The power plant is well known to influence air pollution as well as emission of green house gas. Because of increasing demand on electricity, the government set up the electric support action plan every 2 years. In this research, the impacts of power plants on the environment and region was studied. The study was focused on the establishment of power plant in Incheon area based on the 3rd electric support action plan. According to the 3rd electric support action plan, almost 80% of power plant in metropolitan area is planned to be built in Incheon area. The main influences of establishment of power plant are emissions of $SO_x$, $NO_x$ and PM and exceed the allocated local industry emissions, which means the emission allocation of other industry is difficult. In additions, the power plant exhaust $CO_2$ much more than other types of fuel such as waterpower generation, atomic power station. Although several supports are given in local government, these cannot cover the whole cost due to establishment of power plant. Subsequently, this study suggest the additional policy based on local consideration is needed and the current electricity distribution system should be reconsidered fundamentally in the lang term.
This study is designed to examine the relationship between the social safety net and the 'satisfaction level of safety life' conducted by local governments and to examine the effects of anarchy on the indicators. To do this, 300 people were sampled using the random sample method in the metropolitan area using the population of residents in the metropolitan area in 2017, and a total of 276 copies were extracted except 24 copies in the final analysis. Regression analysis and path analysis were conducted through structural equation modeling. Bootstrapping was performed to investigate the significance of the mediator effect. In summary, 'CPTED' has a positive effect on 'disorder' and 'safety life satisfaction', but 'municipal safety education' has a positive effect on 'safety life satisfaction' Respectively. 'Local disorder' has a negative effect on 'safety life satisfaction'. As a result of path analysis, the same effect was found. In order to examine mediating effect, bootstrapping showed that regional disorder was mediated only in 'CPTED' and 'safety life'. This result suggests that there is a need for change in the safety education of the community and it supports the precedent study that it is an effective means of safety net for the safety life of the CPTED community in the community. It is one of the nation's most important policies to prepare measures for the safety of the people. The local governments should also ensure the safety of local residents. In this study, the relationship between the local safety net and the disorder and safety life satisfaction was investigated.

Recently, industrial locations have faced changing trends under the influence of emerging industries as well as advanced new technologies. So the purpose of this study is to analyze the spatial distribution and locational factors of biotechnology industry formed around the Seoul Metropolitan area and Daejeon city, both of which are centers of Korean biotechnology industry, and is also to identifytheir locational characteristics. Major results of this study can be outlined as follows: First, from the mid 1990' s to 2000, Korean biotechnology industry has rapidly developed owing to central and local governmental support policies and systems as well as changes in domestic economic environment due to Korean financial crisis. Secondly, it was found that spatial distribution of Korean biotechnology industry converged on the Seoul Metropolitan area till 1990, but shifted from there to Daejeon and Chungcheong area from 1990 to 2000. Particularly after 2000, positive local governmental efforts to attract biotechnology players have driven the spatial distribution of biotechnology industry to shift from Seoul Metropolitan area and Daejeon or adjacent area gradually to other profitable locations. In terms of locational factors, it was found that the locations of Korean biotechnology industry converged primarily on university or college campus and biotechnology venture center, particularly on locations adjacent to superhighway or expressway. Locational factors varied depending on region, industrial type and business growth phase. Therefore, it is advisable that our central and local government should make and implement practical and useful policies in favor of biotechnology business depending on region, industrial type, business growth phase, rather than depending on uniform locational policies.
The Government had devised legislation of Special Act and drew up guidelines for improving air quality in Seoul Metropolitan area. In 2007 local government of Seoul, Incheon and Gyeonggi conducted the results of application policy by reduced air pollutants emission for the first time. Although there was reduction of air pollutant emission in each local government, it was ineffective as expected using air pollution monitoring database. Therefore we worked out a way to prepare modeling input data using the results of enforcement plan. And we simulated surface $NO_2$ and PM10 before and after decrease in air pollutants emission and examine reduction effects of air pollution according to enforcement regulation except other influence, by using MM5-SMOKE-CMAQ system. Each local government calculated the amount of emission reduction under application policy, and we developed to prepare input data so as to apply to SMOKE system using emission reduction of enforcement plan. Distribution factor of emission reduction were classified into detailed source and fuel codes using code mapping method in order to allocate the decreased emission. The code mapping method also included a way to allocate spatial distribution by CAPSS distribution. According to predicted result using the reduction of NOx emission, $NO_2$ concentration was decreased from 19.1 ppb to 18.0 ppb in Seoul. In Gyeonggi and Incheon $NO^2$ concentrations were down to 0.65 ppb and 0.68 ppb after application of enforcement plan. PM10 concentration was reduced from 18.2 ${\mu}g/m^3$ to 17.5 ${\mu}g/m^3$ in Seoul. In Gyeonggi PM10 concentration was down to 0.51 ${\mu}g/m^3$ and in Incheon PM10 concentration was decreased about 0.47 ${\mu}g/m^3$ which was the lower concentration than any other cities.
Many local governments are reducing speed limits according to the "Safe Speed 5030" policy implemented by the government to reduce traffic accident deaths. In the urban road sections in many metropolitan cities where speed limit reduction is applied as a pilot project, the decrease effect of the traffic accident number and death count is shown; however, no study of the effect analysis on the road sections of medium and small cities (basic local government unit) is found. Therefore, this study investigated the travel speed, number of traffic accidents, and death count before and after the implementation of speed limit reduction, targeting some urban road sections in Pyeongtaek city and some provincial road sections in Icheon city among basic local governments, namely among medium and small cities in Seoul Metropolitan Area.

Since out of a lot of traffic problems traffic accidents cause damage to life and properties of people, it stands out as one of traffic problems which needs improvement, and the loss due to traffic accident negatively affects not only the parties to the accident but also the national economy. Thus, continual concern of the government toward traffic safety is getting bigger and lately each local government is preparing a basic plan for traffic safety and vitalizing traffic safety policies. As expanding the responsibility and role of local governments for traffic safety, traffic safety measures which are based on the characteristics of each local government should be studied. Most of analytical methods in the existing traffic accidents prediction models with macroscopic vision focus on socioeconomic variables such as local population and the number of registered vehicles, and present a great deal of prediction error when they are applied in practice. In this context, this study proposed a traffic accident prediction model in respect of macroscopic level for autonomous districts (administrative districts) of Seoul City. The model development was not based on the entire city but on the type of local land usage (development density) whose relationship with traffic accident frequency was analyzed.
Sevaral problems of administrative area sysem in Korea have been brought up for a long time. Because its frame has remained since Chosun and Japanese colonial period in spite of changing local administrative environment in accordance with rapid industrialization and urbanization. Recent reform of city (Shi)- county (Gun) integration is derived from this argument. But problems which permeate deeply overall system cannot be solved by partial reorganization of Shi-Gun. They may be rationalized only through the reform of the whole system. The aims of this study are to analyze problems of administrative area system entirelr and to discuss the direction of its reform from that point of view. Major problems of administrative area system are summed up into the followings. Firstly, it is found that administrative hierarchies are too many levels. Contemporary administrative hierarchical structure is 4 levels: regional autonomous government (Tukpyolshi, Jik'halshi, Do), local autonomous government (Shi, Gun), two leveis of auxiliary administrative area (Up, Myun and Ri). These hierarchies were established in late period of Chosun which transportation was undeveloped and residential activity space was confined. But today developing transportion and expanding sphere of life don't need administrative hierarchical structurl with many levels. Besides developing administrative technology reduces administrative space by degrees. Many levels of contemporary administrative hierarchical structure are main factor of administrative inefficency, discording with settlement system. Second problem is that Tukpyolshi and Jik'halshi - cities under direct control of the central government as metropolitan area - underbounded cities. Underbounded city discomforts residential life and increases external elects of local pulic services. Especially this problem is Seoul, Pusan and Daegu. Third problem is that Do-areas are mostly two larger in integrating into single sphere of life. In fact each of them consistes of two or three sphere of life. Fourth Problem is metropolitan government system that central city is seperated from complementary area, i.e. Do. It brings about weakening the economic force of Do. Fifth problem is that several cities divided single sphere of life. It is main factor of finantial inefficency and facing difficult regional administration. Finally necessity of rural parish (Myun.) is diminished gradually with higher order center oriented activty of rural residents. First of all administrative area system should corresponds with substantial sphere of life in order to solve these problems. Followings are some key directions this study proposes on the reform of administrative area system from that standpoint. 1. Principles of reorgnization -- integration of central dty with complementary area. -- correspondence of administrative hierarchical structure with settlement system. -- correspondence of boundary of administrative area with sphere of life. 2. Reform strategy -- Jik'halshi is integrated with Do and is under the contol of Do. -- Small Seoul shi (city) which have special functions as captal is demarcated in Seoul tukpyolshi and 22 autonomous distrcts of Seoul tukpyolshi is integrated into 3-4 cities. -- Neighboring cities (Shies) in single sphere of life are intrgrated into single city (Shj). -- Myun and Ri are abolished in rural region and new unit of local administrative area on the basis of lowest order sphere of life into which 3-4 Ries are integrated replaces them.
This study examines factual facilites safety of long-term care facilities for eldery, for improvement of Korean policy. So, This study reviewed policies of facilites safety of long-term care facilities on main OECD countries. We analyzed factual survey of facilites safety of long-term care facilities in Seoul metropolitan area. The results of the study were as follows: First, There were differences of law and rule of facilites safety of long-term care facilities in comparison with those of social welfare facilities, child day-care center, hospital. Second, it was the result of location condition analysis. Long-term care facilities in the Seoul metropolitan area were located on more than six floors of buildings. The location conditions of private facilities are weak compared to those of corporations and local governments. Third, there were the result of internal structure of facilities. Overall, the placement status was insufficient. For instance, there are smokeproof masks/fireproof blankets, smoke windows(fire safety windows), smoke smothering. In addition, there were places where legal essential installation structures were insufficient. Private facilities were generally insufficient in facility structures compared to those of local governments and welfare corporations. Fourth, there were the result of safety management. It was confirmed that private facilities were insufficient compared to local government facilities. For instance, there are safety management analysis, response manuals, fire preparedness training, etc. Finally, implications and future directions policies of facilites safety of long-term care facilities were discussed based on the finding of the study.
The purpose of this paper is to introduce two integrated urban development projects in Japan that take full advantage of flood-control reservoirs: the Tetsugakudo Park Collective Housing Development Project and the Koshigaya Lake Town Project. The former project - implemented cooperatively by the Tokyo metropolitan government in charge of river management, Shinjuku and Nakano wards (in Tokyo) responsible for park management, and the Urban Renaissance Agency, a housing project developer - set a significant precedent for three-dimensional river use by realizing the three-dimensional integrated development of a flood control reservoir, a park, and collective housing. The Koshigaya Lake Town Project, launched as a drastic storm water management measure for a low-lying area often plagued by flooding, has achieved a sustainable coexistence between the waterfront environment and the urban living environment, with an artificial flood-control reservoir as the core for urban development. This project is fully committed to environmental coexistence through the optimal use of local environmental resources, with the cooperation of the central government, Saitama Prefecture and Koshigaya City.
This paper evaluate and compare effectiveness of urban growth management measures in Korea using system dynamics model. Simple urban dynamics model was used to compare urban growth management measures. Since the late 1960s, Korean government has been implementing various urban growth management measures without much success. In the 1960s, factories, universities, and public agencies were strongly encouraged to move out to local areas. During the 1970s, regulations on greenbelt area was adopted to prevent urban sprawl. Besides, regulations to prevent location of population inducing facilities, and promoting dislocation of those facilities were implemented simultaneously. During the 1990, regulations on total number of factories in the metropolitan area, development fees were adopted. These various method of urban management were compared. Simulation results shows that promoting decentralization of population, preventing population immigration, expanding greenbelt area are effectiveness ones compared to controlling total number of population inducing facilities, and preventing construction of new industries. Some implications of the findings were discussed.
