducted through the radar image acquired at the VTS center, and hence, the validity of the technical performance requirements was confirmed.

Comparative Analysis of Container Terminals in Northern Vietnam, 2005-2014

  • Sea-ports in Northern Vietnam have experienced a rapid growth of container throughput in recent years. To accompany with such development, huge investment also has been performed to enhance not only local port capacity but also the regional logistics system. Container terminals in Northern Vietnam locate centrally along Cam river of Haiphong city, leaving 2 others in Quang Ninh province. Five out of totally 11 container terminals in the area are under the control of Vinalines - a national corporation in field of maritime industry. In this paper, those terminals are classified in terms of location and ownership. The volume of container throughput and facilities of all container terminals in Northern Vietnam from 2005 to 2014 are recorded in order to compare the performance of groups. A Data Envelopment Analysis (DEA) is then applied to evaluate the relative efficiency of such terminals. Before conclusion, number of suggestions will be contributed to related parties.

Port Performance of Fully Automated Container Terminal on the COVID Pandemic (코로나 팬데믹에서 완전자동화항만의 성과 비교 연구)

  • The recent spread of the corona pandemic and a temporary surge in demand for consumer goods have resulted in an increase in port cargo volume, and the resulting port congestion is coupled with a shortage of labor in the port, exacerbating the global supply chain chaos. Supply chain disruptions will increase logistics costs and ultimately increase global inflationary pressures. In this situation, the role of the port, which is the nodal point between land and sea, is gradually becoming more important. And fully automated ports that are operated unmanned are evaluated as being able to respond stably and flexibly by reducing operational risks in situations such as COVID-19. Therefore, this study compared the operational performance of fully automated and non-fully automated terminals within the same port before and after the corona outbreak, and analyzed the fully automated terminal was stable in actual operation. As a result of the analysis, the fully automated terminal showed stable operating efficiency in all aspects of operational performance compared to the non-fully automated terminal even under severe port congestion due to COVID-19.

A Study to Improve the Performance of a Fixd Type Fin Stabilizer with Coanda Effect (콴다효과를 적용한 고정식 핀 안정기의 성능개선에 관한 연구)

  • A ship operating in rough sea may suffer from an undesirable motion which may severely degrade the performance of equipment onboard and give a person an uncomfortable feeling. Hence, roll stabilization received a considerable attention and various devices including bilge keels, stabilizing fins, gyroscopic, anti-rolling tanks, rudders and flaps have been conceived and utilized for the purpose. The Coanda effect is evident when a jet stream is applied tangential to a curved surface of a hydrofoil since then the jet increases the circulation around the foil and consequently the lift. Model tests and numerical simulation have been conducted to examine the practicality of a fixed type fin stabilizer augmented by the Coanda jet. The results show that the lift coefficient of the modified Coanda fin at the zero angle of attack identically coincides with that of the original fin at ${\alpha}=\26^{\circ}$ when Coanda jet is supplied at the rate of $C_j$ = 0.25. It is also shown that fixed type fin stabilizers for active control of the motions of ships and the other mobile units without rotation can be put to practical use if the Coanda effect is applied.
