This paper is focused on the desirable improvement schemes of the local network of information and telecommunication network. In this study, we examined whether polices of information and telecommunication of government have been carried out a desirable programme to meet the public interest, found out several problems in the these policies. Such problems as follows : (1) a system of local information & telecommunication is developing by a Model of Top-Down. In the present management system, an interest of the public of local society about the local telecommunication network is a much lower level, (2) there is no general controlling roll of the local information & telecommunication, (3) there is no service controlling system of local telecommuni-cation, and (4) there is no organic coordinating system of inter-departments in the central government level. In order to resolve these problems, this study suggests a few desirable sxhemes for the local telecommunication : (1) an establishment of middle-long range planning for the integrated future network of info-telecommunication, (2) an organizing of telecommunication network being suitable for the local characteristics toward B-ISDN.

The objective of this review was to investigate the efficacy of dental local anesthetics, as it is well known among clinicians that local anesthesia may be challenging in some circumstances. Therefore, the focus of this review was on the efficacy of the products used in dental local anesthesia. In a Pubmed database literature search conducted, a total of 8646 articles were found to be related to dental local anesthetics. After having applied the inclusion criteria (human research, performed in the last 10 years, written in English language, and focus on dental local anesthetics) and having assessed the quality of the papers, 30 were deemed eligible for inclusion in this review. The conclusion of this review is that none of the dental local anesthetic amides provide 100% anesthesia. The problem appears to be more pronounced when mandibular teeth are attempted to be anaesthetized and especially if there is irreversible pulpitis involved. The authors conclude that this finding suggest exploration of more efficient techniques to administer dental local anesthesia, especially in the mandible, to establish a 100% efficacy, is needed.

By using the method of equivalence of E. Cartan we calculate the local scalar invariants for Riemannian 2-maniolds. We define also a notion of local invariants for submanifolds in $R^{n + d}, n \geq 2, d \geq 1$, in terms of the symmetry of the local isometric embedding equations of Riemannian n-manifolds into $R^{n + d}$. We show that the local invariants obtained by the Cartan's method are the intrinsic expressions of the local invariants in our sense in the casees of surfaces in $R^3$.

For a subset $E{\subseteq}\mathbb{R}^d$ and $x{\in}\mathbb{R}^d$, the local Hausdorff dimension function of E at x and the local packing dimension function of E at x are defined by $$dim_{H,loc}(x,E)=\lim_{r{\searrow}0}dim_H(E{\cap}B(x,r))$$, $$dim_{P,loc}(x,E)=\lim_{r{\searrow}0}dim_P(E{\cap}B(x,r))$$, where $dim_H$ and $dim_P$ denote the Hausdorff dimension and the packing dimension, respectively. In this note we give a short and simple proof showing that for any pair of continuous functions $f,g:\mathbb{R}^d{\rightarrow}[0,d]$ with $f{\leq}g$, it is possible to choose a set E that simultaneously has f as its local Hausdorff dimension function and g as its local packing dimension function.

This study is to explore the relationship between trust in local administrative organization and organizational performance. Local administrative organizations provide the citizens with administrative services. Heightening the organizational performance contributes the citizens' happiness and the stream of times through organizations' change. To provide high quality of administrative service to citizens, trust in organizations is more important than any other capital. The improvement of organizational performance needs through this social capital. Factors about trust variables and organizational performance variables are extracted through the theoretical discussions. To do the research, public servants in 7 local administrative organizations of Gangwondo were asked to do the survey about how trust in organizations affects organizationa performances. The results explain that trust variables are related to organizational performance, and the local administrative organization which is high in trust is high in organizational performance. Trust in local administrative organizations improves the organizational performance internally and the organization will obtain trust from the citizens externally.

This paper proposes an improved image segmentation algorithm by the watershed algorithm based on the local adaptive threshold on local minima search and the fixing threshold on label allocation. The previous watershed algorithm generates the problem of over-segmentation. The over-segmentation makes the boundary in the inaccuracy region by occurring around the object. In order to solve those problems we quantize the input color image by the vector quantization, remove noise and find the gradient image. We sorted local minima applying the local adaptive threshold on local minima search of the input color image. The simulation results show that the proposed algorithm controls over-segmentation and makes the fine boundary around segmented region applying the fixing threshold based on sorted local minima on label allocation.

Proxy MIPv6 환경에서 Local Mobility Anchor는 이동 단말에 대해 이동성을 제공하기 위한 등록과정과 데이터의 터널링을 제공한다. 다수의 Mobile Access Gateway에 위치하는 모든 이동 단말에 대해 서비스를 제공하여야 하기 때문에 Local Mobility Anchor는 병목현상을 일으킬 수 있으며 이것은 Local Mobility Anchor에 의해 관리되는 모든 이동 단말에 대해 전체적인 이동 서비스의 실패로 이어질 수 있다. 본 논문에서는 이러한 문제를 해결하기 위해 다수의 Local Mobility Anchor에 부하를 분배하며 특정한 Local Mobility Anchor에 부하가 집중될 경우 효과적으로 재분배하기 위한 기법을 소개한다. 본 논문에서 제안하는 기법을 통해 다수의 이동 단말에게 서비스를 제공하는 Proxy MIPv6 환경에서도 안정적이고 양질의 서비스를 제공하며 자원을 효율적으로 이용할 수 있을 것으로 기대된다.

For on-line signature verification, the local shape of a signature is an important information. The current approaches, in which signatures are represented into a function of time or a feature vector without regarding of local shape, have not used the various features of local shapes, for example, local variation of a signer, local complexity of signature or local difficulty of forger, and etc. In this paper, we propose a new technique for on-line signature verification based on a structural signature representation so as to analyze local shape and to make a selection of important local parts in matching process. That is. based on a structural representation of signature, a technique of important of local weighting and personalized decision threshold is newly introduced and its experimental results under different conditions are compared.

Purpose: The purpose of the Improvement method of Local Safety Level Index in guideline of disaster safety master plan. Method: This research will establish disaster safety management system strategy through consistency analysis of law, safety innovation master plan and international safety cities index regarding disaster safety and proposes guideline of disaster safety master plan which includes that includes regional characteristics and disaster management measures by sector. Result: Establish detailed policies applying the disaster safety master plan guideline to improve the local safety level index in 'G'-basic local government. Conclusion: In this study, basic local government will Strengthen the disaster response capacity by improving the local safety level index.

One of the most useful method for increasing combustion loading of premixed flame is to strengthen the turbulent intensity of unburned mixture. It produces an important information to a design of efficient combustion equipment that analysing microstructure of strong turbulence premixed flame. The flame structure and characteristics are depend on the turbulence of unburned mixture. Therefore, to strengthen the turbulent intensity of unburned mixture make flame scale small and accomplish efficient combustion. We measured the velocity of local flame front movements, local eddy radius and local reaction zone thickness quantitatively with increasing turbulent intensity of unburned mixture. We researched the microstructure of flame using ion currents that react sensitively in the reaction zone. Consequently, the velocity of local flame front movements is depend on the velocity of unburned mixture and local eddy scale is to be small with increasing turbulent intensity. But there is no change in local reaction zone thickness with turbulence.
