"2015년까지 약21조원을 투입하여 전국을 U자형의 철도망을 구축하겠다." 한국철도공사 이철 사장은 지난 6월 24일 한국물류협회가 주관한 물류 CEO 조찬회에서 이와같이 말했다. 또한, "앞으로 TSR~TCR을 연결하여 동북아 주요국가들을 잇는 간선교통망 역할을 수행할 것"이라고 말했다. 이에 이날 이철 사장이 발표한 내용을 요약 정리한다.

The purpose of this study is to consolidate the position of Kunsan Port as a Hub-port in Northeast asian region with the development of Kunsan port's hinterland. To accomplish the purpose, this paper firstly reviews the concept and function of port's hinterland literally. Next, We attempt to grasps the trends of port logistics service in this region, and to cope with this trends, study the previous researches of logistics platform(LP). Based upon the study, We find out the main factors of improving efficiency in port logistics, and build the model of logistics strategy with such factors as (1) Environment (2) Marketing (3) Logistics Chain and (4) Logistics community. And in order to applicate the model, we analyze the current situation of Kunsan port and port's hinterland. Finally, we provide the logistics strategies in Kunsan port's hinterland.

본 논문은 평택당진항의 자동차 물류 클러스터 구축방안을 모색하는데 있다. 평택당진항은 자동차 관련 부가가치 물류서비스를 바탕으로 활성화되고 발전할 필요가 있기 때문이다. 각 지자체마다 앞다퉈 자동차 관련 산업단지 육성에 나서고 있다. 또한 향후 국산 자동차 수출 전망은 어둡지만 평택당진항을 비롯한 여러 항만이 수출입과 환적 자동차를 유치하기 위해 부두시설을 확충하는 등 자동차 항만으로서 위상을 확보하기 위해 부단히 노력하고 있다. 평택당진항은 현재 1위 자동차 항만으로서 자동차 물류 클러스터를 구축하기 위한 좋은 여건을 갖추고 있다. 쌍용자동차와 기아자동차, 그리고 삼성전자와 LG전자가 가까이 위치하고 있고, 향후 항만배후단지 개발을 통하여 충분히 자동차 물류 클러스터 구축에 소요되는 부지를 용이하게 확보할 수 있기 때문이다. 단순한 물류 거점으로서만이 아니라 다양한 문화와 체험이 가능한 자동차 물류거점을 조성함으로써 미래 모빌리티 발전에 적절하게 대응할 수 있도록 함으로써 평택당진항의 지속가능한 발전을 도모할 수 있다.

중국경제의 급성장으로 인하여 아시아 물류수요가 급격히 증가하고 있다. 따라서 각 국은 이러한 수요를 유치하기 위한 항만개발에 전력을 투구하고 있다. 우리나라도 부산항${\cdot}$광양항을 중심으로 환적항, 나아가서 동북아 물류 중심국가가 되기 위한 여건을 마련하고, 적극적으로 항만마케팅에 나서기 시작했다. 최근 일본은 물류비용의 증대로 항만경쟁력이 감소하여 그에 대한 다양한 방안을 강구하고 있다. 이러한 일본의 침체환경을 기회로 활용하여 부산항${\cdot}$광양항의 활성화로 연계할 수 있는 노력이 필요하다. 따라서 본 연구는 일본의 수출입화물의 배송루트를 유형별 즉 기존의 일본 주요 항을 이용하는 경우와 부산항${\cdot}$광양항을 이용하는 경우로 구분하여 소요되는 물류비용을 산정하였다. 그 결과 부산항${\cdot}$광양항을 경유하는 경우가 훨씬 큰 물류비용의 절감효과가 있는 것으로 나타났다.

This paper attempts to analyze the strategies that Korean enterprise have taken to respond to China's rapidly changing foreign direct investment policies, especially after China's participation in the WTO. China's logistics industry has entered a stage of fast growth and the demand of logistics infrastructure Korea which is trying to be a logistics hub in Northeast Asia has to pay attention to the logistics of China. This paper provides the basic information for enhancing global logistics to logistics enterprise. Korean logistics enterprises analyze problem of China's policy and will have to cope political change spontaneously.

The paradigm of the global logistics network has been rapidly changing from traditional concept of productivity in cost terms, toward the new characteristics of innovative productivity in terms of economies of scale, economies of scope, and economies of network. As the ship or airplane becomes larger and speedier, the less logistics hub required. The more diverse logistics parties integrate each other horizontally or vertically, the higher synergy effects they get. The more systematic concurrent engineering available for global supply chain management such as Korean manufacturers in China, the higher productivity they get. The paper analyzes these three paradigms of logistics into the application for the Korean manufacturers in China and concludes that the Korean government, the companies in China should be more focused on the governance of the logistics and the intermediary such as the 4th party logistics(4PL) is definitely developed its role and functions based on three paradigms above mentioned.

연안해운과 관련한 최근 환경 변화는 남북해운합의서 발효에 따른 남북물류의 증대 가능성과 환황해권, 환동해권의 동북아 연안 부상 등을 언급할 수 있다. 그러니, 연안해운에 대한 국가 정책의 소외는 우리나라라 물류거점화 되는데 많은 문세점을 노출하고 있다. 이러한 문제점을 해소하고 외항과 연안간 균형발전을 도모하여 우리나라가 동북아 물류거점화 할 수 있는 방안을 크게 연계수송체제의 강화. 연안해운의 체질강화 및 정부의 체계적인 지원정책으로 구분, 제시하는 것이 본 연구의 목적이다. 연구결과에 의하면, 첫째로, 연계수송체계를 강화하기 위해 거점항만내에 연안피더 전용선석의 구축으로 연안피더운송의 연계성 강화가 필요하며 둘째로, 언안부두에 화주즐 유인할 수 있는 공동장치장 및 하역설비를 대폭 보강하여 일괄 서비스체제의 확립, 노후 비경계선의 Ro-Ro 선 혹은 고속컨테이너선으로의 대체. 화물선에 대한 면세유 공급과 각종 세제의 실질적인 혜댁부여로 환경 친화적이며 균형있는 외항-연안 물류사슬체계(Logistics Chain System)를 갖추는 것이 필요한 것으로 나타나고 있다.

글로벌 금융위기의 진원지인 동북아시아 지역은 전통적으로 석유의 생산 및 소비 불균형이 심화된 지역이며, 최근에는 급증하는 석유거래로 인해 저장 및 수송설비의 부족현상까지 겪고 있어 안정적 석유 공급을 위협하고 있다. 따라서 동북아시아 지역 내 독립적인 석유물류허브 기능을 갖춘 시설과 석유거래의 기능까지 담당할 수 있는 시장의 형성이 요구되고 있다. 본 연구에서는 동북아 지역의 석유물류허브 구축 후보 국가를 대상으로 한 석유산업 관련 설비인 정제시설의 정태적 및 동태적 효율성 분석을 통해 시사점을 도출하였다. 동북아 역내 주요 국가들의 석유정제설비의 효율성은 우리나라가 가장 높은 것으로 나타났으며 우리나라가 동북아시아 지역의 석유물류거점의 역할을 수행하기 위해서는 정부의 적극적인 정책지원이 필요하다.

CIS nations are recognized as an emerging market recently because there are abundant natural resources and a lot of investment demand. Furthermore, they are located in the middle of Europe and Asia and that make them have more strategic importance as a logistics hub. So many global companies including domestic ones began to advance into the on-site. and this tendency will be strong. On the contrary, a research in logistics environment of CIS has rarely been done. This paper provides a way of systematic approach to design logistics network in CIS with real business case and shows the analyzed result of optimization simulation that includes factors having a huge influence on the overall logistics cost.

본 논문의 목적은 우리 항만이 동북아 거점항만으로 변신하는데 필요한 항만배후부지전략을 도출하여 거점항만으로의 발전전략의 적합성을 분석하였다. 전략요인으로는 크게 개발정책방향, 개발방법론 및 부지조성전략요인으로 구분하여 분석하였다. 분석결과에 의하면, 부산항이 동북아 물류중심항만이 되기 위해서는 현재 진행 중인 항만배후부지가 실질적인 부가가치를 창출할 수 있도록 개발되는 것이 매우 중요한 것으로 나타나고 있다.
